was know ing ju s t w here they w ere. B ack in the 30s pilots w ere still depending on unusual structures o r natural landm arks to confirm their flight plans. T he h isto ry o f early fly ing is filled w ith co lossal nav iga­tio n a l b o o -b o o s . W rong W ay C o rrig an com es to m ind. But the reasons fo r all this w ere to rad ica lly ch an g e w hen P hoebe O m lie observed that “ an a ir route w ithout m arking is like a h ighw ay w ithout signs.”The year w as 1933 w hen Phoebe, a 99 and a m em ber o f the N ational A dvisory C om ­m ittee for A eronautics, conceived a p lan to paint tow n nam es and d irectional ind icators on the roofs o f build ings th roughout the U nited States.

Then, at E leanor R o oseve lt’s suggestion , the B ureau o f A ir C om m erce hired five well know n w om en fliers— Louise Thaden, H elen R ichey, N ancy H arkness, H elen M cC loskey and B lanche N oyes— to scout sites and get perm ission fo r the m arkers from local o fficia ls and bu ild ing ow ners.

W orkm en then pain ted the signs in o range characters, seven to 12 feet high and legible from 3 ,000 feet. T he system soon becam e the answ er to a lost p ilo t’s prayer, w ith 16,000 m arkers , one fo r ev e ry 15 m iles, on every a ir rou te in the country.F rom 1935 th ro u g h 1955, the o n ly a ir m arkings done w ere large ch rom e yellow letters and the airport sym bol po in ting to the nearest good airport.

O ver the years since then, hundreds o f w ater tanks, w arehouse roofs, drag strips and a irport landing strips have felt the touch o f pain t b rushes w ie lded by the hands o f g roups o f ded ica ted 99s. B ut the A ir M arking P rogram began w ith the pushing o f a few w om en, m any o f them charter m em ­bers o f The N inety-N ines.

B lanche N oyes’ p lan w as to b lock o ff each state in sections o f 20 square m iles. W herever possib le , a m arker w ith the nam e o f the nearest tow n w ould be pain ted on the ro o f o f the m ost prom inent build ing at each 15 m ile interval. W here tow ns w ere too far apart, it w as suggested that g round m arkers o f rocks or bricks pain ted w hite be used.

A t that tim e, few private p ilo ts w ere fly ing over estab lished airw ays o r w ith radios but, w ith the a id o f the m arkers, even inexperienced pilots cou ld find the ir w ay should they becom e lost o r confused.

The program w as funded by a system o f state g ran ts from the W orks Progress A dm inistration. It w as set up to appropriate funds to aid private pilots and to p rov ide jo b s fo r the unem ployed as w ell as establish valuable perm anent airw ay aids.

By M id -1936, 20 states w ere actively involved in the pro­

gram w ith approvals g iven fo r 16,000 m arkers at a cost o f about $1 m illion . A t th is point, the program w as well underw ay.

B lanche N oyes, one o f the five p rom inent w om en pilo ts se­lected as field rep resen tatives in the a ir m arking project, played a p ivo tal role in its fu rther expansion . She had learned to fly in 1929, and becam e the first licensed w om an pilo t in the state o f O hio. L ike m any o f the w om en o f that era, B lanche becam e in­terested in av iation through her husband, D ew ey N oyes, an air­line p ilo t, w ho taught her to fly.

B lanche m ade a nam e fo r h e rse lf in av ia tion w ith her aerobatics and racing skills and as a dem onstration pilot for vari­ous av iation-related corporations.

A fte r h e r husband w as k illed in the c ra sh o f h is B e e c h c ra ft S ta g g e rw in g , B lanche devoted her energ ies to the A ir M arking Program as a w ay o f overcom ­

ing her grief. She becam e one o f its m ost arden t supporters, so m uch so that w hen the federal funds for the program ran out, she flew all over the country to gain financial support from local cham bers o f com m erce and civ ic groups.

B lanche continued in the A ir M arking Program throughout the rest o f the 30s and w as even tually nam ed ch ie f o f the A ir M arking Staff, a position she held fo r alm ost three decades.

In pre-W orld W ar II years, B lanche had no sooner set up a thorough coverage o f the country w ith m arkers than she had to go back and rem ove all those w ith in 150 m iles o f both coasts because they m ight have helped enem y planes. T heir loss was trag ic to A m erican fliers w ho had learned to depend on them . A fter the w ar w as over, she pu t them all back again.

B lanche retired in 1972 and died in 1981 after an illustrious career in service to aviation.

In 1985, Bev R om ero, Mt. Shasta C hapter, designed the nine- point rose that is used by a num ber o f chapters.

B esides a ir m arking tax iw ays, rooftops, aprons and runw ays, there is a lso w ire hazard m ark ing , road sign m ark ing and tax i­w ay reflector gluing. A lthough a ir m ark ing requ ires som e skill and a co n sid e rab le am o u n t o f hard w ork , it is p a rticu la rly appreciated by airport m anagers w ho oftentim es operate on a shoestring.

Arkansas ChapterD ue to m any O ctober rainy days, it took a group o f deter­

m ined A rkansas 99s tw o days, three w eeks apart, to com plete the com pass rose (cover pho to ) on the departure end o f runw ay 2 o f N orth L ittle R ock A irport (N LR). In form ation fo r painting o f the com pass rose cam e from L inda D rusk ins o f the M ichigan Chapter.

The painting group consisted o f C am elia and Bill Sm ith, Ruth and Tom W yatt, Shanelle and O ran H am , E m m y H all, D onna M aze, K ay N ew th, M arilyn and K en S tow e, M artha Jo and Ray Shilling, D ebi and D on B lakey and m e.

A local C hannel 4 T V crew cam e to v isit and took aerial foo t­age w hile w e painted . M em bers o f the A rkansas C hap te r have marked runw ays at m any A rkansas airports over the years through their safety program s. T his is the C h ap te r’s second com pass rose project; the first was painted at Springdale in northw est Arkansas.

N LR is located in the cen te r o f the state o f A rkansas, sur­rounded by Little R ock A ir Force B ase to the northeast, L ittle Rock A dam s Field due south and C am p R obinson A rm y Instal­lation to the northw est.

It is hom e to about 200 general aviation a irp lanes serviced by B arrett Aviation and M id South A viation doing business as North L ittle R ock R egional F light C enter. T he third m ain tenance fa­cility is L ittle W ing A viation w hich specializes in general and sport av iation services. A lso located on the a irport is an aircraft m aintenance school and the N ational W eather Service.

Northeast Kansas ChapterT he N ortheast K ansas C hap te r has pain ted three com pass

roses in the past three years. W ith the help o f S ondra R idgew ay and A ir M arking C hairm an V irginia C olbert, som e o f the m em ­bers have becom e very profic ient in laying ou t the letters, num ­bers and lines and a perfect com pass rose.

O n Saturday, O ctober 8, a no rthw est w ind chased aw ay the rain and low clouds and c leared the C offee C oun ty A irport in Burlington, K an., in tim e for C hapter m em bers to produce a brand new com pass rose fo r them .

W eather is alw ays the decid ing factor in any a ir m ark ing op ­eration . The surface m ust be dry; and being reasonably clean is

o f the N ortheast K ansas C hapters because w e live in different tow ns and cities and airports need ing m arking could be located anyw here w ith in the several hundred square m iles o f our te rri­tory. M any o f the m em bers fly in to help and som e drive. For pain ting runw ays, if cond itions are not V FR , they probably are not good fo r pain ting either.

O n this Saturday m orn ing , the north w ind still had a bite that num bed the noses and ch illed fingers and toes o f the eight 99s and five 49 l/2 s w ho cam e to w ork.

T he airport authority had already estab lished m agnetic north so, using that as reference, the concentric circles w ere draw n in w ith chalk and string. T hen the po in ts w ere carefully m easured. A fter the letters rep resen ting the cardinal points w ere traced and the b lue and w hite areas designated (w hich took about an hour), it w as tim e fo r the fun part: filling in the lines w ith paint.

C offee C ounty A irport is not a shoestring operation . The FBO is up to date and inviting; the hangar is p ristine and the runw ay/ tarm ac is an excellen t concrete surface.

T he pain t w as from a 55 gallon barrel o f the best w hite ce ­m en t pain t we ever had the p leasure o f using. By the tim e air­po rt m anager C huck L eM aster and his w ife called us to lunch, all o f the w hite parts had been pain ted tw ice and all but a little o f the b lue w as fin ished.

L unch is no t usually prov ided but this day, we w ere treated to ham burgers and w onderfu l hot dogs, grilled on the spot, and all the trim m ings o f baked beans, ch ips and soft drinks. We w ere hungry and the food w as delicious!

A fter lunch, g lass beads w ere added to the final coat o f blue pain t to com plete the spark ling rose.

T he w hole operation w as fin ished by 3:30, and then, to our surprise , w e w ere p resen ted w ith a check fo r $200 m ade out to our C hapter! T his had never happened before and w e w ere both flabbergasted and grateful.

San Fernando Valley ChapterW hitem an A irport now sports its nam e in 10-foot w hite let­

ters on its new ly asphalted taxiw ay. U nder Laura R ick s’ expert tu telage, 14 m em bers laid out the letters one day and on Nov. 12, 14 m em bers (not all from the first group o f 14) ro lled on the paint. E ach le tter required a gallon o f paint, w hich kept the a ir­port m anager busy running to the pain t store. A fter the w ork w as done, the w eary w orkers en joyed a barbecue.— Amy C onner

Four energetic 99s—Phyllis McCollom, Carol Lanning, Karen Tucker along with me and my daughter Kari appeared at the Hillsboro Airport around 8:15 on Saturday, Oct. 22, fo r a fu ll day o f runway painting. We painted runway 17-35 in 30 fo o t numbers and the name Hillsboro in 30 fo o t high letters. It took 37 gallons o f paint and nine hours to complete the job. We were six tired "puppy dogs" by the time it was finished, but the result is absolutely gorgeous! — Phyllis Blanton, Kansas Chapter

Some Air Marking Tips• REMEMBER PERSONAL COMFORT AND SAFETY. Asphalt and concrete surfaces can radiate a lot of heat and UV. Have plenty of fluids on hand as well as sunscreen. Wear a hat and reschedule if it will be too hot and/or too humid.

• IF POSSIBLE GET GOOD ROAD MARKING PAINT. It dries quickly and can be walked on relatively soon after being painted. Thin your paint if it is drying too fast.

• GOOD LIGHTWEIGHT TEMPLATES can be made from half-inch foam core board that is used for artwork or posters.

• DRY THE RUNWAY FIRST before trying to lay down the paint. Just sweeping water off w on’t do it when the runway is asphalt and has millions of tiny indentations. Use newspaper to absorb the excess water. Although it takes quite a bit of paper, it works great.

• IF A COMPASS ROSE WON’T FIT, with equal length N- E-S-W points in the space available, adjust the points. Make the N-S points the longest if at all possible.

• WHEN AIR MARKING A TIN ROOF, walk only where the nails are so as not to warp the metal.

• REFLECTIVE CRYSTALS can be added for easy nighttime viewing.

O ften tim es, there is little glory fo r lots o f hard w ork and sa tisfac tion com es from w ithin rather than w ithout. T here are a l­w ays new skills to be learned if one w ishes to be the best board m em ber you can be.

A t a recent afternoon session , the 9 9 s’B oard m et w ith D on F inch, execu tive d i­rec to r o f the O k lahom a A ir Space M u­seum , w ho shared his m any years o f ex ­perience w ith nonprofit organizations and 1 quote:

“L e t’s realize w hat a nonprofit really is,” he said. “ It is a business. To stay alive, it has to take in m ore m oney than it d is­perses. To do so, it has to create a product that the public not only needs, but w ants. T hat p roduct,” he con­tinued, “has to be m arketed , sold and evolved . It has to fill a real need for the people w ho are pay ing the b ills , (i.e ., taxpayers, donors, m em bers, e tc .)”

So how shou ld w e, a s a hoard, fu n c tio n ? D on po in ted out that there should be a sta tem ent o f purpose o r m ission state­m ent, w hich is the m andate from w hich the organization is d e ­veloped and operated.

We know that w e have a purpose as stated in ou r A rticles o f Incorporation and that, in o rder to survive, m em bers are neces­sary. T his is w hat should guide the board and keep the focus consisten t, no m atte r how m any tim es board m em bers change.

N ew board m em bers m ay w ant to leave their m ark by m ak­ing drastic changes in the d irection o f the organization , but that

can becom e a d is trac tion from the real focus on the purpose.

W hat sho u ld the responsib ilities o f the B oard he? T he fo llow ing have been set out in a B oard M em ber's M anual received by all board m em bers.

“ 1. Support your administrator (executive director). Without your administrator’s day- to-day management skills, the policies and plans adopted by the board would be of little impact.

2. Setting policy. The primary board func­tion is to fashion policies that ensure your orga­nization is run effectively, legally, and ethically.

3. Guide long-range planning and devel­opment. The board gives direction to your or­ganization through long-range goals ranging at least three to five years into the future.

4. Raising funds and monitoring finances. As a trustee for your organization’s money, you’re responsible for see­ing that it is spent effectively in delivering programs and services. You’re also responsible for looking into the financial future. That means fundraising when appropriate!

5. Working cooperatively with other board members. If you can’t work with your peers, then your board will accomplish nothing.”

T he m anual p rov ides 56 pages o f tools (includ ing form s and check lists), expertise and insights contribu ted by board veterans o f o ther nonpro fit organizations. We can learn a great deal from it and perhaps contribu te to the nex t edition.

W hen I w as asked at the end o f our session on boards w hat m y goal is as p residen t, m y answ er was: to have the board w ork as a team fo r the best in terests o f the w hole organization , and to see that the 21 st C entury Fund is on its w ay to success so that we d o n ’t have to rely to tally on dues to support us. It can be done!

I’ve never heard a hangar fly­ing story that 1 didn't learn from and remember long after the dry academic material in the books was filed aw ay to perta in to “somebody else” and I join the majority o f other members who particularly enjoy the flying sto­ries of other women pilots.

Thank you again for your in­terest and effort on our behalf to make our publication more attrac­tive to advertisers (and therefore to reduce our cost of production). By showcasing our multitude of talents and accomplishments, our publication informs both members and non-members o f what and who we are, and what we do as members of this organization.

I AM NOT HAPPY with some of the changes to The 99 NEWS. I don’t have a problem with the cos­metic changes to make the maga­zine easier to read. However, I feel that The 99 NEWS is being taken away from the members and into the hands of advertisers. I read The 99 NEWS for NEWS.

I want to know what is happen­ing with this organization. What are the issues facing us that need to be addressed by the members? Where are we to get such infor­mation if not from the “Official Publication of the Ninety-Nines”?

The recent issue disturbed me for several reasons. The "survey card” was not to find out what I wanted to see in my magazine. It screamed “market research” for advertisers. My household income is no one's business but my own!

By this tim e, all the m en w ho run the program in E urope w ere getting the idea that the 99s w ere go ing to do th is all by them selves. But this w as go ing to be a b ig undertak ing and it occurred to us that m aybe w e better get som e help.

A U SPFT C ouncil w as fo rm ed to help p rom ote fly ing in the U nited States, and o f course, it w as m ade up o f 99s. In addition to those already nam ed, D oris A bbate w as head o f national events prom otion and L ouise W hite and V irginia Show ers w ere on staff.

Since then, the U.S. team has com peted in D enm ark , A rgen­tina, Poland, F inland, U .S .A . and C zech R epublic . E ach tim e they w ere led by 99s. F or the first tim e, w om en w ere appointed as International Judges. T he first fou r w ere all 99s: H azel Jones, Pat R oberts, C arole Sue W heeler and m e. N ow, several coun­tries have w om en In ternational Judges and Team M anagers, as well as w orkers— and we take pride in hav ing led the way. O ther In ternational Judges, in addition to the orig inal four, are Jerry A nne Jurenka and Jan M axw ell.

D elegates asked if 1996 w as go ing to be as good as F lorida had been and I said: “L ike everyone w ho w ould like to be 20 again , this is our chance to do ju s t that. I f they thought they had fun last tim e, ju s t wait ‘til the second go-round .”

Funding the Ft. Worth W PFC '96A t the Portland C onvention in 1993, m em bers w ere asked to

ratify hosting the w orld event. T he m otion w as presen ted to add $1 to m em ber dues in 1994 and 1995 to help fund the event. T hen each m em ber cou ld say: “ I helped put on the W orld P reci­sion F ly ing C ham pionsh ip .” T he m otion carried.

A ircraft m ust be ferried to and from Ft. W orth by the ow ners, w ith a ircraft logs availab le fo r inspection .

O w ners w ill be requ ired to carry both hull and liability insur­ance and m ust add the co m p e titio n p ilo t to th e ir in su rance certificates.

U.S. aircraft ow ners can expect flight team m em bers to fly the aircraft approxim ately 50 hours during the tw o-w eek period. Rental rates w ill be at the discretion o f the ow ner at the “d ry” rate.

E ligible aircraft m ust have a fuel capacity o f three hours sus­tained flight. M odified airfram es, p roduction , hom e or k it-built and experim ental a ircraft are accep tab le , a lthough m ost pilots will p refer C essna 150s, 152s and 172s o r sim ilar aircraft.

O nly basic, m inim um nav igation equipm ent is used during the com petition . “P recision” fligh t does not include fu ll-pow er operation such as that involved in a ir racing. T he use and care o f the aircraft are c losely m onito red and regulated by com petition staff w ith safe a ircraft operation and handling required at all tim es.

IN TE R V IEW IN G PR O B A BLY R A N K S high on the list o f m ost d readed even ts fo r the average pilot. L ike you r flying, it is a learned skill and deserves you r a ttention and practice prior to use. T hink about the tim e and

effort you devote to preparing fo r check rides and plan to devote the sam e thorough consideration and preparation to an upcom ing interview.

There are fo u r basic areas that deserve you r a t­tention: know ledge, appearance, ac tions and w ords.All o f them are im portant in your quest for a success­ful interview. L et’s exam ine each area m ore closely.

1. K nowledge is probably covered by yo u r resume.Your resum e lists you r c re d e n tia ls fo r y o u r p ro ­sp ec tiv e e m p lo y e r to rev iew . N ow , d u rin g y o u r in terv iew , y o u ’ll n eed to co n firm y o u r k n o w led g e by an sw erin g q u e s tio n s ab o u t w hat you lis ted on y o u r re su m e , as w ell as h an d le g en e ra l av ia tio n k n o w led g e q u es tio n s .

Be prepared to answ er questions about the equ ip ­m ent y o u ’ve flow n, including system s questions on --------------the h igher perform ance aircraft. F or exam ple, your resum e show s 35 hours o f a C essna 310 tim e. Be p repared to d iscuss the operation o f the landing gear. Is it elec tric o r hydrau­lic? W h a t’s the em ergency ex tension procedure? H ow about that turboprop tim e you acquired last w inter? D id that B eech 99 have G arrett o r Pratt & W hitney engines? C an you rem em ber the hot start procedure? T his line o f question ing is designed to ensure yo u ’ve actually flow n the a ircraft in question . So do som e d ig­ging into your files and review som e general inform ation about each type you list on your resum e and be prepared to find it in your logbook for c loser inspection.

G eneral know ledge questions can range from instrum ent p ro­cedures to the A IM to FARs to your know ledge o f how things work. E xplain the d ifference betw een am ps and volts. W h a t’s an arm , o r virga? If you d o n ’t know , do not try to fake it. Just be honest. As you can w ell im agine, som e p reparation fo r this kind o f question ing can be very beneficial.

2. A ppearance is very im portant. You know the old saying about first im pressions. I t’s even m ore true in an industry w here

N ote w hat co lor uniform s the a ir lin e ’s pilots w ear and consider a pants or sk irt o r sh irt o f the sam e color. You w ant your appearance to im press them w ith your com petence and professionalism . You w ould like the in terv iew ers to easily envision you as one o f their pilots. 3. A ctions an d w ords g o hand in hand. Y ou’ll need to act and talk like the professional that you are. You w ill have a re la tively short tim e to convince them o f you r h ireability , so m ake sure you d o n ’t have any annoying m annerism s that could detract from your perform ance. “ P erform ance,” you say. “ Is this a per­fo rm ance?” Very definitely . T h is m ust be a w ell-re­hearsed rend ition o f you r best qualities, com pressed into a short tim e fram e that de livers you r best at­tribu tes clearly and concisely.

4. P ra c tice an sw erin g the q u estio n s you know y o u ’ll be asked. T hey range from seem ingly sim ple ones like “Tell us abouty o u r s e l f ,” to t r ic k ie r ones w orded to d e te r­m ine w hat you w ould do if you found yourself

your best attribute ...y o u r w orst?” You need to give these questions a lot o f thought and fram e your an ­sw ers to represent the real you.

S ince in terview ing is som ething y o u ’d like to do once w ith positive resu lts , ra th er than severa l tim es w ith negative ones, plan to get som e in terview counseling p rio r to your f i r s t a t te m p t. Y o u ’ll fe e l m o re confident and your interview results w il l l ik e ly r e f le c t y o u r w ise investm ent. ❖

w as adopted as an honorary m em ber by the local chapter, the C rater L ake Flyers. She spoke to the group at a June m eeting, a long w ith her husband , M ike , w ho flew Ja g u a r fig h te rs in B rita in ’s R oyal A ir Force.

Follow ing graduation, K athy returned to her a ir defense unit at E lling ton F ield ,H ouston, Texas. O ther w om en are fly ­ing d ifferent m issions in the F-16 (air- to-ground roles, for exam ple) but K athy is the first in the a ir-to -a ir figh ter/in ter­cep to r specialty.

K a th y ’s s ix -m o n th tra in in g co u rse w ith the O regon A ir N ational G u a rd ’s 1 14 th F ig h te r S q u a d ro n w a s no cakew alk . She and her fou r c lassm ates endured a grueling schedule and rigo r­ous train ing sessions in the F -16 F igh t­ing Falcon and its earthbound coun ter­part, the testing g round o f em ergency procedure know ledge, the sim ulator.

T he academ ics alone requ ired w eeks o f fu ll-tim e study, supp lem en ted by ad ­d itional hours on her ow n tim e. K a th y ’s efforts paid o ff handsom ely. She tied the schoo l’s all-tim e best academ ic score o f 99.63 percent!

K athy started her flying career by be­com ing a p rivate p ilo t at age 19. She m ajored in com puter science at the U ni­v e rs ity o f O k la h o m a a n d e a rn e d an R O TC flight training slot. A fter g radua­tion, she entered the A ir F orce and in ­structed in the high-perform ance T-38 for

K athy m oved on to AW ACS and served in the Persian G u lf conflic t flying D esert Shield/S torm m issions out o f Saudi Arabia. T he fo llow ing year, she flew K urdish refugee support m issions ou t o f T urkey w here she m et her husband. In an odd tw ist o f fate, M ike had p rev iously done som e fly ing w ith the U .S. A ir Force, and had, in fact, flow n an F-16 that K athy w ould later fly

at K ingsley Field.In late 1992, K athy left active duty

and jo in ed the Texas a ir defense unit fly­ing support aircraft. W hen the m ilitary finally opened the w ay for w om en to fly fighters, K a th y ’s years o f hopeful p repa­ration paid off. She w as poised to p io ­neer a new w o m an ’s career field.

K athy proved to be an engaging guest speaker fo r the C rater L ake F lyers. H er sense o f hum or set the tone for a w arm and personal look at her background, her experiences and her thoughts and feel­ings. She related m any fun and fascinat­ing stories, including one about being so “psyched up” in a sim ulated dogfight that she pulled 9.2 g ’s, despite a built-in com ­pu ter that is supposed to lim it turns to9 .0 g ’s

I have been a ttend ing it re lig iously since 1991. T h is year I w as fortunate to fly to O shkosh w ith R oyce C liffo rd (an ­o ther 99) in her 1941 S tearm an biplane. T he trip took four days.

T he first leg on Saturday w as to Yuma, A riz. Soaring tem ­peratures o f 110 F. caused our 1939 D odge brakes to lock after landing w hile we w ere tax iing to a turnoff. T here w e w ere, stuck on the runw ay. Luckily, there is m ore than one runw ay at Yuma so we d id n ’t tie up any a ir traffic.

Royce acted quickly. She ju m p ed out and m ade an ad just­m ent w ith a screw driver she kep t on board and unlocked the brakes. We refueled , flew one m ore leg to T ucson and ca lled it a day because o f w idespread thundersto rm s and tu rbu lence along our proposed route.

At the crack o f daw n on Sunday, w e w ere in the air. W e landed at D em ing and Las C ruces, N .M . fo r fuel. W e p lo tted our next leg around and betw een tw o restric ted areas that lay above the W hite Sands N ational M onum ent, and decided to cross the South­ern R ocky M ountains at A lam ogordo (8 ,500 ft. M SL).

A fter ou r takeoff from Las C ruces, R oyce left the navigation to m e. A s w e w ere scooting north up a co rrido r betw een the tw o restricted areas, I no ticed on the chart that w e had to descend to 500 feet A G L to go under a sec to r o f the restric ted area. We w ere at 4 ,000 feet AGL.

W e landed at R osw ell, N .M . for fuel and lunch, then flew the last leg o f the day to A m arillo , Texas. R oyce arranged to hangar the S tearm an because severe thunderstorm s w ith hail w ere ex ­pected that night.

We left A m arillo on M onday at 7:15 a.m ., and clim bed to 5 ,500 feet M SL. It w as fa ir w eather all the w ay to W ichita, K an­sas, bu t w e d id encoun ter a couple o f areas w ith a broken puffy layer at 4 ,500 feet M SL.

A s we flew V FR over the top, it w as realized that w e w ould no t have enough fuel to last us to W ichita. R oyce saw a large break in the clouds and slow ly w e circled dow n. U nder the over­cast at 1,500 feet A G L , w e had to d ivert to ano ther a irport, but w hich one and w here w as it? A t that altitude it w ould be hard to v isually spot it. T hank G od fo r o u r G PS.

R oyce tuned in the nearest airport. W est W oodw ard,y j O kla., replied w ith d irections to m steer 220 degrees for 33 m inutes.

port. land ing w ith 45 m inu tes o f fuel on r. board.

We decided to have lunch there and drove the F B O ’s courtesy car to a cafe called Sourdoughs.

M ost o f the sandw iches w ere served on sourdough bread that had been baked that m orn ing by the ow ner nam ed Frank. A lo­cal reporter w ho w as also hav ing lunch there overheard us ta lk ­ing to the o w n e r’s w ife, Irene, about ou r trip in the S tearm an. She in troduced h erse lf as H elen, and asked us if she m ight do an article on us fo r the local paper, so w e invited her back to the airport.

A fter the interview and som e photos, w e fueled up, took o ff and headed fo r A tchison, K ans. T he nex t day, w e m ade the front page o f The W oodw ard N ew s.

A fter landing at A m elia E arhart M em orial A irport and se t­tling in at our m otel, R oyce and I took a n igh t w alking tou r o f dow ntow n A tchison. W ith a tou r brochure in hand, w e strolled by m any historical landm arks, each w ith a to tally d ifferen t ar­chitectural style.

O n the last leg o f ou r trip from C edar R apids, w e started hav ­ing w hat w e thought at first w ere rad io p roblem s. I filed our flight plan to O shkosh. W hittm an F ield (at O SH ) closed at 8:30 p.m . Sunset w as 8:45 p.m . We w ere due to take o ff at 6 :00 p.m.

A fter engine start, R oyce turned on the radios. I c o u ld n ’t hear her but she could hear m e and she w asn ’t ab le to transm it to anyone.

If w e d id n ’t take o ff by 6 :00 p.m ., the chances w ere slim that w e ’d m ake it to O shkosh before the fie ld closed .

R oyce shut dow n the eng ine and said angrily , “W ell, it looks like w e ’re not go ing ,” to w hich I replied , “ M aybe i t ’s the h ead ­sets. L e t’s sw itch!” Sure enough , it w as her headset.

A t 6:25 we w ere in the a ir and R oyce opened our fligh t plan. A ll the w ay to O shkosh w e sk irted rain show ers, bu t w ere able to fly a pretty straight course. 1 com m unicated back to Royce w ith w ritten notes and w as able to hear her transm issions.

The sun w as getting c lo ser to the horizon, and as it passed behind the rain clouds, it projected golden sunbeam s that w ashed over the countryside o f p redom inan tly farm land.

A ccording to the O shkosh V FR procedures, w e w ere to re ­port over the tow n o f R ippon , 10 m iles sou thw est o f O shkosh. We arrived at R ippon at 8:22 p.m . and m ade our report. T he A ir T raffic C ontro llers sitting on the field below w ith b inoculars in­structed us to continue to O shkosh. T hey a lso inform ed us tha t if we could not m ake it in e igh t m inutes, w e w ould have to go land som ew here else.

E ight m inutes later, we w ere g iven instructions to con tac t the tower. It w as 8:30. Luckily , they accep ted us and w e landed at 8:35. W ing w alkers gu ided us to the antique classic park ing and an EA A volun teer in a g o lf cart greeted us and gave us a ride to ou r cam psite.

W hile R oyce and I w ere clean ing the p lane the nex t day, a m an w alked by and said to us, “Boy, som e guy m ust have prom ised you g irls the m oon to polish that p lane .” In d isbelief, I said, “W hat?”

A fter the m an repeated w hat he had said, R oyce responded, “T here are other possib ilities .” N eedless to say, he felt a little foolish w hen we politely in form ed him further.

O ur arrival there w as fo llow ed by a w eek o f fly ing, fun and education. ■&

woman, feminist and pilot will hold a panel discussion moder­ated by Dr. Deborah Douglas at the National Air and Space Mu­seum (NASM) in Washington,D.C. on March 30. Dr. Douglas is a research collaborator with NASM’s Department of Aero­nau tics and au thor o f U.S.Women In Aviation. 1940-1985 in the Smithsonian Studies in Air and Space Series.

Panelists Doris Rich, Susan Ware and Amy L. Fraher, along with Dr. Douglas, will present an insightful and comprehen­sive look at the woman who captured and held the hearts of contemporaries who knew her or have read of her exploits. A new g en era tio n o f young people has only recently dis­covered Amelia through cable television presentations.

Doris Rich is the author of Amelia Earhart: A Biography (which was selected by the New York Times as a “notable book o f the y e a r”) and B essie Coleman: Daredevil Aviator (both pub lished by SI Press).She was a speaker at The Ninety-Nines 1994 Convention in Norfolk, Va.

Dr. Susan Ware, is an asso­ciate professor, Department of History, New York University and author o f S till Missing:Amelia Earhart and the Search fo r M odern Feminism. Both Doris and Susan have brought the accomplishments of Amelia to a wide audience through their publications and teachings.

U.S. Navy aviator, Amy L.Fraher, is a m em ber o f The Ninety-Nines and president of Wings Around the World Foun­dation. In 1997, Amy seeks to acquaint more of today’s young people with Amelia’s accom­plishments through a re-cre­ation of Amelia’s flight around- the-world at the Equator.

from a local com pany need ing pilo ts fo r a L earjet trip. The com pany had ju s t bought a L earjet 24 and their pilot w as unavailab le fo r the trip.

M y husband and I are both p ilo ts so he suggested providing his ow n copilot. T hey agreed and I w as elated! B etter yet, the tr ip co n sis ted o f severa l d e s tin a tio n s in M ex ico , in c lud ing Torreon, Q ueretaro , O axaca and G uadalajara . T his trip turned ou t to be a great adventure fo r m y husband and m e, as w ell as a valuable learning experience.

T he first thing that really caught m y atten tion w as the fact that once south o f the border, all the rad io com m unications w ere in Spanish. Even though E nglish is the officia l IC A O language, o ther countries use their ow n language w hen talk ing w ith local p ilots. I had know n th is fo r quite som e tim e, bu t experienced a feeling o f uneasiness w hen I realized I did not know the in ten­tions or positions o f the o ther aircraft. T his m akes situational aw areness a bit m ore o f a challenge and fly ing 1FR at F light Level 410 is no exception .

Several people at the in ternational airports in M exico speak English and are eager to bridge the gap. T his w as especially help­ful w hile c learing custom s and filing fligh t plans.

T he next challenge w as getting fuel, the righ t am ount, in the right place, at the right tim e! If you fly into M exico , be p repared to convert pounds to k ilogram s, gallons to liters and dollars to pesos.

M any people around the airports in M exico seem ed surprised to see a fem ale Learjet pilot. W hile on the ground in G uadalajara, a few local m ilitary p ilo ts approached m e on the ram p w anting to see the Learjet.

A few tips when flying into Mexico:• Purchase insurance fo r fligh t and carry it aboard the a ir­craft. B ring your passport, b irth certificate o r p ro o f o f c iti­zenship. Bring p lenty o f cash in sm all b ills fo r tips, flight plans, landing and airw ay fees.

• Be sure to put A D C U S (advise custom s) in the rem arks sec­tion o f your flight p lan and provide at least one h o u r’s notice fo r custom s that you are com ing.

• W hen filing IFR flight plans, be prepared to file again once airborne; oftentim es, we found that they w ere not passed along to ATC.

• Be aw are that Jepp charts com bine the V ictor A irw ays and Je t R outes on a sing le chart fo r M exico. Som etim es there is a V ictor A irw ay and a Je t R oute w ith the sam e num ber that dep ict courses about 15 degrees apart. I t’s im portan t to verify w hether ATC has assigned the V ictor R oute o r the Jet Route.

• H igh altitude a irspace in M exico begins at 20 ,000 feet and below this altitude you w ill m ost likely not be in radar con ­tact. Be prepared to g ive a ltitude and position reports accord­ingly.

• B e sure to close IFR flight p lans as they are not au tom ati­cally c losed in M exico on arrival.

upper m iddle? M iddle class tax cuts are going to be on the m inds o f the m em bers o f the 104th C ongress that convenes Jan. 4. N o­body seem s to agree on w hat is “m iddle c lass.” P ilo ts w ill d is­cover that they are still perce ived as “ fat ca ts” by the general public. M ost o f us perceive ourselves as “m idd le c lass” w ith som e d iscretionary m oney. W ell, w e had d iscre tionary funds before w e started flying!

W hatever legislative changes occu r in the R epublican d o m i­nated C ongress, it w ill cost general av iation p ilo ts m ore m oney. U ser fees fo r pilots w ill increase. T here is a slight possib ility that som e form o f investm ent tax cred it could return w hich could help the sale o f new airplanes.

More responsive FAAThe 103rd C ongress passed a new procurem ent law. The FAA,

in com ply ing , has a new organ ization p lan tigh ten ing its struc­ture w hich creates a po tentially m ore responsive FAA w ith few er m anagem ent layers and few er organ izational bottlenecks. FA A’s new R esearch and A cquisitions area cou ld now be organized around in tegrated p roduct team s rather than old functional lines separating research, con tracting , p rocurem en t and adm in istra­tive activities involved in developing and buying new technology.

Personnel policy reformsSeparately , new ly announced governm en t-w ide personnel

policy reform s, being considered under the ad m in is tra tion ’s “ re­inventing governm en t” in itiatives, hold the prom ise o f a m ore flexible and perform ance-based governm en t personnel system . T he new 104th C ongress is ex p ec ted to pass these refo rm s quickly, allow ing FAA an early opportun ity to im prove its per­sonnel m anagem ent.

T here are m ajor d iscussions involving dow nsizing or e lim i­nation o f cab inet level departm ents, such as the D epartm ent o f T ransportation. Som e aviation groups are p rom oting an inde­pendent FAA. The U nited S tates P ilots A ssociation believes in the concept o f an independent FAA on ly as a new departm ent, such as the D epartm ent o f A ir and Space. A gencies represented at cabinet level have m ore clout. “C orporations,” such as A m trak, TVA and the U.S. Post O ffice, have enorm ous problem s, so p i­lots are generally opposed to “ATC, In c .”

Finnish SectionOur 25th Anniversary celebra­

tion was held at the Finnish Avia­tion Museum in Helsinki on Sept. 9. We had a wonderful time there with our guests. We had a small exhibition at the museum for a few weeks showing our 25 years in aviation. We now have 30 mem­

bers in our section. Last year, we attended many and various avia­tion happenings in our country. Beginning in 1995, we will be tak­ing part in a couple of ski flying cam ps. Then, after the winter, there will again be lots of summer flying activities waiting for us.

SE/SC Section MeetingOn Halloween weekend, New

Orleans Chapter was host to the Southeast and South Central Sec­tions for concurrent Section meet­ings. Attendees participated in seminars covering new member orientation, hot air ballooning, Young A stronauts, career net­working, and a very impressive roundtable discussion with the m em bers o f the In ternational Board o f D irectors who were available at the time.

For those who could not find anything to do in New Orleans, there was a Thursday night private party at the world fam ous Pat O ’Briens that ended at the piano bar in the wee hours of the morn­ing. And if that were not enough, Friday night there was a costume party, complete with a DJ. Party goers competed in costume, hula hoop and lim bo con tes ts and joined in a traditional Mardi-Gras style “second— line” around the ballroom. There were a few mum­mies, some Indians, Draculas and cat-wom en, Flying Kisses and Adam and Eve. There was even a wolf in sheep’s clothing, a clever disguise for a local FAA Inspector who was a guest of the Chapter.

The Saturday luncheon fea­tured guest speaker St. Elm o “Buz” Massengale, FAA Accident Prevention Program Manager for the Jackson, Miss., FSDO who reminded us of our opportunity to provide that first flight experience to many future pilots in an effort to reduce the downward trend in

In” to the New River Valley Air­port was held over the weekend of October 29-30. R.J. McGlasson and her 49 1/2 Dan were hosts at their Bland County (V irginia) cabin for a feast of gumbo, dove stew, roast pig and many other delights.

As usual, a highlight of this gathering was the costume party. We had visits from “Tammy Faye Bakker,” E lvira, Queen of the Dark, Fred and Wilma Flintstone, the Pillsbury Doughboy, and as­sorted animals, among others.

Flying weather was great with crisp fall weather both days, blue skies and great performance from our aircraft. All in all, the event was a great success and met our goals of providing fun, fellowship, food, flying and “just plane fun.”

New 99 friends in GermanyI recently traveled to Ger­

many with my husband, Paul. Before we left, I wrote three Ninety-Nines to let them know we would be visiting their city and would love to meet them.

Immediately, we received invitations to stay with them in their home for as long as we wanted. We were overwhelmed with their hospitality.

Marion Hof, a 99 in Frank­furt, met us at the airport and took us to her home. If she hadn’t met us, we would still be try ing to find our way to our luggage and rental car. Marion has written a book in German on Amelia Earhart. My hus­band has been reading it to me as he understands German. It is by far the most comprehen­sive book I know of on Amelia Earhart.

On the second day, Marion drove us (at 100 mph) on the A utobahn to W iesbaden to have lunch with 99 Sivika Bitterman and her husband,

Heinz. These 99s had not met before so it was exciting we could all be together. Interest­ingly, I had m et S iv ika at Oshkosh this summer so it was an exciting reunion. It made our world seem very small.

The third 99 was Ute Toelke from Bremen. Unfortunately, we didn’t have enough time to visit Ute, but hope we will go to her home some time in the future. She was planning a trip to India to visit 99s there so she will have wonderful adventures to share.

Paul and I are looking for­ward to having these people visit us in the U.S.A. We learned so much from them about be­ing a friend, and although we didn’t have an opportunity to fly in Germany, we learned how lucky we are to have relatively inexpensive aviation fuel and safe, wide-open skies for flying in the U.S.A.—Gloria Sands

Center was the scene of an Open Hangar Party for the legendary 99s wing walker, Jessie Woods.

Jessie is a native Kansan and was in Wichita for two weeks vis­iting with her long-time friend M arguerite Lawrence. Je ssie ’s barnstorming days are chronicled in the book On The Wing by the former 99 NEWS editor, Ann Coo­

per. Jessie enjoyed a ride in a C urtiss Robin flown by Dave Blanton and she really seemed to enjoy signing numerous copies of her book. She loved talking to the many youngsters who were in awe of her tales o f what she had done when she was young.

Approximately 70 people had an opportunity to meet and talk with this charming “tell-it-like-it- is” lady during the evening.

1994 Air Race ClassicBonnie Johnson and Janet

Yoder of the Kansas Chapter cap­tured some attention when they flew in the 2,500 mile Air Race Classic last June in their Cessna Cutlas RG. On the last leg of the race, a retractable gear switch malfunctioned. The plane was at full throttle when the warning hom went off and kept blaring. Getting the plane on the ground took precedent over finishing the race.

They took a pass over the tower before attempting to land. “Tower,” they asked, “is our gear down?” The reply came: “Clas­sic 12, your gear is down.”

As a precaution, in case the

landing gear had not locked, they came in with full flaps and nose high, like landing in a muddy field. “T hat was a litt le e x c it in g ,” Bonnie said. “But at least every­body knew about us.”

Pines Air Race for women last August saw 105 women in 49 fam­ily a irp lanes race from Santa Monica Airport, Calif., to Bend, Ore. The 1995 race will be held August 4-6.

The race is open to all women with current private or commercial certificates. Copilots and passen­gers must also be female and at least 16 years old. Each pilot com­petes against her aircraft model’s par speed. What really counts is how skillfully she implements her flight knowledge of weather, navi­gation, radio work and character­istics of her aircraft. Flight is day­time VFR only. There is an over­night stop at Redding with a din­ner get-together.

F R A N C K S B R O W N . Idaho Chapter, passed away on Oct. 28, within days of the 40th anniver­sary of the birth of her dear Chap­ter which she joined as a charter member in 1954. Fran Brown and her Ercoupe were the center of the airport camaraderie as she reveled in the exhilaration of flight. Al­ways a strong participant, Fran not only supported the “airport gang,” she and her husband Fay took troubled young people into their home to help kids through their own turbulence. L ife’s lemons were turned into lemonade as Fran nursed Fay during the years of a debilitating illness.— Gene Nora Jessen

K A T H R Y N C A M P B E L L ,(K ay) G avilan C hapter, the C hapter’s most recent member, joined the 99s in March 1993. She received confirmation of her pri­vate certificate on her 80th birth­day. She had earned her ticket on July 17, 1947.

Kay, an adventurous young woman, took flying lessons at her home town dirt strip: Gilroy Air­port. Dr. Roger Campbell, Kay’s late husband , pu rchased a Taylorcraft for his ch ief pilot. Their daughter, Gayle, joined the fam ily at six-w eeks o f age, a month before her mother received her private license. Kay was Gilroy’s first woman pilot.—Jean Blake, Gavilan Chapter

A N N A M A R IE E N G L E RDIETRICH, charter member of the Long Island Chapter, was bom in 1909 in Germany. She passed away Nov. 27 in West Hills, Calif. She learned to fly and did three parachute jumps at the age of 54. She owned an Ercoupe which she later replaced in 1967 w ith a Cherokee 140. She loved to fly and permitted the Chapter to use her plane in Penny-A Pound airlifts and other Chapter events. When she retired, she sold the plane to Ellie McCullough-Odorico and it is now known as “Schatzy.” Ev­eryone who knew Anna loved her and we know she is now flying h igh. — E llie O dorico and Marilyn Smith.

B A R B A R A G R E E N , form er Greater Seattle Chapter Chairman, passed away just before Christ­mas, after fighting various forms

o f cancer for many years. She earned her pilot’s license in 1981 and was active in both the 99s and the Fear of Flying Clinic.

Always supported by her 49 1/ 2, Raymond, Barbara’s heart was in her home and the raising of her daughter, Amber. Her good sense of humor, her taking on a variety of jobs related to flying and her teaching at Bellevue Community College were all ways she chal­lenged her disease. She was a friend to everyone she met and an example of courage to us all.

H ELEN KELTON, a member of Bay Cities Chapter for over 50 years, died of a massive stroke on Sunday, Oct. 9. She has gone to a happier life than she had experi­enced since 1987 when she was brutally attacked by a prowler at her home. Her beating was so se­vere, it was months before it was known whether she would live.

Helen was a native o f San Francisco; attended UC-Berkeley, and in the summer of 1940, was one of 10 females awarded the Civilian Pilot Training Program at Oakland Air Service, Oakland Air­port. She was licensed in 1940. This was an interesting time since there were 80 male students, too. Among the 10 ladies were future 99s Adele Chase Hollander, Lewis Coleman Adie and I.

Helen served in all Chapter of­fices and was governor o f the Southwest Section. She received an AE Scholarship in 1968 for $700 which allowed her to obtain her Aeronautical Engineer’s de­gree. She subsequently was em­ployed by NASA-Moffet Field.

Helen and I took our first long trip in a Taylorcraft (65 HP) from Livermore, Calif., to Albuquerque, N.M. to our first International 99s Convention. We both continued to attend as much as possible while raising our families.

Many Southwest Section 99s will remember Helen for her help w ith air m arking. She will be missed by many.—Fran Grant, Santa Clara Chapter

JULIE PALM ER. Tulsa Chapter, passed away Sept. 14 after a long and v a lian t ba ttle w ith Alzheimer’s disease. Julie joined the 99s in 1966 as a member of the Long Beach Chapter. She and her husband, Lt. Col. Walter G. “Pete” Palmer, flew their Cessna 172 over most of the U.S.A., in­cluding the Alaskan Highway sev­eral times. They were active in aero clubs in California, South Carolina and points in between, since they m oved around frequently.

C aptain Ju lian P ooley, son ofYvonne Trueman of Bahrain, was killed in a motorcycle accident w hile posted w ith the B ritish Army in Belize, Central America. C ap ta in Pooley shared his

m o th e r’s love o f fly ing . A Sandhurst graduate, he had served for eight years as a Gazelle heli­copter pilot with the Army Air Corps. He was also a licensed fixed wing and balloon pilot.

In his spare time in Belize, Captain Pooley was supporting the Sarteneja O rphanage. Yvonne would like to carry on his work. She plans to visit the orphanage and is appealing for donations. Those wishing to help in this ef­fort can contact Yvonne at her ad­dress in the 99s Directory.

Russ Gardner, 49 1/2 of Willy, died suddenly in July 1994. He was an avid pilot who supported the 99s. He and Willy, along with their sons, Scott and Bruce, flew to Alaska shortly after three of them had earned private licenses with instrum ent ratings. Other flights took them to South Ameri­can islands. 1994: A dramatic, dynamic year in aviation industryGeneral aviation won a big

battle with the passage in August of the General Aviation Revitaliza­tion Act of 1994. Also known as the statute of repose law, the act pre-empts state liability laws with an across-the-board 18-year limit on lawsuits claiming product de­fects in private planes.

One of the most immediate ef­fects of the signing of this law is the fact that Cessna Aircraft Co. will start making three o f the single engine piston airplanes that had not been produced since 1986.

Cessna announced in December that Independence, Kans., will be the site of the new production fac­tory for the 172, the 182 and the 206.

The number of piston planes produced annually in the U.S. has been at a very low level of near 500 for more than two years, a far cry from the 17,800 glory days of peak production in 1978.

It is expected that prices will fall on engines and avionics when Cessna’s return to piston produc­tion helps boost output of these

First prize in AOPA’s 1995 Membership Sweepstakes will be the first Cessna 172 to come off the line in 1996.
