    The massacres were committed-in as follows: Idlib 10, Rural Damascus 9, Daraa 6, Aleppo 4, Deir Az-Zour 3, Homs 1, Hasakah 1, Hama 1.According to SNHR documentation these massacres have killed 479 victims including 131 children and 77 women, which means that 43 % of the victims are women and chil-dren and this is a very high percentage and it is an indica-tion that most of this massacres were committed against civilians.The death toll of the massacres victims as to who killed them is the following:Government forces: 340 individuals including 102 chil-dren and 49 womenExtremist groups: - ISIS: 122 individuals including 24 children and 26 womenArmed opposition: 17 individuals including 5 children and 2 women

    Tuesday, March 17, 2015 government warplanes shelled Kafr Tkhareem, Idlib which led to the death of 9 individuals including 2 children and 4 women.

    Friday, March 27, 2015 government warplanes shelled a missile on a refugee home in Maara Msreen leading to the death of 9 individuals including 4 children and 3 women.

    Sunday, March 29, 2015 government warplanes shelled Idlib with a SSM missile killing 17 individuals including 7 children and 4 women. Thursday, March 31, 2015 government warplanes shelled a missile on a building in Idlib which led to the death of 32 individuals including 13 children and 7 women.

    Extremist groups: - ISIS:Hasakah Province:Friday, March 20, 2015 ISIS detonated two bombs in Al-Mufti neighborhood kill-ing 79 individuals including 22 children and 15 women.

    Hama Province:Monday, March 30, 2015 ISIS raided on Mabouja village in Hama and killed 43 civilians including 2 children and 11 women, some were slaughtered others were executed by gunfire.

    Armed Opposition Factions:Aleppo Province:Monday, March 23, 2015 artillery located in an area under armed opposition control fired mortar shells on Al-Jamelaiah killing 17 civilians including 5 children and 2 women and injuring about 40 others.

    Conclusions:Government forces:SNHR affirm that the bombardment incidents were deliberate or random and tar-geted unarmed civilians, therefore government forces violated the International Hu-manitarian Law that protect the right to live.

    In addition to the violations being committed in an armed conflict that are not inter-national therefore it amounts to war crimes.

    SNHR also recognize what happened in these massacres and that is the act of mur-der is a crime against humanity.

    These attacks, especially the bombardment incidents, caused losses between ci-vilians and civilians properties. There is also indications that the damage was too excessive when compared to the military benefit in the incidents, and all the men-tioned cases we were unable to confirm the existence of a military target before or after the attacks.

    The magnitude of the massacres and its reoccurrence and the excessive force used in it, plus the random nature of the bombardment and the organized nature of the attacks, cant happen without supreme orders and it is a state policy.

    Extremist groups:The extremist groups have violated the right to live through the murders and execu-tions and it all amounts to crimes against humanity, and according to article 7 of the main Rome Statue, in addition to many other war crimes through indiscriminate shelling according to the International Humanitarian Law.

    Armed opposition:The indiscriminate and random shelling that happened is recognized as a war crime, and the shelling caused extrajudicial killing and the armed opposition should stop

    all indiscriminate attacks.

    Recommendations:To the United Nations and Security Council:1. Transferring the Syrian issue to the International Criminal Court and stopping the dis-rupting of the decisions that must be adopted by the Security Council against the Syrian government. This disruption is a wrong message to all dictatorships around the world and an enhancement to the culture of crime. 2. Posing urgent punishment on those who are involved in the violations of human rights.3. Binding the Syrian government to allow all relief and human rights organizations to enter Syria, in addition to the International Investigation Committee and allowing them to work freely. 4. Enforce an arms embargo against the Syrian government because it is using weapons in comprehensive attacks against civilians. 5. Security Council must shoulder responsibility in preserving security and civil peace in Syria because the violations of the Syrian government entail a gross threat to international peace and security.6. Listing the militias that are .ghting with the Syrian government that committed mas-sacres, like Hezbollah and the other Shiite brigades, National defense Army and Shabiah militia, on the international list of terrorist organizations.7. Implementing the principle of protecting civilians adopted by the General As-sembly in 2005, in Syria now, as the situation there is direly requiring the imple-mentation of such a principle.8. With the crimes against humanity committed by the Syrian government, the inter-nation-al community should stop dealing with this government as an of.cial side concerning the relief issues, and stopping supplying the Syrian government with the most amounts of .nancial and humanitarian aid that, in most cases, dont reach those who are in need them and go instead to the areas that support the Syrian regime.

    Human Rights Council 1. Demanding the Security Council and the involved international institutions to shoulder responsibility concerning the sufferings of the Syrian people which in-clude killing, arrest-ing, raping and displacement. 2. Pressing on the Syrian government in order to stop the acts of killing and torture. 3. Holding the allies and supporters of the Syrian government - Russia, Iran and China as materially and morally responsible for the killing that is happening in

    Syria. 4. Human Rights Council must be more invested and serious concerning the cata-strophic situation of the children, families and relatives of the victims in Syria.

    The Arab League 1. Punishing all those who are involved in committing crimes in Syria and urging all the countries of the world to do the same thing. 2. Increasing humanitarian aid, especially on the levels of education and health care and taking care of the Syrian refugees in the Arab countries. 3. Requesting the Security Council to execute the above recommendations. 4. Asking the Human Rights Council and the United Nations to pay more interest to the case of daily killing in Syria. 5. To pay greater attention to the Syrian case, and working on taking care of the families of the victims psychologically, materially and educationally. 6. Pressing politically and diplomatically on the main allies of the Syrian govern-ment; Russia, Iran and China in order to prevent them from continuing to provide international and political backing and protection for the crimes committed against the Syrian people, and holding them materially and morally responsible for all the violations of the Syrian government. Independent International Commission of Inquiry on the Syrian Arab Republic The International Investigation Committee most stop depicting the struggle in Syria as a struggle between two sides equal in crimes, power and the centralization of deci-sions. It must describe the crimes as it is without belittling their extent for political rea-sons. The committee must also increase the number of its staff members who are work-ing on the Syrian issue due to the amount of the crimes committed daily in Syria to conduct a more comprehensive documentation
