Section 210-3 Construction Details
“The Contractor shall schedule a coordination meeting
between the Asbestos Subcontractor and the
Department Contracted Asbestos Project Monitor to be
held at least two (2) weeks before the start of any
asbestos abatement work.”

Recordkeeping
• Project Record Documentation is Generated by Both the Asbestos
Abatement Contractor and Project Monitoring Firms
• Following Completion of Asbestos Abatement Work, Copies of All
Asbestos Abatement Documentation is Retained by the Department
for Project Record
• Asbestos Bridge Abatement Project Records are Particularly
Important Because of Future Rehabilitation and Demolition Work

Waste Disposal
• All Friable Asbestos Waste Must Be Transported Under a Waste
Shipment Record and Disposed of at a Waste Disposal Facility
Permitted to Accept Friable Asbestos Waste (NYSDEC maintains
a current list of permitted NYS facilities)
• Friable Asbestos Waste Transport Also Requires a NYSDEC
Permitted Hauler
• Non-Friable Asbestos Waste May Be Disposed of at Sites
Approved to Accept Construction & Demolition (C&D) Debris
• Non-Friable Asbestos Waste Does Not Require A Waste
Shipment Record or a NYSDEC Permitted Hauler for Transport.
However, recent Part 360 revision does now require registration
and tracking for C&D
• C&D Disposal Receipts are Required

II. Procedure (Project Monitor Responsibilities)
1. Reviewing & Approving Asbestos Contractor Pre-Abatement Submittals
2. Maintaining Daily Asbestos Abatement Project Documentation for the EIC
3. Ensuring Regulatory and Contractual Compliance by the Asbestos Contractor
4. Conducting Any Necessary Compliance Air Monitoring & Lab Analysis
5. Conducting Any Necessary Additional Bulk Sampling & Lab Analysis
6. Performing All Final Clearance Inspections (authorizing 75% item payment)
7. Verifying and Documenting All Removal Quantities for the EIC
8. Reviewing & Approving Asbestos Contractor Post-Abatement Submittals
9. Compiling All Asbestos Project Documentation for EIC Into Electronic File
(includes waste disposal documentation and authorizing final 25% item
payment)

III. Documentation Retention
• Retain All Interim Daily Asbestos Abatement Project Documentation as
Attachments to Corresponding DWRs. Together With Approved Pre-
Abatement Submittals, This Represents the Project Record.
• Final Electronic Asbestos Abatement Close-Out File(s) Received From
the Project Monitor Shall be Retained for Long-Term Storage on
Corresponding Project-Wise Folders. Construction Environmental
Coordinator (CEC) Responsibility.
