SPP/APR

• State Performance Plan (SPP)• Annual Performance Report (APR)

[The State] must annually report to the secretary and the public on the progress of the State, and of children with disabilities in the State, toward meeting the goals established under §300.157(a) for the performance of children with disabilities in the State, that may include elements of the reports required under Section 1111(h) of the ESEA. [34 CFR 300.157(c)] [20 U.S.C. 1412(a)(15)(C)]

State Performance Plan (SPP)

• Updates and revisions are due February 1st of each year

• Spans a six year period

• Covers 20 indicators established in IDEA 2004

• Requires baseline data and goals (targets) for the state

Annual Performance Report (APR)

• Due each year on February 1st

• Reports progress made on the twenty indicators for the past year

• Must report if state met goal for the year

• If goal was not met, must include explanation for not meeting goal

• We will be monitoring progress during the school year and notifying you when it appears you have past-due data

• These are courtesy calls and emails so you can clean up your data before the end of the school year

Non-Compliance

• Once the school year ends, we will begin to analyze the data for Indicators 11, 12, and 13. The data for these Indicators must be entered before the end of the school year.

• Letters of non-compliance will go out once we analyze the data.

• Compliance for other Indicators will be determined later in the year.

Indicator 7

• Riverside BDI-2 website is now open and ready for you to enter Preschool Assessment Post-Test Data.

• Protocols are in the process of being mailed.

• Data must be entered by June 30, 2010.

Indicator 7

• Must be 6 months in between Pre and Post Tests

• Your goal is to be as close as possible to your 3 to 5 year old Child Count.

• Age of student is based on age as of December 1, 2009.

• Letters of non-compliance will be sent out soon for SY 2008-2009 data.

• Reasons districts were found out of compliance include: Only entering Pre or Post Test data, need both to

measure progress Not waiting 6 months between testing Not entering any assessment data at all

• The parent survey site is available for SY 2009-2010 (use the unpublished URL - should be protected)

• Your goal is to survey all of your parents. The count should be close to your Child Count.

Indicator 11

• Keep using the Intervention Screen to bring in initial rulings for SY 2009-2010

• The OSE is developing a new screen for Child Find that will remove and replace the Special Education data from the Intervention screen. Currently planned to be available starting with the

2010 – 2011 School Year.

New Child Find Screen

• All initial rulings will come through this screen, including Part C to B referrals and Intervention referrals.

• All students owned by your district will be displayed on the screen to select from, and Part C to B and Intervention referral students will be marked for easy identification.

• Should remedy the current issues with the Intervention screen and Special Education Indicators, Enrollment/Transfer Records, etc.

New Child Find Reports

• A new report will be created that is similar to the Intervention Compliance report, but will also list Indicator compliance related to initial rulings (Ind. 11 and 12).

• A Roster Report will list all Child Find students. If a new Special Education Indicator is sent in one of your files and the student has not been ruled in the past, they will appear on this report.

• Data is looking better, but we’re still not there yet.

• Continue to review your Part C to B No Match Report and report to Jolene Miesse with any children that need to be removed.

• Also check your Part C to B Match Report to ensure that IEPs are developed by the 3rd birthday.

• You should be starting to collect this data now (1 year after leaving school).

• Enrolled in Higher Education Defined as enrolled in a community college,

college/university, or other Institute of Higher Education

– in an educational program to earn a degree or other recognized credential; OR

– in a training program that lasts at least one academic year to prepare for gainful employment

• Competitive Employment Worked for pay at or above the minimum

wage in a setting with others who are non-disabled for a period of 20 hours a week for at least 90 days at any time in the year since leaving high school. Includes military employment.

90 days can be either cumulative or continuous and includes paid sick leave (i.e. Worker’s Compensation)
