Proposal to apply incentives for natural gas vehicles heads to HouseThe DAily Review

H A R R I S B U RG — T h e House Environmental Re-sources and Energy Com-mittee on Wednesday en-dorsed Rep. Tina Pickett’s (R-Bradford/Sullivan/Susquehanna) proposal to provide grants to munici-palities, schools and the pri-vate sector for the purchase of natural gas vehicles.

House Bill 306 would cre-ate the Keystone Fuel In-centive Fund within the Alternative Fuels Incentive Fund to encourage the use of compressed natural gas ve-hicles. The package does not call for any additional taxes or fees on Pennsylvania resi-dents. Specifically, the legis-lation would give priority to school districts, transit mu-

nicipal authorities and other subdivisions to receive state grants to help with the pur-chase of compressed natu-ral gas (CNG) vehicles. If all eligible governmental ap-plications under this section are filled, then it would be opened to the private sector including nonprofits.

“With the abundance of natural gas available in our state, it only makes sense to use our homegrown re-source to fuel our transpor-tation needs now and well into the future,” said Pickett. “Transforming to a cleaner fuel, such as natural gas, has benefits economically, in that it is less expensive than traditional gasoline, and healthwise, as fewer harm-ful emissions are produced. That’s why we should do

what we can at the state lev-el to provide incentives for both the public and private sectors to switch to CNG vehicles.”

Grants would be broken down in this way:

• 65 percent to school dis-tricts, municipal authori-ties, political subdivisions, nonprofit entities, corpora-tions, limited liability com-panies or partnerships in-corporated or registered in Pennsylvania to help -pur-chase dedicated compressed natural gas vehicles with a gross vehicle weight rating of 14,000 pounds or more, with priority given to school districts, municipal author-ities and political subdivi-sions.

• 23 percent to individu-al residents, not to exceed

$10,000 each, for the pur-chase of bi-fuel vehicles.

• 10 percent to taxi com-panies and operators for the incremental cost of purchas-ing dedicated compressed natural gas taxis, not to ex-ceed $10,000 per recipient.

Pickett’s legislation is part of the Marcellus Works package of proposals that is designed to reduce harmful emissions and air pollution, create jobs, and use Pennsyl-vania’s own natural resourc-es to work toward energy in-dependence. In total, eight bills in the package — which include a series of grants, loans and tax credits to en-courage the use of natural gas — were reported out of committee this week. They all now head to the House floor for consideration.

Baltimore utility files electric

vehicle charging proposal

BALTIMORE — Balti-more Gas and Electric is proposing that custom-ers who enroll in its pilot electric vehicle charg-ing program pay off-peak rates less than a third of peak day-time rates.

But peak rates would be more than current resi-dential rates, although the utility says those who en-roll should see bills stay about the same.

The rates are contained in a filing with the Mary-land Public Service Com-mission in response to a 2011 state law. The pilot would begin in June if ap-proved.

Participants would pay about 19 cents a kilowatt hour for all electric use during peak summer pe-riods, and about 6 cents otherwise. That compares to about 10 cents during peak summer months.

BGE says Maryland has more than 1,100 electric vehicles, with more than 400 in its service area.

Dubai police add $550,000 car to squad

DUBAI, United Arab Emirates — In a city of

boundless bling, Dubai police also are in hot pur-suit after adding a nearly $550,000 Lamborghini to its fleet.

The sports car, painted in green-and-white col-ors of the Dubai force, will not likely be roaring after law breakers. Instead, it will be mostly dispatched to tourist areas to show — in the words of deputy police director, Gen. Kha-mis Matter al-Muzaina — “how classy Dubai is.”

2013 GMC Acadia: Refreshed and a cut above Back in the day, most

American automobile man-ufacturers put out nearly identical vehicles under various badges within their lineups. General Motors led the way by producing very similar cars under Chevrolet, Pontiac, Buick and Oldsmo-bile brands and later put out very similar Saturn and Pon-tiac vehicles. In today’s lean-and-mean auto universe, that duplication seldom oc-curs, but in the GM full-size crossover world, the General has seen fit to produce three sports-ute cousins on the same Lambda platform: the Chevrolet Traverse, the Buick Enclave and the GMC Acadia.

The Acadia distinguishes itself with its own elegance, confident exterior styling, entertainment features, in-terior versatility and safety features, including the industry’s first front center air bag.

Bold new grilleFirst introduced for the

2007 model year, Acadia has received a major refresh for 2013 that includes a bold new three-bar grille that prominent and sits upright, new signature LED light-ing, new taillight design, wraparound rear glass and a new rear spoiler, upgraded soft-touch materials in-side with French stitching and red ambient lighting, aluminum accents on the up-trims, eight-way power front passenger seat, revised transmission controls for greater shift quality, dual-flow damper shocks and struts for improved ride and handling and a standard rear vision camera.

Built at GM’s Lansing, Michigan, Delta Town-ship Assembly, the cross-over/SUV is a front-en-gine, front-wheel drive or all-wheel drive vehicle with body-frame integral con-struction. Weighing in at 4850 lbs. for 4WD, Acadia is a robust, full-size sports-ute, measuring 200.8 inches long, 70.4 inches high and a cavernous 78.9 inches wide on a 118.9-inch wheelbase. Minimum ground clearance is 7.6 inches.

Supple rideA 3.6-liter V-8 engine

provides Acadia with 288 hp and 270 lbs.-ft. of torque for an estimated 17 city and 24

highway miles per gallon for the 2WD version on regu-lar unleaded gas. My test Acadia, with 4WD, was es-timated at 17/24, and a week of driving snow-covered highways and sleet-coated city streets yielded an aver-age of 19.1 mpg.

Acadia’s coil-over strut front suspension with direct acting stabilizer bar and full perimeter isolated cradle, working with its linked H-arm independent rear suspension and coil springs with twin-tube shock absorbers mounted on an isolated sub-frame, created a supple and complaint ride. The hydraulic rack-and-pinion steering was respon-sive, but its sheer size made for an expected and exhib-ited challenge in maneuver-ability. Some understeer when negotiating S-curves was apparent, but surpris-ingly minute top wobble occurred during extreme turning. Acadia’s low center of gravity was displayed during quick back-and-forth steering and on some steep inclines, declines and angled surfaces.

Acadia’s power was hesi-tant, and while GM has of-fered a 6.5-second time for a zero-to-60 mph sprint, my best time during tests was a 7.1-second dash and a quar-ter-mile run of 15.5 seconds, both very respectable for the niche.

Handling is better than normally seen from tra-ditional SUVs, as Acadia’s intelligent all-wheel-drive system provided increased traction on slippery roads by actively managing the torque distribution between the front and rear axles, based on factors such as wheel speed, throttle and surface conditions. There is no driver intervention: the system automatically decides how much torque to apply and delivers it to the wheels that have the best traction. It worked well on slippery terrain during the storm season in full force during my tests.

DETROIT — Six auto-makers, including Toyota, Honda and Nissan, are re-calling nearly 3.4 million old-er-model vehicles worldwide because of defective air bags that can send shrapnel flying into the passenger compart-ment.

The recall mainly affects cars sold by Japanese auto-makers in North America, Europe and Japan. A small number of cars made by Ger-many’s BMW AG and Gen-eral Motors Co. and also in-volved.

The front passenger air bags all were made by the same parts supplier, Japan’s Takata Corp. They have faulty inflator mechanisms that don’t route gas into the air bags. Instead, the high-pressure gas can launch plas-tic and metal parts from the air bags into the cars’ passen-ger areas. Takata says no one has been hurt, but there have been six incidents of the air bags deploying improperly on roadways.

The recall, announced Thursday in Japan, is so large because many automakers use common parts on mul-tiple models to cut costs and simplify manufacturing. This approach was pioneered by Japanese automakers.

The recall will bring a great deal of unwelcome public-ity for automakers, especial-ly Toyota Motor Corp., said IHS Automotive analyst Paul Newton. The world’s top-selling car company is try-ing to rebuild a reputation for quality that was hurt by pre-

vious big recalls.The latest recall is the

fourth for Toyota since Oc-tober that involves more than one million vehicles, New-ton wrote in an email. And the company endured a se-ries of huge recalls in 2009 and 2010 for faulty braking, sticky gas pedals and defec-tive floor mats.

Toyota will have to in-spect or fix 1.7 million ve-hicles worldwide, includ-ing about 580,000 in North America, 490,000 in Europe and 320,000 in Japan. The

models include the Corolla company, Matrix hatchback, Sequoia SUV, and Tundra pickup, as well as the Lexus SC 430 sports car. All the ve-hicles were manufactured from 2001 to 2003.

But the latest recall affects other major automakers, in-cluding Toyota’s chief Japa-nese competitor. Honda Mo-tor Co. is recalling 1.1 million vehicles worldwide, includ-ing about 680,000 in North America, 270,000 in Japan and 64,000 in Europe. Mod-els include the Civic compa-

ny, CR-V small SUV and Od-yssey minivan from the 2001 to 2003 model years.

Also, Nissan Motor Co. is recalling 480,000 vehicles worldwide, including about 265,000 in the U.S. Models include the Nissan Maxima midsize sedan, Pathfinder SUV and Sentra company as well as the Infiniti FX cross-over and QX4 SUV, all from the 2001-2003 model years. Recalled models in Japan include the Cube, X-Trail, Maxima and Teana.

Mazda Motor Co. is also

part of the recall. About 45,000 Mazda RX-8 and Mazda 6 cars are affected, in-cluding 4,000 in Japan. The company said recalls will be announced in North Amer-ica, Europe, China and else-where.

At GM, only 55,000 Pon-tiac Vibe hatchbacks sold in the U.S. and Canada are be-ing recalled. The 2003 mod-els are nearly identical to the Toyota Matrix and were made at a California plant that was jointly run with Toyota.

BMW says it’s researching

the problem but no numbers or models are available.

The automakers said they would inspect the air bag in-flators and replace them if necessary at no cost to own-ers.

The air bag problem hap-pened because of two human errors during production. A worker forgot to turn on the switch for a system weeding out defective products, and parts were improperly stored, which exposed them to hu-midity, according to Honda spokeswoman Akemi Ando.

2013 GMC Acadia: Refreshed and a cut above Back in the day, most

American automobile man-ufacturers put out nearly identical vehicles under various badges within their lineups. General Motors led the way by producing very similar cars under Chevrolet, Pontiac, Buick and Oldsmo-bile brands and later put out very similar Saturn and Pon-tiac vehicles. In today’s lean-and-mean auto universe, that duplication seldom oc-curs, but in the GM full-size crossover world, the General has seen fit to produce three sports-ute cousins on the same Lambda platform: the Chevrolet Traverse, the Buick Enclave and the GMC Acadia.

The Acadia distinguishes itself with its own elegance, confident exterior styling, entertainment features, in-terior versatility and safety features, including the industry’s first front center air bag.

Bold new grilleFirst introduced for the

2007 model year, Acadia has received a major refresh for 2013 that includes a bold new three-bar grille that prominent and sits upright, new signature LED light-ing, new taillight design, wraparound rear glass and a new rear spoiler, upgraded soft-touch materials in-side with French stitching and red ambient lighting, aluminum accents on the up-trims, eight-way power front passenger seat, revised transmission controls for greater shift quality, dual-flow damper shocks and struts for improved ride and handling and a standard rear vision camera.

Built at GM’s Lansing, Michigan, Delta Town-ship Assembly, the cross-over/SUV is a front-en-gine, front-wheel drive or all-wheel drive vehicle with body-frame integral con-struction. Weighing in at 4850 lbs. for 4WD, Acadia is a robust, full-size sports-ute, measuring 200.8 inches long, 70.4 inches high and a cavernous 78.9 inches wide on a 118.9-inch wheelbase. Minimum ground clearance is 7.6 inches.

Supple rideA 3.6-liter V-8 engine

provides Acadia with 288 hp and 270 lbs.-ft. of torque for an estimated 17 city and 24

highway miles per gallon for the 2WD version on regu-lar unleaded gas. My test Acadia, with 4WD, was es-timated at 17/24, and a week of driving snow-covered highways and sleet-coated city streets yielded an aver-age of 19.1 mpg.

Acadia’s coil-over strut front suspension with direct acting stabilizer bar and full perimeter isolated cradle, working with its linked H-arm independent rear suspension and coil springs with twin-tube shock absorbers mounted on an isolated sub-frame, created a supple and complaint ride. The hydraulic rack-and-pinion steering was respon-sive, but its sheer size made for an expected and exhib-ited challenge in maneuver-ability. Some understeer when negotiating S-curves was apparent, but surpris-ingly minute top wobble occurred during extreme turning. Acadia’s low center of gravity was displayed during quick back-and-forth steering and on some steep inclines, declines and angled surfaces.

Acadia’s power was hesi-tant, and while GM has of-fered a 6.5-second time for a zero-to-60 mph sprint, my best time during tests was a 7.1-second dash and a quar-ter-mile run of 15.5 seconds, both very respectable for the niche.

Handling is better than normally seen from tra-ditional SUVs, as Acadia’s intelligent all-wheel-drive system provided increased traction on slippery roads by actively managing the torque distribution between the front and rear axles, based on factors such as wheel speed, throttle and surface conditions. There is no driver intervention: the system automatically decides how much torque to apply and delivers it to the wheels that have the best traction. It worked well on slippery terrain during the storm season in full force during my tests.

BMW adds small crossover, the X1, to U.S. marketby ANN M. JObAssociAted Press

Finally, American car shoppers can get a small crossover sport utility ve-hicle from BMW that has a starting retail price of less than $32,000.

In fact, the new-for-2013 BMW X1 five door has the lowest starting retail price of any BMW car or SUV — $31,695. The well-propor-tioned X1 looks pricier on the outside than it is and has great cargo- and people-hauling functionality.

The X1 even comes stan-dard with two fuel-saving mechanisms. An automatic stop/start system turns off the engine when the vehicle is stopped at stoplights, while the other system called Eco Pro is driver acti-vated and optimizes engine operation and transmis-sion gearing, among other things, for maximum fuel economy.

The federal government mileage ratings for the base X1 with turbocharged, four-cylinder engine are 22 miles per gallon in city driving and 33 mpg on the high-way. These ratings are on par with those for Honda’s popular CR-V SUV that has a 185-horsepower, naturally aspirated four cylinder un-der the hood.

BMW has been selling the X1 in Europe since 2009. Demand has been so strong that the U.S. market was left out until this model year, when BMW added produc-tion capacity.

Now, the X1 with 240-horsepower, turbocharged four cylinder, eight-speed automatic transmission and rear-wheel drive for the United States is priced $400 less than the manufacturer’s suggested retail price, in-cluding destination charge, of a 2013 BMW 128i Coupe here, which was the previ-ous lowest-priced BMW.

The X1 also is lower priced than the starting MSRP, in-cluding destination charge, of $39,745 for BMW’s next-largest SUV, the X3.

The 2013 X3 uses the same 240-horsepower, turbo four cylinder that’s in the X1.

No manual transmission is offered in the X1. But four-wheel drive is available, and the lowest starting retail price for a 2013 X1 with four-wheel drive is $33,395. A second engine — a 300-horsepower, turbocharged six cylinder — comes at a starting MSRP, includ-ing destination charge, of $39,495.

The base X1 doesn’t have a lot of luxury features. For example, it does not include leather-trimmed seats or metallic exterior paint. Everything from rearview camera and automatic dimming rearview mirror to power-adjustable front seats and USB adapter are extras.

So, it is easy to load up the X1 and get to a much higher sticker price. The test X1 xDrive28i topped out at more than $45,000, and at that price, a shopper can look at larger and more sumptuous SUVs.

Competitors to the X1 are wide-ranging. Acura’s 2014 RDX comes standard with a 273-horsepower V-6, automatic transmission and a starting retail price of $35,415 with two-wheel drive. Meantime, the 2013 Mercedes-Benz GLK starts at $37,995 with 302-horse-power V-6, automatic transmission and two-wheel drive.

The not quite 15-foot-long X1 has exterior dimen-sions that are similar to those of some of America’s best-selling compact cross-over SUVs. For instance, the X1 is within 2 inches in length and nearly the same width as the CR-V. But it’s the much lower height

— some 4 inches shorter than the CR-V — that helps differentiate the X1.

The test X1 seemed to meld the concept of station wagon and SUV success-fully, while other crossover SUVs take a higher stance and a more SUV orienta-tion.

Still, front seat riders, in particular, have decent views out the front of the X1, and headroom of 41.3 inches is accommodating. In the back seat, headroom is cut to 39.7 inches, and back seat passengers can feel cramped with three adults sitting closely, but two adults back there do fine.

The test X1 had a lot of hard plastic inside. Even with textures put into the plastic, the vehicle inside didn’t exude the same kind of pricey look that the exte-rior, with big BMW badges, did.

But the 2-liter, double overhead cam, turbo four cylinder provided plenty of good power. The X1 tester moved quickly to pass other vehicles on highways, and it efficiently zipped into open spots in traffic.

The engine delivers a healthy 260 foot-pounds of torque starting at a low 1,250 rpm and continuing to 4,800 rpm, so the X1 always felt responsive.

That is, unless the auto stop/start had engaged. Sit-ting at a stoplight in silence, conserving gasoline, was fine. But every time the driver took the foot off the brake to get going again, the test car shuddered and sort of rumbled to life.

This was not the kind of refined stop/start mechanism that’s in some gasoline-electric hybrid vehicles.

In addition, there were more than a few times — particularly with air con-ditioning going — that the

stop/start didn’t engage, so a driver can’t count on this to get every bit of mileage savings.

Indeed, in combined city and highway travel, the test X1 averaged just under 23 mpg, which is barely above the federal government’s mileage rating for city travel only. Worse, the X1 uses premium gasoline, so filling the 16.6-gallon tank can cost more than $60, and it

may not last much beyond 375 miles.

The test X1 had optional sport suspension and op-tional 18-inch, run-flat rear performance tires, so passengers felt every man-hole cover, road crease and expansion crack. It wasn’t a punishing ride, just one that gives everyone a decent feel of road surfaces.

The taut ride was appre-ciated, though, in moun-

tain twisties and during an emergency maneuver, when the X1 maintained its poise and control admirably.

Steering is on the heavy side in the X1, which some drivers may not like.

Front and back seats are shaped for support and are comfortable. Rear seatbacks split 40/20/40 and go down flat to expand the cargo space from 14.7 cubic feet to more than 47 cubic feet.

Like many teenagers, Er-ica Cimato of Moon prac-tically wears out her cell phone sending text messag-es -- more than 100 per day by her estimate.

But none are sent when she’s behind the wheel. Be-fore she joined Moon Area High School’s chapter of Students Against Destruc-tive Decisions, “I used to do that and drive all the time,” she said. “Now, I’ll give the phone to whoever’s next to me and tell them to do it for me.”

A state law banning tex-ting while driving for all motorists is barely more than a year old, but it’s hard to imagine that anyone at the high school is unaware of it.

The school and SADD chapter have participated in several programs that focus on the dangers of texting while driving and address other teen driving safety is-sues.

On Friday, the school hosted its annual “mock crash” for members of the junior class. Smashed-up cars, students soaked in fake blood and real-life emer-gency responders and vehi-cles were to be used to leave a lasting impression in ad-vance of their prom, said Jo-seph Martonik, student co-ordinator.

“I don’t have any sta-tistics, but I can tell you it seems to have made an im-pact, just from the feed-back we get from students,” Trooper Mungo said of the law, which carries a $50 fine and about $90 in court costs.

Teens who are learning to drive “are definitely aware of the law,” she said. “They probably know the law bet-ter than we do.”

The numbers seem to bear that out: Of the 113 texting citations that had been is-sued in Allegheny County as of late last month, only four were to drivers younger than 20.

Fatalities among teenage drivers rose 19 percent in the U.S. during the first six months of last year but de-clined in Pennsylvania, ac-cording to preliminary fig-ures released recently by the Governors Highway Safety Association.

Thirty-nine states and the District of Columbia have banned texting while driv-ing. One Pennsylvania law-maker, Rep. Joseph Mar-kosek, doesn’t think that’s enough. Mr. Markosek, D-Monroeville, is pressing for passage of legislation to ban the use of handheld devic-es while driving, citing the report that crash deaths are increasing among teen driv-ers.

“Too many young people are killed by car accidents each year. Despite the cur-rent law prohibiting texting while driving, six Penn-sylvania teen drivers were killed in the first six months of 2012,” he said in a news release.

Danger doesn’t deter some

If the danger of typing a

message on a phone while hurtling down the highway wasn’t apparent on its face, there’s quite a bit of research to underscore it.

There’s the oft-cited finding by the Virginia Tech Transportation Institute that texting while driv-ing multiplies the chance of crashing by 23. And the calculation that compos-ing a typical text message is roughly akin to closing one’s eyes for nearly five seconds, during which time a car go-ing 55 mph covers more than the length of a football field.

According to the Na-tional Safety Council, tex-ting while driving causes 1.6 million crashes per year. The Insurance Institute for Highway Safety estimates that it is to blame for 11 teen deaths each day.

In a survey commis-sioned by AT&T, 97 percent of teens said texting while driving is dangerous. A no-brainer, right?

But 43 percent acknowl-edged that they do it.

A poll of drivers by AAA produced a similar discon-nect. While 94 percent of respondents called texting a serious threat, 35 percent admitted reading a text or email while driving within the previous month.

When Trooper Mungo visits with students, she asks if they text while driv-ing. “Are there students who raise their hands? Yes,” she said.

“I think the mentality among kids is that it won’t happen to me,” said Kay-la Kalamasz, a senior and SADD member at Moon Area High School. “I feel like we limit the chances of students texting while driv-ing by how many programs we put on for them.”

One of them involves a simulator that helps stu-dents understand the im-plications and possible outcomes from impaired or distracted driving. They get the chance to see what would happen if their phones captured too much of their attention.

“A lot of people didn’t make it home,” SADD mem-ber and Moon Area senior Sara Jarrett recalled.

Sara was “killed” in last year’s mock crash, in which the driver of the other car had been drinking and the driver of the car she was in was texting just before im-pact.

“I knew it was just a sim-ulation, but it felt real,” she said. “It was actually scary. I started to cry.”

Adding to the drama of the event, one student is cos-tumed as the Grim Reaper, going into classrooms and choosing students at ran-dom to be taken away, their empty desks a symbol of the potential impact of poor choices, Mr. Martonik said.

1,300 citations in year one

AAA recently released re-search of enforcement dur-ing the first year of the state-wide texting-while-driving ban. Some 1,302 citations were issued in Pennsylvania and 196 in the metro Pitts-burgh area including Al-legheny, Armstrong, Beaver, Butler, Fayette, Washington and Westmoreland coun-ties.

In Allegheny County alone, 113 citations had been issued as of late last month. The Robinson police de-partment, with nine cita-tions, was the top suburban force, ahead of Jefferson Hills with seven and Mon-roeville with six. Police in Bethel Park issued four ci-tations, as did the forces in Ross and West Mifflin. No other suburban department issued more than three.

“AAA is encouraged to see that law enforcement agencies are off to a great start in the process of edu-cating drivers and saving lives,” said Brian Newbach-er, spokesman for AAA East Central.

Enforcement in other states has increased after the laws’ first year. For instance, California cited 2,845 driv-ers in the first year of its tex-ting ban; the following year it cited 7,924.

Finally, American car shoppers can get a small crossover sport utility ve-hicle from BMW that has a starting retail price of less than $32,000.

In fact, the new-for-2013 BMW X1 five door has the lowest starting retail price of any BMW car or SUV — $31,695. The well-propor-tioned X1 looks pricier on the outside than it is and has great cargo- and people-hauling functionality.

The X1 even comes stan-dard with two fuel-saving mechanisms. An automatic stop/start system turns off the engine when the vehicle is stopped at stoplights, while the other system called Eco Pro is driver acti-vated and optimizes engine operation and transmis-sion gearing, among other things, for maximum fuel economy.

The federal government mileage ratings for the base X1 with turbocharged, four-cylinder engine are 22 miles per gallon in city driving and 33 mpg on the high-way. These ratings are on par with those for Honda’s popular CR-V SUV that has a 185-horsepower, naturally aspirated four cylinder un-der the hood.

BMW has been selling the X1 in Europe since 2009. Demand has been so strong that the U.S. market was left out until this model year, when BMW added produc-tion capacity.

Now, the X1 with 240-horsepower, turbocharged four cylinder, eight-speed automatic transmission and rear-wheel drive for the United States is priced $400 less than the manufacturer’s suggested retail price, in-cluding destination charge, of a 2013 BMW 128i Coupe here, which was the previ-ous lowest-priced BMW.

The X1 also is lower priced than the starting MSRP, in-cluding destination charge, of $39,745 for BMW’s next-largest SUV, the X3.

The 2013 X3 uses the same 240-horsepower, turbo four cylinder that’s in the X1.

No manual transmission is offered in the X1. But four-wheel drive is available, and the lowest starting retail price for a 2013 X1 with four-wheel drive is $33,395. A second engine — a 300-horsepower, turbocharged six cylinder — comes at a starting MSRP, includ-ing destination charge, of $39,495.

The base X1 doesn’t have a lot of luxury features. For example, it does not include leather-trimmed seats or metallic exterior paint. Everything from rearview camera and automatic dimming rearview mirror to power-adjustable front seats and USB adapter are extras.

So, it is easy to load up the X1 and get to a much higher sticker price. The test X1 xDrive28i topped out at more than $45,000, and at that price, a shopper can look at larger and more sumptuous SUVs.

Competitors to the X1 are wide-ranging. Acura’s 2014 RDX comes standard with a 273-horsepower V-6, automatic transmission and a starting retail price of $35,415 with two-wheel drive. Meantime, the 2013 Mercedes-Benz GLK starts at $37,995 with 302-horse-power V-6, automatic transmission and two-wheel drive.

The not quite 15-foot-long X1 has exterior dimen-sions that are similar to those of some of America’s best-selling compact cross-over SUVs. For instance, the X1 is within 2 inches in length and nearly the same width as the CR-V. But it’s the much lower height

— some 4 inches shorter than the CR-V — that helps differentiate the X1.

The test X1 seemed to meld the concept of station wagon and SUV success-fully, while other crossover SUVs take a higher stance and a more SUV orienta-tion.

Still, front seat riders, in particular, have decent views out the front of the X1, and headroom of 41.3 inches is accommodating. In the back seat, headroom is cut to 39.7 inches, and back seat passengers can feel cramped with three adults sitting closely, but two adults back there do fine.

The test X1 had a lot of hard plastic inside. Even with textures put into the plastic, the vehicle inside didn’t exude the same kind of pricey look that the exte-rior, with big BMW badges, did.

But the 2-liter, double overhead cam, turbo four cylinder provided plenty of good power. The X1 tester moved quickly to pass other vehicles on highways, and it efficiently zipped into open spots in traffic.

The engine delivers a healthy 260 foot-pounds of torque starting at a low 1,250 rpm and continuing to 4,800 rpm, so the X1 always felt responsive.

That is, unless the auto stop/start had engaged. Sit-ting at a stoplight in silence, conserving gasoline, was fine. But every time the driver took the foot off the brake to get going again, the test car shuddered and sort of rumbled to life.

This was not the kind of refined stop/start mechanism that’s in some gasoline-electric hybrid vehicles.

In addition, there were more than a few times — particularly with air con-ditioning going — that the

stop/start didn’t engage, so a driver can’t count on this to get every bit of mileage savings.

Indeed, in combined city and highway travel, the test X1 averaged just under 23 mpg, which is barely above the federal government’s mileage rating for city travel only. Worse, the X1 uses premium gasoline, so filling the 16.6-gallon tank can cost more than $60, and it

may not last much beyond 375 miles.

The test X1 had optional sport suspension and op-tional 18-inch, run-flat rear performance tires, so passengers felt every man-hole cover, road crease and expansion crack. It wasn’t a punishing ride, just one that gives everyone a decent feel of road surfaces.

The taut ride was appre-ciated, though, in moun-

tain twisties and during an emergency maneuver, when the X1 maintained its poise and control admirably.

Steering is on the heavy side in the X1, which some drivers may not like.

Front and back seats are shaped for support and are comfortable. Rear seatbacks split 40/20/40 and go down flat to expand the cargo space from 14.7 cubic feet to more than 47 cubic feet.

But none are sent when she’s behind the wheel. Be-fore she joined Moon Area High School’s chapter of Students Against Destruc-tive Decisions, “I used to do that and drive all the time,” she said. “Now, I’ll give the phone to whoever’s next to me and tell them to do it for me.”

A state law banning tex-ting while driving for all motorists is barely more than a year old, but it’s hard to imagine that anyone at the high school is unaware of it.

The school and SADD chapter have participated in several programs that focus on the dangers of texting while driving and address other teen driving safety is-sues.

On Friday, the school hosted its annual “mock crash” for members of the junior class. Smashed-up cars, students soaked in fake blood and real-life emer-gency responders and vehi-cles were to be used to leave a lasting impression in ad-vance of their prom, said Jo-seph Martonik, student co-ordinator.
