1.0 PURPOSE

This section includes the Objective, Limitations, Conclusions, and theApplicability Statement of this calculation.

1.1 Objective

The purpose of this calculation is to use theAnalytic limit (AL) to determine the Allowable Value(AV), Nominal Trip Setpoint (NTSP) and Actual TripSetpoint (ATSP) for an increasing temperature signalas sensed by channel "A" of PBAPS Unit 2 Main SteamLine Tunnel Exhaust Duct High TemperatureInstruments, TE-4931A and TIS-80547A under normalenvironmental conditions. The Allowable Value isbased on a model of the main steam tunnel asdocumented in calculation PM-1063. The results ofthis calculation will be used to support a licenseamendment request that raises the allowable value inthe Technical Specifications. Once the change inTechnical Specifications is approved, thiscalculation forms the basis for the plant setpointchange.

A summary of the calculation results may be found inSection 7.0 of this calculation.

Other redundant/mirror loops for which the results of thiscalculation are applicable may be found in Section 1.4,Applicability.

1.2 Limitations

This calculation is produced utilizing normal environmentalconditions and does not account for any accident scenarios.(See Section 2.2.5).

The appropriate use of this calculation to support designor station activities, other than those specified inSection 1.1 of this calculation, is the responsibility ofthe user.

1.3 ConclusionsRevision 3 of this calculation was issued to changethe nominal trip setpoint from 195 degrees F to 225degrees F. This was accomplished by using a newanalytic limit developed in calculation PM-1063.Since this revision applies only to the main steamline tunnel instruments in the reactor building, themain steam line area temperature instruments in theturbine building were removed from this calculation;a new calculation with TE-4932A as the base wasperformed for the turbine building instruments.

Revision 2 of this calculation was issued to changethe trip setpoint from 192 to 195 deg F. Refer toECR 03-00418 for implementation of this setpointchange.

Revision 1 of this calculation was issued to replace theexisting indicators with GE NUMAC devices.

This calculation was initially generated as a result of Mod P00105to separate the Unit 2 and Unit 3 Steam Leak Detection Loops.

1.4 Applicability

A data evaluation has been performed to determine whichredundant/mirror instrument loops are bound by the results of thiscalculation (the "base" calculation). The data evaluation resultsvalidate that this "base" calculation is applicable to thefollowing Loop Affiliation Numbers:

The results of this "base" calculation are bounding valuesfor the instrument loops listed above based on such factorsas instrument manufacturer and model number, instrumentlocation, environmental parameters, and actual installationand use of the instrument in the measurement of the processvariable. The redundant/mirror loops are the same manufacturerand model number, are installed the same, and are located in thesame environment as the base loop. This calculation is thereforevalid for the redundant/mirror loops listed.

2.0 DESIGN BASIS

This section includes the Technical Background and Design Inputinformation relevant to this calculation.

2.1 Technical Background

High temperature in the space in which the main steam linesare located outside the primary containment could indicatea breach in a main steam line. The automatic closure ofvarious Group I isolation valves prevents the excessive lossof reactor coolant and the release of significant amounts ofradioactive material from the nuclear system processbarrier. When high temperatures occur in the main steamline space, the following lines are isolated:

a. All four main steam lines.

b. Main steam line drain.

c. Reactor water sample line.

d. Main steam sample line.

The main steam line space high temperature trip is set farenough above the temperature expected during operations atrated power to avoid spurious isolation, yet low enough toprovide early indication of a steam line break (Ref. 4.1).

Temperature monitoring instrumentation is provided in themain steam line tunnel exhaust duct and along the steam linein the turbine building to detect leaks in these areas.Trips are provided on this instrumentation and, whenexceeded, cause closure of isolation valves. For largebreaks, the high steam flow instrumentation is a backup tothe temperature instrumentation (Ref. 4.2).

2.2 Design Input

2.2.1 The main steam line space high temperature setpoint must beset far enough above the temperature expected duringoperations at rated power to avoid spurious isolation, yetlow enough to provide early indication of a steam linebreak (Ref. 4.1). Calculation PM-1063 determined that theanalytic limit for this instrumentation loop is 240 degreesF. Calculation PM-1063 also determined that the maximumtemperature upon loss of HVAC is 220 degrees F.

2.2.2 This calculation includes any applicable SystemRerate Design/Operating Conditions and Impacts as aresult of power rerate analyses per the guidelinescontained in Revision 1 of Specification NE-00163.

2.2.3 The delta between the Allowable Value and the ActualTrip Set Point within this calculation is 5 degrees F.This meets or exceeds the IISCP Program Guidance ofgreater than one times the Loop Leave Alone Zone(LAZ) (Ref. 4.3)

2.2.4 Based on engineering judgment, Sl has been includedas additional margin. This considerationresults in a conservatively rounded Allowable Value.

2.2.5 This loop will perform its design function in theearly seconds of an accident (Ref. 4.11), theenvironmental conditions in the area surroundingthe loop components will not significantly changein this brief time. Consequently, the environmentalconditions for an accident condition will not affecteither the output of the loop or each of theindividual components. Therefore, this calculationis produced utilizing normal environmentalconditions.

2.2.6 Additional margin of 4.919 degrees F was addedto this calculation to conservatively supportthe station setpoint. 2.00 degrees F of thisadditional margin is "assigned margin" tosupport the IISCP LAZ guidance. The remainingadditional margin is "unassigned margin" whichrepresents additional conservatism that may beutilized in future analyses.
