Keynote Speaker’s Profile

YBhg. Tan Sri Dato’ Setia Ambrin Buang Auditor General Malaysia

Tan Sri Ambrin Buang began his career in the Malaysian civil service in 1971 after graduating from the University of Malaya. He holds a Bachelor in economics (public administration) and a Master’s in International Business from the University of South Carolina in the US, which he obtained in 1981. Ambrin was first posted to the Ministry of Trade and Industry, and has over the years worked in various government agencies and ministries, including the Malaysian Timber Industry Board, the National Institute of Public Administration, the Selangor state government, Kuala Lumpur International Airport and the Ministry of Education. He also spent time with the foreign service, serving as the Minister for Economic Affairs, and subsequently deputy head of mission, at the Malaysian High Commission in Tokyo from 1992 to 1995. He retired from the civil service in 2005. In February 2006, Ambrin was appointed auditor general of Malaysia.

LIM FEN NEE Audit Oversight Board

Lim Fen Nee FCCA is head of the Audit Oversight Board (AOB) and project adviser of the Securities Commission, Malaysia. She represents the AOB, as an observer, in the Auditing and Assurance Standards Board (AASB) and Ethics Standards Board (ESB) of the Malaysian Institute of Accountants. Prior to joining the AOB, Lim was a director with EY in Kuala Lumpur. She had earlier worked in Washington, DC, with PwC and later held consulting roles in the World Bank. She also holds a masters in e-commerce.

Mr. Ranjit Singh has 28 years of experience in internal and external audit, risk management,

governance, forensic accounting and transformation & programme management. He has led

international engagements and spoken at, among others, the 2011 and 2013 IIA International

Conferences. Prior to his present role, he was the Managing Director of Axcelasia Columbus

from April 2006. Mr. Singh also held various positions within KPMG Malaysia between June

1987 to December 2005 where he joined as an Audit Junior, and was subsequently promoted to

Manager and finally a Partner. He was also seconded to KPMG Chicago as an Audit Senior and

Supervisor between October 1993 to March 1995.

He is presently a Chartered Member of the IIA and was the President of the IIA Malaysia for the

term between 2013 to 2014. Mr. Singh is a committee member of the Global IIA’s Professional

Issue Committee and was appointed as the Secretary for the term between 2014 to 2015 and

subsequently Vice President for the term between 2015 to 2016 of the Asian Confederation of

Institute of Internal Auditors.

Mr. Singh obtained a Master's Degree in Business Administration from Heriot-Watt University,

Edinburgh, United Kingdom. He was made Member and Certified Public Accountant of the

MICPA in February 1992. In February 1993, he was a Registered Accountant for MIA, and

thereafter a Public and Chartered Accountant in September 2000. He was made an Associate

Member of the Association of Certified Fraud Examiners in January 1997, and a Chartered

Member of the IIA in February 2004. He has been a Certified Practising Accountant at CPA,

Australia since June 2008, and a Member of the Malaysian Association of Risk and Insurance

Managers since October 2009.

He was awarded a Certified Internal Auditor (United States) in December 2013 and a Certification in Risk Management Assurance (United States) in April 2012.

Speaker’s Profile

DEVANESAN EVANSON Past President ACCA Malaysia Advisory Committee

Devanesan Evanson was with Bursa Malaysia for 18 years prior to his retirement in 2010. He set up the internal audit function for Bursa Malaysia in 1992 and has served as the Head of Internal Audit and Risk Management for 10 years. He has also served as the Chief Regulatory Officer and Chief Market Operations Officer of Bursa Malaysia. He has a total of 16 years’ experience heading various internal audit risk management functions during his career.

Subsequent to his retirement in 2010, he spent 2 years with Ernst & Young as a Director at their Advisory Services specializing in corporate governance, internal controls and risk management. Devanesan is an FCCA and also holds a LLB (Hons). He is a member of the Malaysian Institute of Accountants and the Institute of Internal Auditors Malaysia. He is also Past-President of the Malaysia Advisory Committee of the ACCA and the Institute of Internal Auditors Malaysia. He was also a Council Member of the Malaysian Institute of Accountants.

He has been regular trainer for the Institute of Internal Auditors Malaysia. He provides training for many organizations including the Securities Industry Development Corporation (SIDC) of the Securities Commission, the Asian Institute of Finance (AIF), the Malaysian Institute of Accountants and other private organisations. He also conducts one of the six modules on Corporate Governance for the 1.5-day compulsory training for new directors (MAP – Mandatory Accreditation Program). He also regularly conducts in-house training for directors and senior management of listed companies and internal auditors.

Relevant Professional Experience Min On was recently appointed a Director of CBIB, a not-for profit organization championing the cause of business integrity amongst corporations, i.e. advocating how corporate governance activities bring value to a company if they are appropriately carried out by Board members, both executive and nonexecutive.

Min On retired from KPMG at end of 2015 after serving with the Firm for the past 36.5 years. He served in the Audit Division for 21 years before moving on to the Firm’s Consulting practice for the last 15.5 years focusing on Board Advisory Services, which included governance, risk and controls for Boards of listed issuers. The main thrust of such engagements was the formalisation of corporate governance, risk management and internal controls frameworks, including the various pertinent policies and procedures thereof, seeking a holistic approach in embedding governance, risk and control process across the organization.

He has co-written the recently launched Corporate Governance Guide – Towards Boardroom Excellence 2nd Edition, a publication of Bursa Malaysia Securities Berhad (“Bursa”) that provides practical “handles” to listed issuers on how to apply the Principles and Recommendations of the Malaysian Code on Corporate Governance 2012 (“MCCG 2012”).

Encik Mohd Khaidzir Shahari is the Executive Director of KPMG Management & Risk Consulting Sdn Bhd.

His experience includes performing quality assurance review on internal audit functions, internal audit outsourcing and co-sourcing, enterprise risk management and governance advisory engagements for KPMG’s local and multinational clients. He speaks regularly in seminars and conferences organized by professional bodies and training agencies.

Khaidzir is one of the Governors in the Institute of Internal Auditors Malaysia (IIAM) and currently chairs the Research and Technical Committee. He is also a Chartered Member of IIAM, Chartered Accountant of Malaysia Institute of Accountants (MIA), and a Certified Internal Auditor of the Institute of Internal Auditors, Inc.

Mr. Arthur Leong, is a Certified Information Systems Auditor (CISA) and a Microsoft Certified Professional. He brings with him more than 25 years of business audit, IT Audit and consulting experience and has extensive experience IT auditing experience in Big 4 accounting firms as well as in an internal audit environment, in a public-listed company. He is also an expert on audit automation, having used ACL and other audit automation tools such as TeamMate, and trained clients and staff on the same.

Mark has assisted and advised clients in international bond and share offerings and various US GAAP and IFRS accounting issues. He is a member of the Malaysian Institute of Accountants, a US Certified Public Accountant and New Zealand Chartered Accountant.

Chan Hooi Lam, a Partner of Ernst & Young has over 21 years of experience in providing assurance and advisory services, particularly in the financial services industry. He is the Head of Financial Services Assurance and the Country Leader for Financial Accounting Advisory Services (FAAS) of EY Malaysia. His experience includes audits and specialised advisory work for large banking groups, investment banks, mortgage corporations, brokers, asset management companies, the integrated exchange and the deposits insurance corporation. Hooi Lam has advised clients on appropriate accounting treatment of various exercises including those involving issuances of financial instruments, structured financing, securitisation, economic hedging and hedge accounting, individual and collective impairment assessment, share-based payments, regulatory capital instruments, synthetic instruments and embedded derivatives, under conventional or Islamic principles, in Malaysia and overseas. CG Board Asia Pacific In total of 30 years of GRC experience, a large part of Internal Audit Wee Hock Kee is the Managing Partner of CG Board Asia Pacific providing learning and leadership development in governance, risk management and internal control (GRC). He graduated in 1985 with Association of Chartered Certified Accountant (ACCA) from Emile Woolf College London and was qualified by Malaysian Institute of Accountant (MIA) as a chartered accountant 1989. He became the Chartered Fellow of Institute of Internal Audit (IIA) Malaysia in 2006. He is currently a Fellow Member ACCA, a Chartered Accountant with MIA and Chartered Fellow of IIA Malaysia He has also obtained a Certified Risk Management Assurance (United States) in 2012. He began his career as Internal Audit in 1985 in Fraser & Neave before leaving in 1987 to join ICI Holdings (M) Sdn Bhd where he hold the position of Audit Manager. He left ICI Holding (M) Sdn Bhd in 1992 and was attached to Guinness Anchor Berhad in the same year. In 1994, he join Cycle & Carriage Singapore and spent two years working in the company as the Chief Internal Auditor of Group. He subsequently joined Karambunai Resorts Berhad and served as a Special Assistant to the Group CEO from year 1995 until 1998. With a span of 20 years, he rose to the position of Regional Audit Director in AstraZeneca Plc UK (AZ) for Asia Pacific, Middle East and Africa in mid-1998. As a part of AZ Group Internal Auditor global senior management team, he is responsible for developing and charting the Group’s governance strategy for SOX compliance in US. He now consults on matters relating to corporate governance, risk management and internal control for PLCs. He was the past President of IIA Malaysia and Asian Confederation of Institute of Internal Auditors and former board member of IIA Global. He was formerly a member of ACCA Malaysia’s Advisory and past Chairman of Internal Audit Working Group of MIA. He won the prestigious Malaysian Internal Audit Award for 2001 and was a speaker and chaired numerous international, regional and national conferences organised by professional bodies throughout the span of his career in internal audit. He was the Chairman of the 2011 IIA International Conference in KL. Currently he is engaged by BURSA to conduct awareness and education for AC and board members on risk management and internal control assurance framework.
