In 2019 we ask that all residents across New Jersey to renew their commitment to recycling as a way to protect the environment and conserve natural resources throughout the year. Lacey Township remains a leader in recycling in Ocean County but we need to improve. Residents can do their part by keeping nonrecyclable items such as plastic bags, shredded paper, Styrofoam, chip board, paper towels or toilet paper tubes, propane tanks and used syringes out of curbside and workplace recycling bins. Recyclable items are valuable raw materials used to make new products and should not be mixed with other materials. This year we ask that we re-visit the basics when it comes to recycling and re-educate our households on the proper method of recycling.

In Lacey, small town Americana is very much alive. Visits to local beaneries at breakfast or lunch will often find township committeemen in open public political discussion with townspeople and each other. What is small town life without a parade? We have two each year: Memorial Day and Christmas. During the Christmas Holiday you can explore “Lacey in Lights”. We have numerous programs through our Recreation Department for residents of all ages. At summer’s end, we also celebrate Lacey Day, offering food, such as Apple Pie Tasting, local businesses, antique cars, and lots more.

Water recreation abounds! Sailing, swimming, fishing, crabbing, boating, canoeing, are everywhere. We have several fresh water lakes, creeks suitable for swimming, the river, the bay and a short boat ride across the bay and you are in the Ocean.

Single Stream RecyclingIt’s time to get back to the basics of Recycling

and learn how to RECYCLE RIGHT.The fact is that some recycling actions that may

have been acceptable in the past are no longer. If we follow these three basic rules the next time you recycle, you’ll be Recycling Right!

1.Recycle all empty plastic bottles, aluminum & tin cans, glass bottles and jars, office paper, junk mail, newspapers, magazines, catalogs, and corrugated cardboard. Remove all Caps, Lids & Pumps (place these items in your trash)

2. KEEP FOOD AND LIQUID OUT OF YOUR RECYCLING.

3. Empty recyclables directly into your can. No Plastic Bags in Recycling and No Recycling

in Plastic Bags. Plastic bags can be recycled at your local grocery store or retail stores.

The allowable curbside Recycling Can Size can be no larger than 32 gallons, it should have serviceable handles and a lid and together with its contents should not weigh more than 50 lbs. Recycling cans must be set out at curbside for collection either the night before or by 6:00 am the day of collection. All Recycling should be loose in your container. Only the items listed are acceptable in Single Stream Recycling at the Curb and in the Recycling Center.

SPRING, the intervening period between the coldest time of the year (winter) and the warmest time of the year (summer). It’s not only a good time to wear GREEN but be GREEN – It’s a good time to practice the 3 R’s of Recycling!

REDUCE REUSE RECYCLEREDUCE the amount of waste you produce.Did you know that every person in America throws away about 3 ½ pounds of trash per day! You can make a difference by making simple

changes: use cloth napkins, purchase products with little packaging, use permanent dishes, silverware, & cups, recycle what is recyclable.

REUSE – One person’s trash can be another person’s treasure, so before you toss it, see if someone else can use it.

RECYCLE – Make something new from something old. Did you know that in the US we use about 85 million tons of paper per year? Paper is recyclable. Recycling 1 ton of paper saves 17 trees.

Aluminum & tin cans can be recycled over and over again, they are most often recycled directly back into themselves. Recycling saves energy, conserves our natural resources, and reduces our need for landfill space. You are our greatest resource and you can make a difference.

April, an environmentally friendly month, brings renewal. It’s time to get the garden ready for planting, to clean-up and green up! We celebrate Earth Day, a reminder that we

must respect the Earth for future generations and Arbor Day, an observance that brings to light the role trees play in our lives. The Annual Forked River Mountain Cleanup by the volunteers of the Forked River Mountain Coalition takes place right here in our very own backyard, and so it’s time for you to get ready for Spring Leaf Collection! Let’s get the rakes out, bag your leaves and set them out at the curb for collection, see our schedule below...

SPRING LEAF COLLECTION – 2 CYCLES THE 1ST CYCLE BEGINS MONDAY, APRIL 15TH AND THE 2ND & FINAL CYCLE BEGINS MONDAY, APRIL 29TH

THE RULES: [Place your leaves at curbside prior to the FIRST DAY OF EACH CYCLE. [Leaves must be bagged in biodegradable paper bags, plastic bags, or placed in containers no larger than 32 gallons. [NO tree branches, acorns or other debris – LEAVES ONLY. [If we come to your street and your leaves were not out on the first collection cycle, we will not be back until the 2nd cycle begins. [It takes the Public Works Department about 2 weeks to complete each cycle.

After the 2nd Collection, Residents are required to bring their leaves into the Recycling Center during normal operating hours.

LEAVES are Mandated Recyclable in the State of NJ, Ocean County and Lacey Township – They are PROHIBITED from being LANDFILLED.

What do we do with the Leaves we collect? We Compost them. What is Compost? Compost is the natural breakdown (decomposition) of organic materials. It is practiced by individuals, schools, communities and municipalities, composting offers a unique opportunity to contribute to, and directly benefit from, part of the solid waste solution: RECYCLING. Why Compost? Compost has numerous benefits: [It can be used as a mulch around trees and shrubs or it can be mixed with soil to improve soil quality. [The Composting of organic materials reduces our municipal solid waste volume and disposal costs and yields humus-a dark, soil-like material known as compost. [Compost, when available, is given back to residents – free of charge, just come into the Recycling Center with your shovel and pail and take what you like.

M ay,warmer weather has arrived, flowers are blooming, and we’re spending more time outside. When we’re going for a walk we don’t want to step in anything that doesn’t belong there. Did you know that everything left

on our lawns, driveways, and streets will flow right into our storm drains during a rain storm and from there into our lakes, streams, rivers, bays and oceans? This is a problem for all of us. No one wants to swim in polluted waters. It is harmful to us, marine life and ecosystems. Closer to home is Barnegat Bay, one of Ocean County’s most valuable resources. The bay, lying between the mainland and the barrier islands, provides innumerable aesthetic, economic, environmental, and recreational benefits to both residents and visitors alike. These benefits are strongly dependent upon the overall health of the bay’s ecosystem. While the bay is something the entire county can take pride in and enjoy, the bay’s future is uncertain. Threatened by nonpoint sources of pollution, the future of the bay relies upon all residents and users of the area understanding their role in maintaining the health of the bay. What you can do to help.... Pick up after your dog and dispose of pet waste properly. Check your car for drips and oil leaks and fix them promptly. Use lawn fertilizers sparingly, lawns and many plants do not need as much fertilizer as you might think. If you’re not taking your car to a car wash, wash your car on grass or gravel surfaces so the ground can filter the water naturally. Empty your bucket of used soapy water down the sink, not on the driveway or in the street. Dispose of trash properly, not on the street and not out the windows of your car. Dispose of Household Hazardous Waste only on Household Hazardous Waste Days sponsored by Ocean County Dept. of Solid Waste Management. Visit the Ocean County website for the latest information, www.co.ocean.nj.us Don’t throw anything down a storm drain, “Only rain in the drain”! Maintain your boat, leaking oil leaks right into the Bay. Recycle your cans, bottles, papers, used motor oil, antifreeze, tires, electronics, and other materials responsibly.

Summer is here. LET’S THINK CONSERVATION. What can we do to be eco-friendly while on summer break?

Ride a bike, save on the cost of fuel while cutting down on carbon emissions. Start a garden, backyard fruits and vegetables are organic and taste best! Planting native plants can help save on watering. Do your laundry at night, it can help save on your energy bill and will also keep the house a little cooler. Nix the clothes dryer. If you can, hang clothes outside to dry. Read a book and unplug, let’s not be glued to the TV or computer. Drink water but don’t waste it. It’s great to hydrate, use a refillable water bottle, but if there’s some still left in the bottle at the end of the day, use it to water your plants. Take a walk outside and enjoy the fresh air. We have beautiful parks in town, have you been lately?

The Beaches are open and more often than not, we pack some snacks and off we go! Did you know that some beaches and state parks have a carry in, carry out rule? What’s that you may be asking yourself? It means that while you’re free to enjoy picnicking on the beach, any food or beverages that you “carry in” you must “carry out” on your way home. A good rule to follow to help not pollute. Empty food, beverage containers, and plastic bags, are easily blown into the water and onto the ground and are huge contributors to our ever growing problem of “Litter”. Unfortunately “Litter”, especially in the form of plastics, from disposable shopping bags to a simple straw, wreaks havoc on marine life. An estimated one million birds, 100,000 turtles and countless other sea animals die each year from ingesting plastic. The animals confuse floating bags and plastic particles for edible sea life. Once ingested, the plastic blocks the digestive track and the animals starve to death. Other animals drown after becoming entangled in plastic waste. DID YOU KNOW....... A plastic bag can take from 15 to 1,000 years to breakdown depending on the environment. According to the Environmental Protection Agency, roughly 2% of plastic bags are recycled in the United States. The United States uses about 100 billion plastic bags per year, with the average person using between 350 and 500. Plastic bags are so light that when landfilled they do not stay “landfilled”. They are likely to fly away, have you seen them nestled in the trees, piled against fences, blocking the storm drains? Ireland was the first European country to impose a tax on plastic bags. More than a dozen nations have banned or taxed plastic bags in the last five years. Plastic Straws are consistently on the top 10 lists for marine debris collected every year during the International Coastal Cleanup. As you can see we are faced with quite a dilemma, what can be done to curb the use of single use plastics in New Jersey? On June 25, 2018 Senators Bob Smith and Linda Greenstein introduced Legislation, Senate No. 2776, to prohibit stores and food service businesses from providing plastic bags to their customers and would also prohibit any food service business from selling or providing any food in expanded polystyrene (more commonly known as “Styrofoam”), and further prohibits food service businesses from selling or providing single use plastic straws to customers. The prohibitions in the bill would take effect one year after the date of enactment of the bill into Law.Until this Bill is enacted, you can do your part..... Buy some reusable tote bags that will replace the plastic carry out bags you’re used to. Refuse takeout food in Styrofoam and refuse carry out plastic bags. Let the proprietor know why. Refuse the straw for your beverage. Inquire as to the possibility of the food establishment providing paper straws. For your home use, purchase reusable straws, they’ve come a long way, today you can get options made from bamboo, stainless steel and even glass. Think before you throw!

MARINE DEBRIS PREVENTION We face many complex challenges when it comes to a clean and healthy ocean, but one problem is simple to understand: TRASH. Remember that we depend on our oceans for the food we eat, the water we drink and the air we breathe. We must Take Action Now and look ahead to the future to conserve our vital resources and protect the sea life that inhabit our oceans. CALLING ALL GREEN KIDS! The month of September – Back to School for most kids, it marks the beginning of a new year! Besides catching up on your lessons, which you probably left for the last three weeks of summer vacation, what environmentally friendly things did you do? Did you go to the beach or park, did you remember not to throw your trash on the ground, because what happens to trash on the ground? It becomes Litter of course! And where does litter end up? You remember, in the street, then into the lakes, then into the bay, then into the ocean. We all know that Litter doesn’t belong in the ocean! Maybe you helped your parents or grandparents in the garden? Did you come into the Recycling Center to pick up compost or mulch? Compost is made from the decomposition of leaves that were brought into the recycling center last April and the mulch was processed in our Compost Yard from brush, shrubs and even Christmas Trees brought in last year. Did you take a trip to the Recycling Center? What items did you bring in? Did you know

that you could recycle paper, cardboard, aluminum and tin cans, glass bottles and jars, and plastic bottles and all sorts of other things in the recycling center? Did you know that if you didn’t recycle these items and threw them out as trash that they would go to a landfill? Do you know what a landfill is? Do you know what Recycling is? Do you turn off the light when you leave the room? What about the TV? Did you leave it on when you went out to play? Do you stand in front of an open refrigerator when you’re thinking about what snack to choose? How about unplugging your cell phone charger after your phone is charged and turning off your computer. It’s the little things we do and don’t do that use up some of our natural resources like coal and oil, which produce electricity. Conserving energy by cutting down on our use of electricity, can help ensure that our Natural Resources will still be there for us in the future. So are you a “Green Kid”? Bet you are! You’re probably more “green” than you realize, if you’re not, there’s still time for you to make some small changes to be part of the movement. More kids are going green these days, in other words, they’re doing their best to make Earth a healthier planet for all of us. You’d be amazed at how much you can do, and how much you already know when you think about it! WORDS TO KNOW...Landfill: A landfill is a large area where garbage is buried. When garbage is buried, it releases gases that trap heat and light from the sun in the Earth’s atmosphere. This is known as the Greenhouse Effect, this makes our planet’s temperature rise, which can be very harmful to people, animals, and plants. Garbage also causes air pollution. Air Pollution: Air Pollution is air mixed with things that make it harmful to breathe, such as smoke, dust, dirt and dangerous gases.Greenhouse Effect: How certain gases in the atmosphere trap heat and warm the Earth, like a garden greenhouse warms plants.Recycling: Making something new from items taken into Recycling Centers. Natural Resources: Materials found in nature that are necessary or useful to people, such as minerals, forests, and water. SO ARE YOU A “GREEN KID”?

LEAVES are Mandated Recyclable in the State of NJ, Ocean County and Lacey Township – They are PROHIBITED from being LANDFILLED

If you are bringing leaves in biodegradable PAPER bags, leave the bag(s) with the leaves in the leaf pile. BRUSH: We accept branches from tree trimming and shrubs. Dispose of these items in the Brush pile. Leaves brought in at this time will be composted and brush will be ground down to mulch and ready for you to pick up in the Spring, just in time for you to get your garden started!

• Are you moving into or out of town? Call Public Works at (609) 693-1100 x2301 with questions relating to the disposal of out-of-the-ordinary items. Don’t assume that everything you throw out will be collected. Call us first!

• If you are emptying the contents of a house, you must get a dumpster. There are several reputable haulers, call around to get the best price. Expect to pay for the rental of the dumpster and the disposal fee at the landfill. Trash just piled at the curb will surely generate a visit from our Code Enforcement Officer.

• Solid Waste along with Asbestos, Construction Debris and Wood can be disposed of at the Ocean County Landfill. There is a charge for disposal, please call 732-323-8528 for information. Asbestos must be packaged properly and can only be disposed of at the Landfill, you must call for instructions and packaging material.

SOLID WASTE RULES & REGULATIONS:

SOLID WASTE SERVICE INCLUDES THE FOLLOWING:

• Household garbage, food waste, ashes, non-recyclable plastic or paper, grass clippings. - Hedge clippings, small brush, tree branches are recyclable and can be brought into the Recycling Center. If you cannot bring them in please tie and bundle no more that 4’ in length weighing no more than 50 lbs. per bundle or place in your container for trash collection.

• Furniture and Bedding - Residents only, does not apply to businesses, 2 furniture pieces per collection day; mattresses/box springs. Do not set out any sofas, chairs or mattresses if there is a chance of rain unless you cover it in plastic.

• Carpet - Approximately 1 room/collection day. Carpet must be tied and bundled no more than 4’ in length weighing no more than 50 lbs per bundle, cover in plastic if it is raining.

• Lumber - Scrap lumber pieces can be tied and bundled no more than 4’ in length weighing no more than 50 lbs per bundle, or place in garbage container for collection.

• Wallboard/Plaster Board - Only 3 cans or bundles per month, weighing no more than 50 lbs. per can or bundle.

• Sliding Glass Doors and Tempered Glass - Tape up the glass and wrap the entire surface in a heavy duty tarp or blanket, label it as glass. Call the Public Works Department if you have questions prior to setting these items out for garbage collection.

• Appliances and Metal Items BY APPOINTMENT ONLY You must call the Public Works Department at (609) 693-1100 x2301 or Meadowbrook Industries at (609) 971-7979 to schedule a pickup.

The following items WILL NOT BE COLLECTED at all, it is up to Residents to properly dispose of these items, call the Public Works Department for information prior to setting them out at curbside.

• House clean-outs• Building and construction materials, fixtures,

windows, etc, resulting from major alterations and renovations to properties by owners or contractor’s, especially those that required a Building or Demolition Permit

• Concrete, brick, asbestos• Tires and auto batteries• Paint, motor oil or antifreeze• Propane tanks• Trees, earth, root matter, stones and leaves• Concrete and asphalt• Household Hazardous Waste including pool

chemicals and fertilizers• Mandated Recyclables – please refer to Curb-

side Recycling Collection and/or Recycling Center information

• Televisions and Computer Equipment

HELPFUL HINTS:

• Place solid waste containers at curbside either the night before collection or by 6:00 am the day of collection

• Remove your containers within 24 hours after collection

• All household garbage, especially food waste, must be in leak-proof 32 gallon containers with lids and serviceable handles, and together with its contents must not exceed 50 lbs. when full.

• Garbage set out in Corrugated Cardboard will not be collected. Corrugated Cardboard is a mandatory Recyclable item.

• Electronics and Televisions are mandated Recyclables, please bring them into the Recycling Center

• Refer to the pick-up schedule above for your collection days.

Missed Garbage Collection must be reported the same day or at the very latest by 8:00am the following morning for corrective action. The contractor is not required to come back and pickup any collection that is set out late or not reported by the specified time. The contractor is not responsible for picking up solid waste that has blown over and spilled out on the ground, or placed out in plastic bags and torn open by animals.

Call Meadowbrook or the Public Works Dept. to report a missed collection. If you are calling after hours, please leave a message at Public Works.

The Rules for Collection...

aAll Recycling must be loose in cans.

aNo Bundles and No Plastic Bags.

aThe can size: No larger than 32 gallons.

aTogether with its contents must weigh less than 50 lbs.

aCans should have serviceable handles and lids.

aPlace cans at curbside for collection either the night before or by 6:00 am the day of collection

aThe Contractor is not responsible for picking up Recycling that has blown over and spilled on the ground.

aThe Contractor is not required to come back for late set outs.

aRecycling will not be collected if it contains plastic bags or if it is put out in plastic bags.

RECYCLING CENTERThe Lacey Township Recycling Center is located on Municipal Lane. It is open Monday through Friday 7:00 am to 3:15 pm, and

on Saturday and Sunday, 8:00 am to 3:45 pm. The Recycling Center is closed on every holiday that the Municipal Offices are closed. In intermittent weather, please contact the Public Works Office 609-693-1100 x 2301 or visit the Township’s website, www.laceytownship.org

for updated information and weather-related closings.

Residents may bring the following recyclables into the Recycling Center throughout the Year: • Electronics, TV’s & Computer Equipment, they will be recycled properly in accordance with State Law.

• Paint: Latex, oil based and boat paint only. Cans can be full, partially full or empty, 1-5 gallon paint cans. (Residents only, No Contractors).

• EMPTY NON HAZARDOUS Aerosol Cans (deposit in Single Stream Recycling Containers).

• Used Clothing: Place in the Used Clothing Bins provided.

• Car & Boat Batteries (Accepted from Residents only, No Businesses).

• Automobile Tires: No more than 4 Passenger and/or Light Truck Tires only. No Rims. Accepted from Residents only, No Businesses. We do not accept and you are not permitted to drop off any oversized, machine, or heavy truck tires.

• Used Motor Oil and Antifreeze: (Accepted from Residents only, No Businesses). Oil and/or Antifreeze must be in a disposable 1-gallon container. Please leave containers with the Attendant on duty or on the platform in front of the oil or antifreeze tanks. There is a maximum of five (5) one (1) gallon containers per resident.

• Shrink Wrap: Accepted from Residents and Businesses.

• Single Stream Recyclables.

• Telephone Books: Deposit in the container marked “Telephone Books”.

• Leaves, if your leaves are in biodegradable paper bags, the entire bag can be left in the leaf pile. If they are in plastic bags, please empty the bags and take them home with you for disposal in your trash.

• Landscapers may dump leaves at the Recycling Center but must first sign in at the Public Works Office during the week or on the weekend with the Recycling Yard Attendant on duty.

• Brush is accepted from Residents only. We accept small shrubs, Christmas trees and brush from tree trimming only. Brush can be no larger than 3” in diameter. We do not accept any trees, tree stumps, grass, wood chips, mulch, invasive plants or shrubs such as bamboo and/or poison ivy or any brush from land clearing from anyone.

It is a Violation of the Law for any person to drop off or leave recyclable materials at the Recycling Center at any time other

than normal hours of operation or for any person to leave material, except designated recyclable materials, at the

Recycling Center at any time. Violators will be Prosecuted!

We Do Not Accept any of the following Materials from anyone at any time:

• Household Garbage including food waste

• Building and Construction Materials, Fixtures, Appliances, etc.

• Propane Tanks

• Fluorescent bulbs

• Used Gasoline or Diesel Fuel

• Trees, earth, root matter, stones

• Concrete and Asphalt

• Plastic Bags or any Recyclables in Plastic Bags

• Anything tied or bundled with string

• Wax coated milk or juice cartons

• Ceramics, flower pots, window or automobile glass

• Large plastic tubs or buckets

• Scrap Metal

• Plastic caps or lids

• Cereal boxes or soiled pizza boxes

• Liquids

• Styrofoam

• Hazardous Wastes such as pool chemicals or bio-hazardous waste

• Paint Varnishes, stains, polyurethane or wood preservatives

• Wood or Plastic Wood

Solutions to Stormwater Pollution

Dispose of yard waste properly

� Keep leaves and grass out of storm drains.

� Use leaves and grass clippings for compost.

� Use a mulching mower that recycles grass clippings into the lawn.

Properly use and dispose ofhazardous products

� Do not pour household or commercial cleaning products, including lawn and garden care products, motor oil, antifreeze and paints, down storm drains or into open water.

� Properly label and store hazardous products.

� Use natural or less toxic alternatives when possible.

� Recycle used motor oil.

� Contact your municipality, county or facility management office for the locations of hazardous-waste disposal facilities.

Be a green boater

� Obey no wake zones and other navigational aids.

� Use pump-out stations and vessels, and don’t discharge raw sewage into open waters.

� Use non-toxic, biodegradable materials when cleaning, repairing and maintaining your boat.

� Collect paint chips, dust and residue and dispose of it in the trash.

Why does Barnegat Bay need our help?

Long appreciated for its great aesthetic, economic and recreational value, an array of human impacts now threaten the health of Barnegat Bay.

Pollution on streets, parking lots and lawns is washed by rain and snow melt into ditches, storm drains, streams, rivers and ultimately, Barnegat Bay.

This stormwater pollution is one of Barnegat Bay’s greatest threats to clean water and the rivers and creeks that drain into it. Fertilizers, pesticides, motor oil, animal waste, detergents, grass clippings, yard waste and litter are all examples of stormwater pollution.

As a resident, business, or visitorof Barnegat Bay, there are everyday actions youcan take to helpreduce stormwater pollution.

Limit your use of fertilizers and pesticides

� Do a soil test to see if you need to fertilize.

� Use a drop spreader to apply fertilizer.

� Sweep up fertilizer from pavement and other hard surfaces after applying.

� Do not apply fertilizers if heavy rain is predicted.

� Follow the instructions on the bag label for correct application procedures.

� Try alternatives to pesticides, such as plants that repel insects.

� Properly store fertilizers and pesticide. � Landscape your property using native vegetation and plants.

Clean up after your pet

� Use newspaper, bags or pooper-scoopers to pick up pet wastes. � Dispose of pet waste in the trash or un-wrapped in a toilet. � Never discard pet waste in a storm drain.

Don’t feed wildlife

� Do not feed ducks, geese, or other forms of wildlife in public areas.

Don’t litter

� Place litter in trash receptacles and keep it out of storm drains. � Reduce, re-use and recycle.

� Participate in community cleanups.

Recycling Contamination is an ever growing problem not only here in Lacey Township, but throughout the County, the State of New Jersey and Nationally. Everyone wants to Recycle everything, but not everything is Recyclable! So forget the chasing arrows, only the Single Stream items listed here are acceptable at curbside and in the Recycling Center. We thank you for your participation, but Recycling only works when you Recycle Right!

Beginning in January, you may see this notice on your recycling can. Don’t be offended, the tag is designed to get your attention as to what’s in your Recycling Can that shouldn’t be there. When Recycling is contaminated with garbage, the entire truckload is rejected at the Recycling Facilities, once rejected we are forced to dispose of that Recycling at the Landfill. The Landfill charge is $71.21 per ton, to Recycle Responsibly at the Ocean County Facilities in Lakewood and Manahawkin is FREE!

We have to make every effort to Recycle Right, as Recycling is still the Law in New Jersey!
