    Bylaw 1 Election of School Council Members A. COMPOSITION OF COUNCIL The school council at Bardstown Middle School shall consist of a minimum of two (2) parents, three (3) teachers,and the principal or administrator. The membership of the council may be increased, but it may only be increased proportionately. None of the members shall have a conflict of interest pursuant to KRS Chapter 45A, except the salary paid to district employees. KRS 160.345 (2)(a). B. ELECTION OF TEACHER REPRESENTATIVES BMS teachers will set a date for teacher elections prior to the end of the academic year. The teachers shall establish voting procedures that ensure the new representatives are elected by a majority of the teachers employed at BMS. The procedure shall be submitted to the SBDM chair, where it will be kept in SBDM records. C. ELECTION OF PARENT REPRESENTATIVE Parent representatives will be elected by the parents of students pre-registered to attend the school during the term of office. The largest organization of parents shall set the election date and establish voting procedures. The procedure shall be submitted to the SBDM chair, where it will be kept in SBDM records. D. QUALIFICATIONS FOR PARENT REPRESENTATIVES A parent must have one or more children pre-registered in the school where the parent serves on the school council during his/her term of office, although the parent may be elected to that office before his/her child (children) enrolls in the school. “Parent” means: 1. A parent, stepparent, or foster parent of a student; or 2. A person who has legal custody of a student pursuant to a court order and with whom the student resides. KRS 160.345 (1)(c). Parent council members shall not be an employee or the relative of an employee in the site-based school. Relative shall mean father, mother, brother, sister, husband, wife, son, daughter, aunt, uncle, son-in-law or daughter-in-law. Certified central office employees or their spouses shall not be parent council members. Teachers shall not serve on school councils as parent representatives in any school where they have any teaching responsibilities. A teacher cannot serve on one school council as a teacher and another school council as a parent. A parent cannot serve on more than one school council. E. TERM OF SCHOOL COUNCIL Terms of the school council members shall be two years and shall begin on July 1 and end on June 30 two years thereafter. An election will be held each year to replace the exiting parent member and the exiting teacher member(s). In the event a member leaves the council before his/her term has been completed, a member will be elected through special election to fulfill the prior member’s term. The newly elected member may seek the elected seat if he/she chooses. A school council, once elected may adopt a policy setting different terms of office for parent and teacher members subsequently elected, but the terms shall not exceed two (2) years. F. ANNUAL ELECTIONS OF COUNCIL MEMBERS Annual elections of teacher and parent members of the school council for the following year will be held between April 1st and the end of June.

    Bylaw 2 SBDM Meetings A. Types of meetings: Council members shall attend 3 types of meetings. 1. Regular – meetings held on a set day of the month and at a set time of day. 2. Special – meetings scheduled as they are needed between regular scheduled meetings. 3. Training/planning – meetings designed for council members to acquire knowledge and to develop skills for improving the school. B. The Bardstown Middle School Council shall meet every third Thursday of the month at 4:30 p.m. Time will be set by any new council. Regular meetings may be cancelled or postponed by the chairperson with approval from a majority of the council. C. Special council meetings may be called by the chairperson or a majority of the council. Time, place, and purpose shall be announced at the time the meeting is called. D. Each regular and special meeting shall operate by an agenda. The agenda shall be formed by the chairperson with items provided by council members. All business transacted by the council shall be by an agenda only. The agenda shall be approved by the council at the beginning of each meeting. Other items may be added to the agenda at the meeting with approval of the council. The agenda for regular meetings shall be written and made accessible to the public prior to the meeting. Teachers and the public shall be informed of special meetings by the most convenient method. Teachers and parents who are not on the council may recommend items for the agenda by contacting a council member. E. The principal or Board appointed interim principal shall serve as chairperson at all meetings. Officers for the BMS SBDM Council shall be chairperson, vice-chairperson, and secretary. The vice-chairperson and secretary will be elected each July by a majority vote of the SBDM Council. The nominee must agree to accept the position. Reelection is permitted for the offices of vice-chairperson and secretary. If the vice-chairperson or secretary resigns his or her position, the Council will conduct a vote at the next meeting to fill the position with another member. The principal will be the chairperson of the SBDM Council. F. Consensus Formal decision by consensus Quorum of the council must be present to take action. 1. Any member may make a motion based on the set agenda to accept a proposal. 2. A second member must then second the motion. 3. The chair shall then ask if there is further discussion. 4. When the chair believes that discussion is complete, the chair shall ask if there is consensus. Any member who is not willing to support the motion is obligated to say so at this time. Members who support the motion shall indicate by voting or other sign that they believe there is now a consensus.

If no member states unwillingness to support, the chair shall direct the secretary to record that consensus has been reached and the motion has passed. 6. Any proposals for substantial Policy changes will require a First and Second reading in different months (2 meetings). Minor Policy changes, such as word choice/typographical errors, etc. can be called revisions and will not require a second reading. Council members will decide by consensus if a change is minor or substantial. 7. The school council may, through their normal decision-making process, waive SBDM bylaws and policies at any regular or special meeting when the school council determines there are unusual circumstances. The effective date and duration of the waiver will be determined and recorded in the minutes in each instance when a waiver is used. Consensus Failures 1. When a motion for consensus fails, the council may continue to discuss the issue until two more motions for consensus have been made and have failed. 2. If two further motions on the same issue at the same meeting fail, the chair shall direct that the proposal be taken up again at the next meeting. If the issue is filling a vacancy other than principal, the chair may instead ask each member to make a final comment on the issue and then declare that consultation has been completed at the first meeting. 3. If the council takes up an issue at a second meeting and is still unable to reach consensus, the council shall consider alternative steps, including but not limited to: Asking a committee to bring the council a new proposal on the issue. Scheduling a fact-finding session, at which all members of the school community are invited to present factual information about the issue. Opinions without specific factual basis are not recorded, because the point of this session is to get a common focus on the knowledge base for deciding the issue. After the fact-finding session, the council may take the issue up again to attempt consensus, or it may choose by vote to try one of the other options provided. Seeking the help of a trained mediator to find a consensus solution to the issue. Table the matter again until the next meeting. Decide the matter by majority vote. 4. The council will only make decisions by majority vote when consensus is not met: When the council will otherwise be unable to meet a legal deadline by which the council is required to have made a decision, or when the council has agreed that the issue will be decided by majority vote. 5. If the council cannot agree on what further steps will be taken, and the issue does not meet the requirements for voting, the chair shall announce that no action will be taken on the issue, and the secretary shall note that announcement in the minutes.     Bylaw 3 Selection of a Middle School Principal Selection of a principal 1. Once the superintendent has verified a vacancy, the SBDM Council will select the endorsed trainer to deliver the recruitment and interviewing techniques training. 2. The superintendent or the superintendent’s designee shall serve as the chair of the council for the purpose of the hiring process and shall have voting rights during the selection process. 3. The council will meet in a special open session to agree on criteria for the selection of a principal. Input from staff, parents and community members shall be used in reaching consensus on principal criteria. The council will use the agreed upon criteria to develop interview questions that fit those criteria. 4. The council shall have access to the applications of all persons certified for the position. The council will meet in closed session to review the applications and references and select persons to be interviewed who appear reasonably capable of fitting the council’s criteria. 5. The council chairperson will schedule an interview with each of the selected applicants at a time when all council members can be present. 6. The council will meet in closed session to conduct interviews using the interview questions. 7. The council will meet in closed session to discuss how well each candidate meets the criteria. 8. The council will meet in open session to make the final choice of principal. The principal shall be elected on a majority vote of the membership of the council. 9. The chairperson will arrange for notification of candidates and of building faculty and staff. The superintendent will complete the hiring process.     Bylaw 4 Enhancing Student Achievement BMS Mission Statement: Bardstown Middle School empowers, encourages, and equips students to become the next generation of leaders. BMS Vision Statement: Building leaders through excellence, innovation, and diversity In order to carry out our school’s mission and vision and to accomplish state standards, we will:

    ● Develop SBDM policies which directly or indirectly contribute to accomplishing this mission and to enhancing student achievement by improving teaching and learning for every student in our school.

    ● Complete an annual needs assessment including analyzing student performance on state level tests. ● Annually monitor and revise our Comprehensive School Improvement Plan to address identified needs. ● Budget and hire to support our Comprehensive School Improvement Plan.

    Policy 1 Committee System and Structure Committees shall be formed to aid the council. Committees can involve parent participation. Committees shall make recommendations to the council and the council shall have final authority. All Committees shall be formed by the council chairperson and approved by the council.

    ● Agenda – All committees shall operate by an agenda. The chairperson shall form the agenda with input from committee members. The agenda shall be disseminated to committee members 24 hours before the meeting.

    ● Chairperson – Committees shall select a chairperson from members who are present at the meeting. The Chairperson shall not be an administrator of the school. The chairperson will file meeting minutes and report recommendations to the council.

    ● Resources – All professional, technical, and financial resources needed by committees to perform their tasks shall be approved by the council or principal. Requests for resources shall be made in writing or email to the council or principal.

    ● Task – The council shall describe in writing the tasks each committee is to complete and shall develop and communicate to the committees a general timeline for all major tasks.

    ● Term –Committees shall serve until they are abolished, not to exceed 1 year. ● Decision making – Majority rule is the primary method of committee decision making. Only committee

    members are eligible to vote. A tie vote shall constitute no action by the committee. ● Quorum – Two-thirds of the members of the committee must be present for the committee to make a

    decision. ● Open Meeting – All committee meetings shall be open to the public except where personnel, legal

    issues affecting the committee, or rights to privacy issues are under consideration. Under one or more of these conditions a committee may go into executive session. All decisions made by committees shall be open to the public meeting.

    ● Minutes – All committees shall keep minutes of all official meetings and shall file such minutes in a minutes book that shall be made available to the public in the school’s administrative offices. Committees shall approve all minutes.

    Policy 2 Consultation and Hiring Process 1. Council will be notified of vacancy to be filled. 2. An interview committee will be made up of the principal, all interested SBDM teacher and parent representatives, and may also include other school personnel. The committee will consist of not more than 10 and not less than 2 school representatives. The principal will be the chairperson of committees formed for consultation and hiring purposes. A special meeting (closed) of the interview committee will be called to review the applications of qualified applicants, verify their certifications, arrange reference checks, and narrow the list of qualified applicants to those who will be interviewed. Interviews will be conducted by the interview committee in special meetings, closed sessions. If circumstances prevent the full assembly of this team of interviewers, the principal will form a representative team that will complete interviews. 3. The interview team will conduct interviews in a timely and professional manner. 4. At the conclusion of the interview process, the team will attempt to reach consensus. If unsuccessful a vote will be taken and a recommendation will be made. 5. The principal will take the interview team’s recommendation and make a final decision to fill the vacancy. 6. SBDM Council will be notified that the vacancy has been filled at the next regular meeting or a special called meeting.     Policy 3 Alignment With State Standards BMS teachers will monitor alignment with state standards through a yearly and ongoing PLC analysis of state level assessments, school level common assessments, and other sources of school data The data analysis will discover the extent to which our students are meeting required standards and congruent learning targets. Instructional approaches and curricular programs are maintained and adjusted as needed to align with state standards. BMS will revise the Comprehensive School Improvement Plan based on needs. In addition, PLCs will revise their improvement goals by monitoring students’ progress toward meeting learning targets congruent to the state standards. Teachers, in collaboration with their PLC, will review or revise their pacing guides, learning targets, and common assessments for each subject they teach to maintain alignment with required standards. These alignment and monitoring tools will be maintained by each teacher and the PLC and will be communicated with the principal or their designee as needed.     Policy 4 Curriculum Curriculum Guidelines Our current curriculum, as well as any future changes, will:

    ● Be aligned with the state standards for all subjects-English/Language Arts; Math; Science; Social Studies; Practical Living and Career Studies; and Arts and Humanities and designed to help all students master that content.

    ● Implement the Kentucky Core Academic Standards or a council-approved modification of that program. ● Provide equitable access to a common academic core for all students. ● Reflect the strategies adopted in our Comprehensive School Improvement Plan. BMS faculty and

    administrators will comply with any legally required state actions regarding school improvement.

    Teacher Role Our teachers will:

    ● Teach the Kentucky Core Academic Standards that are assigned to their particular area or areas. ● Maintain pacing guides aligned with required standards for each subject they teach. All pacing guides

    should be on file with the principal by September 1 of each school year. ● Be prepared to contribute to discussions of needed changes in the curriculum.

    Principal Role The principal will:

    ● Ensure that copies of the curriculum standards and expectations for the school are available for review. ● Ensure that each teacher has filed their current pacing guides with the office. ● Ensure that each new teacher understands this policy and the sections of the curriculum that apply to

    that teacher’s assignment. ● Be prepared to hold discussions with the staff on possible revisions to the curriculum. ● Assure service offerings for students identified as gifted and talented in music, dance, drama and/or

    visual arts. Curriculum Revision Professional Learning Communities will be responsible for recommending curriculum revisions to the SBDM council when one or more of the following events occur:

    ● State officials modify content standards. ● District leaders modify district curriculum documents. ● Our Comprehensive School Improvement Planning process indicates a need for adjustments. ● BMS faculty identifies a weakness or opportunity for improvement that needs to be addressed to

    ensure success for all students. ● Other stakeholder input or data demonstrate a need to do so.

    Policy 5 Program Appraisal The Comprehensive School Improvement Planning process will include:

    ● An analysis of our state assessment data and other school data as necessary to discover the extent to which our students are meeting state standards and our programs are proving effective.

    ● A revision of our Comprehensive School Improvement Plan based on our needs assessment data for that year. The Plan will set goals, address causes, and make indicated changes to programs to help move our students to state standards according to the timetable established by the Kentucky Board of Education.

    Policy 6 School Day and Week Schedule Criteria: Our Schedule will:

    ● Comply with the beginning and ending times of the school day and school calendar year as established by the Board of Education.

    ● Support our Curriculum Policy, our Instructional Practices Policy, our equity and diversity commitments, and the Goals and Strategies in our Comprehensive School Improvement Plan.

    ● Allow teachers shared time to collaborate and plan on a regular basis. [This time, as part of the practical living/career studies program could include collaboration among external partners (e.g., postsecondary education partners, business and industry personnel, civic/community)]

    ● Provide ways to adjust the length of class periods when needed to provide the best instruction. ● Promote reasonable and appropriate enrollments for all classes and appropriate numbers of pupils

    each teacher works with in the course of a day. ● When possible, our school schedule will provide all students access to all four arts disciplines- dance,

    drama, music, and visual arts. Our schedule will provide and protect adequate time for students to be actively involved in creating, performing, and responding to the arts.

    ● When possible, our school schedule will provide all students access to the four practical living areas-health education, physical education, consumerism, and career studies.

    Process/Procedures for developing the school day schedule: ● Annually, the principal will implement a school day schedule that includes any changes that have been

    adopted by the council. ● Faculty and administration will review student performance data and other information from students,

    parents, and staff on how well instructional time is being used; discuss current time barriers to implementing needed practices and meeting student needs; discuss ways the schedule might be changed to remove those barriers; and inform the SBDM council of any recommendations they have that could have schedule implications. Arts teachers will advise the council regarding schedule recommendations that ensure best practices in arts instruction.

    ● Based on the above process and criteria, the principal may consult with the council regarding the schedule recommendations.

    ● When necessary, the SBDM council will review/monitor schedule interruptions by sanctioned non-instructional activities or instructional pullouts.

    Policy 7 Instructional and Non-instructional Staff Time Assignment Criteria for assignment: The principal will assign staff members’ time in a manner that will:

    ● Fully support the implementation of our Comprehensive School Improvement Plan and our Student Assignment Policy.

    ● Take into account staff member’s requests to vary their work. ● Take into account different teachers’ strengths and in-depth knowledge of specific topics. ● Take into account specific student needs based on student performance data and student literacy

    needs. ● Respect state certification requirements and the parameters of district job classifications.

    Timelines for assignments: To complete assignments, the principal will:

    ● In March, invite all returning staff members to indicate their preference for continuing or changing assignments the next school year, including classroom assignments, extra-duty assignments, extra curricular sponsorship, and other responsibilities.

    ● In April, meet with any individual staff members whose requests may be difficult to grant to discuss reasons for the staff member’s interest, factors making it difficult to grant the requests, and possible solutions.

    ● In May, assign staff members based on the criteria in the first section of this policy. ● By August, notify the council of how all staff members have been assigned.

    Altering Assignments: After making assignments, the principal may alter them:

    ● When necessary to respond to unanticipated enrollment or staffing changes. ● When the principal and the affected teachers agree that a change is needed. ● When the council changes other policies or the Comprehensive School Improvement Plan and

    recognizes in the minutes that those changes may require staff time assignment changes that cannot be put off until the next school year.

    Policy 8 Student Assignment The goal of student class placement at BMS is to meet the educational needs of students while promoting positive classroom dynamics. The heterogeneous mixing of students by gender, race, and academic ability, taking into account emotional and behavioral needs is important. Flexible Skills Groups may be used to meet the academic needs of all students. Procedure:

    ● Grade level Professional Learning Communities will make scheduling recommendations to the Guidance Counselor to maximize the educational success of students for the upcoming year. The Guidance Counselor will work collaboratively with the PLC to program these recommendations into the scheduling program.

    ● All classes should be as similar as possible regarding race, gender, and academic ability, though students with special needs (Individual Education Plans) will take precedent during the scheduling process. Creating the best mix of students to maximize positive classroom dynamics is important, but second to meeting the IEP needs of specific students.

    ● Eighth grade students have the opportunity to earn a high school credit for their activity class. Due to career pathways, ongoing GPA, and earning a high school credit, efforts will be made to place eighth grade students in their choice of an activity class.

    ● Student placement may be altered during the school year by teacher consensus if special circumstances warrant the move. Parents should be informed, and should be a part of the process as much as possible.

    Parent Requests for Change of Teacher/Placement: Parents requesting a change of teacher assignment are required to make their request in writing or via a conference with the Principal based primarily on educational reasons. Parental requests are then reviewed by the administration with faculty input. The request is processed with further details or input from parents as needed. A decision to keep the original placement, a different placement, some combination, or the parent’s specific requests will then be made and the parent informed. Classroom size and availability must be considered throughout this process. Transferring Students: Students transferring into BMS during the year should be placed according to class numbers (least populated classes) unless special circumstances require alternate placement. The placement can be altered by teacher consensus if necessary. Suggested Timeline: February - IEPs read by all case managers, and their scheduling needs are documented. These needs are communicated with the District ARC chair and the Guidance Counselor; PLC meetings are held to determine scheduling recommendations for the next year. March – 5th, 6th, and 7th grade students will complete a scheduling card with the Guidance Counselor and/or Principal. April – May - First full build of the schedule is created.

    Policy 9 Student Discipline Policy BMS CODE OF CONDUCT BMS prides itself in providing a safe and rigorous academic environment for each child. The faculty and staff’s mission is for every student to make the progress necessary to become college and career ready. To maximize this undertaking, appropriate behavior is critically important. The faculty and administration work together to develop and enforce a behavior code provided in the student handbook. With the help from our students’ families, we will create and maintain a safe and rigorous learning environment. The code of conduct at BMS is built on a positive behavior premise. The faculty and staff at BMS do address and respond to inappropriate behavior, but we know that praising positive actions needs to outweigh the negative. Putting more emphasis on positive student actions promotes a more positive learning climate. Promoting a more positive learning environment does increase appropriate student behavior but negative behavior will still occasionally occur. If a student makes it difficult for himself/herself or his/her classmates to learn, or makes it difficult for a teacher to teach, or disrupts the smooth and safe functioning of the school, that student will face consequences for his or her actions. The teacher in the classroom will administer consequences for some disciplinary infractions, while other infractions may result in an office referral. BMS BILL OF RIGHTS

    Policy 10 Eligibility for Participation in Extracurricular Activities & Athletic Events The following policy and procedures shall be followed by the student athletes, competitors and performers who are

    participating in extracurricular & athletic activities at Bardstown Middle School (or at Bardstown High School, if they are

    a BMS student). Extracurricular and athletic activities include, but are not limited to: all sports, speech, drama, academic

    team, and various school clubs that are competitive or engage in performance events during or after school hours. Not

    included are events associated with classes that students have on their regular schedule, this includes but is not limited

    to: chorus, strings, and band.

    Attendance Requirements:

    ● BMS requires students to be at school at least ½ day on days with games/competitions (this also meets KHSAA eligibility standards).

    ● BMS requires students participating in sports and/or other extracurricular activities to maintain an attendance rate at/or above 90% for the academic year beginning at midterm of the first quarter of the year.

    ● Absences that are deemed excused with a doctor’s note, parent note, etc., will not be counted against a student’s attendance percentage.

    ● All notes must be turned in to the office within three days of a student’s return to school to be counted as excused.

    Academic Expectations:

    ● A student must maintain a minimum GPA of 2.0 ● A student can not be failing two or more classes (even if GPA is 2.0 or higher) ● Grade checks will take place once each week on a set day ● If a student is determined ineligible at time of grade check, they will remain ineligible until the following grade

    check, the next week (this also meets KHSAA eligibility standards). ● For sports that take place during the first nine weeks of school, grades will start being monitored at mid-term

    and weekly thereafter.

    ● A student that is ineligible for three or more consecutive weeks may be removed from the team.

    Behavior Expectations:

    All student participants in athletics or other extra-curricular activities at BMS (or BHS, if a BMS student) represent

    Bardstown City Schools. Therefore, each student participant's behavior, both in and out of school must reflect positively

    on the district and school community. Failure to represent yourself and BCS appropriately may result in the loss of the

    privilege of participating in such activities for the remainder of the school year and possibly longer.

    While at school, student participants are expected to set positive examples for the rest of the student body. All student

    participants are expected to follow school rules at all times.

    Students who are subject to disciplinary actions may be placed on inactive status for upcoming games. The length of

    time a student is on inactive status will depend on the severity of the infraction. Specific guidelines for behavior related

    consequences are outlined in the Bardstown Middle School Athletic and Extracurricular Activity Handbook.

    Policy 11 Technology Use New communication and information technologies are shifting the ways that information may be accessed, communicated, and transferred. Those changes may also alter instruction and student learning. Bardstown City Schools (BCS) offer staff and students access to the electronic email and the Internet. We call this service BCS-Net.     Policy 13 Student Dress Code Policy The faculty and staff of Bardstown Middle School, in collaboration with the School Based Decision Making Council, have outlined acceptable dress standards within the guidelines established by the Bardstown City Schools Board of Education. We are committed to developing individuals who are prepared for the demands of the future, and believe that students should understand and appreciate the proper standards of dress and responsibility, which will be required of them when they enter the workforce. Appropriate and presentable attire is expected for all who attend Bardstown Middle School.

    The administrative staff retains the right to determine what is an acceptable and modest appearance within the guidelines of this policy.

    TIGER Stripes - BMS students who have earned 4 Tiger Stripes for a given grade period may wear the current year's Tiger Stripe T-shirt and non-uniform pants every Thursday. These students are also out of uniform the first Monday of each month. These privileges are dependent on 4 Stripe students wearing their badge with proof of stripes on it. IF students do not have their badge, they will not be permitted to be out of dress code.

    Spirit Day Friday – Every Friday, students may wear Bardstown Spirit wear tops – t-shirts, sweatshirts, or pull-overs without an appropriate collared shirt under them. Spirit wear must say Bardstown Schools, Tigers, and/or associated directly with a school organization. Colors may vary and are not limited to the traditional purple, gold, white, navy, black or gray.

    Dress Down Days – Dress Down Days will be on Wednesdays. Students must have their dress down pass visible in their badge. Most general and specific expectations apply (see chart above), see chart below for exceptions. If students do not have their badge, they will not be permitted to be out of dress code.

    Policy 14 Homework Policy A. PURPOSE This policy has been developed to establish minimum standards for the assignments, monitoring, and evaluation of homework assignments. B. SCOPE This policy is to inform all Bardstown Middle School teachers, parents, and students of homework requirements. It does not apply to students receiving homebound instruction or whose instructional program is governed by Individualized Plans, when those plans exclude the prospect of homework. C. DEFINITION Homework is defined as assignments to be completed outside of the classroom to reinforce class instruction, prepare for class discussion, and provide curriculum enrichment opportunities. D. POLICY 1. Homework assignments are reinforcements for classroom curricular areas and are assigned to support student learning as appropriate for the ability of the individual student. 2. Assigned homework will reinforce instruction accomplished in class. 3. It is the student’s responsibility to request and complete missed work due to any absence from a class on the date of return to the class.     Policy 15 School-Wide Writing Plan Purpose: Bardstown Middle School will ensure that all students in all classes will use writing as a way to learn and demonstrate learning that writing is a part of literacy, a necessary communication skill for students. Writing should be authentically taught and practiced in all curricular areas. Procedures:

    ● All teachers with content specific literacy standards will utilize Kentucky Academic Standards for literacy.

    ● All students shall be provided multiple opportunities to develop communication skills through writing. To ensure this, all students will do the following:

    Policy 16 Bardstown Middle School Intersession Policy Bardstown Middle School will offer intersession when the school calendar and funding allows. Intersession provides an opportunity for students to work closer toward mastery of learning concepts identified by teachers. If students provide evidence of continued learning for specific classes during intersession, then their grade will be positively impacted. All teachers will inform academically struggling students in their class about opportunities at intersession. Teachers will provide learning target aligned assignments for students attending intersession from their classes. The administration will ensure that adequate staff and space is available. In addition, intersession may also be used for enrichment and specially designed learning opportunities for students.     Policy 17 BMS Field Trip Policy All Bardstown Middle School Field Trips taken during the school day MUST have an educational purpose. Exceptions to this requirement are the school-wide reward events. The sponsor must submit to the principal for approval the field trip application explaining the connection to the curriculum or the rationale for the reward event. School Board approval is required for any overnight or out of state trips. The sponsor is responsible for ensuring that each participating student meets the criteria below unless other criteria are approved by the principal. Eligibility for attendance will be as follows:

    ● Students must have a passing overall GPA ● Only students directly enrolled in a class/club/team are eligible to attend that group’s field trip ● Students must be in good standing regarding behavior/discipline/attendance issues ● Sponsors may tighten the criteria for eligibility in instances where the field trip is tied to learning targets

    Policy 18 Communication of Learning Policy The faculty and staff of BMS are committed to accurately communicate student learning, utilizing multiple sources of evidence. To be able to communicate learning efficiently and effectively, teachers shall ensure they:

    ● Establish clear learning targets that are congruent to established Kentucky Content Standards. ● Communicate targets with students and parents/guardians. ● Assess students regularly to gauge learning progress ● Assign grades and provide feedback that illustrates students’ learning progress ● Utilize other learning measures when available and appropriate to provide a more complete picture of

    student learning The learning process is complex. Therefore we work collaboratively to provide a rigorous, safe, and supportive learning environment. Teachers’ primary objective is for students to grow academically and strive for mastery of learning targets. In order to establish a fair and consistent approach to student learning, the faculty and staff professionally collaborate to develop and continuously improve common learning targets, pacing guides, and assessments for all subject areas across all grade levels. An essential component is our collaborative approach to develop common content area approaches to evaluate student progress. The information below outlines the grade scale, setup of teacher gradebooks, and the retake policy at Bardstown Middle School. I. Grade Scale

Learning targets will be deconstructed and prioritized from required content standards. B. Assignments congruent with learning targets will be named such that they show the learning target being assessed. C. Formative and summative categories will be determined along with point or percent values. D. Consistent weight and frequency of assessments E. Common summative assessments F. Retake Policy Teachers strive to employ best practices and the use of frequent formative assessments to ensure best first time teaching of specific learning targets. However, when students fail to demonstrate mastery, they will be given the opportunity to relearn and re-test any un-mastered learning targets. A. Retests for the first semester typically must be done by one week after returning to school after winter break, unless otherwise approved (due to special circumstances). Retests for the second semester must be completed before final grades are posted at the end of the school year. B. A student/teacher conference with a formative assessment must take place prior to the student retesting for a learning target. C. Multiple re-takes may be required to ensure student mastery of content, however, students must make an effort to improve learning by completing required re-learning material – examples may include study cards signed by parent, additional practice problems, analysis and correction of previous tests with student reflection on what went wrong on the previous test and how that can be corrected. D. Opportunities to re-learn and re-tests will be provided during regular class time, academic plus, and/or tutoring before and after school.     Policy 19 BMS Emergency Management STATUTORY AUTHORITY – KRS 160.345(2)(i)9 and KRS 158.162 The principal, in consultation with parents, teachers, other school staff, and local first responders, will collaboratively develop the school’s emergency management plan as a way to develop and document efforts to prevent, mitigate, prepare for, respond to and recover from emergencies. The emergency management plan will include procedures for fire, severe weather, earthquake, and building lockdown as specified in Kentucky statutes and regulations. The plan, which must be adopted by the council and implemented, will include, but not be limited to:

    ● Establishment of primary and secondary evacuation routes which must be posted in each room by each doorway used for evacuation;

    ● Identification of severe weather safe zones that have been reviewed by the fire marshal/fire chief, which must be posted in each room;

    ● Practices for students to follow in an earthquake; ● Development and adherence to access control measures for each school building, which may include

    (but not be limited to): ○ Controlling access to exterior doors during the day ○ Controlling front door access electronically or with a greeter ○ Controlling access to individual classrooms ○ Requiring visitor check-in with identification and purpose provided, and ○ Display of visitor’s badge on outer clothing;

    ● Practices for students to follow in case of fire that have been reviewed by fire marshal/fire chief; ● Procedures for lockdown of the campus; ● Continued participation in current safety update training.

    Local law enforcement shall be invited to assist in establishing lockdown procedures. Following adoption, the emergency plan and diagrams of the facilities will be provided to appropriate first responders. First responders, for the purpose of this policy, include local fire personnel, local, county and/or state police personnel, and emergency medical personnel. Due to the need to maintain student and staff safety and security, the emergency plan and diagram of the facility will not be disclosed in response to any Open Records requests. Prior to the start of school or within the first two weeks of school, the principal, or designee, will present and review all emergency procedures with all staff. Documentation including the time and date of the review will be kept on file at the school with a copy sent to the district office to document completion. Within the first thirty (30) instructional days of the school year and again during the month of January, the school will conduct one (1) severe weather drill, one (1) earthquake drill, and one building lockdown. Fire drills will be conducted in accordance with timelines, procedures, and requirements outlined in State Regulations. Whenever possible, first responders shall be given notice of possible drills and invited to observe. The principal is responsible for ensuring the implementation of these drills and reporting completion and any problems noted during the drill to the district central office for any remedial action needed.

  • Bardstown Middle School SBDM Council Policy Manual Following the end of each school year, the emergency procedures are to be reviewed by the school council (or designated school council committee with report to the school council) and revised as needed. First responders will also be invited to review the emergency procedures annually. Annually, the principal is responsible for working with the central office to ensure that all local first responders have a current diagram of the school that notes the primary and secondary evacuation routes, the severe weather safe zones and notations of the exterior and front entrance access points. A comprehensive diagram of the school showing primary and secondary evacuation routes will be posted at each school doorway prior to the first instructional day of school. Identified severe weather safe zones which have been reviewed by the local fire marshal or fire chief will be posted at each school doorway prior to the first instructional day of school.     Policy 20 BMS High School Credits Policy Bardstown High School and Bardstown Middle School will collaborate to provide 8th grade students an opportunity to receive high school credit(s). BHS and BMS believe that providing this opportunity supports students having more access to earn career ready certifications and/or take more advanced courses. 8th grade middle school students may be able to take high school courses, however, high school credits are not automatically awarded. The parent/guardian of 8th grade students must notify the middle school guidance office in writing if they want their child to receive a high school credit(s) for the potential credit bearing course(s). The guidance office must be notified before the start of the second semester, during the student’s 8th grade year. The middle school guidance department will communicate with 8th grade students and provide notification to parents prior to the second semester deadline. Credits for these courses are not placed on the student transcript until the student is enrolled in high school. All 8th grade students will be placed in an activity course that has the potential for high school credit. Students that are determined to be ready for more high school credit bearing courses may also be invited to take Environmental Science, Spanish I, and/or *Algebra I. * Algebra I (separate criteria for credit earned as middle school student) An 8th grade Algebra 1 student must meet 2 of the 3 criteria set below and cannot fail the course:

    ● Score a 245 or better on their MAP test during the school year ● Get an A or B in the class as a final grade ● Pass the placement test with 85% success

    Policy 21 Instructional Practices The Instructional Practices Policy ensures that instructional practices are research based, best practice, align with the Kentucky Middle School’s curriculum, and establish an environment where all students achieve to their potential and are prepared for future learning. Instructional practices shall be defined as the strategies, techniques, and activities used by the classroom teacher to engage students in the learning process. In preparing lessons, each teacher shall:

    ● Use varied student-centered instruction; ● Address various learning styles and multiple intelligences; ● Use activities where students use higher-order thinking and problem-solving skills; ● Make active use of interdisciplinary connections; ● Adjust instruction to respond to the needs of students; ● Provide for student-use of technology for appropriate and varied learning activities and to expand the

    classroom into the community and beyond; ● Use instructional resources that reflect diversity; ● Any homework assigned should assess or extend student learning based on the analysis of classroom

    data or other assessments; ● Be in compliance with Policy 18 Communication of Learning.
