This edition of Build News is our first publication in our 35th Anniversary year! SIBL was established back on 27 November 1981 when the Singapore Institute of Building and the Chartered Institute of Building (Singapore Centre) successfully merged. The Institute’s first Annual General Meeting was held on 17th July 1982. The first president, Mr Paul Lim Teck Chong was elected and he continued engaging with the Institute! Many of the committees that the Institute began in 1982 are still in operation today and chaired by Members of the 34th – 35th Board of Directors. The Institute’s inaugural dinner and dance was held on 20 November 1982 at the Mandarin Hotel Ballroom at a ticket price of $45 per person, a handsome sum in 1982! We have come a long way since those formative years with the original 26 founding members and I was one of them! In the past 35 years, SIBL has continued to grow its membership, stay relevant as influencer in the built environment industry and contribution to the science and practice of ‘Building for the Nation’. SIBL has also established a network of professional alliances throughout Asia Pacific, Europe and Africa. We are very proud of the SIBL history and the integrity of all the previous Boards of Directors. It is a definite advantage to continue their legacy into the future. We have extensive plans for 2016 and hope more willing Members to come forward to achieve our goals. The 2nd edition of BuildTech Yangon 2015 returned serving the building and construction industry in Myanmar. This much anticipated trade show continued its focus on technologies that address building and construction development in Yangon with a focus on infrastructure, residential and commercial buildings, transportation, manufacturing and trading.

SIBL, Myanmar Construction Entrepreneur Association (MCEA) and SIBL EM Sphere Exhibits Pte Ltd organised our business mission to Myanmar and connected with our Burmese friends, developers, contractors, architects and engineers as well as Singapore professional service providers exploring opportunities in Myanmar. For all construction projects, time for performance is fundamental. Delays in completion almost invariably lead to disputes over extensions of time and other related issues, with Employers typically seeking liquidated damages and contractors making loss & expense or prolongation claims.This seminar focussed on two aspects of delay – concurrent delays and separately the contractors loss & expense claims. It discussed the impact of concurrent delays on the imposition of liquidated damages. It also discussed how claims may be made under either the common law or via the contractual mechanisms for loss and expense claims. The speakers examined the issues from first principles. Developing areas of the law was discussed, including the treatment of these matters in adjudication proceedings under the Building and Construction Security of Payment Act.

SIBL supports Asia Pacific Hotel & Investment Conference, Dusit Thani, Bangkok, Thailand. The Asia Pacific Hotel Investment Conference, an IHIF Summit, returned to Thailand for a third year. The Thai Government expended efforts to further boost the country’s image and tourism is once again on the rise. On a sub-regional level, ASEAN Economic Community came into play in 2015, further boosting the thriving economies of member states, including Indonesia and Philippines. Regionally, developed markets such as Australia and Singapore are going strong with renewed investor interests. Opportunities are abundant across asset classes and investment criteria.

20 February 2016 - SIBL’S Prosperity Lo Hei Appreciation Lunch cum 30th Years Loyalty Award

The award presentation and Enterprise Members networking was held at Ban Heng Restaurant, Harbourfront Centre. The SIBL team met with long time members who received their 30th Year Loyalty Award for dedication to the institute. We congratulated these significant members for their 30 years membership and contribution to our institute.

19 September 2015 - 34th Annual General Meeting at Holiday Inn, Orchard City Centre

Our Annual General Meeting (AGM) was held at Holiday Inn, Orchard City Center, was a successful event attended by new members and Enterprise Members from across the industry. Prior to the AGM, a luncheon talk on “Withstanding Shocks and Obstacles through robust financial management” was conducted by Mr Derek How. Mr How, who was the Partner and Leader on Real Estate and Construction Practice from RSM Chio Lim LLP, also a new SIBL Enterprise Member.

The talk discussed how developing strong and sound financial management capabilities is crucial in helping businesses to stay robust and capitalised on opportunities. It aimed to dispel misconceptions and highlight the importance of financial management as a building block for success in real estate and construction businesses. It was a very well received talk and very timely given the uncertain future outlook for the industry.

SIBL new membership continued to grow steadily. The Board also passed several important amendments to the Memorandum of Association to allow SIBL to enter into dialogues with international companies, to enable SIBL to receive donations to fund research projects, smoother processes to upgrade students to higher membership levels and to permit suitable overseas companies to become SIBL Enterprise Members. SIBL hosted New Enterprise Members to a luncheon talk by BCA and SIBL Enterprise Member, Align Group Pte Ltd. BCA’s HR initiatives for the Built Environment sector and the “Pledge for a Better Built Environment Workplace” conducted by Mr Ryan Hong. He is the Senior Manager in the Manpower Planning Department of the Building Construction Authority (BCA), which aimed to attract and retain local talents in the Built Environment Sector. He has over a decade of experience in promotional campaigns in the public sector.

The topic of the second talk was “The secret to attracting and retaining talent in the built environment industry”. This talk revealed Insights from the National Workplace Happiness Survey by Mr Low Boon Seong, Co-founder of Align Group. Mr Low is a regular speaker and practitioner on Workplace Happiness in Singapore and the region, being invited to speak in events run by Health Promotion Board, SPRING Singapore, UniSIM, NTUC, SHRI, etc. He has over ten years’ experience implementing people management program during his employment with Singapore Airlines (SIA), and as a Human Resource Professional with the Align Group. In the short space of a few years, Align Group has established itself as a thought leader in the space of organisational development with integration of positive psychology approach and business analytics. Together with his team, Boon Seong has led key people consulting projects with public agencies, multinationals and small-and-medium enterprises.

The National Workplace Happiness Survey 2014 has provided important insights into area of opportunities for talent attraction and retention in the Built Environment industry. See it for yourself on what the happiness drivers of the industry are, and what cost-effective strategies you can adopt to attract, manage and retain your best people. The speaker, Mr Low touched on how having the right HR structure can help to facilitate implementation of these strategies. Align Group is the brain behind Singapore’s first National Workplace Happiness SurveyTM, and has been singleminded in promoting workplace happiness across Asia through HR consultancy, training, and research solutions. They combined the scientific rigour of analytics with the practice of positive psychology in people management, enabling their clients to build great teams and workplaces that are sustainable, engaged, happy, and productive! February 2016 Signing of Memorandum Of Understanding (MOU) SIBL with NTUC U Associates

We are pleased to announce that SIBL has joined NTUC U-Associate eco-system!

The NTUC U Associate Programme is a key initiative by the Labour Movement to reach out to Professionals, Managers and Executives (PMEs) through professional associations and bring them the U Advantage of the Labour Movement. Launched in March 2011, the programme comprises of an ecosystem of associations across various sectors including Financial, Human Resource, Project Management, Marketing, Engineering and more. NTUC and its U Associates work with a sectorial focus to develop career and skills progression plans for our PMEs in these sectors. Through these alliances, we prepare our PMEs to be future-ready and future-proof and open up greater opportunities for both the associations and PMEs. NTUC U Associates empower the PMEs across four key areas – Protection, Progression, Placement and Privileges (4Ps).

With the build environment industry facing a stream of challenges such as manpower scarcity, rising costs and stress on the existing cohort of professionals to adopt various building codes and IT solutions, NTUC and SIBL are committed to work together to promote and advance the status and interest of the industry as well as to enhance the progression pathway of the building professionals to attract and retain the cohort. Both will also be collaborating closely to gear the workforce up to the changing dynamics of the industry to adopt new technologies and solutions through existing training programmes.

In the upcoming months, NTUC and SIBL will be rolling out a series of programmes through collaboration with our existing UA partners within the ecosystem to explore opportunities in areas of re-skilling and upskilling to ensure that SIBL members stay relevant and competitive in the industry. Update on Best Practice - International Property Measurement Standards (IPMS)

The need for IPMS arose as property has historically been measured differently throughout the world, causing inconsistencies and confusion. Depending on the standard used the area quoted in different markets for an equivalent building could vary by as much as 24%. SIBL joined this coalition in 2015.

The International Property Measurement Standard (IPMS for Offices) was published by a global coalition of professional organisations in November 2014. It establishes for the first time a high-level, common basis for measuring office buildings around the world. The coalition behind IPMS (which includes RICS) will develop iterations for Residential, Industrial, Retail and Mixed Use Buildings between now and 2018.

All coalition organisations have committed to incorporating the new international standard into their own guidance for professionals. RICS is the first organisation to adopt IPMS in guidance to practitioners. The new measurement approach is set out in RICS Property Measurement Professional Statement, which incorporates IPMS. This was published in May 2015 and became mandatory for practitioners in more than 140 countries from January 2016.

Update on International Ethics Standards Coalition (IESC)

The International Ethics Standards Coalition (IESC) was formed on 21 October 2014 after meeting at the United Nations in New York. The Coalition, comprising 63 organizations including SIBL, aims to bring about the harmonization of ethical standards through the creation and adoption of agreed International Ethical Standards for those working in the land, property, construction, infrastructure and related professions. In August 2015 the IESC selected experts from around the world to form its Standards Setting Committee (SSC) and to review the many existing ethical codes, identify common themes and bring greater consistency and clarity to how ethics are used across real estate through the development of international ethics standards. The SSC brings together global experts including academics, real estate fund and asset managers, valuers, and specialists in development and construction. The first document prepared by the Coalition’s Standards Setting Committee is a set of 10 Ethical Principles. The ethical principles below are listed in alphabetical order and are all of equal importance - public consultation is now underway in relation to these 10 Ethical Principles

Last year SIBL welcomed the collaboration between the three institutes. SIBL has had collaborations with AIB since 1987 and with NZIOB since its inauguration in 1988.

NZIOB - SIBL MOU provides for a greater information exchange and level of co-operation between the two institutes and respective membership..The MOU is for a period of 5 years.

AIB-SIBL-NZIOB MOU provides for closer tri-partite alliance between the three institutes to promote business collaborations through shared trade missions, educational academic training and support and joint endorsements of major conferences.

SIBL President joined the AIB’s AGM in Canberra and then went onto meet with NZIOB leadership to discuss the way forward with our collaborations under the alliance.
