History of EBRPD’s presence in East Contra Costa County
• In the beginning… EBRPD did not encompass all of the 2 counties…
• In 1981, East Contra Costa County was annexed to be part of EBRPD, without benefit of additional property tax.
• Citizen’s Task Force convened to figure out how to fund the newly annexed area, which was rapidly changing from farmland and ranches to residential development.
History of how the East Contra Costa County LLD was formed
• In 1991 Citizen’s Task Force recommends an LLD be formed to fund maintenance and operations in the East Contra Costa County area.
• In 1996, ECCC-1 was placed on the ballot as Measure LL. Approved by voters within the assessment boundary.
• Assessment of $19.70 per residential unit/parcel unchanged in 25+ years.

ECCC LLD Engineer’s Report Description of Improvements: The level of operations, maintenance and servicing include, but are not limited to: culvert service and repair, drinking fountains repair, entry structure repair, erosion control, fence repair, fire suppression, inlet, pipeline and outfall service and repair, litter control, mowing, painting, ranger patrol, repaving and crack repair, restroom maintenance, sign maintenance, stair tread repair, tree and shrubbery trimming and removal, weed abatement, landscaping, grading and soil preparation. The operations, maintenance and service include personnel, electrical energy, and utilities such as water, materials, contractual services, administrative costs and other items as necessary.
The ECCC LLD funds 4.86 FTE in the Delta Unit, East County Trails and Parks
Parks and Trails in East County include: • Delta de Anza Trail • Marsh Creek Trail • Big Break Trail • Big Break Shoreline • Nunn Property & Delta Access • Round Valley • Vasco Hills • Deer Valley/Roddy Ranch • Byron Vernal Pools

The Annual Timeline for LLD Adoption
Board of Directors reviews and approves in multiple steps:
1. Board adopts Resolution Initiating Proceedings (May 4)
2. Board approves Engineer’ Report and adopts Resolution of Intention (May 18)
3. Clerk of the Board publishes Notice of Public Hearing no less than 10 days before public hearing.
4. Board conducts Public Hearing and (unless 50% protest) orders Levy.

• Approve Engineer’s Report for FY 2021-2022 • Adopt resolution confirming the diagram and
assessment as set forth in the Engineer’s Report. • Order the maintenance and improvements and levy
the assessment as set forth in the Engineer’s Report. • Adopt resolution overruling protests.
