CEPC CSR INITIATIVES Skill Up-gradation on Hand-Knotted & Hand Tufted Carpet Weaving to Train New Artisans in Mirzapur-Bhadohi-Varanasi Carpet Cluster under CHCDS Mega Cluster Scheme upto 31st March 2017

Carpet Export Promotion Council (CEPC) during 2015-16 has taken an initiative for imparting trainings in both the segments of Hand-Knotted and Hand-Tufted Carpet Weaving to the Artisans with the aim of creating skilled manpower in Handmade Carpet Sector. CEPC as on 31st March 2016 through its 120 training centres (in 163 batches) at Bhadohi-Mirzapur-Varanasi, has trained 1956 trainee weavers out of a target of 5000 trainees and the list of such trained weavers were circulated to the trade, which can also be seen on CEPC web site at www.indiancarpets.com The Government has decided that the ongoing projects of Mega Cluster Mirzapur-Bhadohi, should be completed by 31st March 2017 and exporters of the areas be associated to train the remaining target of un-trained artisans of Skill Up-gradation Programme on the condition of employing the Trained Weavers by the Exporters. The issue has also been apprised on 3rd June 2016 by the Senior Director, Office of the Development Commissioner (Handicrafts) with the Exporters during a meeting at Bhadohi Exporters has shown their willingness to take up this project. Salient features of the scheme are as under: Rs. 2400/-p.m. per trainer;Rs. 7000/- p.m. per trainer;Rs. 2500/- p.m. as lease rent to the Land lords for Training Centre venues;Rs. 10,000/-per year - for 3 knotted Looms; and for Rs. 2000/- per year for 6 hand tufted looms; Raw Material, equipment & small tools being used in carpet weaving trainings will also be provided by the CEPC; We would request Member-Exporters of the Council to kindly come forward for undertaking the training programme to train 3,000 artisans in their respective areas in Bhadohi- Mirzapur-Varanasi during 2016-17. Ms. Smriti Zubin IraniUnion Cabinet Minister for Textiles

Smt. Smriti Zubin Irani took over as the new Union Textiles Minister. Smt. Irani was serving as the Union Minister for Human Resource Development before taking over as the Union Textiles Minister.

Shri Kuldeep Raj Wattal, Chairman, Carpet Export Promotion Council on behalf of the Indian Handmade Carpets, Rugs and other Floor Covering Industry welcomes Smt Smriti Irani as the New Union Cabinet Textiles Minister and hope that under her able guidance and able administrator ship, exports of Indian Handmade Carpet industry will increase manifold through skilling India and general more employment opportunities and boost overall economy of vi rant India he Minister expressed concerned over the current deficit (C D) “which is affecting the nation’s economy”. She highlighted the textiles sector “is one sector where we can increase the exports substantially”.

Dynamic, dedicated and determined, Smt. Smriti Zubin Irani arrives as a ray of hope in then lives of a billion of Indian textiles workers, artisans, weavers and entrepreneurs. Her laser focus on development and her proven ability to deliver results have made her one of the most popular Leaders. Her promise is to build textiles sector that is strong, prosperous and inclusive, where each and every Indian who is in textiles sector can realize their hopes and aspirations.

She noted that the textiles sector provides employment to a large number of women, and that she will continue the efforts being taken under the leadership of the Prime Minister to engage with the industry and help increase the exports of the sector. Citing that the weavers are the foundation of the sector, Smt. Irani assured that the Government would strive to help them to the maximum possible extent. Speaking of the huge opportunity for skilling, the Minister said that besides improving the skills of the people already engaged in the sector, she would also take steps to bring more youngsters into the field She once again than ed the Hon’ le Prime Minister for allocating her a portfolio which is of great importance to the rural economy of the nation.

The Hon’ble Cabinet Minister further said that the textiles sector has a huge potential of providing large number of jobs to the vulnerable section of the society.

Shri Ajay Tamta took charge as the New Minister of Staten for Textiles in Textiles Ministry. Shri ay amta is a o Sa ha MP from lmora constituency ttara hand and a member of the Bharatiya Janata Party. Prior to his election to the 16th Lok Sa ha Shri amta has served as a mem er of the ttara hand egislative ssem ly from 2007 to 2012 and again from 2012 to 2014.

He has also served as a Minister in the Government of Uttarakhand, as Cabinet Minister during 2008 – 2009 and as MoS during 2007 – 2008.

MESSAGEFrom the Desk of Chairman

Dear Friends & Fellow Exporters,

It is high time that few realize the adverse impact of duty discrimination prevailing within Textiles Sector, which is one of the strategic and labour intensive sectors. The duty bias has been one of the factors discouraging the Indian handmade carpet sector to attain its potential production and growth in exports. Few hope bold policy initiatives will be taken by the Government to boost growth of this sector. Otherwise, the Indian Handmade Carpet Industry will not be able to sustain and give way to countries like China, Iran and Turkey to march past India.

Despite various problems hampering the exports of Indian Handmade Carpet industry, the Council on its part is making all out efforts to promote the sector by involving export promotion activities abroad as can e seen at our nnual ction Plan listed on the following pages

s you are aware atin merica and others has emerged as the ma or emerging markets for handmade carpet and the Council has lined up exclusive Exhibitions in these markets. The Council is venturing in these countries for the first time and I am sure exporters will ta e advantage of this opportunities.

It is heartening to see that the Government is taking a slew of initiatives for encouraging exports, these include many steps in ease of doing business and broadening the Merchandise Exports from India Scheme (MEIS) s per the extended MEIS from May onwards all products covered under MEIS are eligible for global coverage irrespective of the export destinations and the market coverage for 2787 MEIS lines have been extended to all countries. It is also encouraging to note that that the DGFT has removed the restrictions under the Incremental Exports Incentivisation Scheme (IEIS) and this would help process the cases by the regional authorities without imposing any cap, unlike the earlier stipulation of restricting the entitlement to 25 per cent growth or incremental growth of 10 crores in value, whichever was less. The above twin policy initiatives along with various steps like doing away with landing certificates etc ta en for ease of doing usiness y the D will give the needed fillip to exports of Handmade Carpets hese innovative steps would encourage exporters to cover new destinations and thereby helping reverse the declining trend of exports

are reviewed every year after announcement of Union Budget, taking into account the budgetary changes in Customs & Central Excise duties and service tax. The Council has recently received a communication from the Directorate of Drawback, Department of Revenue. Govt of India, asking for the data for revision of DBK rates for 2016-17. You are aware that it is necessary to provide comprehensive, representative and verifia le data to the DB Directorate so as to get DB rates and cap value commensurate with the duty incidence. I would request all members to provide the cost data along with all supporting documents in the prescri ed format immediately to the Council lso any procedural issues concerning product classification in DB Schedule may also e sent to the Council

Mir apur Bhadohi Varanasi Carpet Producing Belt s on st March CEPC has trained trainee weavers in Bhadohi-Mirzapur Mega Cluster for Carpet weaving in its 120 training centres in 163 batches. List of trained weavers has been shared with all the concerned for utilizing the services of CEPC trained weavers on providing fruitful employment to them e have een told y the ovt that no fresh skilling will be taken up until all the skilled weavers are placed in wage or self employment.

I would li e to share with my carpet fraternity that with the help of the DC (Handicrafts) we have organised two days Seminars and or shops at Srinagar and aipur and further organising in Si im Panipat aipur Varanasi and gra e have also started echnical raining Programs to impart trainings on weaving of Hand notted Carpets i e Centres each at aipur Dausa in a asthan centres each in Panipat (Haryana) and in gra ( P ) two each at Odisha Chhattisgarh and har hand

Indian Carpets are renowned all over the world for their exquisite designs, subtle elegance attractive colours and wor manship Hand notted oollen Carpets from India speak eloquently of the superb workmanship. India produces vide variety of ualities with specific designs colours and si es as per re uirement of world market and have an edge over other carpet producing countries to produce carpets according to the specification of uyer with timely delivery schedule. The art of weaving carpet has percolated down through generations and the Indian craftsmen have been creating the greatest of specimen since the medieval period.

Indian Handmade Carpet Industry en oy No status in the International Mar et in terms of value and volume for achieving ma or share of international markets both in terms of value and production in the world market. India is possessing market share of around 35% of total world import of Handmade Carpets. India takes a global leap in its Handmade Carpet exports with the strong base of improved infrastructure, quality and technology.

CEPC enthusiastic after meeting Union Cabinet Textiles Minister, Smt. Smriti Zubin IraniIt was li e a rainstorming session for the Newly appointed Union Cabinet Textiles Minister of India, Smt Smriti Zubin Irani, on the complete chain of the handmade carpet industry, as during the day she had met a High Level Delegation of Carpet Export Promotion Council under the eadership of Shri uldeep a attal Chairman an ed y Shri Shiv umar upta the Executive

Director and Shri N uin Deputy Director of the Carpet Council. The Cabinet Minister sought suggestions from the Council with a view to boosting handmade carpet exports and creating employment in the sector Shri attal Chairman CEPC gave detailed presentation about the carpet sector and apprised her the problems and steps that need to be taken for the betterment of the industry and submitted Memorandum of PP Presentation.

fter hearing the Chairman of the Council the Hon’ le Minister assured full support not only of Textiles Ministry but of other connected Ministries in solving the issues of the carpet industry to boost the exports. The delegation appeared enthusiastic as the Minister assured them positively about their demands. The Carpet Delegation met Smt Smriti u in Irani first time since her oining as the Union Cabinet Minister for Textiles.

The broad issues submitted and discussed by the CEPC delegation with the Hon’ble Cabinet Minister for Textiles are under: 1. Include 3% Interest Equalization Scheme for Merchant

Exporters; 2. Restoration of ( Bonus) benefits under

Focus Product Scheme of under Merchandise Export from India Scheme (MEIS) for Handmade Carpet Sector

3. Allow the Council to organize Export Promotion specialized Fairs / exhibitions or organize Special Shows in Departmental Stores in USA cities branding of Handmade Carpet;

4. Inclusion of Handmade Carpet Industry under Special

Package announced by the Cabinet Committee headed by Hon’ble Prime Minister for employment generation and promotion of exports in Textiles and Apparel Sector as most of the manufacturers of Handmade Carpets and other oor coverings covered under cottage industry/ MSMEs

5. Reduction of Import Duty in Turkey, South Africa, Latin American Countries (LAC), China, Russia etc as at present the import Duty in South frica atin merican Countries ( C) China ussia etc is more than to 40% which ultimately increased the cost of Indian Handmade Carpets though there is tremendous scope in these ocus upcoming Mar ets

6. Request for mandatory RCMC for Carpet Exporters – to enable the Council in helping eradication of reportedly child labour;

7. Exemption from Service Tax :-

(i) On participation in Domestic Fairs - The Export Promotion Councils should be exempted from levy of Service Tax for organizing participation in domestic fairs which is resulting increase in participation charges

may be mentioned here that efforts were made in the past as well to create a Mega Event titled “Tex Trend India” for complete textile, Carpet and Handicraft products chain but it did not succeed. Union Cabinet Textiles Minister Smt Smriti Zubin Irani informed that the Mega Event will cover the entire value chain from textiles to handicrafts to carpets. round to 950 Indian Exhibitors are expected to participate at the International Mega Event, which is hoped to be attended by around 2000 buyers from all over the Globe.

The common Make In India Brand would be established for Indian Textile Industry by showcasing the products from extiles to fa ric – fi re to fashion fashion to handicrafts at Indian Pavilion, organizing roadshows alongside the Mega event and “India B2B Meetings” after business hours of the event.

The Mega Show will also likely to include Technical Conference, titled “Advantage India: Sourcing Destination for the World”, which would bring renowned National and International panel of Spea ers and Delegates on one platform, to establish India’s relevance in global textile product sourcing. PM’s SPL PACKAGE FOR MoTCabinet approves special package for employment generation & promotion of exports in Textile, Carpet & Handicrafts Sector The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given approval for a special package for employment generation and promotion of exports in Textile, Carpet & Handicraft sector.

The move comes in the backdrop of the package of reforms announced by the Government for generation of one crore o s in the textile and apparel industry over next 3 years. The package includes a slew of

measures which are labour friendly and would promote employment generation, economies of scale and boost exports. The steps will lead to a cumulative increase of US$ 30 bn. in exports and investment of ̀ 74,000 crores over next 3 years.

In the 5th annual edition held from July 1-3, 2016 in Mumbai, HGH India showcased the widest ever range of

products and services from well- established International and Indian brands, manufacturers, importers, designers and service providers. The regular and new exhibitors launched new products, new brands, latest design innovations and new trade schemes through HGH India 2016. There is an express communication from over 85% of the domestic and International exhibitors from Thailand, Taiwan, UK, Germany and Korea also showcased their new innovative ranges for the first time at HGH India 2017.

AN APPEAL

APPEAL FROM CHAIRMAN - CEPC ON “NOT TO USE CHILD LABOUR” ANYWHERE As you are aware that this Council has also formulated a Code of Conduct, which require its member exporters to ensure that his / her carpets are woven only on the looms registered by this Council having no Child Labour as prohibited by the Child Labour Prohibition & Regulation Act, 1986. Further the Code of Conduct requires that it will also be your responsibility to ensure that no order for manufacturing carpets / durries is given to nor raw material issued for weaving of carpets/durries on the loom which has not been registered or has been subsequently de-registered. The members have also filed necessary affidavit in this regard that they will abide by the “Code of Conduct” of this Council.

We would advise you not to get your carpets / durries woven on these looms as it will be violation of the Code of Conduct of which all Members are signatories.

In case any Member is reported to be getting his / her carpet / durries woven on such looms or on the looms which has not been registered, action will be taken against him / her in accordance with the provisions of Code of Conduct of the Council.

We would request our members to co-operate in strengthening the self regulatory measures initiated by this Council for elimination of Child Labour from the Carpet Industry.

As per our commitment to the Trade and World Body, we are shortly going to start a Child Labour Cell in CEPC Bhadohi Regional Office manning by 3-4 executives. Some of the major role for the personnel of the Child Labour Cell would be to Visit carpet weaving areas all over India, including those described as the new carpet belts, to hold awareness campaigns for loom-owners on existing and new laws specially emphasizing issues of bonded, forced and indentured child labour. The Child Labour Cell will also monitor nearby looms during their visits to check the reports received from the designated agencies as well as the de-registered looms in the areas they visit. They will also, in addition to the agencies, register any un-registered looms which they find.

He started carpet usiness at an early age of He used to uy single carpet in the eheran Ba aar and ta e it to another dealer and sell with a it profit He came to Ham urg in and started the import and wholesale of handmade carpets at that time only Persian carpets In he visited Bhadohi area and ought carpets as one of the first uyer of Indian rugs t that time there were very little production and a shortage of Carpets He was very active in developing new ideas patterns and designs and spend days with the manufacturers to map new designs He was one of the pioneers of Nepali carpet production in India His son Mr Eri Dilmanian remem ers him giving samples of Nepali carpets to M/s umar Carpets in Naya Ba aar and displayed the first samples during the ran furt Messe (we elieve it was early s) he customers could not elieve that the pieces were not from Nepal

It was his nature to respect all usiness partners never refused any documents or ordered goods even if it was late delivery He elieved in honesty and correct usiness

here is much more to say a out his wor and achievements e have lost one of the last nowledga ly expert carpet person a man who loved and devoted his life for the Handmade Carpet

His son Eri Dilmanian has ta en over the usiness and is running it as his fathers’ legacy

His passing will not only leave a void in Carpet industry ut in the hearts of everyone who now him ate Dilmanian’s memory will always remain deep within the hearts their every carpet manufacturers and exporters
