SECTION 1 GENERAL PROVISIONS

It is the intent and purpose of this specification to describe a truck-mounted self-contained “pumper” application road paint striping machine (striper). The machine shall apply reflectorized lines utilizing a water base (latex) or low VOC traffic paint and glass beads. The equipment must be capable of applying this material at paint manufacturers recommended temperatures (typically 35 degrees F and rising) on clean, dry pavement. The machine shall be capable of applying lines from underneath the rear of the truck in either a solid or skip pattern, or combination of these patterns at a minimum of 15 mil wet thickness. The machine shall operate striping operations in a range of 5 to 14 MPH. All truck parts and materials shall conform to the truck manufacturer’s recommendations and the applicable Federal SAE Standards. MATERIALS & WORKMANSHIP: All equipment furnished and the parts thereof shall be of the manufacturer's latest listed and published stock models, which meet all the applicable requirements of the specification. GUARANTEE: The machine shall be guaranteed against defective materials and workmanship for a period of 365 days after acceptance of the machine, or from the in service date determined by the State. All guarantee claims (parts) shall be repaired or replaced by the line striper manufacturer. All replacement parts shall be shipped to the user within one working day, if the parts are available. The vendor shall agree to sell all parts needed for the operating life of the equipment, which shall be a minimum of ten years. The manufacturer will assume no liability for normal maintenance items, consumable or damage resulting from neglect or abuse of the equipment. FINISH: The complete machine and all components, including tanks, compressor, etc., shall have the following minimum protective coatings applied: one (1) prime coat and one (1) finish coat of paint, unless chromium plated or galvanized. The prime coat material shall be specifically compounded for the respective metals to which it is applied. Finish Coat Color – Platform and deck: shall be painted Omaha Orange (Grating specified later in the document shall be painted Black All paint used shall be lead free. All fasteners shall be chromium or cadmium plated.

DIGITAL SPEED METER SYSTEM: A digital speed meter shall be included on the striper clearly visible to the vehicle driver and accurate to and displaying actual vehicle speed to tenths of a MPH (xx.x mph). The signal source shall be a logic level pulsing unit driven by a pulse generator mounted off the driveline. Shall be powered and protected by the skip timer system via a network cable. LOW SPEED CONTROL: The striper shall be equipped with a low speed cruise control which, when activated will set the RPM at a certain speed and will maintain a constant speed within the normal striping range of 5-10 MPH on level ground. Speed is not locked in, and can deviate slightly on declines and inclines. FENDERS FOR REAR WHEELS: Lightweight high density polypropylene ribbed fenders shall be supplied over the rear wheels. The fenders shall be easily removed and reinstalled on the vehicle to facilitate maintenance and serviceability. Mudguards shall be installed on the fenders' rear edge. REAR BACKUP COLOR VIDEO SYSTEM:

There shall be a rear view backup video system installed on the vehicle. A 7-inch minimum color monitor shall be mounted in the truck cab. The camera, in a weatherproof housing, shall be mounted on

the rear of the unit.

SECTION 3 AIR COMPRESSOR

SCOPE: This specification covers the State of New Hampshire Department of Transportation’s requirements for skid mounted air compressors to be used throughout the state in pavement marking operations. APPLICABLE SPECIFICATIONS: There are no other N.H. Specifications applicable to this specification. Units must meet all OSHA requirements and be within maximum permissible sound levels as defined by the EPA. ASME receiver with safety valve. Certification of meeting the above requirements may be required prior to award of bid. REQUIREMENTS, GENERAL: All new equipment. All manufacturer’s standard equipment for the make and model offered not in conflict with this specification, shall be furnished. Electric 12 volt starting and generating system complete with maintenance free, min. 625 cca battery. Engine and compressor hood shall be equipped with opening side panels providing access to engine and compressor. Panels shall be equipped with handles and keyed alike locks. Hood shall be removable providing access for engine maintenance. Gauge and instrument/control panel shall be provided with lockable end cover. ENGINE:

• John Deere 4045FTS4 final tier 4 diesel, generating 74 HP at rated operating speed not more than 2400 RPM.

• Minimum fuel capacity 20 gallons. • Vertical exhaust, opening above the hood equipped with a weather cap. • Fuel Filter • Fuel/Water Separator • Spin on type disposable oil filter, separate air filters with service indicators for engine and

compressor. • Oil cooling system required. • Engine fan guard.

COMPRESSOR: • Rotary screw type, oil flooded compression chamber. • Dry type air filter intake system, oil filter, air-oil separator with replaceable elements. • Rated free air delivery of a minimum of 210 CFM at 100 PSI Standard Operating pressure at a

maximum engine speed of 2500 RPM. Speed of compressor rotating parts shall not exceed that of three (3) times the engine speed.

• Operating pressure range minimum 70 PSIG and maximum 125 PSIG. • Cooling system oil to air.

• Air service will be supplied to all applicable components, in addition two (2) quick disconnects will be supplied to operate accessory tools. Quick disconnects shall be 1/4ʺ airlines.

CHASSIS: None required. DIMENSIONS:

• Length not to exceed 95 inches, overall width not to exceed 35 inches. • Height to top of hood not to exceed 52 inches.

SAFETY FEATURES:

• Automatic shut down and diagnostic panel for high compressor discharge temperature, high engine temperature and/or low engine oil pressure.

• Unloaded starting feature. • Instruments shall include: discharge air compressor gauge, engine hour meter, engine oil

pressure gauge, water temperature gauge, amp/voltmeter and fuel gauge. • Air connection outlets to be equipped with a safety device to reduce pressure in the event of

hose failure. COLOR:

• Primer and Omaha Orange paint shall be Lead Free. QUALITY ASSURANCE PROVISIONS:

• Equipment will be inspected upon receipt prior to acceptance by the Agency. • Vendor shall supply 2 hours of onsite start up instruction if requested.

PREPARATION FOR DELIVERY: • Units to be delivered ready for immediate operational use. • Cooling system to be protected with permanent type anti-freeze to a temperature of at least 30

degrees below zero F. • Units to be completely lubricated and serviced.

WARRANTY:

• Manufacturer’s warranty shall be a minimum of 1 year from date the unit is placed into service (to be determined by the Agency) on all components/3 years on air end and 2 years on engine.

• Warranty work shall be provided at no cost to the State and be performed at the Concord, NH location.

• Any transportation costs incurred shall be borne by the vendor. • Bidders will be required to provide a copy of the warranty and the manufacturer’s current

specifications prior to award of bid. MANUALS:

• The Vendor shall furnish two (2) sets of operator, parts and shop repair service manuals including all electrical circuit diagrams at delivery of unit.

SAFETY DATA SHEETS:

• Manufacturer shall supply two (2) complete sets of Safety Data Sheets for all fluids and coating materials used in both the operation and finishing of the equipment furnished.

SECTION 4 PLATFORM

PLATFORM: The steel platform shall not exceed 96ʺ inches total width, including all projections, and shall be a minimum of 29 inches long. The platform framing shall be constructed of 4-inch structural channel cross members and 6-inch structural longitudinal members to support all required equipment mounted on it. The spacing of the cross members shall not exceed 18 inches. Perimeter tubing shall be 2 x 5 inches. The platform shall be supported by a minimum of ten (10) equally spaced risers. The risers shall be manufactured into a built-in structural channel and shall allow an 8-inch opening from the top of the chassis rail to the bottom of the platform. This opening will facilitate accessibility to material and control plumbing in the area located between the chassis rails. The risers shall be welded to the bottom of the platform and fastened to the chassis rails vertical flange by at least 2-5/8-inch diameter, grade #8 bolts. In order to transfer the loading on the rails, soft aluminum spacers shall be placed between the risers and the chassis rails top flange. Provisions shall be made to permanently secure these spacers in their locations. The platform shall have non-skid, 1/8-inch medium pattern steel safety tread surface. The back of the platform shall have at a minimum 60” of grate for the operator to look through while painting centerline. There shall be 24” including frame, of steel plate for operator’s seats to be mounted on. Ladders with skid resistant steps shall be furnished on sides, one (1) left and two (2) right. One of the ladders on the right side will be used to access operators station, no access from the rear of the truck. Ladders shall have provisions to be manually raised to a stored running position. Safety chains shall be provided to secure the ladders in the stored position.

REAR BUMPER: The rear bumper shall have a minimum 4-inch width and extended across the rear of the truck platform. It shall be at least 15 inches above the road surface and have a safety plate surface. The bumper support shall be at least 4-inch x 5.4 channel steel on both sides, and the bumper shall be of 1/8-inch thick safety tread plate steel channel with welded end sections forming a strong box section. RAILING: A steel railing shall be installed around the platform where necessary, and bolted in place. Railing shall be constructed of 1¼-inch square tubing. The height of the railing shall be 42 inches with a 21-inch-high cross member. Corners shall be rounded for operator safety.

TOOL BOXES: One weatherproof tool box measuring 48 x 18 x 18 inches and one weatherproof tool box measuring 30 x18 x 18 inches shall be supplied and installed. The 48-inch tool box shall be mounted on the right hand side of the truck underneath the platform near the paint pump. The 30-inch toolbox shall be mounted on the right side on top of the deck in a location to be determined. The box shall have a full face, bottom hinged door with a latch with integral lock. Any special tools needed for adjustments or disassembly of the various machine components shall be furnished in these boxes. OPERATOR SEATS: Two (2) air suspension, high back operator seats with armrests shall be mounted on the vehicle platform. They shall be fitted with foam rubber cushions and back. The covering shall be weather resistant plastic. Left seat shall be mounted 33” to center post from edge of chassis, right seat shall be mounted 14” to center post from edge of chassis.

SECTION 5 PAINT & GLASS SUPPLY

PAINT SUPPLY: This unit shall have a paint storage capacity of 1,100 gallons comprised of four (4) standard 275-gallon removable totes. The totes shall measure 42 x 48 inches. Valves must be easily accessible to the operator. Adequate deck space and hold down clamps shall be provided to accommodate the paint totes. These totes shall not be included as part of this equipment contract as they will be provided by the paint manufacturer. A 2-inch quick connect is to be provided to attach to the bulk containers and 2-inch I.D. crush resistant chemical type suction hoses shall be provided to connect the low pressure paint pumps to the paint totes. A recirculation line shall be provided for the paint systems to return paint from the low-pressure paint pump back to the tote. This recirculation system shall also aid in cleaning of system. The platform shall be designed to accommodate reusable bulk paint containers. Since paint containers may vary in size and design, it will be necessary to provide for the mounting and securing of any vendor’s containers. GLASS SPHERES (beads) SUPPLY: A pressurized tank having a capacity of 8,800 lbs. of glass spheres is to be provided. This tank is to be of all steel ASME certified construction with a top opening of not less than 14 inches in diameter. A 0-160 PSI pressure gauge, pressure regulator, 110PSI pressure relief valve, and auto evacuating moisture trap are to be included. In addition, the tank shall have a minimum 2-inch sight glass for viewing the bead levels. These sight glasses shall meet all ASME and maximum pressure requirements. The sight glasses shall allow the operator to determine bead levels at ¾ full stage, ½ full stage and ¼ full stage. A vacuum glass fill unit having a minimum loading capacity of 250 pounds of glass beads per minute shall be supplied and installed. By creating a vacuum in the glass tank, glass is to be drawn into the tank without contaminating the vacuum unit. The speed of the unit is to be controlled and a muffler is to assure quiet operation at all times. The glass filling system on this unit shall include a 12-foot-long, 2 -inch I.D. fill hose with all the necessary fittings. There shall be a separate vacuum fill pipe, with a square bead screen on the end of the fill pipe, to fill from the bead totes. The bead fill pipe quick connect on the truck will be mounted under the deck to facilitate safer bead loading operations from the berm (right) side. The bead tank will have a hinged, quick open lid, to allow for quick and easy top filling through the lid. Fill pipes cannot be located in the lid. Any tools needed for this operation shall be included in the toolbox. The glass spheres are to be conveyed under pressure to glass sphere dispensing guns through rubber pressure hoses. A finned tube-type air cooler and moisture separator are to be supplied to remove moisture from air used to operate the glass system.

CLEANER SYSTEM: An air-operated, gun cleaning system shall be installed on the striping machine. It shall consist of a 40-gallon ASME certified stainless steel pressure tank with safety valve and valves and piping necessary to introduce cleaner into each paint line. An injector system shall be piped into the paint hose after the main line valve at the outlet of the heat exchanger. This system must be as close as possible to the outlet of the heat exchanger to clean the paint manifolds and hoses. All piping shall be solvent resistant type. The tank construction shall be with a 4-inch threaded top opening and a full steel skirt support. HAND WASHING: At least two (2) garden hose connections shall be provided in the water supply system for handwashing. One hand-washing location shall be on the right hand side of the truck and one at the rear of the truck behind operator’s seat, both under the platform.

SECTION 6 PAINT HEATING SYSTEM

PAINT HEATING SYSTEM: The paint heating system shall be capable of maintaining a paint temperature of 120° Fahrenheit (Maximum) at the paint spray guns. A Webasto DBW300 coolant heater meeting the below specification shall be installed:

The heater unit shall be capable of supplying 104,000 BTU/H to heat the paint material. The heater shall have the necessary safety devices to prevent overheating or excessive water pressures. One (1) digital thermostat shall be provided, which shall cycle the heater to maintain the proper operating temperature. Fuel supply shall be from the compressor fuel tank. The paint heating system shall include one (1) shell and tube type heat exchangers, having stainless steel tubes, shells and end bonnets. They shall be 4-pass type units each having a minimum heat transfer area of 64 square feet. Structural steel brackets shall be provided for mounting the exchangers in a vertical position with the inlet and outlet extending below the vehicle platform. Heat exchanger shall be mounted in a separate housing to reduce the length of the circulating hoses and should be located as close to paint carriage as practical. Heat exchanger shall be located in an accessible location and have the ability to be removed during off season to allow for cleaning. Teflon lined hoses (3/4-inch ID) with fyrejacket insulation shall be provided to the paint guns and an aluminum cover around each exchanger shall retain heat within the exchangers. Two (2) 12-volt DC electric motor driven circulating pumps shall be provided. The pumps shall have a minimum rating of 25 GPM when pumping the heated water/ethylene glycol solution. The pumps shall control: PUMP A: Circulation to the paint heat exchanger PUMP B: Recirculation system. One (1) digital thermostatic heat control shall monitor the paint temperature in the heat exchanger. This control shall turn off or on the pump feed to the heat exchanger on the temperature setting required by the paint manufacturer. Incorporated in the water/glycol system will be an expansion tank at a convenient location to both fill or check the fluid level of the system. A 14-pound automotive type pressure cap shall be used to regulate the system. An overflow tube from the cap neck down through the platform shall safely vent any overflow to the ground.

SECTION 7 PAINT APPLICATION SYSTEM

PAINT APPLICATION SYSTEM: The unit shall have a paint supply designed for a one-color application and appropriate plumbing to be fed from any of the four paint storage tote positions. The material supply shall be so arranged as to permit the simultaneous operation of the two paint spray guns on the centerline carriage. A stainless steel strainer shall be inserted in each system. The strainer shall be cylindrical in design and made from a #16 gauge perforated stainless steel material. The perforation shall be a 1/8 inch in diameter and on approximately 3/16-inch centers (33 holes per square inch). No wire strainers are acceptable. The strainer shall be readily accessible and, where necessary, valves shall be provided to isolate the strainer from the feed line for cleaning. The strainers shall be removable for cleaning with a single clamp sealed lid no 90-degree angle plumbing shall be used to drain the strainer. PAINT LOADING PUMP: One (1) air operated diaphragm type, Wilden PS8 (no exceptions), pump shall be furnished to transfer paint at the rate of 25 GPM from the storage container to the paint storage totes on the striping unit. The pump shall be equipped with Teflon balls and Teflon diaphragms. The pump construction shall have stainless steel wetted parts. One (1) 12-foot section of 2-inch diameter suction hose and a strainer assembly shall be provided. Provisions shall be provided to clean the pump by recirculating solvent from a solvent bucket. PROCESS PLUMBING:

Air piping, tubing or hose used on the vehicle shall be firmly attached to the frame or bed, except where flexible conductors are required for proper operation or services.

All plumbing shall be constructed of industrial style, stainless steel, process-clamp type piping, fittings, and ball valves with at least one-bolt clamp on all fittings. All elbows shall be smooth 90° long radius style. Use of pipe thread fittings shall be minimized.

All hoses, pumps, fittings and valves that are in contact with the traffic paints shall be impervious to any petroleum based or water based solvent paints. Paint plumbing shall be stainless steel pipe and fittings. Valves will be ball type with Teflon seals, and valve construction shall be Full Flow stainless steel with 4-bolt construction.

All plumbing shall be located out of sight line of the operator while looking through grate to paint centerline operations.

SECTION 8 SPRAY EQUIPMENT

PAINT SPRAY GUNS: The guns shall be Kamber Model 38-20 or KML 1020, capable of applying 4ʺ and 6ʺ inch wide lines at 15 mils at 14 MPH maximum striping speed. The bidder must have available for demonstration at the post-award conference, the gun proposed under this section. The guns must carry a minimum warranty of one year. The paint gun shall be a high quality pneumatically actuated and internally atomizing spray gun. It must be capable of spraying all standard cold and hot applied fast dry paints; oil base, chlorinated rubber, water base latex paint, and premix. The main gun body shall be machined from a solid block, not exhibiting any seams or connections. All guns wetted components must be manufactured from stainless steel. In order to adapt the gun to water base paint applications it shall be easily convertible, from a bleeder to a non-bleeder configuration and reverse the process by either removing or replacing a ball check in the atomizing gun port. The gun needle packing nut must be adjustable thus enabling the operation to compress the packings to ensure continuous sealing of the needle through the wear period. The lower gun assembly shall contain a spring loaded Teflon packing and be of the double-barrel design comprising of a separate fluid nozzle, air nozzle, and exterior nozzle to produce a well-defined 4- to 9-inch wide painted line with an even paint distribution. Each spray gun shall have as an integral part, a gun shroud which shall produce sharp line definition. The shroud shall consist of a round collar that will fit on the gun’s air nozzle retainer ring and be an open channel type shroud to facilitate cleaning without removal. Exterior nozzle and fluid nozzle shall have a minimum surface hardness of 50 as measured on a Rockwell "B" scale. The needle shall be constructed entirely of stainless steel to prevent rusting. Gun material inlet shall be constructed at a 25° angle to allow maximum material flow. GLASS SPHERE DISPENSERS: There shall be installed pneumatically actuated glass sphere dispensers. The glass sphere dispensers shall be Potters Visiguns [no exceptions]. Each glass sphere dispenser shall be gravity drop with a design that adjusts for an even distribution of all sizes of glass spheres. A protective cover shall be provided over the adjustment mechanism. The Visigun shall operate on either a gravity-feed or pressure-feed system, have a universal mounting bracket and large volume storage chamber, and come with a standard 4ʺ and 6ʺ inch rubber shroud with appropriate mounting hardware for shroud.

SECTION 9 CARRIAGE ASSEMBLIES

SPRAY GUN CARRIAGE ASSEMBLY: The carriage control system shall be constructed of chain and sprocket to move carriage system along a trolley system. The I-Beam the trolley shall be mounted to shall be 4ʺ X 8ʺ. The carriage will be mounted to the trolley using a tongue and ball system. This carriage shall have two separate wheels mounted separate axles, and shall be located on the outside of the carriage, and centered in the middle of the carriage and shall support the carriage and maintain it at a fixed height from the road surface. A parallel system shall connect the carriage to a cross slide and maintain the spray guns normal to the road surface at all times. A pneumatic lift system, with auto lock, shall be provided to raise the gun carriages for transport. The control switch shall be located in each gun box. Safety chains shall be used to stow carriage during travel A tilting and telescopic steering column shall be conveniently located for the operator. Stacked body, quick acting solenoid valves with a manual override feature shall be mounted within the operator’s station for spray equipment, and carriage up and down. The valves shall be of a one (1) piece aluminum design body.

SECTION 10

GUIDANCE SYSTEM ELECTRIC HYDRAULIC POINTER SYSTEM: (Monarch Pump) A front mount adjustable pointer guide shall be provided. The guide shall be constructed using a trailer ball and coupling type system. The pointer shall have a "main" pivot point located near the center of the bumper. To this pivot shall be fixed the "main guide arm". The "main guide arm" will be able to swing out for either edge line or centerline control. A second pivot point will be located at both outer bumper point locations. This pivot point will offer support for the "bracing arm". The "bracing arm" shall swing out and support the "main guide arm" at approximately its mid-point. This process shall be reversible to permit the "main guide arm" to be used for either edge line or centerline operation. An additional "telescoping section" shall be inserted into the "main guide arm" to allow a pointer extension from 10 feet to approximately 13 feet. The unit shall be mounted directly on the front truck frame, and so designed that it can easily be swung and secured to brackets attached to the bumper face for easy transport. The guide shall be constructed of solid tubular steel and have a pneumatic rubber-tired caster wheel, and adjustable pointer guide and flag socket located at its forward end. The pointer shall be equipped with a 1-inch” cylinder electric hydraulic lift capable of lifting the pointer off the ground approximately 45° for transporting or maneuvering the striper. Hydraulic power take-off from chassis power steering shall not be acceptable. A remote electric switch shall be mounted in the chassis cab to activate a control valve for the pointer and shall be easily accessible to the driver from either the right or left side.

LASER GUIDANCE SYSTEM: There shall be supplied and installed a GL3000P laser guidance system by Laserline Manufacturing Inc. using an ultrahigh visibility green laser to establish visual line control for the paint striping machine. The laser spot shall be operator adjustable to the desired reference point on the road via a remote control panel located in the cab of the truck. The control shall have a three function switch for: 1. Laser On Steady mode. 2. Laser On Blinking mode. 3. Laser Off. There shall be a corresponding green light located on the laser status panel indicating the laser status: 1. Light On Steady mode. 2. Light Blinking mode. 3. No Light (Off). The in-cab controls shall allow the operator to position the laser spot to the desired location; i.e., center line, road edge, bike lane, etc., using left, right, forward, back control buttons during laser operation. The system shall have an automatic shutdown feature to minimize power consumption. All functions shall shut off after the laser function mode has been in the OFF position for two hours. The laser, all optics, mechanical mechanisms, and electronics shall be located in a rugged, weatherproof housing mounted to the roof of the truck. SECTION 11 TRAFFIC CONTROL LIGHTING

WARNING LIGHT PACKAGE: The vehicle shall be equipped with the specified warning light package by Whelan Engineering [no exceptions], complete and operational with Brake Light and Directional Override Feature Warning Light Package - DOT3405D w/SUB4V400 There shall be a Whelen model # DOT3405D Super-LED® lighting system installed. The lighting system shall be made and manufactured in the United States of America. The lighting system shall include two (2) Micro 400’s. Each Micro 400 shall contain three (3) 400 Series Super-LED® Warning Lightheads (Front/Side/Rear) facing. Each Micro 400 shall have 60' of 4/C, 14 Gauge TPE cable. Each rear corner post shall contain (1) 400 V-Series Super-LED® Warning, (1) 400 LED BTT, and (1) 400 LED Back-Up. The rear Lightheads shall be mounted within a Whelen 400 series 7 gauge, stainless steel D housings. Each housing assembly shall include flex tubing for strain relief purposes. There shall be 30' of 2/C 14 gauge TPE cable for the warning lights and 30' of 5/C 18 gauge TPE cable for the BTT/BU included with each rear housing assembly. All the Lightheads shall be easily replaceable and utilize waterproof Deutsch® connectors for each light module. All Whelen cable shall home run into the cab where all connection will be made within the Whelen DOT-LED® flasher/junction box. Each lens shall be made of polycarbonate and have a smooth outer surface for self cleaning. The Lighthead assemblies shall use stainless steel screws that screw directly into a nylon mounting bracket to eliminate dissimilar metal corrosion. Units that screw into a steel bracket are unacceptable since they tend to corrode over time.

In addition to the above required lighting system there shall be two Whelen Surface Max Series C7LA flush mounted Amber LED lights with Black flanges. These shall be mounted in the front of the vehicle easily visible to the motoring public and controlled by and independent switch in the cab located with the other switches. If an optional flasher is required in lieu of the one for the lighthead it shall be provided and installed and operational. The system shall be warranted by the manufacturer to the user directly to be free from defects of material or workmanship for a period of 24 months from date of purchase (no warranty is offered on optical plastic parts and halogen bulbs). LED's shall be warranted for a period of five (5) years. Written proof of this warranty by the manufacturer must be furnished by the bidder and attached to the bid. The product being bid must meet all current "S.A.E." requirements for this type and use of warning device, and be certified by an AMECA-accredited testing lab to meeting these requirements in the appropriate specified safety colors.

Brake Light and Directional Override Feature This vehicle shall be equipped with a 12VDC (250mA minimum) Positive Signal Wire to be active whenever the service brake, left directional and/or right directional is active. This wire shall interface to the Smart Logic Flasher that is included with the Whelen Engineering DOT Warning Light System (Model DOT3401D or DOT3404D or DOT3405D) that is included in this overall specification. Through programming of the Whelen Smart Logic flasher and the connection of this signal wire, the amber rear facing warning lights will momentarily turn off while the brake lights are active. NIGHT LIGHTING SYSTEM: Twelve (12) 12-volt high-output rectangular LED work lights shall be provided on the unit for night time striping operations (minimum 1,000 lumens per light). Two (2) lights shall be mounted to illuminate the forward equipment, two (2) lights shall be mounted to illuminate the rear operator station two (2) lights shall be mounted on each carriage to illuminate the road in front of the guns, two (2) lights shall be mounted behind each carriage to illuminate under the deck behind the guns, and two (2) lights shall be mounted on the front of the chassis. This system shall include a 130-amp alternator, driven by the auxiliary engine, and all necessary wiring and switches. MESSAGE BOARD: The striping unit shall have an LED message board, mounted on the rear area of the equipment platform facing to the rear.

• One (1) single faced Addco full matrix 3 x 3 (62 ½ʺ x 43ʺ inches approximate size) message board (no exceptions) shall be provided. The controller will be installed in the rear operator’s area.

Message board shall be permanently mounted at the rear of the striper at a location and position such that when in operation it will not obstruct the flagger on the back of the truck and shall be properly supported. Preferred location will be in front of operator’s area and on a vertical piston lift to reduce overall height when not in use. The key pad type control shall be mounted on the unit in a location convenient to the end-user; keypad shall have a weatherproof box to be stored in when not being used. Two sets of cables to program message board shall be provided and shall be compatible with Agency computers. Message board up and down will be controlled by an electric hydraulic motor (Monarch pump).

SECTION 12 CONTROL & ELECTRICAL SYSTEM

CONTROL CENTER: An all-aluminum control center shall be provided for operator position. Control center shall be mounted on the left side and within reach of operators seated position. It shall consist of an integral sheet metal covered framework providing space for electrical controls, spray equipment connections and any other auxiliary parts required by the spray equipment. An easily removable back plate with recessed latches shall allow access to the interior for service. A RAM mount cup holder shall be mounted on the side of the panel. Both a 110 PSI safety valve and a condensate drain shall be located on the panel air manifold. All of the gauges shall be of the liquid-filled type. All control center switches shall be lighted rocker or push button type. A 12-volt charging port shall be included on each console consisting of a round charge port and at least two (2) USB charge ports. A small three sided storage box shall be mounted to control panel to hold small items. The spray equipment shall be electrically controlled by means of toggle switches and solenoid valves. The switches shall be located in the control panel within easy reach of the rear equipment operator. The switch sections shall also house additional switches and indicator lights for the skip-timer mechanism control. All line pattern combinations, skip-timer mechanism actuation, and skip-timer mechanism reset shall be controlled by toggle switches. Pre-selected combinations shall be obtained by activating only one switch that also simultaneously actuates or resets the skip-line mechanism. One (1) toggle switch shall be an "OFF" switch connected in such a way that when activated, it will turn off and cancel any of the above selected patterns, as well as automatically reset the skip-timer mechanism to a ready position. Provision shall be made so that any glass sphere guns may be controlled from the same system for simultaneous spray gun and glass gun operation. All electrical wiring shall be enclosed in a conduit type protective case. Any wires passing through the deck shall have grommets around them. All electrical controls shall be 12-volt power only. All electrical wiring shall terminate in the operator control center. A water resistant cover shall be supplied for the control panel. INTERCOM SYSTEM: A David Clark Model U3800 wired intercommunication system shall be furnished to provide a means of vocal communication between the driver of the vehicle and the operators of the striping equipment. This system shall provide open communications for all operator stations. Two (2) over the head dual ear headsets for the rear operators and one (1) single ear headset for the front cab operator shall be provided. The headsets shall be equipped with noise cancelling microphone and on/off/microphone controls for hands free communication.

SECTION 13 SKIP TIMER ROAD MARKING CONTROL SYSTEM

Skip timer control system and data logging system shall be products of Skip-Line LLC. as indicated below [no exceptions]. SKIP TIMER CONTROL SYSTEM (Model SC-12): The skip timer control system shall be a highly reliable, easy to use, simple to install, compact skip-setting mechanism that requires little or no maintenance and no clutches, cams, gears, bearings or devices that must be adjusted while at rest. The skip timer control boxes shall use mid-sized IP67 rated toggle switches and shall use sealed push-buttons for menu navigation. The skip timer control box shall have a full color, 4.3-inch screen. The color menu system shall provide an animated preview of skip timer patterns, reflecting current settings and switch positions and shall provide guided calibration processes for distance and pump calibrations. The color menu system shall have a descriptive information system to provide the operator with information about errors, warnings, and skip timer operation. There shall be a switch test menu, for infield diagnosis of switch failure, incorporated into the color menu system. The skip timer system shall communicate using CAN bus serial communications protocol. It shall have an operating temperature range from 33° to 140°F and a storage temperature range of 10° to 160°F. The skip timer output boxes shall directly drive all loads (air dusters, material guns, bead guns, double drop bead guns, etc.), and shall have drive current ratings of five (5) amps per channel. All outputs shall be solid state. To simplify diagnostics, the skip timer output boxes shall have driver indicator LEDs for all driver outputs. The skip timer shall accept motion signals from a magnet wrapped driveline collar. All motion signal sources will maintain a 0.1-foot resolution during normal road marking operations. The skip timer system software shall be field upgradeable via USB drive, and the hardware shall be field upgradeable using hub expansions ports for adding more driver output boxes, sensor input boxes, or data logging equipment. The skip timer shall separately track skip and solid distance painted per gun, and paint consumption from pump strokes, into internal, non-volatile counters. ROAD MARKING DATA LOGGING SYSTEM (Model DL-18): The road marking data logging system shall be a highly reliable, easy to use, simple to install, compact road marking Data Logger. The touch screen interface shall have integrated data logging software contained with its dedicated hardware. Laptop- or PC-based data loggers will not be accepted. The touch screen will be capable of high-definition video with low latency. The system will also include a set of diagnostic tools that help minimize downtime. The data logger shall receive all sensor and system data via CAN network. Direct sensing of pneumatic or actuator solenoids will not be accepted.

Data shall be recorded as raw snapshots to allow for broad data analysis and fraud or data tampering detection. Reports may be printed from the vehicle with full page (8.5 x 11-inch plain paper) capability. Recorded data shall be automatically uploaded on an ongoing basis via included mobile data communications to an online data repository such that data is available from an online portal in near real-time. At least one year of mobile data communications and access to the data portal shall be provided, (from the in service date determined by the State of New Hampshire) with continued service available by an annual subscription. The DLS must store data and export to a secure server on a daily basis via cellular connectivity of the equipment. The secure server must allow direct access login by responsible parties. The data must be available within 24 hours of the pavement marking work and may be retrieved by the designated personnel for inclusion with documentation reporting.

SECTION 14 TECHNICAL SERVICES

TECHNICAL INFORMATION: For the purpose of determining the degree of standardization for units, the availability of replacement parts, and whether or not components meet the specifications, the bidder will provide parts manuals, wiring diagrams, and detailed specifications on the following components: A. A computer-generated engineer's detailed layout with weight distribution shall be provided at the post-award conference showing the location of paint equipment, air and glass supply equipment, and other equipment necessary for the successful construction of the traffic paint striping machine. The completed striper shall be weight legal in all aspects (axle ratings, federal and state bridge laws, etc.) when fully loaded, equipped and staffed. The Agency is relying on the manufacturer to ensure the completed vehicle is fully compliant for over-the-road operation. TECHNICAL MANUALS: The successful bidder shall supply two (2) sets of CD version operator's manuals, service manuals, parts books, wiring diagrams and applicable technical information for each machine purchased. TECHNICAL SERVICES: The services of at least one (1) competent technician, trained in the use and operation of the striping machine, shall be furnished at the Agency’s headquarters in Concord, NH for a period of three (3) consecutive days to be scheduled at the discretion of the Agency for each machine purchased. Schedule will be discussed at the pre-delivery conference. This service shall be provided to instruct the Agency’s personnel in the use, operation and maintenance of the machine on acceptance. POST-AWARD AND PRE-DELIVERY CONFERENCES: At minimum of two meetings will be held remotely to review progress, answer questions, and coordinate between the manufacturer and Agency. The Post-Award conference will be held after award near the end of the manufacturer design phase and prior to commencing fabrication to review, finalize and approve the design of the striper. The Pre-Delivery conference will be held near the end of the fabrication process (approximately 85-90% complete) to review completed work prior to finalization and delivery. The successful bidder or the Agency may request periodic remote meetings to see progress made on truck(s). These meeting will be done through a web based platform.
