    TO: C.H. Huckelberry, County Administrator FROM: Jackson Jenkins, Director, Wastewater Reclamation SUBJECT: Stay at Home Plan for the Regional Wastewater Reclamation Department

    Introduction The Regional Wastewater Reclamation Department is part of the Water and Wastewater Systems Critical Infrastructure Sector as properly treated wastewater is vital for preventing disease and protecting the environment. The vast majority of our employees work daily in support of our mandated services and successful operation and maintenance. The Department has experienced an increase in both absenteeism and in the vacancy rate since February 2020. This reduction in staff coupled with a recent wave of confirmed infections and required quarantines, has further put us behind in our performance of operations and maintenance and in the ability to provide mandated services. It is for these reasons I am recommending only a very small number of employees stay at home during this time of accelerated transmission of COVID-19 throughout Pima County. Treatment Division - 100% Essential The Treatment Division is the largest Division with 166 Full Time Equivalents (FTEs), 11 of them currently vacant. All 166 positions are essential in the provision of operations and maintenance of this critical infrastructure utility. The Treatment Division has been extremely diligent taking precautions to control the spread of COVID-19 including daily temperature taking, mandatory mask wearing, staggering of shifts, staggering of lunch and break periods, staggering change out times, personnel location assignments, and cancellation of in-person meetings to ensure social distancing. Additional cleaning practices by staff and ISS Janitorial employees are also routinely utilized. Multiple Treatment employees have already requested and been approved for holiday vacation leave coverage during the holidays and absentee rates and coverage continue to pose challenges, especially those employees already placed on leave due to COVID possible symptoms, exposures, and positive cases. The current staffing levels are critical and cannot take further reductions with a County stay at home order to maintain proper wastewater treatment functions as a critical infrastructure. Administration – 100% Essential Staff (14) Administration includes oversight of time and attendance, finance, procurement, and coordinating pandemic response activities for Treatment and Sub Regional Water Reclamation Facilities (WRF). Process Optimization and Electrical – 100% Essential Staff (18) This team is responsible for process commissioning, biosolids management, electrical services, process optimization, biogas, and troubleshooting. Process optimization teams are currently overseeing time sensitive activities at the Green Valley WRF, NuReSys start-up and 60-day performance validation at the Tres Rios WRF, RNG project completion, and biosolids contracting for land application.

    SCADA – 100% Essential Staff (17) Treatment plant operations and conveyance pump stations are dependent on sophisticated technological controls and signal processing. The SCADA, Instrumentation, and Process Control groups are responsible for calibration and servicing of PLCs, HMIs, probes, sensors, and programming. Maintenance – 100% Essential Staff (43) Maintenance of all treatment facilities is accomplished through the Central Maintenance section (35) and includes mechanics, heavy equipment operators, heavy-duty mechanics, warehousing, and inventory control section (8) functions. Operations – 100% Essential Staff (63) The operation of wastewater treatment facilities is mandated by Arizona Administrative Code Title 18, Chapters 9 and 11 and require operator certifications through the Arizona Department of Environmental Quality. The Tres Rios WRF is the largest facility and operates 24/7/365 using a two-shift coverage format. The remaining regional facilities operate daily utilizing a single, 10-hour shift format. The WRFs are staffed as outlined in Table 1.

    63 Essential Technical Services & Engineering Division, 100% Essential The Technical Services and Engineering (TS&E) Division has 116 FTEs, five of them currently vacant. All 116 positions are essential in the provision of mandated services and operations and maintenance of this critical infrastructure utility. TS&E provides mandated services and critical infrastructure support of wastewater services related to the development community, existing wastewater customers, and the internal Divisions of Conveyance, Treatment, and Administration. The reduction in services by this Division during the Governor’s Stay-at-Home order in early 2020 negatively affected our customers, illuminating the need for full staffing to maintain the wastewater services and functions. The County’s protocols to protect the spread of COVID-19 have been adhered to for the past seven months and to-date these measures have been effective in stopping the transmission of this virus. The Division has used flex work hours, selective telecommuting, and Microsoft Teams to greatly decrease the risk of contact, and will take all additional measures possible to continue to protect our staff while still providing mandated services. Administration, Downtown – 100% Essential Staff (11) The Downtown administrative team of TS&E provides management and financial support to the Division units, including equipment and supplies purchases, contract renewals, maintenance of office equipment, and overall management direction and guidance. Staff conduct business using email, phone, and Teams, and are able to isolate in their offices to complete their critical functions.

    Administration, Compliance and Regulatory Affairs – 100% Essential Staff (8) The Water Campus administrative staff support all Water Campus functions, including procurement, budgeting, work orders, compliance reporting in support of IWC Pretreatment Programs and temperature screenings, none of which have ceased during the pandemic. Staff conduct business using email, phone, and Teams, and are able to isolate in their offices to complete their critical functions. Data Management and Hydrology – 100% Essential Staff (7) Data Management (4) is essential due to required monthly compliance reporting due to ADEQ. These reports include substantial data for monthly, quarterly, semiannual, and annual requirements. The majority of staff need to be on site for reporting, troubleshooting laboratory LIMS issues, and for all computer hardware and software support functions for the Water Campus. The Hydrology group (3) deals with regulatory non-compliance issues, AZPDES permit renewals, APP amendments, and various other regulatory-related tasks. Industrial Wastewater Control – 100% Essential Staff (13) Industrial Wastewater Control staff conduct sampling and critical inspections in support of optimized plant operations/upsets, and regulatory scheduled permit sampling. Staff is also responsible for AZPDES Annual Reports for four POTWs that are due to ADEQ and EPA at the beginning of 2021. Staff conduct business in the field and office. Staff work sites have recently been evaluated to provide for enhanced separation at work. While in the field, staff utilize one person per vehicle as standard protocol and wear protective masks when engaging with customers and co-workers. Engineering Services – 100% Essential Staff (21) Engineering provides direct support to active development and utility projects in areas of capacity, easements, and technical design. The County is experiencing high development activity, and staff are all currently engaged in responding to the numerous requests from the development community in support of mandated services and the critical wastewater infrastructure. Staff conduct business using email, phone, and Teams, and are able to isolate in their offices to complete their critical functions. Field Engineering – 100% Essential Staff (21) Field Engineering manages the mandated Arizona811 utility location service and inspection of all new public sewer systems under construction. Utility Locators continue to practice work-place isolation by using their vehicles as mobile offices instead of congregating in the Field Engineering Building. Inspectors have separate cubicles in the building and minimize time within the facility to reduce the possibility of virus transmission. Laboratory – 100% Essential Staff (30) The laboratory staff provide mandated regulatory compliance analysis for scheduled ADEQ reports and wastewater treatment operations. The laboratory employs split shifts, earlier start times for some, and weekend work to increase social distancing where possible. Conveyance Division, 100% Essential The Conveyance Division has 107 FTEs, nine currently vacant. The Conveyance Division is responsible for the maintenance, repair, and operation of the Conveyance System in compliance with the Arizona Administrative Code R18-9-C305 ADEQ CMOM Permit. All 107 positions are essential in the provision of operations and maintenance of this critical infrastructure utility.

    The Division has suffered COVID-19 infections in the past, which had made the group very aware of the dangers of not enforcing protective measures. I am confident that, following the measures stated below, we can maintain our current level of service with our full staff and with minimal increased risk of COVID-19 infection. Administration – 100% Essential Staff (12) The responsibilities include managing the Division activities and tending to Customer calls/dispatching, issuing Emergency Work Orders, creating and ordering supplies and services for Gravity, Pump Systems, Odor Control and CCTV groups. They also perform quality checks and complete the work order process of the daily activities for each Field group. The group manages the databases used to issue the daily work orders for all Field groups. Safety staff responsibilities include lane closures, manhole entries and traffic control in support of Conveyance and Planning and Engineering personnel. Measures taken to reduce or eliminate unnecessary contact include:

    1. Staggered start times for all personnel in the Administration Group. 2. Personnel report to their office once temperature checks are completed. 3. Upon completing daily activities, personnel disinfects their work areas before leaving for the day

    Odor Control Group – 100% Essential Staff (6) The Odor Control Group monitors, operates, repairs and maintains 28 Odor Control Facilities throughout the County. The Group also responds to Odor Complaints no later than the next day once a complaint is received. The nine Chemical Delivery Units require daily checks to verify the chemicals are being safely delivered to the sewer system. The remaining 19 biofilters and carbon filters receive a weekly check to verify they are performing without issues. The group is composed of 6 personnel and each personnel perform their duties independently of each other, in their own County vehicles. Measures taken to reduce or eliminate unnecessary contact include:

    1. Staggered start times with each person reporting directly to their County vehicle. 2. Personnel go to the change room once temperature checks are completed, then stretch observing social

    distancing guidelines in the parking area, then report to their vehicles. 3. Each personnel is required to wears a mask from the time they enter County property, during their daily activities,

    until they leave for the day. 4. Each personnel receives their daily work assignment in electronic format using wireless tablets. 5. At the completion of the day, each vehicle is disinfected in preparation for the next duty day. 6. Each personnel has minimal or no contact with the rest of the yard personnel.

    CCTV Group – 100% Essential Staff (11) The RWRD CCTV Inspection and Condition Assessment Program is one of the key aspects of our CMOM Permit. It is scheduled to inspect the public sanitary sewer conveyance system, using video recording equipment to create an inspection record, every 10 years for reaches 15 inches in diameter and smaller, and every 5 years for reaches greater than 15 inches in diameter. The CCTV group also support the emergency response process by providing TV records of the condition of sewer lines during utility hits and in response to requests from private customers experiencing problems with their House Connection in a public right-of-way. In addition to the CMOM related activities, the CCTV Group supports the ongoing public and private construction efforts by facilitating the inspection of existing or new sewer lines impacted by these activities. They also are a key part of the acceptance process for new subdivisions. Construction activities have continued without impact during the ongoing pandemic and the subdivision construction has actually seen an increase during the last few months. Reduced services would result in construction delays and potential noncompliance with our CMOM permit.

    The group in the field is composed of 6 personnel and 3 vehicles. Measures taken to reduce or eliminate unnecessary contact include:

    1. Three staggered start times for each team of two personnel assigned to a vehicle. 2. Personnel go to the change room once temperature checks are completed, then stretch observing social

    distancing guidelines in the parking area, then report to their vehicles 3. Each personnel is required to wears a mask from the time they enter County property, during their daily activities

    in their work truck, until they leave for the day. 4. Each vehicle receives their daily work assignment in electronic format using wireless tablets. 5. At the completion of the day, each crew wash and disinfects their vehicle in preparation for the next duty day. 6. The team of 2 people have minimal or no contact with the rest of the yard personnel.

    Capital Improvement Program – 100% Essential Staff (12) The CIP Group is composed of 12 personnel who work independently to deliver our Capital and O&M funded projects. Capital and O&M related construction has not slowed down due to the Pandemic, our WRF and conveyance systems continue to operate 24/7/365, and repairs and maintenance must not be deferred lest we experience larger/more expensive failures. Contractors have made big efforts to adjust their operations to maintain social distancing, are used to wearing PPE including masks and are enforcing cleaning/disinfection activities as part of their construction activities. Our Project Management and Supporting Financial and Document Control personnel work independently and communicate via phone and email. Signatures are pursued in electronic format eliminating the need for physical meetings and contact. Project meetings are performed in MS Teams and this includes meetings with other utilities and jurisdictions.

    The CIP Group is composed of 12 personnel, three personnel have been successfully partially telecommuting since March. The remaining nine personnel each has their own personal office space (private office or private cubicle) where they perform their daily duties with minimal contact. Measures taken to reduce or eliminate unnecessary contact include:

    1. Staggered start times for each of the nine personnel in the CIP Group. 2. Personnel reports to their offices once temperature checks are completed. 3. Upon completing daily activities, personnel disinfect their work areas before leaving for the day

    Pump Systems Group – 100% Essential Staff (11) The Pump Systems Group monitors, operates, repairs, and maintains 21 Pump Station Facilities throughout the County. The 21 Pump stations require periodic checks to verify they are properly operating. Pump Stations are required to operate 24/7 and a failure in any one of them, if not quickly addressed, can cause a large Sanitary Sewer Overflow. The group is composed of 12 personnel and each personnel perform their duties independently of each other, in their own County vehicles. Measures taken to reduce or eliminate unnecessary contact include:

    1. Staggered start times for each person which reports directly to their County vehicle. 2. Personnel go to the change room once temperature checks are completed, then report to their vehicles 3. Each personnel is required to wears a mask from the time they enter County property, during their daily activities,

    until they leave for the day. 4. Each personnel receives their daily work assignment in electronic format using wireless tablets. 5. At the completion of the day, each vehicle is disinfected in preparation for the next duty day. 6. Each personnel has minimal or no contact with the rest of the yard personnel.

    Sewer Maintenance Group – 100% Essential Staff (46) The Gravity Group perform several programs that are part of our CMOM permit compliance requirements. These activities include Emergency Maintenance to prevent or minimize Sanitary Sewer Overflow events; Scheduled Maintenance to areas

    know to be prone to obstructions or collection of grit or grease; Area Rod, a systematic program to clean every sewer reach under 15” and the main reason our SSO rates are very low. The Gravity crews are also first responders to Odor Complaints to assure there are no Sanitary Sewer Overflows related to the complaints.

    The group is composed of 42 O&M personnel assigned to 21 vehicles, 5 Crew Supervisors assigned to 5 vehicles and 2 Managers assigned to 2 vehicles. Measures taken to reduce or eliminate unnecessary contact include:

    1. Three staggered start times for each team of two personnel assigned to a O&M vehicle. 2. Personnel go to the change room once temperature checks are completed, then stretch observing social

    distancing guidelines in the parking area then report to their vehicles 3. Each personnel is required to wears a mask from the time they enter County property, during their daily activities

    in their work truck, until they leave for the day. 4. Each vehicle receives their daily work assignment in electronic format using wireless tablets. 5. At the completion of the day, each crew disinfects their vehicle in preparation for the next duty day. 6. The team of 2 people have minimal or no contact with the rest of the yard personnel. 7. Supervisors and Managers contact each team using their wireless tables or cell phones. If site visits are required,

    Supervisors and Managers travel alone in their County vehicle. Administration Division The Administration Division has 24 FTEs, six currently vacant, and plays a critical leadership and coordination role, especially during situations such as this COVID-19 pandemic. Fourteen positions are essential in the provision of mandated services or the operations and maintenance of this critical infrastructure utility. Director’s Office – (18) Of the current 387 actual Department employees, 14 employees in the Administration Division will be placed on a part time status, depending on the specific needs of their roles, meaning to the extent their role supports in the operation and maintenance of critical infrastructure or in the provision of mandated services. The Safety Office, Community Relations Office, and other administrative support roles will still be vital, but will go to a reduced work schedule similar to what was utilized during the Governor’s Stay-at-Home order earlier this year. Emergency Response and Planning Team – 100% Essential Staff (2) The Emergency Response and Planning Team of Rita Mercer and Jenette Lee are currently working on two State Grants that are critical to the RWRD. The Building Resilient Infrastructure and Communities and Hazard Mitigation Grant Program grants have submittal dates due to Arizona Department of Emergency and Military Affairs on January 8th and January 15th respectfully. These grants require the gathering of support information, coordination with subject matter experts, grant personnel, AZDEMA and FEMA. They have also worked on two new grant software programs and a Benefit Cost Analyses. The initial BRIC grant submittal was ranked number one in the State of Arizona. In addition, the HMGP grant submittal was rated as number one on the waitlist despite the fact that we did not have a direct fire impact for priority ranking. The HMGP grant is expected to have a high probability of additional funding from previous year projects that did not come to fruition. To maintain our priority status and eligibility it is imperative that this team worked to the aforementioned submittal dates. This funding could be critical for future infrastructure for RWRD. In addition, this team was instrumental to RWRD’s response to the last government shutdown and returning stronger plans. During this period, they were integral in putting together RWRD’s response efforts that included our early Incident Action Plan response plan and our Incident Command System documentation for the Pandemic Response Team’s incident documentation. RWRD’s pandemic response was in large part based on the planning pandemic response and as defined in the COOP and Emergency Response and Plan developed for RWRD.

    Employee Services – 100% Essential Staff (4) During the last stay at home order Employee Services rotated personnel to be here to attend to needed processes that occur with employees such as recruitments, hiring, benefits, discipline, retirements or resignations. Due to the current high number of vacancies, I recommend that this group work their regular schedule in order to try to catch up on a backlog of hiring and disciplinary issues. Continued Actions to Contain and Reduce the Spread of COVID-19 Employees understand the seriousness of the current rate of infection and have continued all actions to contain and reduce the spread of COVID-19. Specifically, the following are observed:

    1. Ensuring the use of face coverings at all times when in public and when a continuous distance of at least six from all other persons cannot easily be maintained;

    2. Virtual meetings and trainings using Microsoft Teams; 3. Temperature screenings of all employees daily; 4. Routinely disinfect work spaces; 5. Limits on breakroom and kitchen area capacities; 6. Safety measures and other materials have been posted throughout all work sites; 7. Prohibition of visitors in the workspace; and 8. Encouraging the use of good hygiene including handwashing and the use of hand sanitizer.

    In Closing In all Divisions within RWRD, there are already a number of vacation requests for these same three weeks identified for the Stay at Home order (December 21, 2020 through January 10, 2021). Thus, RWRD will try to allow as many of these vacation requests as staffing allows. There may also be a few more telecommuting opportunities that could further be utilized to reduce the number of employees gathering in the workplace and interacting with others outside of their immediate household.
