  • Ontario Should Pay Close Attention to B.C.

    TORONTO - B.C. Finance Minister Michael de Jong is in Hogtown this week to speak to the Toronto Region Board of Trade about opportunities for economic growth in both his province and Ontario.

    Taxpayers here in Ontario should hope and pray that their finance minister, Charles Sousa, will be in the front row taking copious notes. Given the provinces vastly different fiscal track records, its hard to believe both these governments call themselves Liberal.

    No doubt, de Jong will use the opportu-nity to tout B.C.s solid AAA credit rat-ing and their four consecutive balanced operating budgets a stark contrast to Ontarios unbroken string of nine deficits and two credit downgrades.

    How did B.C. do it? Sousas ears should especially burn as de Jong lays out how the B.C. Liberals have saved taxpayers billions of dollars through tough, but fair, deals with public sector unions. After the 2008 economic downturn, the B.C. government got every public employee to sign a net zero contract, freezing pay for two years. That was followed by two years of cooperative gains contracts where every raise had to be funded through correspond-ing savings in the same contract.

  • As times got better, government work-ers signed five-year deals with mod-est raises and the opportunity to earn economic growth dividends. If B.C.s economy grows faster than predicted, employees get a raise. Thats right: Government employees now have a tangible, financial stake in their prov-inces growth. Last year, that meant an extra 0.45%.

    B.C. is by no means perfect. In order to truly improve opportunities for economic growth in B.C., as de Jong has titled his Board of Trade talk, he needs to address the provinces capital debt, which is growing at about half a billion dollars every quarter. The B.C. Liberals also collect a health-care head tax through an inefficient, antiquated, expensive system separate from income taxes. Theyve hiked that tax nearly 40% over the past five years.

    This is relatively little compared to what Sousa needs to do to improve the train wreck of Ontarios finances.

    Indeed, there isnt much B.C. can learn from Ontario, unless the lessons are about what not to do.

    In nine years, the current Ontario gov-ernment has more than doubled the

    debt. For the first time, a Canadian province has $296 billion in debt, and will surpass $300 billion this July. This has made Ontario the largest sub national borrower in the world.

    At $11.7 billion per year, interest pay-ments to cover this massive debt are the third largest expense in the budget, and are the provinces fastest grow-ing expense. Ontarians hard-earned tax dollars are being spent at a rate of nearly a billion dollars a month just to pay the interest on the Kathleen Wynne/Sousa credit card.

    In his Feb. 25 budget, Sousa pledged that Ontario would return to balance by 2018, but somehow the minister expects this feat to be achieved with-out fiscal restraint. Instead of holding program spending at 1.4% growth as recommended in the Drummond Report, or by following the Canadian Taxpayers Federations recommenda-tion to freeze program spending, it will grow by 2.3%.

    Instead of restraint, Sousas plan involves squeezing more money out of Ontarians by hiking taxes on ev-

    erything from wine to natural gas. His plan involves selling government assets like Hydro One and then count-ing that revenue twice, by applying it both towards both deficit reduction and new spending. And his plan involves fantastical revenue projections at a rate of 5% growth double the average four-year revenue growth rate.

    Sousa should pay careful attention dur-ing de Jongs visit this week, but its unlikely he will.

  • Hike to the top of Quarry Rock in Deep Cove town is deemed one of the most fascinating and healthy hikes in Greater Vancouver. In-terestingly this 2 KM not so tough hike through the centuries old Douglas Fir and Hemlock forest trees, is the east-ernmost section of the widely known Baden Powell Trail. It is also known as Quarry Rock Hike, Grey Rock Trail, or Indian Arm Lookout Trail. If you have ever time to enjoy this natures wonder, then go to this beautiful Deep Cope town and ask anybody there. He will nicely guide you to the Panorama Drive from where the wooden steps start upwards to the tree laden mountain for your enjoy-able and healthy hike. You may drive your car or for more convenience take bus number 212 from Phibbs Exchange, North Vancouver.

    Like other trails this trail is also well marked and wooden steps are provided to facilitate the winding ascent and descent at several places. Several bridges on 8 creeks also provide soul soothing and blissful music of the murmuring crystal clear water drifting playfully beneath them through the stones and rocks. At every step you can see and feel the fresh-ness of the soothing power of natures beauty. Little kids and dogs in plenty also make your time more enjoyable. Amaz-ing maze of tree roots here and there and fresh forest air may also provide you added enjoyment With a feeling of tiring less and refreshing more you reach the top of a big rock facing the Indian Arm (ocean) and bordered from all side by the age old trees. This is Quarry Rock. Far below is the sea called Burrard Inlet or Indian Arm. Here there and everywhere the enthusiasts who ventured to reach the top relax nicely with any space avail-

    able on this one piece dry rock hardly of the size of a Tennis-Court with least in mind that they are perching on the risky edge. The lookout down below provides a panoramic view of the city, two tiny islands and Indian Arm where boats of fascinating colors are rippling the blue waters. After this lookout if you like to view another charming rock then hike further left on Baden Powell Trail about 100 meters or so to the BC Hydro Poles and then climb to the top of hill and enjoy the artistry of nature in complete solitude. Here I found a most loving and amazing thing during my lone adventure on April 11, 2016. I found a 9 inch memorial plate fixed on the top of the rock having the least chance of being seen by casual visitors. The plate contains the following very lovable and heart rendering words.

    Industrial Hemp (Cannabis sativa) is in fact a weed species originating in Asia with strong archeological evidence of cultivation and extensive utilization going back more than 5,000 years. If its Latin name makes you think of mari-juana, thats because its the same plant, except it has had the THC (psychoactive properties) bred out of it. In fact, with some directed tinkering from ancient farmers, the same plant has been coaxed to produce highly nutritious seed for flour or oil, fiber, or to be a veritable medicinal warehouse.

    Up to the turn of the twentieth century the economy of entire communities world-wide depended on hemp. Wars were fought over access to its long, resilient fibers so important in the manufacturing of rope, sails and even Navy uniforms. Hemp was the basis of a global textiles industry and found in work clothes and fine garments alike. At one point, around the end of the first world war, by-prod-ucts from the hemp plant accounted for more than 80% of all prescribed medica-tions available at the time. But that all ended in 1937.

    That was the year that US government - cajoled or bullied by a cabal of in-dustrialists lead by the likes of William Randolph Hurst and the DuPont and Morgan families who sought to minimize hemps natural competitive edge over wood fiber, cotton, etc. - linked hemp to dreaded marijuana. In a matter of months, hemp industries around the world died out.

    Now, 69 years later, industrial hemp (bred to have less than 0.3% THC) is making a comeback reintroducing the marvels and power of this humble plant.

    Nutritionally, hemp is likely the best source of plant-based protein providing upwards of 70% by weight when prop-erly processed. Hemp is rich in essential

    fatty acids, in particular, Omega 6 and Omega 3 in a 4 to 1 ratio which is nearly perfect for cell health and regeneration. In terms of edible fiber, soluble and non-soluble alike, hemp is a winner. It is loaded with antioxidants and has the distinction of being low in carbohydrates.

    Medically, cannabinoids (including canibidiaol and up to 100 more) are showing huge promise in the treatment of childhood seizures, autism, epilepsy, some cancers, psychological maladies such and depression, Alzheimers and the list goes on. The ancients knew many of this lowly plants benefits eating the seeds, baking with flour milled from its seeds, oil production, making tinctures from leaves and flowers, and construct-ing rope, house building materials and textiles. While they may not have la-belled the various maladies as we have, they also knew how to reduce the effects using hemp and even found cures for some others.

    The discovery in the mid-nineties of the existence of something called the endo-cannabinoid system in animals revolu-tionized the understanding of the myriad of curative effects hemp provides. Sci-ence has identified cannabinoid receptors throughout the human body recognizing that each one of us manufactures our own cannabinoids and that these molecules moderate essentially every cell func-tion, helping us to reach homeostasis (a process leading to equilibrium). And we know also, that our cannabinoid produc-tion is tied directly to nutrition and diet. When the cannabinoid system becomes depleted due to poor nutrition, lifestyle or other negative influences of a fast paced, developing world, illness is the result.

    The ancients knew and science is now reinforcing the fact that hemp and human physiology go back a long way. Hemp is powerful and deserves the mantle of a super food.

    Thanks to Prime Minister Justin Trudeau and his government that a dark chapter in Canadian history will finally have a closure on May 18,2016. Monday, April 11 was a great day for the en-tire South Asian community to hear this announcement. At a very well organized Vaisakhi celebration on Parliament Hill in Ottawa, Trudeaus an-nouncement was greeted with cheers, Bole So Nihal and great deal of enthusiasm not only by the attendees there but across this nation from sea to sea to sea. Finally, after 102 years, passengers of the ill- fated ship and their families have been vindicated. It is a commend-able move. Justin Trudeau must be applauded for this.

    A brief overview of Canadas rather young history indi-cates that till the middle of the twentieth century, Canada consisted or at least recognized

    only two founding people/na-tions British and French. For those in power, who were all white, even the Aboriginals, the original inhabitants of the land, had no recognition. Thus, the laws of the land at that time favoured only people of European descent. Not only First Nations, but also people of Japanese, Chinese and South Asian heritage were subjected to discrimination, racism and other atrocities. Each one of these communities kept up its struggle for better treatment and restoration of its rightful place in the Canadian family. The process that began a few years ago finally will be com-plete on May 18.

    The Aboriginal communities seem to have suffered the most in this regard. Despite being the first settlers, they didnt have many rights, including the right to vote till 1949. As a matter of fact, some of

    them are still suffering on and off reserves. The situation on some of the reserves is still pathetic. Their experience with the residential schools is still having a severe impact on these communities. However, to their credit, the current fed-eral Liberal government and its predecessor Conservative governments have done ev-erything within their power to rectify the situation The apology and compensation to the victims of the residential school abuse as well as other measures are commendable. Similarly, the Chinese com-munity has suffered a lot of discrimination and humiliation since its arrival in Canada more than 150 years ago. Measures like the Head tax were de-plorable. The apology in the Canadian Parliament in June 2006 by the federal Conserva-tive government led by former Prime Minster Stephen Harper and the offer to return the Head

    tax to the survivors or their descendants was a noble gesture.

    The Japanese community suffered some of the worst treatment during the Second World War, when every person of Japanese heritage living in BC was declared an alien. Their fishing boats and other property were confiscated. Not only that, they were interned to the interior of BC. Rather than being bitter, they started their lives all over and made commendable contribution to communities like New Denver, Kaslo, Salmo, Nelson and Lil-looet. The apology in the Cana-dian Parliament in September 1988 by former Progressive Conservative Prime Minis-ter Brian Mulroney, finally brought closure for Japanese Canadians. They had been put through this ordeal merely because they or their ancestors

    came from a country (Japan) that was at war with Canada during World War Two.

    On a personal note, while serv-ing with the Lillooet School District as an educator and also as a City Councillor in Lillooet from 1973 t0 1990, I came to know fairly well and admired Canadians of Japanese heritage who had decided to stay in and around Lillooet after the end of World War Two. Rather

  • than being bitter, they adopted those communities as their own and became outstanding citizens. One such person was Dr. Masajiro Miyazaki, in his late seventies or early eighties. I came to know him well and respected him very much. Both of us served to-gether on a number of community organizations in Lillooet, a historic gold rush town about 300 kilometers northeast of Van-couver. One story that Dr. Miyazaki told me was unforgettable. He told me that at one point, he wanted to buy a house (one of the best ones in town at that time) but wasnt allowed to buy in his own name. So he bought it in the name of a Caucasian friend of his. Later on, when Japanese Canadians were allowed to buy property, his friend transferred the title of that house to Dr. Miyazaki. Before passing away, Dr. Miyazaki donated that house to the Municipality of Lillooet. Known as Dr. Miyazaki Heritage House, It is still being well used by various community groups. What a noble gesture!

    The South Asian community also had its fair share of racism, discrimination and hardships. Taking away our ances-tors citizenship and right to vote in 1907 was a big blow to our community.

    However, our ancestors, rather than giving up, kept fighting for their rights and their rightful place in Canada. Mis-treatment of the Komagata Marus 376 passengers for two months (May23 to July23, 1914) stranded in Vancouvers Burrard Inlet was a tragedy. Later on, its return to India at gun point was another big setback for our commu-nity. However, due to the perseverance and hard work of the community, our citizenship and voting rights were re-instated in 1947. And now, the official apology in the Parliament of Canada

    by Prime Minister Justin Trudeau on May 18, 2016 will finally close this sad chapter of our communitys struggle in Canada.

    For this timely and appropriate gesture, the community is very thankful to Mr. Trudeau, his government as well as to all of those people who kept the struggle going. Our community has come a long way since those dark days of 1907 and 1914. The impressive cel-ebration of Vaisakhi and 317th birthday of the Khalsa in Ottawa on April 11

    have made history. Furthermore, the Komagata Maru apology announce-ment by Mr. Trudeau and the respect and appreciation shown to our com-munity is a remarkable reflection of the South Asian communitys success and achievement. It has made us all proud of being an integral part of this great country of ours called Canada. Thanks Justin! We appreciate it very much.

    $100M fund to boost B.C.s tech sector and job creation

    The Province of British Columbia is creating a $100-million ven-ture capital fund as it builds the foundation for a compre-hensive technology strategy aimed at stimulating growth in the fast-moving sector, creating jobs and strengthen-ing a diverse economy.

    Premier Christy Clark today announced the new BC Tech Fund as part of the first of three economy-building pil-lars in the B.C. governments multi-year #BCTECH Strat-egy that will drive growth and job creation in the multi-billion dollar tech sector.

    B.C.s technology sector is consistently growing faster than the overall economy making this the perfect time to catch the wave and help smaller companies join in the ranks of economy builders, said Premier Clark. With

    this fund were creating a stronger foundation for B.C.s technology sector, which is a major employer in communities across the province, to shine on the global stage while creating well-paying j o b s b a c k at home for British Co-lumbians.

    The BC Tech F u n d w i l l help prom-i s i n g t e c h companies in B.C.s tech sector by cre-ating an avenue for capital funding, enabling them to take the next step towards joining the ranks of other job-creating tech companies.

    The new fund will also help develop a sustainable venture capital system in the prov-

    ince, building on the success of the B.C. Renaissance Capital Fund (BCRCF), the provinces well developed Angel investment commu-nity, and responding to cur-rent funding needs.

    Capital is one of three pil-lars in the forthcoming #BCTECH Strategy. This first pillar, announced today, also includes continuing to support B.C.s competitive tax system and research en-vironment.

    The remaining two pillars, talent and markets, include actions to deepen the B.C. technology talent pool by developing and attracting the highest quality talent, and actions to make it eas-

    ier to access new markets. The com-plete #BCTECH Strategy will be an-nounced in January.

    The BC Tech Fund will be in operation in 2016 following an open procure-ment process to se-cure a private sector fund manager to

    administer it. The process for identifying a fund manager begins today with a posting for a Negotiated Request for Proposal (NRFP).

    B.C.s technology sector, a key pillar of the BC Jobs Plan, is consistently grow-

    ing faster than the economy overall. Its continued growth is integral to diversifying the Provinces economy, strengthening B.C.s busi-ness landscape, and creating jobs in B.C. communities.     Provincial health officer declares public health emergency

    A significant increase in drug-related overdoses and deaths has prompted provincial health officer Dr. Perry Kendall to declare a public

    health emergency.

    This is the first time the provin-cial health officer has served no-tice under the Public Health Act to exercise emergency powers. B.C. is the first province to take this kind of action in response to the current public health crisis from drug overdoses. The ac-tion will allow medical health officers throughout the province

    to collect more robust, real-time information on overdoses in order to identify immediately where risks are arising and take proactive action to warn and

    protect people who use drugs.

    T h e r e c e n t surge in over-doses is a huge c o n c e r n f o r us, said Health Minister Terry Lake. We have to do whats needed to pre-vent overdoses and deaths, and

    whats needed is real-time infor-mation. Medical health officers need immediate access to whats happening and where so they can deploy the necessary strate-gies to prevent these tragedies.

    The new powers enacted by the provincial health officer provide one more tool in the robust pro-vincial strategy to address this public health crisis. Currently

    information on overdoses is only reported if someone dies, and there is some delay in the information.

    Health authorities have consistently asked for more data that will help inform responses and prevent future overdoses, said Dr. Kend-all. This is the first step in making that happen. Over the next few weeks, Ill work with medical health officers, health authorities, emergency room staff, paramedics and other first responders and the BC Coroners Service to determine how best to collect and share the data.

    Information regarding the cir-cumstances of any overdose in the province where emergency personnel or health care workers respond or provide care will be reported as quickly as possible to the regional health authorities medical health officers. This is expected to include location, the drugs used and how they were

    taken. The information will be reported for both fatal overdoses and overdoses where the person recovers.

    This information will help pre-vent future overdoses and deaths by better targeting outreach, bad drug warnings, awareness campaigns and distribution of naloxone training and kits. It will help health care workers connect with vulnerable com-munities and provide take-home naloxone to the people who need it. The information will

    be collected by the provincial health officer and analyzed at a provincial level by the BC Centre for Disease Control to better inform management of this public health crisis.

    Dr. Kendall consulted B.C.s information and privacy com-missioner prior to giving notice of this action under the Public Health Act, and will continue to consult on plans to collect information. The information collected will be protected as confidential medical records.

  • For more than a decade, the B.C. government and the BC Teach-ers Federation (BCTF) have been locked in an expensive (and messy) court battle. Hanging in the bal-ance is the ability of elected officials to set public policy priorities.

    B.C.s last New Democratic Party gov-ernment agreed to a sweetheart deal with the BCTF one of its key union allies which included restrictions on class size and class composition, and cost taxpayers millions of dollars by forcing schools to hire more teachers. The NDP was swept out of power soon after, winning just two of 79 seats in 2001. Gordon Campbell and the B.C. Liberals took over, with a clear and resounding mandate to right the fiscal ship by controlling costs and cutting taxes.

    The new government and the BCTF started negotiating a new collective agreement, but it was clear they had very different priorities. Campbell be-lieved class size and composition were a matter of government policy that should not be managed through collec-tive agreements, but rather should be decided through consultation with the public. The BCTF disagreed.

    Campbell broke this deadlock by legis-lating a new contract, which removed the aforementioned provisions. The union was enraged and took the gov-ernment to court. Many years later, a

    court held that it was unconstitutional for the government to legislatively amend collective agreements in this way. The judge gave the two parties a year to renegotiate the contract. When a settlement still could not be reached, the government again introduced legisla-tion and the BCTF again took it to court.

    This time, the BCTF hit the jackpot. B.C. Supreme Court Justice Susan Griffin effectively ruled that important terms in a contract between the B.C. government and a government union could not be modified without the con-sent of both parties, unless there were exigent or urgent circumstances.

    Fortunately, a year later, the B.C. Court of Appeal overturned this decision. It found that the trial judge erred in find-ing that the government could not legis-late the terms of a collective agreement over the objections of a union, and said that the trial judge stepped too far into the political arena by passing judgment on the reasonableness of the govern-ments motivations. The BCCA noted quite rightly that the trial judges approach effectively provides workers with a presumptive constitutional veto over education policy.

    out their democratic mandate, and for the taxpayers, who, if the BCTF succeeds, would be stuck with the tab for union-friendly sweetheart deals negotiated by previous administrations.

    Yet the CTF will not be the only intervenor. You can bet the big government unions will all be lining up with the BCTF. We believe the nine other provincial governments should intervene to support the B.C. government in its efforts. If the B.C. government loses this case, anything granted by a union-friendly government in a collective agreement could become nearly impossible to remove without the unions permission.

    While courts have historically deferred to elected offi-cials when it comes to making policy decisions, there has been a troubling trend in the other direction re-cently. Courts are increasingly stepping into the shoes of politicians and expanding Charter rights in a way that could prove not only outrageously expensive for all Canadians, but corrosive to our democracy, as well. Voters and taxpayers need to push back.

    After all, making policy and prioritizing how tax dollars are spent is the job of the people we elect: politicians. In a democratic country, judges should stick to interpreting the law not playing politician by trying to make laws.

  • Strong action for safer communities: Guns and Gangs Strategy expanded

    More police teams and prosecu-tors dedicated to combating gang violence will be on the ground and new curbs on gang crime and illegal guns will soon be in place. These are among a dozen new and ex-panded initiatives that are part of a more than $23-million boost to B.C.s Guns and Gangs Strategy.

    The funding will bolster public safety in Surrey, Williams Lake and other com-munities that have seen recent spikes in violent, public gang activity, through a three-pillar approach focused on:

    Supporting effective enforcement and prosecution.

    Furthering community safety and public engagement.

    Expanding laws and sanctions targeting illegal guns and gang violence, profits and property.

    The frequency and public nature of recent gang shootings is unacceptable and demands this additional, strategic deployment of resources. People de-serve to feel safe no matter where they live in B.C., Premier Christy Clark said. This investment will build on the gains made under our Guns and Gangs Strategy through integrated police teams, made-in-B.C. anti-gang laws, civil forfeiture actions and police- and community-led programs that engage and educate at-risk youth.

    The first pillar will support the investi-gation, apprehension and prosecution of gangsters and organized criminals by:

    Adding two 10-person teams to the Combined Forces Special Enforcement Unit (CFSEU-BC) B.C.s integrated anti-gang organization to support police in communities around the province, dealing head-on with violent criminals to suppress and disrupt their activities.

    Enhanced funding for the Provincial Tactical Enforcement Priority (PTEP) a comprehensive approach that has inte-grated municipal, provincial and federal intelligence systems to maximize police efforts to pinpoint and disrupt gang and criminal networks.

    Putting dedicated Crown counsel on pri-ority PTEP files in Surrey that involve offenders with lower-level ties to guns and gangs. This will enhance continu-ity as these cases proceed to trial and build prosecutors familiarity with, and expertise in handling, these files.

    Expanding the capacity for electronic monitoring of high-risk offenders and ensuring the courts which have sole discretion over assigning electronic

    monitoring as a condition of a recogni-zance or sentence are fully aware of the options at their disposal.

    The second pillar will further commu-nity safety and public engagement by:

    Establishing a new Office of Crime Re-duction and Gang Outreach. This office will work with CFSEU-BC in support of its End Gang Life program, as well as local governments and agencies, to provide overarching co-ordination of provincial anti-gang outreach programs.

    Creating an Illegal Firearms Task Force to study and strengthen provincial and federal programs related to illegal firearms.

    In consultation with the Attorney General, providing people with a safe, secure way to permanently surrender unwanted and unauthorized firearms and ammunition without fear of legal repercussions, through a firearms am-nesty program, B.C.s first since 2013.

    The third pillar will focus on exploring a range of legislative solutions, informed by the Office of Crime Reduction and Gang Outreach and the Firearms Task Force and through consultation with law enforcement, local government and agencies, to:

    Support potential outreach programs to disrupt and prevent gang violence.

    Explore potential changes to provincial and federal laws related to the purchase, movement and storage of firearms.

    Examine ways to further restrict gang-sters and drug traffickers access to vehicles and other tools of their trade.

    As well, the Province will follow up with the federal government on its re-cent budget commitment to work with other levels of government to determine how it can best support communities and police in limiting access to weapons and reducing gun and gang violence. The Province will seek direct access to long-term, sustainable federal funding, plus flexibility to deploy it in support

    of provincial and municipal policing, prevention and outreach.

    Enhancing public safety in the face of recent shootings means pulling out all the stops. We are strengthening our strategies and our front-line capacity to get guns off the street, putting gangsters behind bars and increasing our efforts to ensure young people understand gang life is a dead end, Minister of Public Safety and Solicitor General Mike Mor-ris said. Our multi-faceted approach is designed to effectively and quickly counter both the gunplay and its roots.

    We appreciate the additional fund-ing and support being provided to the RCMP, CFSEU-BC and our law enforcement partners, who are all working together to target, investigate, prosecute and disrupt those individuals and groups that pose the highest risk to public safety in our province, said Deputy Commissioner Craig Callens, commanding officer of the RCMP in British Columbia. As part of B.C.s Guns and Gangs strategy, we will be heightening our enforcement activities, increasing the level of information and intelligence-sharing and enhancing our prevention and community engagement programs.

    Its another victory for B.C. as the province hosts a new international sporting tour-nament, the HSBC Womens World Rugby Sevens Series. The womens series is one of a num-ber of world-renowned sporting events that are attracting visitors and keeping British Columbia in the global spotlight.

    The Province invested $135,000 to bring the HSBC World Rugby Wom-ens Sevens Series to Langford for the second time. The two-day event held on April 16 and 17, 2016, features high-calibre athletes from powerhouse rugby nations including Ireland, New Zea-land, England, Russia and the United States. These teams will battle Team Canada in one of the fastest growing team sports in the world. The Canadian womens team have finished second place overall this year and have already secured a spot at the sports Olympic debut at the Rio Olympics this summer.

    Last month Vancouver set a record with 60,418 fans watching the inaugural

    HSBC Canada Sevens Mens Series. This was the biggest crowd to watch rugby in Canada. Both the Mens and Womens World Rugby Sevens Series are Olympic qualifiers with the top four ranked teams from each series are given a placement at the Olympic Games.

    The Ministry of Jobs, Tourism and Skills Training and Ministry Re-sponsible for Labour has contributed $100,000 for broadcast production costs through the Tourism Events Pro-gram and the Ministry of Community, Sport and Cultural Development pro-vided $35,000 for staging the tourna-ment through the Major Sport Events Program.

    The 2016 FV Regional Heritage Fair is a collaboration of the MSA Museum Society and The Reach. The Regional Fair will be held on Thurs-day, April 28th & 29th at the University of the Fraser Valley. For the past several weeks over 500 Fraser Valley students in grades 4-9 have been researching, writ-ing and producing a project based on a Canadian heritage theme of their choice.

    On April 28th 120 of these students will showcase their projects at the University of the Fraser Valley, Abbotsford Campus. We need 60 volunteer judges to interview the students and review their projects. On April 29th at the Closing Ceremony a number of students will be presented with awards, sponsored by our commu-nity, and later a small delegation will be

    selected to represent the Fraser Valley at the Provincial Heritage Fair in July.

    Your assistance is needed in the adju-dication process - each volunteer Judge will be asked to meet with five or six students and complete a one-page As-sessment Rubric You dont need to be a history expert to help but be prepared to learn from these hardworking students! The topics will delight and intrigue you from the popular themes of Emily Carr to the personal challenges and rewards of immigrating to Canada. We also have a number of projects en franais, so will need a few bilingual volunteers as well.

    Social media and other assets: What happens when youve signed off

    (for good)?

    There are plenty of good reasons to make a will your children, your partner, the charities you support. Now you can add one more reason to the list: your social media accounts. In the event of an untimely demise, what do you want to happen to your electronic and other online assets?

    This is a particularly unsettled area of wills and estates law, but surely its bet-ter to put down who you would like to curate (or close down) your social media accounts and who gets all your digital downloads (if they can be transferred) than to leave that to chance.

    And while it is easy to fall into thinking theres plenty of time to come to a deci-sion, B.C.s Make a Will Week might be just the impetus some of us need to do something about it. Its the chance to consider providing for the people, chari-ties and organizations we care about.

    During this week, April 10 to 16, its time to think about how you want your final wishes to be carried out.

    There are many reasons to make a will or to update an existing will -- and its easier than ever to do so, says Minister of Justice Suzanne Anton.

    A couple of years ago, a provincewide telephone poll by the Society of Notaries Public of B.C. found that 45% of B.C. adults dont have a current, legal will. In fact, neither did 80% of those between the ages of 18 to 34.

    If you have a will congrats. But you might want to take another look if youve had significant changes to your life, fi-nances, health or family situation.
