COSTS OF CRIMINAL JUSTICE IN CANADA: DATA RETRIEVAL SYSTEM
OVERVIEW:
In recent years the magnitude of government expenditures on criminal justice has attracted enormous public attention and increasing government scrutiny. As a result, the demand for expenditure information has increased many-fold. The purpose of this retrieval system, therefore, is to expand the Statistics Division's capacity to provide quick and accurate responses to public enquiries and to the information needs for policy decisions and programme planning in the Ministry of the Solicitor General and other departments.
This computerized system is designed to provide historical as well as current annual government expenditure data on criminal justice in Canada and the distribution of resources in the Minsitry of the Solicitor General. The system can also provide ancillary or supporting data such as other related government expenditures, price indexes, Canadian population figures, reported crime statistics and incarceration figures for federal penal institutions. These data will enable users to perform certain statistical analyses and to examine the criminal justice expenditure in relation to other expenditures. Another major feature of this system is its flexibility. For example, users can select any time frame as the base year to derive deflated time series expenditures, tabulate any combination of variables for analysis and specify the output format. Also, the data are continuously brought up to date.
All the data in the system are assembled in one master file and stored in the Secretariat's mini computer, VAX 11/750. The data elements in the file are arranged in the configuration designed to be retrieved specifically with the Statistical Analysis System (SAS) Institute programme. SAS is capable of performing most standard statistical analyses and presenting the data and results in user specified formats such as tables, charts and graphs with appropriate labels.
To maintain an accurate record of the content in the master file and to assist data users in coping with numerous data series, a data management system has been instituted for this retrieval system. The management system consists of a data classification scheme and a series of reference materials.

The classification scheme groups the data series into four universes, namely, Ministry of Solicitor General Resource Allocation (MSGRA), Criminal Justice Resource Allocation (CJRA), Ancillary Variables (AV), and Crime and Inmates in Canada (CIIC). The MSGRA universe includes expenditure data by activity elements as well as various standard objects for all four agencies of the ministry - the Secretariat, Royal Canadian Mounted Police, the Correctional Service of Canada, and the National Parole Board. The CJRA universe consists of expenditures by police, courts and corrections at the federal, provincial and local levels of government.
We should note that the expenditure data in the CJRA universe are derived from the Federal, Provincial and Local Government Finance Publications, Statistics Canada, whereas the data in the MSGRA universe are derived from Public Accounts of Canada. These two data sources have slight conceptual differences in accounting practices. Accordingly, the two data sets reflect these differences should comparisons be made.
The AV universe has all the support data series such as federal expenditures in other areas, the implicit and consumer price indexes and the Canadian population. Included in the CIIC universe are the crime statistics reported by the police. The data are broken down according to various offences in the Criminal Code of Canada, federal statutes, and provincial statutes, and infractions against municipal by-laws. This universe also contains the number of inmates in federal institutions by male and female.
Three documents have been produced to describe the entire data retrieval system. First is the variable index. It contains the names of all the variables in each of the four universes and the associated computer re-trieval codes. Furthermore, it provides the page number of the data dictionary in which the variable can be found.
The second document is the data dictionary which offers detailed information about the variables. It gives the definition of the variables, the length of the time series, and the origin of the data source. Moreover, it identifies anomalies and other relevant characteristics in the data.
The third document deals with the actual computer retrieval system. It describes the master file layout, the computational algorithms in the special programmes, the retrieval and analysis techniques and the command sequence of varous output formats.
