The ~nclllrl:JlgnadIs directed to say that In' pureuence ,of the recommendation made, byU!O I'ourth- .Central·"Pay Commi$sion, the question of graflt bf Incentive on acquirmghigher queunceucns was considered by the Government 'and a centralized ccmmjtreeconstituted, The Mlnistries/Dapartman~' of Government of India ware advised vlde thisDepartment's O.M. of even number dated the 281hJune, 1993 that from the financial yoar1993-94, the present system of giving advance increments shall be replaced by grant oflump-sum amount as Incenti.ve. Policy gutdellnes were also provided to ccnelder grantof temp-sum Incenuve for acquiring fresh qualifications for which presently there Is no.scheme for grant or advance Increments. The MlnlstriesJDeparbnents were requested toreview·the existing schemes in the light of the aforesaid guidelines.

On the basis or Information received from various MitdstrieslDepartmonts.the matter was considered. by the Government :a.ndthe·standardlsed scales oflump-sum Incentives In respect or the exIsting Increment based ecbemeewere issued vide C.M. of aven number dated 31&1Jan. 1995.

Tlte question of finalising fresh ·qualifications ( in addition to the ones which- presently qualify for grant of this Incentive) which would·merlt grant of lump-.sum incentivo was considered by the centralised committee and after takinginto account the recommendations made by the . Fifth Central PayCommission in Chapter 230f their supplementarY report No.1., It has beendecided to grant lump-sum Incentlve on acquiring fresh qualificatlons IIstodIn the annexure. The grant of Incontlve In respect of these qualifications willbl:i -eubject to fulfilment of the criteria iald down In this Department's C.M.dated 28t~June, 1993 referred to above. The Incentive will not be available for..the qualifications whtch arelaldldown as essential or desirablo"quallficatlonsin the r~cruitmElnt rules for the post. The quantum of Incentive will be umtcrm .for all posts Irrespective of their classification or grade or the department.The Incentive will not be admissible where the government servant issponsored by the government or he avails or study leave for acquiring thequalification. The incentive would be gIven only for higher qualification-acqutred-etter induction into service and will not apply·for tho·lncentlves nowbeing given in tho.~xlstlng schemes for possession of higher qualification atan entry stage. No incentive would be admissible if an appointment is madein relaxation of the educational qualification. No Incanuve would beadmissible If employee acquires ·the..-requisite qualification for such

appointment at a later date. The acqulsltlon of tile qualification should bedirectly. related to the functions of the post held by him/her or to the'functions to be performed In the next higher post. There should· be directnexus between the functions of the post and the qualification acquired andthat it should contribute to the efficiency of the government servant. Thequalifications meriting grant of Incentive should be recognised by the AllIndia Council for Technical Education, Department of Electronics, DeemedUnlvorsity, University or recognised by, the Government. No stepp!ng up ofpay shall be allowed in the case of juniors by virtue of drawing more payunder the scheme of advance increments.

IIThe grant of incentIve for the qualifications listed In the annexure may beconsidered by the administrative authorlties In ccnsultation with theirintegrated finance and necessary orders Issued after ensuring that the'criteria laid down above is fulfilled .. The incentive will be admissible aliacquiring these qualifications on or after the date of issue of these orders.

Should any of the Ministries/Departments consider the extension of tho;incentive scheme to qualifications other' than those listed 10 the, annexurenecessary, this should be done only with the. prior approval of thisDepartment and the .Ministry of Finance. .

The Ministry of Agriculture and Cooperation etc. are requested to bring theseInstructions to the notice of .au concerned. In so far as the persons working inthe Indian Audit & Accounts Department are concerned, these orders Issue Inconsultation with the Comptroller"& Auditor General of India.
