STATEMENT OF THE OFFICE FOR DIVINE WORSHIP

WITH REGARD TO THE USE OF THE MUSIC COMPOSED BY DAVID HAAS

July 20, 2020

The liturgical music composed by David Haas will no longer be used for Archdiocesan and

Cathedral celebrations of the Sacred Liturgy. Parishes, religious communities and institutions

throughout the Archdiocese of Philadelphia are encouraged to do the same. This is in

response to the recent allegations of inappropriate conduct with women and the investigation

of these allegations. The Office for Divine Worship stands in solidarity with all victims of

sexual violence and harassment and is committed to promoting and maintaining safe

environments.

LITURGICAL and CIVIC CALENDAR ITEMS

THE PRAYER TO SAINT MICHAEL, THE ARCHANGEL

Many parishes and institutions within the Archdiocese have responded positively to

pray the prayer to Saint Michael in conjunction with the celebration of Mass. You are

reminded that this devotional prayer is to take place outside of Mass. It is not to be

prayed as the concluding prayer of the Universal Prayer nor as part of the Communion

Rite.

THE TIME FOR VIGIL MASSES AND ANTICIPATED MASSES

The time for Vigil Masses and Anticipated Masses in the Archdiocese of Philadelphia is

no earlier than 4:00 PM. This applies to Holy Days of Obligation as well, including

Christmas.

THE MASS SCHEDULE FOR HOLY DAYS WHEN THE OBLIGATION IS

SUSPENDED

In the United States, there are three Holy Days, Solemnities, when the obligation to

participate in Mass is suspended when the observance falls on a Monday or a

Saturday—the Solemnity of Mary, the Holy Mother of God (January 1), the Solemnity of

the Assumption of the Blessed Virgin Mary (August 15), and the Solemnity of All Saints

However, there should at least be the celebration of one Mass for the benefit of the

faithful who desire to attend Mass.

SOLEMNITY OF THE ASSUMPTION OF THE BLESSED VIRGIN MARY

The Solemnity of the Assumption of the Blessed Virgin Mary is not observed as a holy day of

obligation this year. The anticipated Mass on Saturday evening, August 15, 2020, is that of the

Twentieth Sunday in Ordinary Time for the pastoral benefit of the faithful.

MASS FOR THE OPENING OF THE ACADEMIC YEAR

A votive Mass of the Holy Spirit may be scheduled for the opening of the academic year on

weekdays when there is no liturgical impediment. The Roman Missal provides three options for

this Votive Mass. One of the prefaces of the Holy Spirit is used and red vestments are worn.

The Lectionary texts for the day are preferable.

CHRISTIAN INITIATION OF ADULTS

The Office for Divine Worship has the responsibility for direction, guidance and support of

pastors and those who collaborate with them in the formation of adults for Christian Initiation.

Additional information on Christian Initiation for adults can be found on the website for the

Office for Divine Worship, under the heading Christian Initiation.

Full Initiation—Baptism, Confirmation and the first reception of Communion—apart from

the Easter Vigil, outside the immediate danger of death, requires the permission of the

Archbishop (see RCIA, no. 331). Archbishop Perez delegates the Office for Divine Worship to

give this permission. Please contact the Office for Divine Worship for such circumstances.

EXTRAORDINARY MINISTERS OF HOLY COMMUNION

• All Extraordinary Ministers of Holy Communion are to have an appointment letter

from the Archbishop.

• Candidates are to be fully initiated practicing Catholics, high school graduates, validly

married (if married), recognized for faith and devotion to the Holy Eucharist as well as

for service in the parish/institution.

• Pastors and chaplains are encouraged to send new Extraordinary Ministers of Holy

Communion to the archdiocesan formation sessions. Current Extraordinary Ministers

of Holy Communion are also welcome to attend.

• Extraordinary Ministers of Holy Communion typically serve for three years.

Pastors/chaplains may renew terms, if agreeable and in consultation with the minister.

• Pastors and chaplains are reminded to inform the Office for Divine Worship if they

conduct their own formation and to send to this office their request for new

Extraordinary Ministers of Holy Communion.

• Request forms can be found on the Office for Divine Worship website. Letters of

Appointment from the Archbishop will then follow.

• Extraordinary Ministers of Holy Communion are appointed for a three-year term and

for the place where they are commissioned. Terms may be renewed if agreeable to both

the pastor/chaplain and the minister.

• All records of active Extraordinary Ministers of Holy Communion are maintained by

the parish/institution.

• Extraordinary Ministers of Holy Communion are commissioned after participation in

a training session, according to the form found in the Book of Blessings, Chapter 63,

“Order for the Commissioning of Extraordinary Ministers of Holy Communion.”

• Extraordinary Ministers of Holy Communion only serve in the parishes/institutions for

which they are commissioned.

PROTOCOL

ON THE OCCASION OF THE DESECRATION

OF THE MOST BLESSED SACRAMENT

The norms for the proper celebration of the Holy Sacrifice of the Mass, the reception of the

Body and Blood of the Lord, the exposition and the reservation of the Most Blessed Sacrament

are to be carefully and consistently observed, with the vigilant oversight of the Pastor and/or

chaplain, in all churches and oratories within the Archdiocese of Philadelphia. These norms

are principally found in the General Instruction of the Roman Missal, Norms for the Distribution

and Reception of Holy Communion under Both Kinds in the Dioceses of the United States of America,

the ritual book, Holy Communion and Worship of the Eucharist Outside Mass and the Code of Canon

Law.

When the desecration of the Most Blessed Sacrament occurs during the celebration of

Mass, with the reception of Holy Communion, during simple or solemn exposition of the Most

Blessed Sacrament and/or to the reserved Most Blessed Sacrament in the tabernacle, the

following protocol is to be observed:

1. The Regional Bishop and/or the Dean should be informed immediately by the pastor or

chaplain of the church or oratory. The Regional Bishop and/or Dean then informs the

Archbishop immediately.

2. The Pastor or chaplain contacts the Office for Divine Worship for a suitable form of

reparation for the desecration to be carried out by the pastor or chaplain.

3. A record is kept of the desecration and the reparation in the Chancery.

The form is available on-line in the Priests’ Portal or by calling or e-mailing the Clergy Office. 📝 UPDATE YOUR DESIGNATED BENEFICIARY - The PRIESTS’ GROUP LIFE INSURANCE BENEFIT is intended to pay for funeral and burial expenses. Unless your burial expenses have already been arranged, the Executor of your Estate should be listed as the primary beneficiary and the benefit designated for your funeral and burial expenses. It is important to have an up-to-date Beneficiary Enrollment/Change Form on file to ensure a smooth claim process when the time comes. insurance benefit is not taxable to a named (and living) beneficiary; however, if there is no living beneficiary, the life insurance benefit must be paid to your estate and may be subject to probate tax. PERMANENT DEACONS DEACON MICHAEL PASCARELLA, JR. ASSOCIATE TO THE VICAR FOR CLERGY FOR PERMANENT DEACONS

A PERSONAL REFLECTION By Deacon Jack Hasson

Assistant to the Associate to the Vicar for Clergy for Permanent Deacons The past four months have been an experience we never expected, nor wish to live through again. But we have lived through it, and we thank God for being with us during these most trying and unsettling times. We have witnessed a virus that has challenged our nation in the delivery of health care and procedures on keeping us safe from being affected. Deep seated issues are surfacing which challenges us to reevaluate many societal norms and to hold sacred the dignity of all people as children of one God and Father. While these difficulties are a shared experience, I would like to share a few personal events and observations over the past several months. I have witnessed a deeper awareness of God and His participation in our life. Shortly after the stay at home orders a family friend was received into the Church. This individual devoutly attended Mass with his wife for over 50 years and remained Protestant all those years. I would tell him on occasion he is the best Catholic I know. He has since died after a very short illness. Another man, a member of our Friday morning men’s prayer group who was raised Catholic, but left to attend another denomination, has returned back to full communion with the Church. Since the resumption of public Mass, I sense among communicants a more profound spiritual experience in the reception of Jesus’ Body and Blood, Soul and Divinity. Perhaps this is due to the long Eucharistic Fast or the slower pace in the reception of Communion. Whatever the reason, the experience for me is real, and I believe for the person receiving our Lord as well. In my daily prayers, I am more aware of the words in our Scripture readings and how those words speak to me at this time – affirming God’s abiding presence in my life. ANNOUNCEMENTS MEETING WITH THE ARCHBISHOP - The meeting of deacons and wives with Archbishop Perez, has been rescheduled for Saturday, October 31, 2020, at Saint Helena Parish, Blue Bell. The day will begin with our Annual Memorial Mass at 9 AM. Following Mass, we will proceed downstairs to the Empress Room for a light reception, followed by questions and answers with the Archbishop. The Archbishop will then join us for lunch. The Archbishop will meet with the deacons and wives as one group. A separate afternoon session is also being planned. PARISH CONTRACT & COMMITMENT TO MINISTRY FORMS - When parish operations return to normal, please submit any outstanding Parish Contracts and Commitment to Ministry Forms. These forms were sent to your pastor, and should be completed by you and your pastor, and a copy of the contract sent to the Office for Clergy for your personnel file. NOTE: On the Commitment to Ministry Form, the line for “Sponsor” refers to the pastor. REQUIRED BACKGROUND CHECKS & CLEARANCES - All members of the clergy are required to have a new FBI fingerprint records check, PA State Police Criminal Record Check, and a PA Child Abuse Clearance every five years. Three months prior to the expiration of your current clearances, you will be notified by the Office for Clergy with instructions as to how to go about obtaining these documents. REMINDER ABOUT THE DEATH OF A DEACON OR A DEACON’S WIFE - In the event of the death of a deacon or spouse, families should notify the Office for Clergy as soon as possible, and before final funeral arrangements are made. As the funeral of a deacon is an Archdiocesan event, the music selection needs to be reviewed by the Office for Divine Worship. This should be done by having the parish music director contact the Office for Divine Worship directly. Also, when possible, the Archbishop would prefer to be the principal celebrant at the funeral of a deacon or spouse of a deacon. In his absence, an auxiliary bishop may be the principal celebrant, based on availability. Any questions should be directed to Deacon Michael Pascarella at [email protected]. SPIRITUAL DIRECTION - The list of approved spiritual directors has been revised. The Office for Clergy, through the Associate to the Vicar for Clergy for Permanent Deacons, will gladly assist deacons in obtaining a personal spiritual director. Saint Lucy School for Children with Visual Impairments 4251 L Street Philadelphia, PA 19124 Long Term Substitute Teacher of the Visually Impaired We are seeking a certified Teacher of the Visually Impaired to teach in a resource room for academic students who are blind and visually impaired. 1. A bachelor or master’s degree in special education

2. Certification as a Teacher of the Visually Impaired.

3. Knowledge of the EUB Literary Braille Code and the Nemeth Code

4. Familiarity with speech synthesizer software for computer use, knowledge of the

operation of the Apex Braille Note Taker Plus and familiarity with Braille embossers.

5. Familiarity with low vision devices such as the telescope, CCTV and hand held video

magnifiers.

6. Ability to maintain appropriate data collection in order to monitor student progress

toward IEP goals.

7. Ability to teach the general education curriculum to students with modification for

vision loss.

8. Knowledge of educational approaches for students with CVI.

9. Orientation and Mobility certification preferred but not necessary.

Responsibilities Include

1. Ability to determine functional and academic implications of eye reports and

implement environmental and academic adaptations accordingly.

2. Professional communication with low vision specialists, ophthalmologists, and

optometrists.

5. Conduct appropriate educational assessments to monitor academic progress.
