It is indeed a great pleasure for me to welcome you and express my heart-felt appreciation
to ICAP 2008 on behalf of the Busan citizens. As the mayor of the host city Busan of the 5th
ICAP 2008, I feel deeply honored.
My special words of thanks and respect should go to the mayor of Osaka, Japan, without
whose initiatives the ICAP could not have existed. I am also very grateful for the support
and active participation by other mayors and delegates which enabled the ICAP to develop
up to this year's 5th Meeting.
At the ICAP 2008 Busan, the global keyword of this century, "sustainability" will be the core
theme. We will share views and have sincere discussions among the aquapolises of the
world on "Sustainable Aquapolis".
As you may know, environmental issues are now "global priority tasks". The UNEP has
urged the global community to move the issue of environment from the periphery to the
center in policy-making.
International Conference of Aquapolises has expanded the scope of exchanges and
cooperation to environment, culture, greenery, disaster prevention, and others thanks to
active participation of member cities. As we live in the 21st Century, "the Era of Water", I
am confident that ICAP 2008 Busan will be an epoch making occasion to further enhance
the significance of ICAP 2008.
Busan has a master plan to create an international waterside space at the center, while
developing an eco-friendly aquapolis in the western part. The Busan New Port will also be
constructed, taking geographical advantage of the gateway to Northeast Asia. Let me
make a promise that Busan will continue to make efforts for a continued development of
ICAP and co-prosperity of member cities.
I do hope ICAP 2008 will further strengthen friendship and cooperation among cities,
making the meeting a memorable achievement in the history of sustainable aquapolis
development.
Once again, I welcome you all to the beautiful port city of Busan which is full of passion
and romantic imagination. I wish every metropolitan government of yours success and
good luck.

I am very pleased that the 5th International Conference of Aquapolises is being held on
such a large scale with many delegates in attendance.
The city of Osaka first proposed the International Conference of Aquapolises, and held the
first Conference in the city in 1990 under the main theme, “Creating Aquapolises of the
21st Century.” Then, the second Conference was held in Shanghai, China; the third one in
Piraeus, Greece; and the fourth one again in Osaka. Each Conference was a great success.
Busan Metropolitan City, which boasts a stunning natural environment such as beautiful
seas and lush green mountains, has developed as a center of distribution business in
northeast Asia. I am sincerely delighted that the 5th International Conference of
Aquapolises is being held in such a beautiful and vibrant city.
It is of great significance that mayors, governors, experts and other delegates from
aquapolises in countries and regions around the world are here to discuss community
development featuring water and greenery under the main theme, “For a Sustainable
Aquapolis,” and to deepen exchanges. I would like to honor Mr. HUR Nam-sik, mayor of
Busan Metropolitan City, and other persons dedicated to organizing the Conference.
Since I must go back to Osaka today to perform unavoidable official duties, I am afraid I will
not be able to participate in further events after this opening ceremony.
I hope that you will conduct in-depth discussions on aquapolises for a new age, and that
this conference will serve as an opportunity to communicate the attractiveness of
aquapolises to the world. I am convinced that this conference will contribute to new
community development featuring water and the creation of new urban civilizations
around the world.
Like many other participating cities, the city of Osaka has flourished as an aquapolis since
ancient times. Osaka is now making efforts to create a lively ambience in towns through its
use of the city’s greatest assets, such as a :water corridor,: a ring of waterways encircling
the city center, and historic Western-style architecture, while promoting its attractiveness
both at home and abroad. In this connection, we ask for your support and cooperation.
Finally, I hope that the 5th International Conference of Aquapolises will be a great success
and a fruitful event. With this opportunity, I wish you continued good health and success.

Let me first congratulate the 5th ICAP 2008, which is being held to discuss the means of
achieving a green global village with cities enjoying sustainable growth, where lives
abound, men and nature coexist.
On behalf of the Busan citizens, I welcome all the mayors, governors, leaders and experts
from across the world. Busan, the convention city of Asia, is especially proud to host
another event, the World Aquaculture 2008 Exhibition at the same time.
As already stated by Greek philosopher Thales "Water constitutes the principle of all
things", water is the source of life, culture and economic advancement. And yet,
development policy in industrialization period had damaged and polluted much part of
water and natural sources and green areas. Global warming and desertification are
emerging threat to human survival.
Busan is one of the leading industrial areas in the nation, and suffers problems in urban
environment, mainly caused by lack of awareness and efforts to protect water sources and
greenery in the area. Fortunately, however, we are now focusing on urban revitalization
projects, to restore the old beauty of Busan, the "City of Three Ports ( )" and its
well harmonized environment -- eco-friendly urban area, sea and river and mountains.
I do hope the ICAP 2008 conference will go down in history as a significant momentum in
renewing the awareness and understanding of the importance and value of water and
greenery. The meeting will also be a valuable arena in looking for means of improving the
situation through global collaboration.
Villages and people can be linked via waterways. So can our meeting of aquapolises open
the channels of exchanges and cooperation among cities, which will definitely play a
critical role for harmony, peace and prosperity on the green Earth. I wish the aquapolis
community all the best.

About ICAP 2008 Busan
H uman civilization is based on water. Nothing and no-one can live without it.
Ironically, water can also bring disaster as well as life. Floods and droughts
threaten us at times, and water pollution, acid rain, land subsidence, and other
environmental disasters caused by industrialization and overpopulation have become
serious problems. Therefore, it is fair to say that the history of human beings can, in part,
be characterized by our battles and balance with Mother Nature.
The 5th International Conference of Aquapolises, which will be held in Busan in May 2008,
will provide a good opportunity for mayors and governors from around the world to
exchange ideas and opinions on water-related problems and to discuss ways to address
them. The conference will be held under the main theme of "For a Sustainable Aquapolis"
and a number of sub-themes.

In the 21st Century, as more and more of us enjoy the comforts of urban life, and as old
problems are resolved with the development of various new technologies, we are
constantly faced with new challenges. Both the main theme and the sub-themes show our
strong will to make our lives more prosperous and our natural environment more
beautiful. The 5th ICAP is also expected to build information exchange and deepen
friendships among participating cities.

UN MEMORIAL CEMETERY IN KOREAThe United Nations Memorial Cemetery and Peace Park honors
UN soldiers from 16 countries that were killed in battle during the
Korean War from 1950-1953. This serene park spreads across a
grassy plain area of 135,000 square meters. Some of the sites
and memorials include: Memorial Service Hall, Memorabilia Hall,
2 Turkish Monuments, Greek Monument, Australian Monument,
British Commonwealth Monument and 2 ponds. The Memorial
Service Hall and the Memorabilia Hall were constructed in 1964
and 1968 respectively. The citizens of Busan dedicated the Main
Gate in 1966. There are many annual events held here, some of
the key events include: April’s Tributary Ceremony of the Veterans
of the Korean War, May’s American Memorial Day, June’s Korean
Memorial Day, and October’s UN Ceremony Day.

BEOMEOSA TEMPLE Beomeosa Temple is located at the edge of a famous mountain in Busan, Mt.
Geumjeongsan. About 1,300 years ago it was constructed by monk Ui Sang in the
18th year (678) of King Munmu (reign 661~681) of the Silla Kingdom (the kingdom
mainly occupied the Gyeongsang-do Province region in 678 A.D.). In the
geography book 'Donggukyeojiseungram' the origin of Beomeosa Temple is written
as follows: "There is a well on the top of Mt. Geumjeongsan and the water of that
well is gold. The golden fish in the well rode the colorful clouds and came down from the sky. This is why the
mountain is named Geumsaem (gold well) and the temple is named 'fish from heaven'."
The original Beomeosa Temple building was lost during Imjinwaeran Invasion (Japanese Invasion of Korea in
1592) but was renovated in 1713, which remains as it is now. Daeungjeon contains some of the most
delicate and luxurious architecture of the Joseon Dynasty (1392~1910). There is Iljumun, the three-story
pagoda with four pillars, built in the 9th century, and seven royal palace wings, numerous pavilions, three
gates, and eleven hermitages. Designated as a natural monument, the wisteria woods and valleys are most
beautiful in May.
BUSAN NEW PORTFunctioning as an efficiently positioned gateway hub port to
Northeastern Asian countries, Busan New Port provides speedy
service for local port call and transshipment. The port enjoys
optimum access to Japan, the northeastern part of China and
Russia, with an ideal position for transshipment. Busan port is
also the first and last port for ships traveling North America - Asia
- Europe - Asia routes, in addition to being the trunk line between Korea and Japan.

ecological environment of
the Nakdong Estuary are well
documented and displayed
at the Eco Center, and
exciting nature observation
and experience programs
are conducted. Birds and swamps are also important themes for research and exhibition at the Eco Center,
which opened in June 2007 as a municipal facility of the Busan Metropolitan government.

BUSANBusan, the second largest cityof the Republic of Korea withapproximately 3.7 million res-idents, is located at the heartof the Pan Pacific area.Blessed with a harmonious
natural environment of mountains, rivers and the sea, Busan hostsvarious festivals all year around. In addition, its deep harbor andgentle tides have allowed Busan to grow into the largest containerhandling port in the country and the fifth largest in the world, gain-ing a reputation as the marine capital of Northeast Asia.Located on the southeastern tip of the Korean peninsula, Busanhas long played an important role connecting the continent andthe ocean. In particular, with the growing economic power ofKorea since the 1970s and the global economic shift to the AsiaPacific, Busan has much potential as a leading regional and globalgateway in the Asia Pacific area.
CLIMATE AND CLOTHINGKorea lies in the temperate zone and has four distinct sea-
sons; spring, summer, fall and winter. May is the final month ofspring. The average day-time temperature in Busan during theconference period will be in the range of 12°ΔC (approx 40.8F) to22°ΔC (approx. 74.8F), which will be perfectly mild and comfort-able. Nonetheless, we recommend that you prepare a light coat or
a sweater for the evening.
CURRENCYThe currency exchange rate is subject to daily fluctuations
and was trading at (1,067 per US$1 as of May 14, 2008). Foreigncurrency and traveler’s checks can be converted into Korean Won( ) at most banks. Major credit cards are accepted at leadinghotels, department stores and restaurants.
OFFICE HOURSGovernment offices are open between the hours of 09:00
and 18:00. Most private business are open between 09:30 to10:00 and close at 18:00. Banks are a major exception. Theirbusiness hours are from 09:30 to 16:30 on weekdays only. Foreign diplomatic missions in Busan generally maintain strictbusiness hours including lunch. They are usually open from 09:00to 17:00 on weekdays and are closed on Saturdays and Sundays.Major department stores are open from 10:30 to 19:30, includingSundays, but smaller shops tend to open earlier and close laterevery day of the week.
ELECTRICITYIn Korea, outlets for 220 volts are dominant. Always check
the power supply before using your equipment.
TIPPINGTipping is not a traditional Korean custom. A 10% service
charge will be added to your bill at all tourist hotels.
SHOPPINGBusan offers a unique opportunity for shopping at reason-
able prices. Electronics, textiles and clothes, ceramics and gin-seng products are the most purchased items by foreign visitors.Most department stores are open from 10:00 until 19:30, includ-ing Saturdays/Sundays and National Holidays. Some close for oneday during the week.
