A Key Challenge for Renewables…

Capturing the environmental value

GIS: Creates platform for monetization of the

environmental value Facilitates the ability of renewables

generators to access an additional revenue stream or “green” premium

3

In Addition the GIS…

Broadens market base for renewable generators

Facilitates green power markets Allows large generators to access premium

outside wholesale market Offers particular benefits for intermittent and

small and behind the meter generation

Small and Behind the Meter Generation GIS relies mainly on ISO MSS for generation

data However, ISO MSS does not capture data on

most generators < 5 MW GIS will accommodate small and behind the

meter generators

Treatment of Small and BTM Resources

Non-NEPOOL Generators generating units with a nameplate capacity of 5 MW

or less and do not provide separately metered data to the MSS can submit data for the creation of certificates

Non-NEPOOL Generator Representatives Allows for aggregation of small generation

Can effectively bank generation from month to month Data must be submitted 5 days before creation of

certificates in each quarter

6

Metering and Communication

Metering based on current NEPOOL Operating Procedure Requires standard utility revenue-grade meter Must record Wh, KWh, or MWh output Must conform to ANSI standards

Generators can submit data: Electronically directly to GIS Manually or electronically to aggregator

Issues/Opportunities

Need for compatible systems across pools Additional benefits for renewable generators if

GIS or GIS-like system is adopted at a regional/national level FERC SMD and NERTO
