1.0 SCOPE
Lagan Cement Ltd is applying to the Environmental Protection Agency for an Integrated Pollution Prevention and Control (IPPC) Licence, and as part of the Application Process, information on emissions to atmosphere is required. The information presented in this report is designed to meet the requirements of the EPA in respect of the IPPC Licensing process. Lagan Cement Ltd now proposes to add two additional alternative fuels to their current list of fuels for use at their facility. The proposed fuels, SRF and TDF are accommodated under the following European Waste Catalogue (EWC) Codes; 16 01 03 - end-of-life tyres, 19 02 03 - premixed wastes composed only of non-hazardous wastes, 19 12 04 - plastic and rubber, 19 12 10 - combustible waste (refuse derived fuel) and 20 01 39 – plastics. The proposed use of these fuels will not result in any new emissions or discharges. There will be no new or additional infrastructure or abatement required for their use at the facility and the maximum projected emissions as a result of using these additional fuels will remain unchanged and within the prescribed emission limit values.
2.0 EMISSION SOURCES
2.1 Register of emission sources at Lagan Cement Ltd
Following a comprehensive review of all processes and operations at the site, process flow diagrams, material data sheets, production schedules, and operating procedures, a Schedule of Emissions to atmosphere at the Lagan Cement Ltd plant has been prepared. This schedule of emission sources is reproduced in Table 1. A total of 20 process emission sources have been identified. The location of emission sources is marked on the attached Drawing in Appendix I. All licensable emission points are included in Tables 1 & 2 below. There will be three additional small gas-oil boilers, which will be used in the concrete products production facility once developed. These three emission sources are not IPPC Licensable as they do not come under the relevant Schedules. However, the details of these are as follows. Each of the concrete products facilities will be equipped with a Remeha P 320 boiler or equivalent. These boilers will be similar to the boiler currently in use to heat the Lagan Cement offices. The output of the boilers for the concrete products plants will be in range between 55 and 280kW and the fuel type will be gas oil. Each boiler will be a high efficiency type boiler where the exhaust gas temperature will be < 190oC and the maximum operating pressure will be 6bar.

2.2 Classification of emission sources
All emission sources have been reviewed and, in keeping with Standard practice for classification of emission sources for the IPPC licensing process, emission sources have been classified as Boiler, Main, Minor or Potential as summarised in Table 2. The primary criteria on which this classification is based are the frequency and duration of operation and the mass emission rate of pollutants from each emission source. Where the mass emission rate from an emission source is less than 20% of the BAT value, the source has been classified as a minor emission source.

3.0 EMISSION SOURCE CHARACTERISTICS
3.1 Boiler emissions There are no significant boiler emissions to the atmosphere as documented in Table E.1 (i) of the IPPC Licence Application Form.
3.2 Main emission sources
There are 6 emission sources identified as Main sources of emissions to atmosphere. Details of emission characteristics from these emission sources are presented in Tables E.1 (ii) of the IPPC Licence Application form.
3.3 Minor emission sources
There are 14 emission sources identified as Minor sources of emissions to atmosphere. Details of emission characteristics from these emission sources are presented in Tables E.1 (iii) and (iv) of the IPPC Licence Application form.
3.4 Potential emissions
Details of potential emissions to atmosphere ie emissions not active under normal circumstances are presented in Tables E.1 (v) of the IPPC Licence Application Form.
4.0 FUGITIVE EMISSIONS TO ATMOSPHERE
A discussion of fugitive emissions to atmosphere is presented in Attachment No E.1.B.
5.0 IMPACT ASSESSMENT OF EMISSIONS TO ATMOSPHERE
Emissions from all process emission sources at the plant will be in compliance with BAT Emission Limit Values. The impact of emissions to atmosphere on ambient air quality in the vicinity of the plant is discussed in Attachment No. I.
