PRESENTS REP Autumn 2016 Issue 31 Talking Excellence Luciana Berger MP was the guest speaker at May’s Annual General Meeting of the JRC. She spoke of how she had joined the Labour Party because of its stand for equality and justice and of its zero tolerance for any form of racism including antisemitism. Luciana described how she had been the subject of race hatred herself via social media. She felt that the Jewish community has always supported the Labour Party and she hoped it would continue to do so. Speaking of her role as Shadow Minister for Mental Health she described how she was fighting for mental health to be treated in the same way as physical health and how she is working closely with mental health groups including the Jewish Association for Mental Health. She wants to break down the taboos associated with mental health and encourage employers to give jobs to people with mental health problems. Labour MP addressed the June Meeting of the JRC. He explained that although he has always stood up for Israel, he felt that being pro-Israel does not mean you have to be anti- Palestinian. He understood Ivan Lewis people’s concerns about anti- semitism within the Labour party but encouraged Jewish people not to leave the Labour party but to fight antisemitism from within the Party. He gave his views on the EU Referendum and why he felt that Great Britain should remain within the EU. Discussing the future election of a Mayor of Greater Manchester he described his work for the Greater Manchester community and what he hoped to achieve if elected. The second speaker was of Jewish Women’s Aid which is the only Jewish charity in Europe to support Jewish women and children by domestic abuse. She talked about their refuge which is always full and how they provide emotional and practical help. In addition to running an education programme they also engage in training Rabbis, Teachers and Doctors. , Co-Chair of the Zionist Central Council (ZCC) was the guest speaker at July’s monthly meeting of the JRC. Daniel gave a brief overview of the history of the ZCC and its instrumental role in the Zionist movements both locally and worldwide. He spoke of the ZCC’s numerous achievements, its vision and future direction. This summer the Jewish community joined with the Muslim Jewish Forum of GreaterManchester (MJF) and Faith Network 4 Manchester (FN4M) at their joint annual Iftar.

attended several of our constituentorganisations’AGMs and have beenasked to speak at some, not only tobring greetings but to give a littleinsight in to what we do, why we do itand why it is important to thatparticular organisation. It is howeveralways interesting to hear the detailof what these varied bodies aredoing in our Community.

We are blessed to have so manyfantastic organisations serving theneeds of our community. Some, butno t a l l , have pro fess iona lmanagers, but each and every oneis admirably supported by itsvolunteers. We are the envy of largesections of the wider communityand I am continually astounded bywhat we achieve.

An iftar is the meal held at theend of a day of fasting during theMuslim holy month of Ramadan.This event was kindly hosted byCheadle Mosque & CommunityCentre. Over a hundred people frommany faith backgrounds attendedthe event, with very strongr e p r e s e n t a t i o n f r o m t h ec o n g r e g a t i o n o f Ye s h u r u nSynagogue in Cheadle.

The audience was warmlywelcomed by Rev Bob Day (Chair ofFN4M), Councillor Heather Fletcher(Co-Chair of MJF) and ArshadSheikh (Administrator of CheadleMosque).

Speakers from other faithstalked about whether their religioustradition includes fasting, and if sohow it is practiced. The event wasw e l l s u p p o r t e d b y c i v i crepresentatives, including CheadleMP Mary Robinson. Short speecheson the need for unity and praisingthe strength Manchester gains fromdiversity were given by Cllr CarlAustin-Behan, Lord Mayor ofManchester; Ian Hopkins, ChiefConstable of Greater Manchester;a n d To n y L l o y d , G r e a t e rManchester Police and CrimeCommissioner and Interim Mayor.

All the guests broke their fastson dates and water in the traditionalway and were then treated to halalMoroccan or kosher meals. Therew a s a w a r m a n d f r i e n d l yatmosphere throughout theevening.

Rabbi ChananAtlas of YeshurunSynagogue said “Tonight was ameaningful expression of tolerance.We all believe in different religions;have our own set of dogma or lackthereof; some of our convictions docontradict each other’s. Yet despiteall that, our humanity, civility andshared values unite us in our call fortolerance and cooperation.”

Greater Manchester ChiefConstable Ian Hopkins said “Thisevent helps communities tounderstand the differences that weall have and therefore to overcomeintolerance and to prevent hate.”

Buddhist speaker Ms May Yausaid “I thought it was fabulous thatwe could learn about different

religious fasting traditions. Theevent brought us all together todeepen our understanding of eachother.”

Jonny Wineberg, JRC Chair ofExecutive, told those assembledthat, “Such a show of unity acrossfaiths, at a time when discord inbeing seen across the country, is soimportant. Huge credit should go tothe Cheadle Muslim Associationand the many other Mosques whohave opened their doors to theirne ighbours over Ramadan.Similarly, it was wonderful to see ther e s p o n s e f r o m Ye s h u r u nSynagogue, with their Rabbi andmany members participating as partof a strong Jewish presence.”

Chadlia's daughter was one ofthe children featured in one of thepanoramic photos included in thecurrent exhibition. The exhibitionconsists of panoramic photos takenby Jan Chlebik which feature themajority of thelocal schools,various placesof worship ande m e r g e n c yservices - a veryi n c l u s i v ee x h i b i t i o nrepresenting thed i v e r s ec o m m u n i t yl i v i n g a n dworking within ashort distance oft h e m u s e u mChadlia and Ihad a long conversation findingmuch common ground whendiscussing the traditions of both ourfaiths - as is so often the case. “Weare all different but we are all equal”are the words that Chadlia wrote onthe board at the Museum. If morepeople shared this sentiment, wewould surely have a much betterworld. A few weeks later Chadlia

invited me and Gareth Redston, themuseum's Learning Manager, to hernearby home. Her warm hospitalitymade the experience a realp leasure. The three of usrepresented the three Abrahamic

The restructuring of the Counciland creation of two discreteleadership roles has allowed morework to be completed but with twopeople sharing the load. Thetransition has been seamless, withJonny Wineberg taking on theresponsibilities and duties as Chairof the Executive. The other reason ispersonal and I offer my heartfeltthanks to all those who haveprovided much appreciated supportand good wishes.

The Referendum result was acatalyst for an increase in hatecrime, directed seemingly at anyonewho does not conform to the hatersideals – a chilling reflection of timesgone by. Leaders of the ManchesterLocal Authorities, Police and faithleaders met several times and allsigned a statement pledginguniform support to “We StandTogether” against hate crime. Eachsignatory can be held to account ifthey fail to uphold this pledge.

Collabor8 took place in Bury inJuly. It was an initiative by GreaterManchester Police to bring togetherStatutory, Voluntary and FaithGroups to inc rease pub l i cunderstanding of what we all do andwhat we offer. In the main hall therewere maybe 20 exhibitions staffedby a range of people all eager toanswer questions and provideinformation. Over 1,000 peopleattended and it will be repeated nextyear. BIG EU DebateIt was 41 years to the day since

the original EU Referendum in 1975and marking the anniversary of thissignificant event four eruditespeakers argued the pros and consof either leaving or staying in theEuropean Union ahead of the votethat would take place less than threeweeks later. It was rightly touted asthe biggest decision for the countryin a generation.

Sajjad Karim, ConservativeMEP and Ben Rich, LiberalDemocrat, presented the case for“Remain” whilst Graham Stringer,Labour MP, and Stephen WoolfeUKIP MEP, presented the audiencewith reasons why “Brexit” offers thebest option for the British people.

The “Question Time” styledebate was organised jointly by theShrubberies Shul and the JewishRepresentative Council (JRC) andwas ably chaired by JonnyWineberg, Chair of the JRCExecutive. The large audienceincluded representatives from allsectors of the Manchester Jewishcommunity.

The debate lasted two hoursduring which time the audience hadample opportunity to either makestatements in support of either sideor to ask the speakers questions ontopics ranging from finance andimmigration to the commonagr icu l tura l po l icy and thedemocratic deficit.

A side panel of undecidedmembers from the local Jewishcommunity acted as a referencegroup to comment on how they feltthe debate was progressing. Thepanel included Alex Moss, Directorat IT company FireCask, HadasA l t w a r g , J o u r n a l i s t a n dCommunications professional,Elisha Mann-Wineberg, Student,and Rabbi Dovid Eisenberg, Rabbiof Shrubberies Shul.

At the end of the debate thepanel members were askedwhether or not they had been able tomake up their minds based on thearguments that had been presentedby the speakers and the commentsof members of the audience. Theyrecognised the significance of thisreferendum for future generationsa n d r e j e c t e d t h e i d e a o fscaremongering by politicians on

the lead up to the vote. However,although feeling better informed,they were still undecided as to whichway they were going to vote.

The evening finished with theChair thanking the four speakers,side panel and audience for theirsignificant contributions to what hadturned out to be a most interestingand informative event in the JRCand Shrubberies Shul calendars.

Emma EntwinedEntwine is an initiative of JDC

and offers service experiences inJewish Communities around theworld, education events andprogrammes as well as leadershipdevelopment opportunities. Ourmain reason for going to Finlandand Estonia was to learn about theirJewish communities. We metcommunal representatives andvisited their institutions, schools,community centres, kindergartensand facilities for the elderly. Asignificant part of the programmewas taking part in service projectswhich had asked for our help.

In Helsinki we helped in cleaningup the cemetery. In the last warFinnish soldiers and Jews foughtalongside the Nazis against theRussians and as a result very few

Jews died in Finland. We took amoment in the cemetery toremember the fallen and considerthe difficult dilemmas that werefaced. Next we visited a care homefor the elderly where we joined in animpromptu karaoke session andmet a Finnish soldier who not onlyfought the Russians but also foughtwith the IDF in 1948 – a genuinehero and part of history!

From Helsinki we travelled toTal l inn, v is i t ing the JewishCommunity Centre that opened in2007, the first to be built there sincethe war, incorporating a School,Synagogue and Museum. Wehelped put together Shabbatpackages and deliver them to theelderly members of the community.A 'Shabbat miracle' occurred when

our group met a military veteran whohad lost touch with his family inIsrael. The Israeli member of ourgroup was able to put them back incontact with each other!

We met with young Madrichimover pizza, and learned about theyouth programmes in the Baltic. Wesaw the completion and dedicationof the first Torah scroll specificallyfor the Estonian community whichhad been taken on a symbolicjourney around former Jewish sitesbefore being brought to thecommunity centre for the finalverses to be completed. Two of ourgroup were honoured to ‘write’ aletter.

What lessons did we learn fromour trip? First, how united theJewish community is in both places,especially the Tallinn communitywhich is so small that every Jew ismade welcome. Secondly that theyhave fantastically well-developedprogrammes for their youth, youngadults and families which are moresocial and cultural, rather thanreligious based. These keep peopletogether and involved within theircommunities as well as helping todeveloping their future leaders.Finally I learned about theimportance of volunteering boththere in Estonia as well as here inManchester - which I think is alesson for us all.

The evening opened with NoorDahri, a new member of the ZionistFederation, giving a brief personalaccount of his journey as a Zionist.

Lesley Claff, Senior LawLecturer at Sheffield HallamUniversity, then spoke on the issueof antisemitism and anti-Zionism inlight of the current enquiry in theLabour Party into antisemitism.

The Jewish Representative Council in conjunctionwith the Zionist Central Council (ZCC) welcomedLesley Claff at the latest in our series of events onantisemitism, reports , JRC Executivemember.

appointment was welcomed bySharon Bannister and the JewishRepresentative Council in whoseoffices I am based. I have had theopportunity to see at first hand theexemplary work undertaken by theJRC on behalf of the JewishCommunity in Greater Manchester.

I have been in my new post forjust a few weeks and during thisperiod my feet have not touched theground as I have dashed around theRegion meeting MPs, CouncilLeaders, Christian friends andcommunal stakeholders. Havinglived in Manchester all of my life, ithas been an absolute privilege andpleasure to represent my homecommunity and discuss the issuesthat are closest to my heart. I amalways keen to point out that we havea vibrant and thriving community.

It would be remiss of me not totouch on the current political climateand the antisemitism scandalengulfing parts of the political left. Ihave been heartened by theinteraction I have shared with theRegion’s Labour MPs and, withoutexception, they have categoricallygiven the community their fullsupport in fighting racism within theirranks.

I have also been keen to pass onthe thanks of the community to themany MPs I have met who are notjust on the front line fightingantisemitism but who have also beenoutspoken in their support of Israel.

Irrespective of their views on thecurrent situation in Israel, they haveall committed to support a ‘Two StateSolution’ with Israeli and PalestinianStates living side by side in peaceand security. We are also fortunate tohave the support of a Governmentwho takes the security and needs ofour community extremely seriously.

Upon taking the role I was alsomade keenly aware of the domesticissues that are currently affecting theJ e w i s h c o m m u n i t y b o t h i nManchester and nationwide. I amgrateful to all the communalstakeholders who have taken thetime to meet with me and discusspressing issues including education,

housing and social care.I have either met with or will be

meeting all the Leaders of theCombined Authority Councils whosedecisions have a direct impact on thewellbeing of our community. You willno doubt be aware that Manchesterwill be electing a Mayor with wideranging powers in May 2017. I ampresently drafting a communalmanifesto that I will hand to thecandidates. The document will havea series of pledges focusing on thedomestic needs of our community.

Finally, I should like to take thisopportunity to wish everyone in theNorth West a happy New Year andwell over the fast.

External AffairsMarc Levy, the new North West External Affairs Manager for the JewishLeadership Council, tells RepPresents about his new position in our community.

Independent Advisory Groups,originally created as a result of therecommendations of the StephenLawrence Inquiry Report, exist tobring together diverse groupsrepresenting religions and culturesin their local area. Members havethe opportunity to learn from eachother about incidents sufferedparticularly with regard to hatecrimes.

Sir Robert Peel created themodern police force with the passingof the 1829 Metropolitan Police Act,alongside which he defined his ninePrinciples of Law Enforcement.Aside from his most famous seventhprinciple, the often cited “the policeare the public and the public are thepolice”, perhaps the most interestingfor discussion in the current times isPeel’s second principle regardingthe necessary public approval of the

police in order for them to fulfil theirfunctions and duties.

The degree of public approval isdetermined by how the public viewthe actions and behaviours of thepolice. If the police are seen as beinga progressive, responsible, openand accountable organisation it islikely that such approval and respectwill be forthcoming. The questiontherefore is how do the police show

that they are such an organisation?In order to be progressive the

police force must move with thechanges within society. Movementsto increase the percentages offemales within workplaces havemore recently been joined with theneed for the workforce to representthe wider demographic change insociety.

Greater Manchester is home to alarge and diverse population of 2.7million people with just less than 1%of resident’s identifying themselvesas Jewish, yet this is not representedin the make-up of GreaterManchester Police’s officers andstaff. GMP must work closely withthe Jewish community, particularlythe schools and colleges, to showhow important and rewarding acareer within the police family canbe.

Where Are Police Jews?Chief Inspector JP Ruffles, who heads the police representation at the meetings ofthe Independent Advisory Groups (North) spoke to aboutminority communities being under represented in the police force.
