Overview The EABC Australian Business Mission to Europe is undertaken each year as an initiative to strengthen bilateral relationships with European leaders, institutions, officials, peak business groups and policy organisations. The Missions travel to Brussels as the political and administrative capital of the European Union (EU), and to other political and commercial capitals in Europe. Since 2006, EABC delegations have travelled to Amsterdam, Antwerp, Berlin, Bratislava, Budapest, Copenhagen, Dublin, Frankfurt, Geneva, Hamburg, Istanbul, London, Madrid, Milan, Munich, Paris, Rotterdam, Stockholm, Strasbourg, The Hague, Toulouse, Venice, Vienna, Warsaw, Helsinki, Bern and Zurich. The visits provide opportunities for senior Australian business representatives to engage in dialogue on issues including policy responses to the global financial crisis, economic and fiscal policy, banking and financial services, foreign and security policy, trade, competition, transport and mobility, energy and climate change policy, infrastructure, research and innovation. The Missions also provide a valuable opportunity for Australian business leaders to work with Australian Government representatives in Europe - principally with Australian Embassies and Austrade offices - to profile Australia’s economic credentials and capabilities and promote opportunities for European investment in Australia.

Mission Objectives The objectives of the Missions are to engage European leaders and institutions to promote further co-operation between Australia and Europe; reinforce Australia’s position as a strategic partner for Europe in the Asia-Pacific region, and as an ally in global institutional fora; and identify issues and opportunities to promote trade and investment between Europe and Australia.

The Missions also examine key developments occurring at the EU and Member State levels in strategic areas, including political and economic governance, banking and financial services regulation, growth and jobs, trade, innovation, energy and climate change.

During the programme, delegates have met with the European Commission President, Vice-Presidents and Commissioners, Vice-Presidents of the European Parliament and chairs of parliamentary committees, the Deputy President of the European Central Bank, Heads of State and Heads of Government, Ministers, Central Bankers and leaders of peak employer and industry groups across Europe.

Insights are gained into the development of the EU itself, including the major institutions of the European Council, the European Commission, the European Parliament and the European Central Bank, and the relationships between these institutions and the EU’s 28 Member States.

Discussions focus on Europe’s relationship with its major political and economic partners including China, Russia, and the United States; as well as European views on the wider Asia-Pacific region, and co-operation with international institutions such as the G20, WTO, NATO, the UN and other international and regional bodies.

The Missions serve to profile the importance of Europe to Australia’s economy, as well as Australia’s strategic role and increasing integration in the Asia-Pacific region. The Missions are also valuable in building relationships and ongoing dialogue and co-operation with peak European business and policy groups.

Mission Leaders & Support For the 2017 Mission to Amsterdam, The Hague, Antwerp, Brussels, Dublin and London, the Council was delighted to have the leadership and of Australia’s Minister for Finance and Deputy Leader of the Government in the Senate, Senator the Hon Mathias Cormann, and the participation in Brussels of the Deputy Prime Minister of Australia and Minister for Agriculture the Hon Barnaby Joyce MP. The Chief Executive Officer of the Australian Trade and Investment Commission (Austrade), Dr Stephanie Fahey, also participated in the mission. The business delegation was headed by EABC Chairman and former Premier of New South Wales, the Hon Nick Greiner AC, Deputy Chair and former Australian Trade Minister the Hon Simon Crean and Deputy Chair and renowned businesswoman Carla Zampatti AC. The EABC Business Mission was also greatly supported by Austrade, the Australian Department of Foreign Affairs and Trade (DFAT), and Missions to the European Union, Belgium, NATO and Luxembourg, to the Netherlands, Ireland and the United Kingdom. The Delegation of the European Union to Australia as well as Embassies, Consulates General and Trade Commissions of Belgium, the Netherlands, Ireland and the United Kingdom also provided their enormous support, endorsement and encouragement.

Delegation Members The Mission delegation included twenty-seven Australian business representatives, including Chairmen and CEOs of major companies with major investments in Europe. A broad a broad range of sectors were represented including innovation, energy, transport, agriculture, engineering, logistics, resources, education, law, retail, fashion, telecommunications, investment and banking, tourism, advertising, professional services, biotechnology, and finance. 2017 Mission Programme During the programme, the delegation met with elected leaders, senior officials and business leaders. The focus of the mission was to examine the political and institutional responses to the European economic crisis and governance in the financial and banking sectors. The mission also studied strategies and models to promote growth and jobs, innovation and to transition towards clean energy sources, as well as progress and support for major multilateral and bilateral trade negotiations. With the perspective for a Free Trade Agreement (FTA) between Australia and the EU which negotiations are expected to start in November 2017, the Mission also promoted an FTA as an ambitious and comprehensive economic partnership framework, and called for an expedited process in a context of rising protectionism and tighter economic policy. Finally, following the UK Referendum on 23 June 2016, the 2017 Mission offered an opportunity to better understand the processes and challenges posed by Brexit, and their potential implications for Australia and Australian businesses. These discussions were held across the week, and in London at the end of the programme.

Amsterdam & The Hague The 2017 Business Mission programme commenced with a series of briefings held at the Pulitzer Hotel in Amsterdam, commencing by a political briefing and update on the Dutch economy from the Hon Dr Brett Mason, Australia’s Ambassador to the Netherlands, and an overview on trade and investment perspectives, expectations on the FTA and implications of Brexit on the Netherlands, by Richard Leather, Senior Trade and Investment Commissioner, Western Europe. Following an informal lunch, delegates were given an overview of the week to come and a briefing on major policy issues, including trade and investment, governance and regulation, jobs and growth, energy and climate change, innovation, and Brexit. That evening the group boarded a private charter vessel for an informal dinner on Amsterdam’s canals. Monday morning began with a Roundtable at B. Amsterdam with HRH Prince Constantijn van Oranje-Nassau, Special Envoy for StartupDelta2020. Prince Constantijn provided an overview of the start-up ecosystem and innovative mindset in the Netherlands and the policy framework to support entrepreneurs in starting, growing and internationalising their business. The delegation then travelled to The Hague for a Business Forum hosted by VNO-NCW, the Dutch peak business organisation, with VNO-NCW Chairman Hans de Boer, HE Ms Lilianne Ploumen, Dutch Minister for Foreign Trade and Development Cooperation; and Jeroen Nijland, Commissioner of the Netherlands Foreign Investment Agency. The Forum addressed the importance of an ambitious, high-quality and expedited economic agreement (FTA) between Australia and the EU. The Dutch Government and business leaders unanimously expressed support and commitment to achieving an expedited FTA.

The Netherlands wishes to become a new gateway to Europe for Australian companies after Brexit, and seeks opportunities to collaborate with Australian businesses and universities in particular in agri-food and water management. The Forum included presentations from the horticulture sector and from the University of Wageningen as concrete examples of the Dutch implementation of the “Triple Helix” model, where innovation and economic development relies on alliances between university, industry and government. After lunch, EABC delegates met HE Mr Jeroen Dijsselbloem, Dutch Minister of Finance and President of the Eurogroup, and discussed macroeconomic policy issues facing the Netherlands, Dutch economic recovery and budget repair policies, as well as financial stabilisation and recovery in the Eurozone. They then travelled to the Headquarters of Royal Dutch Shell, and met with Wim Thomas, Chief Energy Advisor, and Ben Ring, Vice President, Government Relations, for presentations on Shell’s activities in Australia and Shell’s 2030 energy outlook, as the group is shifting its strategy towards natural gas and LNG, where Australia is a key focus of operations. Delegates then headed to the Mauritshuis Museum for a guided tour of the museum’s royal collection of Dutch masters, before transferring to the Australian Ambassador’s Residence, for a Dinner hosted by Ambassador the Hon Dr Brett Mason. On Tuesday morning, the delegation started with a Breakfast & Discussion with Professor Jan-Pieter Balkenende, former Prime Minister of the Netherlands, who gave a political and historical overview of his country’s latest developments, of the European Union’s construction and integration. The group then joined the Amsterdam Institute for Advanced Metropolitan Solutions (AMS), for an Innovation Forum with the AMS Institute and Amsterdam Smart City, including presentations on smart grid projects, open data and smart urbanism, in conjuction with with several Australian counterparts. The programme in the Netherlands concluded with a meeting at the Dutch Central Bank and a discussion with President Klaas Knot on European monetary policy, Dutch fiscal policy and the Dutch pension system.

Antwerp & Brussels The group then travelled to Antwerp for a Reception hosted by Paul de Moor, CEO of Kreglinger Group, who welcomed the Delegates at Kreglinger House, the oldest guildhall on the Antwerp Grote Markt. Kreglinger’s activities in Australia date from 1893. The Delegation started its programme in Brussels with a Breakfast & Briefing at the Sofitel Brussels Europe Hotel, by Ambassador Dr Mark Higgie, before welcoming Luisa de Santos, Director at BusinessEurope, for a discussion on the EU’s trade agenda and position of European businesses on the Australia-EU FTA and Brexit. Delegates then transferred to the European Commission for a meeting with DG RTD’s Director General Robert-Jan Smits, on the EU’s innovation policy and funding

programmes, and a discussion on how to build better access for Australian researchers to the EU’s €80 billion Horizon 2020 programme. The next meeting took place with the Director General of the European Commission’s DG for Financial Stability, Financial Services and Capital Markets Union, Olivier Guersent, who addressed the EU’s post-GFC reform agenda, and the need to concretely implement the EU’s Banking Union and Capital Market Union. Delegates then transferred to the European Parliament for a working Lunch and Roundtable Discussion with Members of the International Trade (INTA) Committee, led by the EP’s Standing Rapporteur for Australia Daniel Caspary MEP. Australia’s Deputy Prime Minister the Hon Barnaby Joyce MP joined the discussion and emphasised the complementarity of Europe’s and Australia’s agriculture sectors. Participants stressed the need for a deeper dialogue between Australian and European stakeholders, in particular to identify areas of co-operation and to convince on the benefits of an ambitious and comprehensive economic partnership agreement. The European Parliament’s First Vice-President, Mairead McGuiness MEP then hosted a meeting with the EABC delegation to exchange on the key role of the European Parliament in FTA negotiations, and the EU’s commitment to securing a high-quality deal with such a strong like-minded partner. The programme continued with a meeting with Peter de Proft, Director General of the European Fund and Asset Management Association (EFAMA) to exchange on financial services in Europe, the harmonisation of the European markets and the role of regulators. In the evening, Ministers Joyce and Cormann and EABC delegates attended the ‘Australian BBQ & Summer Cocktails’ organised by the Australian Embassy and Meat & Livestock Australia, with over 300 guests participating from the EU institutions and civil society in Brussels.

Dublin The programme in Dublin was launched with a Lunch & Briefing with HE Mr Richard Andrews, Australia’s Ambassador to Ireland, providing an overview of the economic and political situation in Ireland, followed by a briefing on business opportunities by Austrade Senior Trade & Investment Commissioner David Watson. Delegates were then hosted by HE Mr Paschal Donohoe TD, Irish Minister for Finance, Public Expenditure & Reform and Michael D’Arcy TD, Irish Minister of State for Financial Services and Insurance, for a meeting on Ireland’s impressive economic recovery based on openness to free-trade and globalisation. Discussion also included Ireland’s concerns in relation to border and other trade-related challenges posed by Brexit. The EABC Delegation coached to the Government Buildings and the office of the Taoiseach for a Discussion with Ireland’s new Prime Minister and Minister for Defence HE Mr Leo Varadkar. The Taoiseach outlined the depth of the bilateral relationship and called for more business to business and people to people relations between the two countries, while confirming Ireland’s support for the Australia-EU FTA.

Delegates then visited the Central Bank of Ireland for a meeting with Professor Philip Lane, Governor of the CBI, who gave an overview of the impact of the GFC on the Irish economy. Governor Lane outlined the reform agenda which has seen Ireland rebound as the fastest growing economy in Europe for three consecutive years. The day concluded with a Reception hosted by the Irish Australian Chamber of Commerce and PwC Ireland. On Friday, the programme began with a discussion with Fintan Slye, CEO of EirGrid Group, the organisation responsible for the operation of electricity networks in Ireland. Participants exchanged on the electricity market in Europe and Ireland, and on the integration of renewable energies into the grid. Delegates then welcomed former President of Ireland and Chancellor of Trinity College Dublin, Mary Robinson, at the Shelbourne Hotel. The meeting was an opportunity to reflect on Ms Robinson’s outstanding career, both in politics and with the University, but also on her climate change focus through her Foundation for Climate Justice. The next meeting was an Innovation Forum with Science Foundation Ireland, IDA Ireland and Knowledge Technology Transfer Ireland, agencies operating in coordination under the Department for Jobs, Enterprise and Innovation and shaping and implementing Ireland’s innovation policy, with the objective to make Ireland a European Innovation Leader. The EABC Delegation then joined a Lunch & Business Forum hosted by Ibec, Ireland’s peak business organisation. Ibec’s CEO, Danny McCoy, emphasised Ireland’s success in attracting foreign investment and opportunities for Australian investors in infrastructure projects, and pledged Ibec’s support for the FTA process. Following the Business Forum, the Delegation was hosted by the Tanaiste (Ireland’s Deputy Prime Minister), HE Ms Frances Fitzgerald, who called for an ambitious Australia-EU FTA and announced an Irish trade mission to Australia in October 2017. To conclude the programme in Dublin, Delegates visited Trinity College Dublin and the Book of Kells, before heading to the Stephen’s Green Hibernian Club for the traditional final Delegation Dinner.

London On Monday 3 July, the EABC Delegation visited London, commencing with a meeting at Australian House with the Hon Alexander Downer AC, Australia’s High Commissioner to the United Kingdom, and Austrade’s David Watson, to exchange on the implications of Brexit for Australia, and the working group established to scope a future UK-Australia FTA post-Brexit. Delegates were then hosted by Lord Griffiths of Fforestfach, International Advisor to Goldman Sachs International, for a Forum & Lunch with Huw Pill, Chief European Economist at Goldman Sachs and the Rt Hon David Jones MP, former Minister of State for Brexit. UK speakers outlined the significant short-term disruption likely from Brexit offset by the underlying strength of the UK economy, including the City of London, and its global network of trade relationships. The mutuality of EU and UK interests is expected to ensure a good Brexit deal.
