AGENDA NOTES FOR 4th MEETING OF WESTERN REGIONAL POWER COMMITTEE TO BE HELD ON 29th JUNE 2007 AT VADODARA

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 3rd MEETING OF WRP

COMMITTEE The Minutes of the 3rd meeting of WRPC held on 28th February 2007 at Mumbai were

sent to the Members vide letter No. AS/Min./WRPC/2006-07/2741 dated 27th March

2007.

Director (O), MSETCL vide letter dated 04.04.2007, had requested modification in Para

3 on Page-15 (item No.7). CSEB vide letter dated 18th May 2007, had conveyed their

comments on Para 7.3 and in response M.P. Power Trading Co. vide letter dated

24.05.2007 also requested correction in para 7.3. Also, GM (OS), PGCIL vide letter

dated 16.04.2007, had conveyed their comments on Para 2.2 (ii), item No. 6, 9 and 10

respectively. Copies of the above letters are enclosed at Annexure-1.1, 1.2, 1.3 and 1.4

respectively.

ITEMS FOR DISCUSSIONS ITEM No. 2: PERFORMANCE OF WR GRID DURING FEB. 07 TO MAY 07 2.1 System Performance During the period February 2007 to May 2007, the grid operated in the frequency range

49.0 Hz and 50.5 Hz for 94.02% of time. Month-wise figures of percentage time, when

the frequency was within this range, varied between 86.42% and 98.40%. During April

2007, frequency remained below 49.0 Hz. for 86.42% of time. The details of frequency

profile during the above period is enclosed at Annexure-2.1 (a).

The details relating to registered demand/unrestricted demand, energy availability and

energy requirement during the above period are at Annexure-2.1 (b). The maximum

unrestricted demand of the region was 37736 MW recorded during April 2007. The

maximum demand met during this period was 28860 MW, which was registered during

March 2007. The peak shortfall of the Western Region ranged from 8024 MW to 9638

MW. Capacity shortage during this period was of the order of 21.75% to 25.93% and

Energy shortage was in the range of 14.22% to 20.68%.

During the above period two partial grid disturbances took place in the Region - one on

25th February 2007 and the other on 28th February 2007. On 25th February 2007 the

disturbance had got initiated with fault on 400 kV Padghe-Nagothane ckt I near 400 kV

Padghe substation when this line was being taken into service after a maintenance work

on the line at 400 kV Padghe substation. On 28th February 2007, the disturbance got

initiated with tripping of one of the two 400 kV Parli-Chandrapur circuits, while the third

circuit was under outage conditions. The enquiry Committee, which was constituted by

CEA to look into these incidences is in the process of finalizing its report which would

establish cause of these incidences and remedial measures to be taken so as to

prevent such occurrences again.

In pursuance of the decision taken in 3rd WRPC meeting, a joint meeting was taken by

Member (GO&D), CEA on 17.5.2007 at New Delhi between NR and WR constituents to

discuss persistent low frequency operation of the grid during the period from October

2006 to January 2007 and decide about the urgent corrective and preventive actions

required to be taken to ensure secured operation of the combined NR-ER-NER-WR

grid. During the meeting the issues concerning the combined grid operational problems

particularly curtailing the overdrawl by constituents at frequency below 49.0 Hz were

addressed.

2.2 Voltage Profile The month-wise detail of voltages at important 400 kV substations during the month of

February 2007 to May 2007 is at Annexure-2.2. During this period, lowest voltages

recorded at 400 kV Itarsi, Indore and Bhilai substations ranged between 373-376 kV

and highest voltages recorded at Itarsi, Bina, Karad, Kasor and Dhule substations were

ranging between 433-440 kV.

Following actions have been initiated for controlling the abnormal voltages in the grid

were monitored:

• During the 376th OCCM MSETCL intimated that Shunt Controllable reactor at

400 kV Padghe s/s is likely to be commissioned by March 2008.

• POWERGRID had earlier intimated that it had made arrangement for providing

additional 50 MVAr reactor at Itarsi by April 2007. POWERGRID may indicate

current status.

• The synchronous condenser mode of operation of RBPH units at SSP

commenced w.e.f. 28.5.2007 on experimental basis.

ITEM No. 3: INSTALLATION OF HT SHUNT CAPACITORS IN WR Against the recommended quantum of 255 MVAR HT Shunt Capacitors to be installed

by WR utilities in the Region during the year 2006-07, WR utilities have installed 712

MVAR capacitors since April 2006 viz. 11 MVAR by Torrent AECo., 342 MVAR by

GETCO, 198 MVAR by MPPTCL and 161 MVAR by CSEB.

MSETCL may intimate status of EHV capacitors installed during 2006-07 against the

recommended quantum of 120 MVAR.

For the year 2007-08, WRPC study Committee is in the process of finalizing the

requirement of HT capacitors following which the recommended quantum for their

installation would be intimated to all the concerned power utilities of the Western

Region.

ITEM No.4: UTILISATION OF SURPLUS POWER AVAILABLE IN NORTH EASTERN REGION DURING MONSOON SEASON

Member (GO & D), CEA vide D.O. letter No. 1/NER/COR/GM-2005/889 dated 28th May

2007 addressed to States of Northern Eastern Region had requested them to make

necessary action for sale / banking of surplus power available from Hydro Electric

Stations in NER during the ensuing monsoon season. Accordingly, WRPC vide letter

dated 6th June 2007 had requested the constituents of WR to have commercial tie-ups

with the States of NER to avail their surplus power.

ITEM No. 5: INTER-REGIONAL TRANSMISSION SYSTEM FOR EXPORT OF POWER FROM NER TO NR/WR AND POWER EVACUATION SYSTEM IN NER FOR SUBANSIRI LOWER HEP (2000MW) AND KAMENG HEP (600MW)

The interregional transmission system for export of power from NER to WR/NR and

power evacuation system in NER for Subansiri Lower HEP (2000 MW) and Kameng

HEP (600 MW) was earlier discussed in 24th meeting of Standing Committee of Power

System Planning of WR & the constituents of WR had concurred to the proposal subject

to allocation of firm power from hydro project in NER. CEA accordingly made proposal

to MOP for allocation of 70% of power from the above project to the constituents of

Western and Northern Regions on 50:50 basis and similar allocations from Sikkim and

Bhutan projects should also be considered. Further, during the 26th meeting of

Standing Committee on Power System Planning of Western Region held on 23rd Feb.

2007 the transmission scheme associated with the above project etc. was discussed

and the following schemes were agreed to:

PART-A: North East- Northern/Western Interconnector-1

Phase-I i) Bishwanath Chariyali HVDC/power pooling station ii) Extension of Agra s/s to have HVDC terminal and associated

facilities iii) Bishwanath Chariyali – Siliguri – Agra ± 800 kV, 6000 MW

HVDC bi-pole line iv) HVDC rectifier/inverter modules of 3000 MW at Bishwanath

Chariyali/Agra

Phase-II i) Siliguri HVDC/power pooling station towards north-west of Siliguri town

ii) HVDC rectifier/inverter modules of 3000 MW at Siliguri/Agra iii) LILO of Teesta-V- Siliguri 400 kV D/C line at Siliguri HVDC

station

PART-C: Transmission system for evacuation from Lower Subansiri HEP up to

Biswanath Chariyali pooling station

(i) Subansiri Lower –Biswanath Chariyali 400 kV 2xD/C lines with twin lapwing

conductor

(ii) LILO of Ranganadi-Balipara 400 kV D/C at Bishwanath Chariyali

(iii) LILO of Depota-Gohpur 132 kV S/C at Bishwanath Chariyali

(iv) 2x200 MVA 400/132 kV s/s at Bishwanath Chariyali

(v) Balipara-Bishwanath Chariyali 400 kV D/C line

(vi) Addl. System strengthening in NER to provide 2 nos of 400 kV or 220 kV S/s

Regarding sharing of transmission charges the following was agreed in the Standing

Committee meeting:

Transmission system under Part-A : To be shared by WR & NR in 50:50 ratio Transmission system under Part-B : To be shared by WR & NR in proportion t

their allocation from Kameng HEP Transmission system under Part-C To be shared by WR & NR in proportion t

their allocation from Lower Subansiri HEP

Members may kindly discuss and approve. ITEM No. 6.: EXECUTION OF TRANSMISSION SCHEMS UNDER WRSSS-II Ministry of Power vide letter No. 12/7/2004 – PG dated 24.07.2006 had accorded the

administrative approval and expenditure sanction for Western Region System

Strengthening Scheme –II (WRSSS-II). The scope of work includes the transmission

lines and substations to be implemented partly by PGCIL and partly through 100% IPTC

route.

During 2nd meeting of WRPC held on 12th October 2006, PGCIL intimated that the pre-

award activities both in the respect of portion to be executed by PGCIL and that through

IPTC route had already been started and the commissioning schedule as per

investment approval is 48 months. However, as per the Progress Report up to 25th May

2007 furnished by ED(CGM ), PGCIL, it is observed that no activities in respect of the

package to be implemented through IPTC route have so for been commenced.

It is to emphasize that transmission schemes to executed under WRSSS-II (enclosed at

Annexure-6) is required for strengthening of Western Regional Grid for handling import

from ER. Further, with the synchronous operation of WR – ER – NER with the Northern

Region, timely commissioning of the transmission lines under WRSSS-II is essential.

WRPC vide letter dated 06.06.2007 had requested PGCIL to intimate the progress of

the works in respect of the above.

ITEM No.7: CONTRIBUTION TOWARDS INCIDENTAL EXPENCES FOR VARIOUS MEETINGS ETC.

The WRE Board earlier in its 120th meeting held on 28th Dec. 2002 passed resolution to

create Board Fund for meeting the expenditure of Board viz. periodic and special forum

meetings, seminars, workshops, meetings with different power sector experts/advisers,

management consultants of power sector at WREB Headquarters and at the premises

other than Headquarters to be arranged by WREB and other related activities etc. which

will help efficient discharging of the Board’s working. The Board from time to time will

decide the quantum of contribution of constituents to the fund. Towards this,

contribution @ Rs. 50,000 per year is being made by SEBs of WR, NTPC, NPCIL,

PGCIL and TPC.

However, with the formation of WRPC and change in membership pattern, need has

now been arisen to revise the above contribution made towards Board Fund. It is

proposed that the contribution of Rs. 30,000/- per year may please be made by each

GENCO, TRANCSO, DISCOM (by rotation) in various states in WR, NTPC Ltd., PGCIL,

NPCIL, IPPS above 1000 MW, representatives of other IPPs and representative of

Trading Co. towards the above fund.

WRP Committee may like to accord their approval.

ITEMS FOR INFORMATION

ITEM No. 8: COMMISSIONING OF TRANSMISSION LINES AND GENRATING UNITS 8.1 Commissioning of transmission elements by PGCIL As per the communications received from Executive Director (WR), PGCIL vide letters

No.WRTS:COMM:NGP /809 dated 30.3.2007, No. WRTS: COMM: NGP/810 dated

30.3.2007 and No. WRTS:COMM:NGP/2404/849 dated 30.4.2007, the following

transmission lines/ICTs have been successfully commissioned by PGCIL and declared

in commercial operation.

i) LILO of 400 kV, Satna-Bina Ckt. I & II at Bina (PG) associated with

Vindhyachal-III transmission system alongwith associated bays w.e.f 1st April

2007. The monthly transmission charges will be payable by beneficiaries of

WR as per relevant CERC orders/notifications.

ii) Bina-Gwalior, 765 kV, S/c, under Sipat-II transmission system (initially

charged at 400 kV level) w.e.f 1st April 2007. The monthly transmission

charges will be payable by beneficiaries of WR as per relevant CERC

orders/notifications.

iii) Agra-Gwalior, 765 kV, S/c, under Kahalgaon Stage-II, Phase-I transmission

system (initially charged at 400 kV level) w.e.f 1st April 2007. The monthly

transmission charges will be payable by beneficiaries of WR and NR as per

relevant CERC orders/notifications.

iv) 400/220 kV, 315 MVA ICT at Gwalior S/s alongwith four associated bays w.ef.

1st May 2007. The monthly transmission charges will be payable by

beneficiaries of WR as per relevant CERC orders/notifications.

v) 400 kV Korba-Vindhyachal 2nd circuit S/C w.e.f 01.06.2007 The monthly

transmission charges will be payable by beneficiaries of WR as per relevant

CERC orders/notifications.

8.2 Generating unit commissioned

(i) Parli TPS Ext I unit No. 4 (250 MW) was test synchronized on 12.02.2007.

(ii) Korba (E) –IV Extn unit No. 1 (250 MW) was test synchronized on 30.03.2007

(iii) Vindhyachal STPS, Stage-III unit No. 10 (500 MW) was synchronized on

7.4.2007

(iv) Sipat TPP-II unit No. 4 (500 MW) was test synchronized on 27.05.2007.

(v) Paras TPS Ext. Unit No. 1 (250 MW) was test synchronized on 31.05.2007.

commissioned by PGCIL during the current year, are as below:

ITEM No. 11: POWER SUPPLY POSITION FOR THE PERIOD JULY 07 TO SEPT. 07 The anticipated power supply position in the region for the period from July 2007 to

September 2007 is furnished at Annexure-11 for information of the members. With the

onset of monsoon season, the regional demand is likely to drop by around 4000 MW

during the period July-September 2007. The peak demand deficit would be of the order

of 4400-4650 MW, whereas energy deficit is likely to be of the order of 30-60 MUs per

day. The anticipated regional peak demand is in the range of 30000-32000 MW. The

anticipated demand shortages for Gujarat, Chhattisgarh, Maharashtra, Goa, DD & DNH

would be in the range of 1600-1950 MW, 700-950 MW, 3250-3900 MW, 100-125 MW,

100-250 MW respectively during the above period.

The constituents are, therefore, requested to plan necessary Load balancing measures

during the above period so as to maintain the system frequency within safe permissible

range. To meet any contingent conditions, it shall however have to be ensured that the

existing UFR and df/dt relays under the AUFLS scheme are operative at the

recommended settings and the desired load relief is obtainable.

ITEM No.12: GAS TRANSMISSION AGREEMENT Executive Director (Comml.), NTPC Ltd. vide letter dated 05.06.2007 had intimated that

NTPC had organized a meeting with the beneficiaries of Western Region on 25.05.2007

to discuss provisions of Gas Transmission Agreement (GTA) forwarded by M/s. GAIL to

NTPC. The various provisions of GTA were discussed during the meeting, which was

attended by the representatives of utility of WR. NTPC intimated that based on the

discussions in the aforesaid meeting, they are going ahead with the finalization of GTA

with M/s. GAIL. A copy of the minutes of the above meeting is enclosed at Annexure-12.

ITEM No.13: TRANSMISSION SYSTEM FOR POWER EVACUATION FROM SASAN (5x800 MW) AND MUNDRA (5x800 MW)ULTRA MEGA PROJECTS

WRP Committee in its 2nd meeting held on 12th October 2006 at Indore gave approval

for establishment of transmission system associated with these projects as discussed in

the 25th meeting of the Standing Committee on Power System Planning in WR.

Regarding sharing of transmission charges for these schemes by WR and NR, WRP

Committee also gave their consent for the cost sharing proposal as given in the

Standing Committee so the matter can be taken up with NR constituents and based on

their responses/concurrence, either of the two options could be adopted.

Subsequently, during the 26th Meeting of the Standing Committee the following

modifications in the transmission system for Sasan & Mundra were proposed by the

Powergrid.:

(i) As the new 765 kV substation at Satna would be contiguous to existing 400 kV

substation at Satna, the proposed interconnection between Satna 765 kV & 400

kV would not be required .

(ii) Instead of 400 kV Indore (PG) –Indore (MPPTCL) D/C line, LILO of Indore-

Nagda 400 kV D/C line at Indore (PG) was proposed.

(iii) In view of uncertainty of time frame of Kawas GPS-II & Gandhar GPS-II Projects

it was proposed that instead of 400 kV Kawas-Navsari D/C line, 400 kV

Gandhar-Navsari D/C line may be taken up .

(iv) At Wardha, 2 Nos 765/400 kV, 1500 MVA transformers were planned under

Mundra Transmission Scheme & 1 No 765/400 kV,1500 MVA transformer was

planned under Western Region System strengthening scheme. In order to

facilitate implementation it was proposed to cover all the three (3) transformers

under Mundra transmission scheme.

Standing Committee agreed to these proposals and revised transmission system for

Sasan and Mundra as agreed is as under:

meeting gets modif ied as under:

• Addit ional 1x315 MVA 400/220kV transformer each at Wardha,

Pune, Gwalior, Bina and Raipur substation of PGCIL.

Members may like to note. ITEM No.14: SYNCHRONOUS CONDENSER MODE OF OPERATION

OF SSP UNITS This matter was discussed in 3rd WRPC meeting held on 28.02.2007

and in the meeting NCA intimated that about 4 MW of power from

the grid would be required for operation of one machine of RBPH in

synchronous condenser mode. It was suggested that the issue

concerning the energy cost sharing has to be sorted out on priority

by NCA, the coordinating authority. Subsequently, NCA vide letter

dated 9.5.2007 have intimated that the operation of RBPH units in

synchronous condenser mode could be resorted to on experimental

basis, however, their views on commercial implications of the same

are yet to be f irmed up.

Since the operation of machine in synchronous condenser mode on

experimental basis, has been agreed to and about 4 MW power will

be drawn from WR grid, the same is required to be accounted for.

Meeting held on 25th May

2007 the Committee agreed that quantum of power drawn for synchronous condenser

mode of operation may be shared by Maharashtra, Gujarat & Madhya Pradesh in the

ratio of 57:27:16 i.e. ratio for sharing of power as per Tribunal award till such time any

other methodology for accounting of this power is evolved and agreed to by the

beneficiaries of SSP.

Members may like to note. ITEM NO. 15: SET OFF OF REACTIVE ENERGY INJECTION AT 400 KV BINA &

SATNA S/S PGCIL disconnected and removed the reactors at 400 kV Satna-Bina line at Bina sub-

station on 9th & 10th Dec. 2006. M.P. Power Trading Co. Ltd. vide letter dated

08.05.2007 requested to set off reactive energy injection at 400 kV Sub Station at Bina

and Satna from the date of disconnecting reactor from 400 kV Bina Satna line till final

commissioning of reactors by PGCIL at 400 kV Bina S/s i.e. up to 29th March 2007.

The matter was discussed during 46th CCM held on 25th May 2007 wherein WRLDC

intimated that the decision to remove the reactor at Bina was taken in the view of low

voltage conditions being faced at Bina. WRLDC further informed that the volatage at

Bina continued to be low (about 370 kV) till 28th Jan. 2007 after which voltage improved.

Accordingly, the Committee agreed to the request of MPPTCL to set off reactive energy

injection at Bina from 29th January 2007 till reactor is put back in service i.e. 29th March

2007.
