HIGHLIGHTSArlington Receives Federal Grant (Continued from Page 1)As part of its ongoing efforts to Enhance Regional Mobility and Put Technology to Work, Arlington has already managed two successful autonomous vehicle deployments. The Milo off-street pilot program with EasyMile was conducted from August 2017 to August 2018 and the on-street pilot program with drive.ai vehicles was conducted from October 2018 to May 2019.

“The City of Arlington has established itself as a national leader on autonomous vehicle testing and deployment,” said Ann Foss, principal planner with the City’s Office of Strategic Initiatives. “The FTA Integrated Mobility Innovation grant will allow the City to build on our AV knowledge and success, coupled with our successful existing Via rideshare service, to improve mobility and access for all residents and visitors in Arlington.”

The Integrated Mobility Innovation Program supports projects that use innovative technologies and processes to improve access to public transportation, increase public transportation efficiency, and enhance the overall rider experience. Arlington RAPID was one of 25 projects in the country to receive funding under the program.

“These $20.3 million in federal grants will help communities nationwide enhance their transportation systems to make it easier for people to use transit, especially older adults and people with disabilities,” said U.S. Transportation Secretary Elaine L. Chao.

More details about Arlington RAPID pilot program will be announced later this year. The autonomous vehicles will operate on the Via platform, so riders will book and pay for rides through the existing Via platform. If the ride parameters fit the operating area and the passenger opts in, an autonomous vehicle will be dispatched to complete the ride instead of one of the standard Via vans.

Arlington to receive Federal Funding to Help Via, Handitran during Shutdown

The US DOT’s Federal Transit Administration announced April 2, 2020, a total of $25 billion in federal funding allocations to help the nation’s public transportation systems respond to COVID-19. Arlington will receive a total of $10,955,694 out of the $300 million that was allocated to the Dallas-Fort Worth-Arlington Urbanized Area. Funding will be provided at a 100 percent federal share, with no local match required, and will be available to support operating, capital and other expenses generally eligible under the Urbanized Area Formula Program, and incurred beginning on January 20, 2020, to prevent, prepare for, and respond to COVID-19.

The City of Arlington will use the approved COVID-19 relief funding to support the City’s Handitran and Via services. This funding will ensure that Arlington’s public transportation can provide services to thousands of Arlington residents who depend on Via and Handitran.

The Public Works and Transportation Department is pleased to announce that a $4.5 million project to improve the flow of traffic in this highly traveled area has been completed.

The project, which began last summer, consisted of widening Collins Street by constructing two additional lanes and adding southbound right turn lanes at both Arbrook Boulevard and IH-20. Additional infrastructure improvements included replacing existing concrete panels as needed; adjusting water and sanitary sewer facilities; replacing streetlights, pavement markings, street signs, sidewalks, fiber conduit, and median landscaping and irrigation improvements.

Once major paving and roadway construction was completed, crews installed new traffic signals. The signals were installed and operational earlier this spring.

Funding for this project was approved by Arlington voters as part of the $160 million street improvements package in the 2014 Bond Election and aligns with the City Council’s priorities to Enhance Regional Mobility and Champion Great Neighborhoods.

City Completes Improvements to Sections of East Second Street, Kelly TerraceThe Public Works and Transportation Department is pleased to announce work to improve sections of East Second Street and Kelly Terrace has been completed.

This project, which began in May 2019, consisted of rebuilding the roadways with concrete, installing sidewalks, streetlights, and water line renewals on both streets. Additional sanitary sewer line renewals took place on East Second Street.

Funding for this project was approved by Arlington voters as part of the $160 million street improvements package in the 2014 Bond Election and aligns with the City Council’s priorities to Enhance Regional Mobility and Champion Great Neighborhoods. Additional funding was made available from a Community Development Block Grant.

UTA Researchers study ways to use Recycled Plastic as Road MaterialsResearchers at the University of Texas at Arlington are about halfway through a two-year study of how to use recycled plastic as road material. And, the Texas Department of Transportation is among the road-building agencies interested in the potential uses for the material.

The research comes as many cities, including Arlington, are working to extend the useful lives of their landfills by reducing waste and recycling more materials. This research could potentially help divert plastic waste from landfills and into a second productive life in the roadway underneath your car.

Arlington’s Via rideshare service is doing more than simply offering rides around town. After expanding in January, the service is now making college a reality for hundreds of students at Tarrant County College’s Southeast campus.

While TCC is currently not holding classes in person due to COVID-19, Via had provided opportunities for TCC students soon after the southeast expansion.

“What we’re seeing is students showing up on time for class. It’s been a wonderful addition to the campus,” said TCC Southeast President Dr. Bill Coppola.

Student Jacob Guajardo agrees. Before the Via expansion, Guajardo used other rideshare services and was spending significantly more on transportation.

“I can spend those extra $5 or $6 to get something to eat before class knowing I have extra money now,”

Guajardo said. “Or I can use that money to pay for something I need for school.”

Many TCC students are first-generation college students. Administrators say students understand the value of an education but were forced to choose whether to spend their transportation budget getting to work or school.

“So putting Via with a price of $3 per ride or $15 for a weekly pass has really let students do both things – obtain their education and continue their employment to support their families,” Coppola said.

VIA RIDESHARE SERVICE UPDATE

HANDITRAN UPDATE

The innovative Via rideshare service continues to grow. More than 370,000 rides have been taken on Via since the service rolled out in December 2017, and interest stays strong, with more people creating accounts each week. Arlington, partnered with Via, is one of the first cities in the nation to offer on-demand ridesharing as an innovative public transportation solution. The service is designed to provide affordable transportation to key areas of Arlington, allowing riders to access entertainment, shopping and dining options, work or school, and even medical appointments.

Customers can book a seat through the Via app, and Via’s sophisticated technology will match them with others going their way in either a six-passenger Mercedes-Benz van or a contract driver’s vehicle. Via is available Monday through Saturday, with service hours running from 6 a.m. to 9 p.m. on weekdays and 9 a.m. to 9 p.m. on Saturdays. In addition to the app, customers may call Via at 817-784-7382 to book a ride. Rides are $3 per person, per trip, or customers can purchase a ViaPass for a promotional rate of $15 per week.

Due to the effects of COVID-19 in Arlington, Via limited the total number of people in each shared ride to two passengers and a driver to maintain a distance between fellow Via riders and drivers.

In the second quarter of FY2020, Handitran continued to be a high demand service for Arlington residents. Handitran received a total of 69,991 trip requests this quarter and 52% of these requests were completed. This resulted in a total of 36,647 trips provided. 6% of trip requests were denied. On-time delivery was at 97%. During the month of March, 6% of Handitran cancellations were directly related to the effects of COVID-19. Of the trips completed, 27% were provided by Handitran buses and 73% were provided by partner taxi services. 20% of trips were scheduled through a subscription and 80% were on-demand. 473 trips connected riders to the regional transit system at the TRE station.
