PUBLIC SERVICE MEDAL (PSM) 290 Australian Public Service His Excellency Mr Matthew John ANDERSON, Kingston ACT 2604 For outstanding public service in leading the Australian Government's consular and humanitarian response to the September 2009 tsunami in Samoa. His Excellency is the Australian High Commissioner to Samoa and he led the Australian Government’s consular and humanitarian response to the September 2009 tsunami in Samoa in which 143 people, including 5 Australians, lost their lives. Mr Anderson engaged quickly and efficiently with the Government of Samoa at the highest levels, and this enabled the rapid deployment of emergency services personnel to Samoa at a crucial time. Operations were performed by Australian surgeons in the first 36 hours after the tsunami which saved many lives, and Australian search and rescue teams were able to reunite separated family members. Under Mr Anderson’s direction in the week following the disaster, 127 family tents, 1,300 water containers, 4,000 water buckets, 2,500 blankets, 1,000 mosquito nets, 1,400 large tarpaulins and 100,000 water purification tablets were delivered to homeless Samoans. Mr Anderson and his team also provided comfort and assistance to the families of the Australians killed and injured and personally managed evacuations and repatriations to Australia. His tireless work and dedication have significantly enhanced Australia’s bilateral relations with Samoa. Mr Roy BIRD, 7 Small Road, Bentleigh Vic 3204 For outstanding public service in leading the development of engineering protection solutions to improve the survivability of Australian Defence Force personnel operating in lightly armoured and soft-skinned military vehicles. Mr Bird has recently led the development of engineering protection solutions to improve the survivability of Australian Defence Force (ADF) personnel operating in lightly armoured and soft-skinned military vehicles. His work has focused on mitigating the blast effects of land mines and under-body improvised explosive devices, and he has worked collaboratively with other Australian defence agencies and industries to design, develop, test and validate the effectiveness of survivability enhancement kits (SEKs) for a wide range of vehicle types. Mr Bird was responsible for the development and testing of under-body add-on armours which are currently fitted to many ADF vehicles operating overseas. These vehicles were not originally designed to protect crews from such devices and the SEK development presented major engineering and technical challenges. The protection afforded by the SEKs and developed by Mr Bird is a very significant advancement in vehicle crew survivability and one which most military vehicle engineers thought impossible to achieve. It was Mr Bird’s drive, dedication and superior engineering skills which delivered this outcome and helped save the lives of many Australian soldiers.

Australian Public Service His Excellency Mr Matthew John ANDERSON, Kingston ACT 2604 For outstanding public service in leading the Australian Government's consular and humanitarian response to the September 2009 tsunami in Samoa. Ms Kristine Anne CALA For outstanding public service as Counsellor (Immigration) and Principal Migration Officer in the Department of Immigration and Citizenship's New Delhi office. For the past 20 years, Ms Cala has worked in the immigration portfolio and has a strong record of achievement in a number of key roles. Most recently, she has provided outstanding service as Counsellor (Immigration) and Principal Migration Officer in the Department of Immigration and Citizenship’s New Delhi office. In this role, she has delivered significant improvements in one of the busiest and most challenging posts, driving improved performance in client service, implementing innovative business reform practices and leading high level engagement with stakeholders. Ms Cala provided strong leadership to the post during a period of great change and extreme and negative media attention arising from reforms to student immigration policy. She played a pivotal role in the identification of fraud and lack of genuine study intentions in the Indian and Nepalese student visa program and oversaw the implementation of enhanced integrity measures, including managing 5,000 student interviews in 4 months. Her personal efforts have delivered significant improvements in the program while still maintaining a focus on exceptional client service and treating all clients with dignity and respect. Dr Gordon John de BROUWER, Braddon ACT 2612 For outstanding public service in the development of international economic policy, particularly in the formulation of the Australian Government's agenda to establish the G20 as the pre-eminent global economic forum. Dr de Brouwer has served as Deputy Secretary (Economic) in the Department of the Prime Minister and Cabinet since early 2008, and he played a critical role in leading the Department’s support for the Prime Minister through a period of considerable international economic turbulence. Of particular note is his significant contribution to the development of the Australian Government’s agenda to establish the G20 as the pre-eminent global economic forum and Australia’s international economic engagement, including through APEC. Dr de Brouwer’s considerable macroeconomic expertise, knowledge of the international economic environment and capacity to harness the contributions of other departments and agencies were instrumental in positioning Australia as a progressive and leading contributor within the G20. In recognition of his leadership and outstanding international reputation, Dr de Brouwer was appointed Australia’s G20 Sherpa in June 2010. He also provided intensive briefing and policy advice to the Prime Minister and senior ministers at the peak of the global financial crisis, and his outstanding intellectual leadership and drive were central to the Government’s response. Dr Jason Paul GULBIN, ACT For outstanding public service in the development and implementation of the Australian Sports Commission's National Talent Identification Development Program. Dr Gulbin has demonstrated outstanding innovation and leadership in managing the development and implementation of the National Talent Identification Development Program, a major Australian Government initiative designed to help sports identify pre-elite athletes and prepare them for participation in domestic, national and international competition. The challenges involved in establishing the program were formidable as he had to work across a range of sectors at the national, state and local level and forge partnerships and effective working relationships with national sporting organisations, state institutes of sport and recreation and the university sector. Dr Gulbin’s personal efforts have had a major impact on the Australia Sports Commission’s ability to support the Australian sports system, and the program he developed has been so successful that it is recognised internationally and program funding has been continued to enable expansion in metropolitan and regional areas.

Mr Brendan Edward HOWER, Teesdale Vic 3328 For outstanding public service in establishing and managing the operational requirements for modernising Australia's national industrial awards. Mr Hower established and managed the complex operational requirements for modernising Australia’s national industrial awards in a high pressure environment under high levels of public scrutiny. This was an enormous project involving the rationalisation of some 1,650 federal and state awards. Mr Hower was required to deal with a complex range of administrative challenges including extremely tight timeframes, high level liaison with a wide variety of stakeholders, research into, and tabulation of, thousands of diverse terms and conditions of employment applying across existing industrial awards, and the design and development of internet-based consultation and publication mechanisms. His outstanding leadership and dedication contributed substantially to the establishment of a national workplace relations framework for collective bargaining based on new modern awards, which was delivered on time, within the parameters set by the legislation and to the satisfaction of all key stakeholders. Dr Alan Lynton JAQUES, Flynn ACT 2615 For outstanding public service in leading the development of a comprehensive and integrated scientific and economic assessment of Australia's energy resources: Australia's Energy Resource Assessment. Dr Jaques is the Chief Scientist at Geoscience Australia and he is an expert in the nature and formation of Australian diamond-bearing rocks and in the activities of the minerals exploration industry. Most recently, he played a key leadership role in the development of a comprehensive and integrated scientific and economic assessment of Australia’s energy resources: Australia’s Energy Resource Assessment (AERA). This study is a world first that examines the complete range of non-renewable and renewable resources available to Australia, both currently and for the period out to 2030. Dr Jaques led a large team with a very diverse skill base (geologists, economists, engineers and graphic designers) working to very tight deadlines to deliver an outstanding study that will serve the nation for the foreseeable future. The work is an authoritative evidence base for future policy development in relation to Australia’s energy needs. Dr Jaques’ personal contribution was substantial and fundamental to shaping the final product and it ensured that the AERA is of the highest standard and enduring value.

Mrs Erica Maree LAUCHLAND, 7/3 Charles Place, Gordon ACT 2906 For outstanding public service in leading the successful implementation of high quality, cost effective automated testing of Medicare Australia's business systems. Mrs Lauchland is the Manager of the People Enabling Services Section in Medicare Australia (MA) and she has driven the establishment of the Quality Assurance Section within MA’s Applications Division. Her mandate was to ensure that the agency could change the way it did business and fulfil a vision of 21st Century payment and service excellence. Mrs Lauchland undertook extensive research into current industry best practice about the principles relating to systems testing and then adopted these methodologies and applied them to the MA environment using leading edge industry automation toolsets for functional, regression, integration and performance testing. As a result of her efforts, the testing team has been reduced from 100 plus to 12 staff with a 60 per cent increase in productivity and recognised satisfaction from internal and external stakeholders. In 2005, it took MA up to 3 weeks to process a claim and to make a payment. Now, with the state-of-the-art e-business system and new operating environment introduced by Mrs Lauchland payments can be made immediately. Mr Geoffrey James LEEPER, Fadden ACT 2904 For outstanding public service in the development and implementation of major reforms to housing policy in Australia. Mr Leeper was a Deputy Secretary in the former Department of Families, Housing, Community Services and Indigenous Affairs from 2007 until 2009 and was responsible for the development and implementation of a number of significant reforms to housing policy. He demonstrated strategic leadership, vision and a high level ability to undertake complex and sensitive negotiations which led to a number of successful agreements being reached. These included renegotiation of the National Affordable Housing Agreement, implementation of the National Rental Affordability Scheme, development of the Housing Affordability Fund, and development and implementation of the National Partnership Agreement on Homelessness and on Remote Indigenous Housing. These ground-breaking reforms have been designed to achieve significantly better outcomes for the most disadvantaged members of the Australian community through partnerships between the Commonwealth and the states and territories, and Mr Leeper played a critical role in their highly successful delivery.

Mr Frank Anthony LEVERETT CVO, 16 Stieglitz Circuit, Kambah ACT 2902 For outstanding public service in the successful organisation of Prime Ministerial visits abroad, visits to Australia by Heads of Government and Heads of State, and major ceremonial occasions and events. For the past 6 years, Mr Leverett has provided outstanding leadership in his role as Assistant Secretary of the Ceremonial and Hospitality Branch (CERHOS) in the Department of the Prime Minister and Cabinet. His attention to detail, tireless energy and sensitivity to policy requirements have been integral to the success of many Prime Ministerial visits abroad and scores of visits to Australia by Heads of Government and Heads of State. Under his direction, CERHOS has supported some 170 visits to Australia and arranged 47 visits to 72 nations by successive Prime Ministers, and Mr Leverett has been the key person behind the scene. He has been required to handle some very delicate and sensitive situations and has managed them with great patience and foresight. Mr Leverett has also demonstrated superior planning and organisational skills in leading the successful delivery of innumerable high level government hospitality and ceremonial occasions, often working under extreme pressure. Ms Janette Lesley McINNIES, 25 James Street, Leichhardt NSW 2040 For outstanding public service in providing high level receptionist and information services to stakeholders of the Australian National Maritime Museum. Ms McInnies is the first point of contact for all visitors and callers at the Australian National Maritime Museum, and she is an outstanding ambassador for the organisation. She has positively embraced the position of receptionist and extended it into a key support role for staff and an invaluable information source for visitors and external callers. Ms McInnies has demonstrated a strong ability to develop creative solutions to complex problems and often goes well beyond what might normally be expected to assist people with their inquiries. One of her many skills is her ability to deal very professionally with people at all levels and she is always tactful and discrete in her dealings with stakeholders. Her enthusiasm for the role and genuine interest in the Museum shines through her work and her unstinting efforts to provide information to the visiting public has set the Museum apart from other similar institutions in the area.

Mr James Andrew MURPHY, 14 Francis Street, Yarralumla ACT 2600 For outstanding public service in developing public policy which delivered world's best practice standards of corporate governance and financial system regulation, and in advising the Australian Government on its response to the global financial crisis. Mr Murphy is an Executive Director in the Treasury and he has made an outstanding contribution to public policy, particularly in the areas of reform of financial systems and corporate governance and competition and foreign investment policy. Most recently, he played a key role in the Australian Government’s response to the global financial crisis. He provided daily advice to the Prime Minister and other senior ministers on emerging developments, worked in consultation with the Reserve Bank of Australia and the Australian Prudential Regulation Authority to develop measures to guarantee access to finance for Australian banks, and led the development of other measures to plug gaps in credit markets. In undertaking these tasks, Mr Murphy demonstrated exceptional leadership under extreme pressure, combining detailed technical knowledge with a practical understanding of commercial resilience and a high level of professionalism. His work was critical in ensuring the health of Australia’s banking system and economy during the global financial crisis. Ms Delia Ann RICKARD, Ainslie ACT 2602 For outstanding public service in the development of consumer protection for financial services. Ms Rickard is a senior executive with the Australian Securities and Investments Commission (ASIC) and has played a major role in the development of consumer protection for financial services, including promoting the introduction of self-regulatory mechanisms such as alternative dispute resolution schemes. As well as supporting the creation and evolution of these schemes, which include the Financial Ombudsman Service, she has led the development of the surrounding regulatory framework. Ms Rickard is a strong advocate for codes of practice and she led the long-term development of the Electronic Funds Transfer Code of Conduct. All major banks and financial institutions are subscribers to the Code and millions of transactions are made in Australia every week. Ms Rickard has also driven significant improvements in ASIC’s consumer education and financial literacy programs and campaigns, and led the development of its overall financial literacy strategy. These have greatly assisted consumers to understand and better manage credit, superannuation and insurance products.

Ms Christine Dorothy SILK, Queanbeyan NSW 2620 For outstanding public service in implementing a complex unified certified agreement for the Department of Education, Employment and Workplace Relations. Following the machinery of government changes in 2007, Ms Silk was responsible for developing and implementing a unified certified agreement in the Department of Education, Employment and Workplace Relations (DEEWR). This task was unprecedented in both scale and complexity as it required her to establish a common set of pay and conditions for approximately 6,000 staff who transferred to DEEWR after the changes were announced. Many of the issues faced by Ms Silk were without precedent and she was required to develop innovative solutions in short timeframes while constantly under scrutiny by negotiating parties, employees and sections of the media. Her willingness to consult with all parties in a spirit of goodwill, her attention to detail, and her superior leadership and negotiation skills saw her win the respect and support of employees, DEEWR senior management and officials of the Community and Public Sector Union. As a result, the agreement delivered by Ms Silk is a model of how to combine agencies with a history of diverging approaches to pay, relativities, performance management and agreement making which strikes a balance between individual contracts and collective bargaining. Ms Catherine Eve WALKER, Barton ACT 2600 For outstanding public service in leading Australia's efforts in relation to humanitarian aid and development assistance. Ms Walker is a Deputy Director-General in the Australian Agency for International Development (AusAID) and she has been a major contributor to the organisation’s effective response to meet the Australian Government’s expanded and wide-ranging commitments in the aid program. Some of her key achievements include developing and driving new approaches to delivering development programs in fragile and insecure environments, and managing the scale-up of the aid program in Africa from $101 million in 2007-2008 to current year estimates expenditure of $200.9 million in 2010-2011. Ms Walker has also been responsible for the delivery of significant humanitarian packages in response to natural disasters in Burma, Samoa, Tonga, Haiti and Pakistan, and led the development of strategic partnerships with United Nations humanitarian agencies and Australian NGOs to improve the effectiveness of humanitarian response. Ms Walker’s personal efforts have enabled AusAID to step into a major role in assisting the transition from a solely military role in Afghanistan to providing a substantial civilian development program as a vital component of Australia’s activities in that country.

New South Wales Mr Stephen Phillip ALLEN, 8 Goorgool Road, Bangor NSW 2234 For outstanding public service, particularly to the NSW Department of Environment, Climate Change and Water. Mr Allen has had a highly distinguished career in the NSW Public Service spanning over 41 years. He has played an invaluable role in the development of compatible business opportunities on lands reserved under the National Parks and Wildlife Act 1974. This has enabled the Department of Environment, Climate Change and Water (DECCW) to achieve its corporate objectives in relation to the provision of visitor services while at the same time securing sustainable revenue. Mr Allen has helped to modernise commercial practice within the DECCW, specifically in relation to improved leasing documentation and the marketing of unique commercial opportunities in protected areas. He has also been instrumental in modernising public sector commercial and business practices to achieve viable and innovative arrangements with the private sector. Mr Allen’s work has led to the leasing of major public assets and increased opportunities for the public to access parks, as well as revenue generation. Further, his work has resulted in the achievement of improved conservation outcomes. Mr Allen consistently conducts himself with integrity and professionalism. He is highly respected by a wide range of both private and public sector stakeholders. Ms Tina Sylvia BAINES, Castle Hill NSW 2154 For outstanding public service to the Community Engagement and Events Division within the NSW Department of Premier and Cabinet. Ms Baines has made a significant contribution to the Community Engagement and Events Division (CEED) within the Department of Premier and Cabinet. While her performance across all areas within her bailiwick has been regarded as exceptional by her peers, the work Ms Baines undertook as part of the Macquarie 2010 Bicentenary Commemorations program across New South Wales has seen her take on and excel in challenges and responsibilities that far exceed her normal duties. During 2009 and 2010, Ms Baines was the executive officer of the Macquarie 2010 Bicentenary Commemorations Committee. Her strategic support to the Committee was outstanding and she showed an exceptional level of commitment to ensure that government agencies, local community groups and members of the general community were able to commemorate this important historical event. Ms Baines was also instrumental in the successful delivery of Macquarie Visions, a major free public event held as part of the 2010 Vivid Sydney Festival. Delivery of the event involved many challenges and Ms Baines rose to the occasion and demonstrated outstanding service in the areas of commitment, leadership, communication and collaboration that has left a lasting legacy for future programs delivered by CEED. Ms Baines is an exceptional public servant who always strives to achieve the best results for the community at large. She is a true example of someone who goes ‘above and beyond’ what is required, and has demonstrated leadership beyond her years. She is highly admired and respected by those who have worked with her.

Mr James Patrick COX, St Ives NSW 2075 For outstanding public service to the NSW Independent Pricing and Regulatory Tribunal. Mr Cox has demonstrated outstanding public service as the Chief Executive Officer and full-time Tribunal Member of the NSW Independent Pricing and Regulatory Tribunal and, prior to that, as Deputy to the Executive Chairman. In each of these capacities, Mr Cox has made an outstanding and significant impact on public policy and administration in New South Wales. Widely recognised across Australia and internationally, Mr Cox has played a key role in establishing the Tribunal and has been instrumental in shaping the growing responsibilities assigned by the NSW Government. The Tribunal has increasingly come to be respected for the soundness of its decisions and the independence and quality of its analysis. Mr Cox has a well-deserved reputation for honesty and integrity, exemplified by diverse stakeholder respect for the impartiality of his decision making. Mr Michael CULLEN, 18 O'Dea Road, Mount Annan NSW 2567 For outstanding public service to small business and regional economic development in New South Wales. During his distinguished career of almost 30 years in the NSW Public Sector, Mr Cullen has established a record of achievement to build economic growth in rural and regional New South Wales. As a tireless champion for small business and regional economic development, he has made a significant contribution to the creation of jobs and investment. Through his close understanding of the business environment and his liaison with industry, Mr Cullen has introduced innovative Government programs and services that have significantly increased the value of business and total investment in New South Wales. As a result, he has secured major project investments across inter alia manufacturing, tourism, leisure and entertainment industries. Mr Cullen has displayed outstanding dedication to promoting the regional development of the New South Wales and has built a deserved reputation for his openness, honesty and outstanding leadership. Mr Derek Michael EVERSON, Kingsford NSW 2032 For outstanding public service to water management in rural and regional New South Wales. Mr Everson has demonstrated outstanding service to the water management industry in rural and regional New South Wales over many years. The recent prolonged drought saw water availability reach record lows in the Murray and Murrumbidgee valleys. This required innovative water sharing arrangements to be developed and implemented. Mr Everson was a driving influence for the assessment of water availability in the southern valleys. He always made himself available to address public stakeholder meetings in the affected communities to explain the measures being implemented by the NSW Government. Mr Everson’s contribution has been outstanding and his efforts have contributed greatly to water sustainability in rural and regional New South Wales. He has developed a widely respected reputation for excellence in service delivery within the community and the building industry, contributing significantly to the overall success and reputation of the building inspection function. He is widely recognised throughout the industry for his ability to apply an unbiased approach to his role, showing fairness to the builder while still advocating for the consumer. In recognition of his outstanding knowledge of contemporary building practices and his depth of knowledge of Australian Standards, Mr Horsfall has been selected to act as an advocate for the Building Services Corporation when disciplinary action is being taken against a building contractor for defective building work. During a career spanning over 42 years, Mr Orr has made an outstanding contribution to improved river management and efficient water delivery in the Lower Lachlan. During an outstanding career with State Water, Mr Orr has been involved in water delivery, asset management and maintenance. His wealth of knowledge of the Lachlan River has been invaluable to river managers and instrumental in managing flood and drought operations. He has also provided excellent customer service over many years during his role as chairman of the Marrowie, Torriganny, Muggabah, Merrimajeel Creeks Trust. Recently, Mr Orr successfully managed construction works for the Lake Brewster Water Efficiency Project. His leadership on-site was instrumental in enabling State Water to manage the project in-house. As a result, State Water was able to achieve very significant cost savings, enhance the wetland environment and increase reliability of water supply in the Lachlan Valley. As an informal mentor and male role model for many young boys, Mr Rice has often made contact with some of the more difficult students each morning to encourage them to work hard and stay out of trouble. Mr Paul VEVERS, Hunters Hill NSW 2110 For outstanding public service to Housing NSW. The outstanding career of Mr Vevers has been dedicated to helping the most vulnerable in our society. Since joining the (then) Department of Housing in 1999, he has made an exceptional contribution in various roles and critical projects, including the management of a highly sensitive program for homeless people during the Sydney 2000 Olympic Games. Mr Vevers has also played a major role in the development and implementation of Housing NSW policy reform programs and to leading the delivery of social housing services to tenants and applicants. In 2009 he assumed the high profile position of Coordinator of the Economic Stimulus Package. In this role, he has been instrumental in enabling New South Wales to become the first state to meet and exceed the rigorous Commonwealth delivery targets. Ms Jacqueline Michelle HICKEY, Carrajung Vic 3844 For outstanding public service in the regional coordination and orderly evacuation of residential health and aged care facilities during bushfire seasons. In her role working in acute health for the Department of Human Services Gippsland Region, Ms Hickey coordinated major evacuations of residential health and aged care facilities during the 2006 and 2009 summer bushfires in Gippsland. These evacuations took place under enormous pressure and in the absence of comprehensive procedures and protocols for incidents of this nature in relation to facilities that fall outside the public system. Nevertheless, Ms Hickey displayed outstanding leadership in ensuring that the evacuations were achieved smoothly through sound knowledge, judgement, collaboration and preparation.

Mr Peter Matthew DREW For outstanding public service as Queensland Parliamentary Counsel. Mr Drew's outstanding public service has ensured the high standard of the Queensland Statute Book and ensured free internet access to Queensland legislation and information concerning the legislation. Mr Drew has also demonstrated outstanding leadership in safeguarding fundamental legislative principles and excellence in legislative drafting. During his 12 years as Queensland Parliamentary Counsel, Mr Drew has been involved in the drafting of almost all of Queensland's most sensitive and complex legislation. He has demonstrated an unwavering commitment to excellence in drafting and a legislative style that combines precision, simplicity and clarity. This commitment has helped to ensure that the Queensland Statute Book is of the highest standard. Professor David Wayne JOHNSON For outstanding public service to Queensland Health, particularly to research into the early detection and management of chronic kidney disease. Professor Johnson is an outstanding medical professional providing the highest level of critical astuteness, devotion to his patients, leadership and organisational ability in leading an outstanding renal service, leadership in the broader medical profession and in the organisation of the management of kidney disease, leadership within the Division of Medicine at the Princess Alexandra Hospital, and an extensive involvement in research. Professor Johnson's leadership in establishing automated laboratory reporting of eGFR has revolutionised the early detection and timely management of chronic kidney disease. By implementing a national primary healthcare education program, he has revolutionised secondary prevention of chronic kidney disease. Professor Johnson published an audit of the impact of automated laboratory reporting of eGFR in south east Queensland and observed that eGFR reporting increased the timely referral of patients with kidney disease from General Practice to Queensland kidney units by 40 per cent. Professor Johnson's contribution to eGFR reporting should considerably help to improve the use of medicines. Professor Johnson has also played major roles in state and national policy development in relation to kidney disease and was a key contributor to the state-wide Renal Health Services Plan 2008-2017. Professor Johnson's advocacy for renal transplantation, establishment of ABO-incompatible transplants in Queensland and ground-breaking work with the use of expanded criteria donor kidneys have increased the number and accessibility of renal transplant operations in Queensland. Professor Johnson played a key role in establishing the Australasian Kidney Trials Network, which is likely to result in major dividends in developing improved treatments and preventative strategies for patients with chronic kidney disease. Mr Barry John NUTTER, 8 Fairway Place, Banyo Qld 4014 For outstanding public service to education and training in Queensland, particularly as Chair of the Training and Employment Recognition Council. Mr Nutter has demonstrated outstanding service in his leadership of the regulation of the Vocational Education and Training System in Queensland. He has shown exceptional commitment to ensuring that regulation is risk-based, targeted and consistent. Mr Nutter advocates the concept that industry involvement is a crucial driver for education and training reform. He has been a strong advocate and supporter of industry leadership in vocational education and training and has established formal industry linkages to strengthen such collaborations. Mr Nutter has shown a determination to improve vocational training for Indigenous Australians and, in 2008, the Training and Employment Recognition Council undertook a consultation process with Indigenous communities. The outcome of this consultation process was an ongoing commitment to ensure that training became more responsive to community needs. Dr Wakefield is a leading advocate in Australia for patient safety and high quality service delivery in health systems. He has had a major impact on improving system safety in Queensland. Dr Wakefield has developed and implemented a comprehensive Clinical Incident Management Standard focused on identification of system vulnerabilities and use of Human Factors Engineering principles in system re-design. He has deployed, trained and supported a network of 38 Patient Safety Officers across Queensland. He also oversaw the successful implementation of a state-wide incident management information system and developed a Patient Safety Curriculum to assist in improving patient safety. Through his work in Queensland Health, Dr Wakefield has served the community of Queensland with distinction. Mr Gordon Forrest WEBLEY, 636 Luthje Road, Monto Qld 4630 For outstanding public service in local government, particularly to the communities of the Isaac region of Queensland. Mr Webley made an exceptional contribution to the community for over 45 years through his roles in local government. Mr Webley played a key role in gaining sponsorships and funding partnerships for the construction of the Dysart Indoor Multipurpose Complex. The centre is scheduled to be completed in 2011 and should have a major impact for residents in the small mining town of Dysart. Mr Webley was a key participant in the pre-amalgamation regional strategic planning partnership - WHaMBROC (Whitsunday, Hinterland and Mackay Bowen Regional Organisation of Councils). He was instrumental in the development of walking tracks around the St Lawrence Wetlands and in the development of Yarrawonga Point as a camping space. The Flaggy Rock School purchase was a project driven by Mr Webley in response to community aspirations to hold ownership of the school. He was also active in making residential land available in the mining community of Broadsound, which encouraged family cohesion and the growth of community spirit.

Mr Barry Andrew SARGEANT, Applecross WA 6153 For outstanding public service in Western Australia, particularly as Director General, Department of Racing, Gaming and Liquor. Mr Sargeant is one of Western Australia's most experienced public servants and has served the public with distinction over a lengthy period. He was initially engaged by the Treasury Department as a senior executive in 1985 and held various positions, rising to the role of Assistant Under Treasurer (Accounting). Between 1990 and 1992, Mr Sargeant was appointed to various positions within the public sector, including acting Commissioner for Corporate Affairs and a senior executive position in the Ministry of Education. In November 1992, he was appointed to his current position of Director General, Department of Racing, Gaming and Liquor. Mr. Sargeant's contribution to policy and legislative reform and administration in the racing, gaming and liquor industries in Western Australia has been at the highest, level. As Director General, he has built and maintained excellent working relationships with public sector CEOs and industry representatives based on trust and integrity over a sustained period of reform, and he is committed to leading and promoting excellence and integrity within the industries. Mr Sargeant has served the community of Western Australia with distinction.

South Australia Ms Sharon May BROADBENT, 13 Kurrajong Avenue, Stonyfell SA 5066 For outstanding public service in the area of education in disadvantaged areas. Ms Broadbent has been an exemplary school leader at Northfield Primary School where she was appointed Principal in 2002. In 2001 a formal school review process was conducted the school which was considered to be dysfunctional due to considerable disconnection between the school and its community, appalling student behaviour and significant disruption to learning in classrooms. When Ms Broadbent was appointed as Principal, the impact of her appointment was almost immediate. Within 12 months she had re-connected parents, staff and children and supported them in becoming engaged within the school. Northfield Primary School now has high educational standards and expectations for all children. Cultural diversity is valued and flourishes, the student voice thrives, and the school has received a number of awards including recent international recognition by the European Parliament of the successful immersion of the United Nations Global Peace School program throughout the school's curriculum - a South Australian first. Ms Broadbent has also been the driving force in the growth of the student voice. She has enabled student exchanges to Italy, opportunities in Canberra, and student representation in the media; students were also invited to speak at the European Union World Education Forum in 2009. Ms Broadbent's focus on literacy and numeracy development has transformed the academic achievements of the school. As a school that previously struggled, it now achieves impressive results both academically and culturally, despite inherent community challenges. The school population is itinerant with a high number of refugees and the inclusive practices in place to support these students have been successful. The school now has the confidence of its community and Ms Broadbent has made an extraordinary impact on the lives of her students. She provides leadership that is the very embodiment of an inclusive society; one where people learn to understand, respect and celebrate difference, by meeting, rather than hiding from the many challenges of diversity. Mr Chris Dearman has a long history of service in the areas of security and emergency management on behalf of South Australia and the nation. His contributions have embraced the all-hazards spectrum across prevention, preparation, response and recovery. He has made extraordinary efforts to deliver outcomes at a local, state and national level that have ultimately impacted on the safety of communities. Mr Dearman has been a longstanding and consistent mentor to those in this field as well as to those who have entered and remained in this policy arena. He is highly regarded by his colleagues at local, state and national levels as a valued sounding board, a devil's advocate, a custodian of the history of the development of the field of emergency management, an innovator and a lateral thinker, a crusader for connectivity across whole-of-government, a strong advocate for mitigation and recovery in addition to response, and a champion of climate change and its current and future implications for security and emergency management. Emergency Management is not confined to emergency service organisations only, and Mr Dearman has been a pioneer in consulting and engaging across government to provide input into forums including the Australian Emergency Management Committee, the Ministerial Council for Police and Emergency Management and COAG. Professor Robert Keer LEWIS, Millswood SA 5034 For outstanding public service in the area of primary industries research and development. With a career spanning 38 years, Professor Lewis held positions in research, research leadership and high level administration and management. In late 1992, he was appointed as the Executive Director of the newly created South Australian Research and Development Institute (SARDI), a position he held until June 2010. Through his exemplary leadership, SARDI developed into the pre-eminent state government research department in Australia. In addition to his role as Executive Director, Professor Lewis also displayed outstanding commitment in enhancing a collaborative and collocated partnership on the Waite campus between the campus partners that included the University of Adelaide, CSIRO, the Australian Wine Research Institute, the Department of Primary Industries and Resources of South Australia, and SARDI. Without his management and mentoring the relationships between the partners would not be as strong and mature as they are today. His focus was not, however, confined to the Waite campus; he served regional South Australia well by ensuring delivery through a network of 14 regional and metropolitan research centres. He also played a visionary role in the development of the West Beach Aquatic Sciences Centre and the Lincoln Marine Science Centre. Professor Lewis' work in promoting research and links with Australian universities, CSIRO and other state research departments also included pivotal involvement in several Co-operative Research Centres. In this regard he was a strong supporter and facilitated collaboration between SARDI science teams and research teams in CSIRO, Australian Universities, State Research Departments and industry and private partners. His enthusiasm and clear vision helped the development of major initiatives for South Australia, such as the Marine Innovation South Australia initiative which positions the state as a hub for research initiatives on a national scale. Professor Lewis' outstanding commitment extended beyond issues to encompass broader economic development gains arising from applied science. Tangible benefits were achieved through Professor Lewis' ability to pursue, lead and deliver robust research outcomes. In recognition of his outstanding qualities and achievements, Professor Lewis has been recognised with the award of an Honorary Doctorate from Flinders University, an adjunct professorship from the University of Adelaide, and elected as a Fellow of the Australian Academy of Technological Sciences and Engineering.

He has been instrumental in realising a vision to develop a digital management system to integrate, maintain and analyse geoscientific data in electronic form in delivering on the Tasmanian Information on Geoscientific and Exploration Resources (TIGER) system - a 3D geological model of Tasmania to provide pre-commercial data to the mining industry. This is a knowledge base for regional development, not only for mining and land use but also ultimately for the health and well-being of the community. His professional accomplishments are also matched by a long commitment to the Tasmanian Museum and Art Gallery, including serving as Chairman of the Board of Trustees from 1997 until 2005, and he remains on the Board as the Royal Society of Tasmania's nominee. Dr Brown has been an outstanding representative of Tasmania and has contributed to its advancement, both economically and culturally.

Mr Ahmed was pivotal in the development of the financial management strategy which guided the Australian Capital Territory's budget through the economic and financial downturn. This complemented his significant work leading the 2006 ACT Government Strategic and Functional Review of the ACT Public Sector and Services. Mr Ahmed has shown outstanding innovation in fiscal policy development and has shown extraordinary insight to the analysis of housing trends and the development of affordable housing options. Mr Peter Frank KOWALD, Wanniassa ACT 2903 For outstanding public service to the ACT Vocational Education and Training sector. Mr Kowald has provided outstanding public service to the ACT Vocational Education and Training sector for over 20 years. He has been at the forefront of managing the operations of the CIT during a time of considerable change within the industry and has contributed to a range of national vocational education committees, forums and working groups. His wisdom and commitment has also led to the successful implementation of environmental sustainability measures, the management of major campus refurbishments, and information technology improvements.

Mrs Jan Maree MARSHALL, Duffy ACT 2611 For outstanding public service in the development of the CC Cares Program conducted by the Canberra College. Mrs Marshall is the initiator, driver and coordinator of the CC Cares Program which supports young carers, pregnant and parenting young people, and at-risk students. This program has twice been nationally recognised as a model of best practice and excellence. Mrs Marshall has also been pivotal in the establishment of the Australian Young Pregnant and Parenting Network which aims to connect services across the country on behalf of young people and their children. Her tireless efforts have created a unique educational program which is improving the life outcomes of some of the most vulnerable and disenfranchised members of the community. Northern Territory Mrs Sandra Joy McCUE, 3448 Tokmakoff Road, Katherine NT 0851 For outstanding public service to education in the Northern Territory. Mrs McCue has provided distinguished service to the public sector and has made a significant contribution to the education of students in the Northern Territory. Mrs McCue has served the Northern Territory as a teacher, a Principal and a manager of schools for over 36 years. As a teacher she proved to be motivating and dedicated, particularly in re-establishing education services in Darwin immediately after the devastation of Cyclone Tracy and then building positive links to education services in rural communities. As a Principal Mrs McCue is attributed to being the driving force behind the resurgence of a number of schools facing declines in outcomes and client satisfaction, and her most significant achievements have been in her many Principal roles and as the Director School Performance for the Katherine Region through her passion for teaching and learning. She also made a significant contribution to the strategic goals within the Department of Education and Training as the General Manager for Schools and the Director Strategic Leadership Development. Her key achievements have been in the area of leadership, community engagement and program innovation and delivery, and she also played a strong coordination role during the Katherine floods for the school, the Department and the Katherine community. Mrs McCue was elected President of the NT Principals' Association in which capacity she actively and professionally represented Principals across the Northern Territory. She was also the conduit between members of the Isolated Children and Parents Association and the Department, and founded the Katherine Professional Organisation for Remote Teachers as well as brokering strong professional relationships with Principals and teaching colleagues from the Kimberley in Western Australia. Mrs McCue has served the community of the Northern Territory with distinction over many years.

Mr Glenn Mitchell WIGHTMAN, Virginia NT 0834 For outstanding public service to the maintenance of Indigenous languages and culture in the Northern Territory, particularly Indigenous biological knowledge of plants, animals and landscapes. As Leader of the Ethnobiology Project, Biodiversty Conservation within the Department of Natural Resources, Environment, the Arts and Sport, Mr Wightman has undertaken extraordinary work over the past 28 years centred on the documentation and interpretation of Indigenous knowledge of the Northern Territory's plants and animals. This work has helped maintain and revive Indigenous cultures; and has provided acute insights into the ecology, management and use of this biota. Mr Wightman has worked particularly effectively and sensitively across cultures, and his research has been undertaken with, and at the request of, Aboriginal elders and their families from various language groups. Many ethnobotanical and/or ethnobiological books and reports have been published in over 34 Indigenous languages, and work continues in recording plant and animal knowledge data with elders from 13 languages. The project, and Mr Wightman's involvement, derives from his position as a botanist and the Department's objective to document and describe the Northern Territory's biodiversity. The project recognises that there are multiple values and knowledge systems. Mr Wightman has provided a very material outcome of bridging diverse cultures, sharing knowledge and recognising the value of Indigenous ecological knowledge. He has acted as a necessary catalyst and agent for making that knowledge more accessible; and, in several cases, has provided a storehouse legacy for information and culture about to be lost because particular languages were known to so few people. Mr Wightman has served the community with distinction over many years.
