    for the UN Climate Change Conference

    lastNovember28toDecember9,2011.

    The ultimate decisionmaking body is theConference of Parties (COP), which ensured practical and effective implementation of the Conven

    tion.

    Major

    decisions

    adopted

    focused

    on

    the

    establishment

    of

    an Ad Hoc Working Group on the Durban Platform for En

    hancedAction,Launchingof theGreenClimateFund,modalities and procedures of the Technology Executive Committee,andnationaladaptationplans(UNFCCC,2011).

    Prior to the Conference, the Philippine government has approved and submitted to the UN a National Climate Change

    ActionPlan(NCCAP)whichaimedtosetprioritiessuchaswatergovernance, improvement of fish yield and administrative

    changesintheLagunaLakeDevelopmentAuthority(LLDA),andother climate change adaptation practices (Poblete, 2011).Theseprioritieswillallowthenationalgovernmentinpreparing

    proposalstotheGreenClimateFundoverandabovetheAdaptationFund.

    Assessing the Durban climate change conference, however,thinktank IBON foundation (2011) claimed that the DurbanPackageamountstomoreheavyliftingfortheSouth,lessobligationsfortheNorth,andlittlehelpforthepoor.

    First, the conference has become a mere platform for the

    delegatestopresenttheirnationalstatementsandnottocomeupwithclear,longtermdecisionsandaccountabilityrulesand

    measures(Black,2011).

    Second,thelaunchingoftheGreenClimateFundhasonlypromoted individual initiativesofeach country todevelop short

    termsolutions

    to

    climate

    change,

    undermining

    possibilities

    of

    collaboration with neighbor countries in eliminating climate

    changerisksandnotmerelyworkingonadaptation.

    Lastly, the deal for the United States ofAmerica (USA),PeoplesRepublicofChinaof China (PRC) and India to cut back ontheircarbonemissionsisconsideredpass

    andadramaticwayofendingthesummit.

    Among leaders of developed countrieswho should be held countable amid todays environmental
