100 years. Drains appear to be blocked or inadequate and should be replaced or cleaned. Question why the drains can’t cope with heavy rainfall, how this can be rectified, whether

planning applications would be free of charge and whether Melbourne Water is financially liable for flood damage caused to properties. Melbourne Water responded to these questions by email on 1 April 2015.

Climate change will mean that future flood levels will be higher due to predicted sea level rise and increased rainfall intensity.

The use historical rainfall data made sense in the past to predict the impact of 1 in 100 year storm events.

The modelling of possible climate change effects are not conservative and they really may be more severe.

The SBO will be used to guide the design of buildings with a lifespan of 50-100 years. There is no justification for not incorporating the impacts of climate change because:

o Climate change increases rainfall intensity o Higher sea levels reduces the capacity of the drainage system o Future impacts of coastal climate change have already informed planning

decisions. The SBO should be based on flood levels derived from modelling for the assumed impacts of

climate change.
