    Whilst the majority of the improvements subject of the Study will be delivered by theLocal Authority, other schemes being undertaken in the area will contribute to the overallaims of regenerating North Smethwick for industrial and residential uses and improvingthe environmental quality of the area. Complex Development Projects (CDP) isundertaking a project to revitalise the canalside area by assisting in the relocation ofFuture Skills Sandwell (FSS) to new, larger purpose built facilities and the constructionof new residential units alongside the Engine Arm canal. This will release the formerpremises of FSS, and together with the Smethwick Enterprise Centre, CDP plan to create‘The New Village’, a business and retail/leisure attraction with an outdoor market. AGrant Application to the DCLG for external ERDF capital funding and Revenue Grant hasbeen made. As some of the land referred to involves Council owned land and buildings,the redevelopment will be in partnership with Sandwell M.B.C. There will also be an inputfrom HCA in terms of providing the self build housing on the Engine Arm site.

    B2. The Strategic Case

    This section should set out the rationale for making the investment and evidence on thestrategic fit of the proposal. It should also contain an analysis of the existing transportproblems, identify the barriers that are preventing growth, explain how the preferred schemewas selected and explain what the predicted impacts will be. The impact of the scheme onreleasing growth potential in Enterprise Zones, key development sites and urban employmentcentres will be an important factor in the assessment process.

    In particular please provide evidence on the following questions (where applicable):

    a) What is the problem that is being addressed, making specific reference to barriers to growthand why this has not been addressed previously?

    The North Smethwick Canalside Area is predominantly industrial, served by 3 east-westroutes: Lewisham Road, A41 and Soho Way. Lewisham Road is considered the mostdirect resulting in large numbers of industrial vehicles using this route in preference toothers. Traffic calming measures have been introduced but have not had the desiredeffect of funnelling heavy goods vehicles towards more appropriate routes and therebyreducing the quality of the environment for residents along this route. Access to thiswider area is required in order to release land in the short term for new employmentopportunities. In the longer term, the programme of improvements will enable neweconomic growth to be achieved which is not currently forthcoming due to the poorenvironmental quality of the area. The area will also be more attractive to housebuildersthereby encouraging a range of housing to be delivered in line with the Black Countrytargets.

    b) What options have been considered and why have alternatives have been rejected?

    A study was undertaken in February 2004 which looked at access issues to the NorthSmethwick Canalside area. The study concluded that the realignment of Lewisham Road

  • which would create the opportunity to open up some 33ha of brownfield land forremediation and create some additional 1635 jobs, would cost £4.7m (exclusive of landcosts). However, the cost benefit analysis also concluded that the level of outputexpected did not justify the level of public sector expenditure needed and there was littlelikelihood of attracting private sector funding to support it. The North SmethwickCanalside Access Strategy (March 2005) was commissioned to look at alternativemethods of accessing the area which would be more cost effective. The studyrecommended a number of highway and junction improvements which provided betterquality access to the new residential sites and adjacent industrial areas but with lesspublic sector contribution. The objective of these smaller scale improvements andphased works was to improve access throughout the area and to bring about a change inthe environment that would assist in delivery of potential development within the region.Benefits to existing and potential residents would also be improved.

    The final preferred options are:

    c) What are the expected benefits I outcomes? For example, job creation, housing numbersand GVA and the basis on which these have been estimated.

    There are a number of expected benefits and outcomes arising from this project.Initially, the improvements to the highways and junctions within the North Smethwickarea will enable better access to underutilised land and premises, therefore increasingemployment opportunities in the short to medium term. It is estimated that there areapproximately 3500 employees currently working within the wider area. In the shortterm, it is expected that the majority of these will be retained until such time as newdevelopment comes forward. When this occurs, Sandwell Council will work with theemployers to source appropriate sites for relocating the businesses.

    In the longer term it is anticipated that the area will be transformed into a high qualityresidential led mixed use area as outlined in the adopted Smethwick Area Action Plan.Together with the improvements planned for the Engine Arm area as outlined byComplex Property Developments, the area will attract new investment whilst the overallenvironmental quality will be improved with the downgrading of Rolfe Street and heavytraffic diverted to more appropriate routes.

    In terms of residential, there is already an outline application approved for approximately200 unIts at Brindley II. There is the potential to create an additional 400 units in theRolfe Street area combined with new commercial businesses making best use of thecanalside location. There will also be the self build opportunities on the Engine Arm inconjunction with the new and refurbished buildings at Bridge Street North.

    Sandwell Council’s key policy is to look at Sandwell’s sustainability and economicgrowth, one of the principal areas is employment and skills. Community benefitsclauses ensure that the Council and its partners maximise employment and training fromthe significant investment within the Borough.

    The Council’s Regeneration and Economy’s ‘Think Local’ team, works in partnershipwith all public, voluntary and private sectors to ensure that all resources are placedwithin a framework partnership to maximlse employment and skills across all business

  • sectors. With a well established legacy of working with principal contractors across allSandwell projects such as HCA Housing Partnership Frameworks and the SchoolsProgramme and other continued working relationships such as the NHS. Sandwell andBirmingham are currently in a joint venture with a new build of a West Midlands AcuteHospital to be built in Smethwick.

    Sandwell’s Employment and Skills has calculated that from this project there is aminimum 200 new jobs identified that can be created as a consequence of theinfrastructure of highways and proposed construction build of 600 housing andcommercial units over a period of 6 years. Also taking into account the nearby industrialunits that will be relocated nearby with a further minimum 70 jobs to be safeguarded.

    Based upon the above and with an element of confidence of the proposed regenerativedevelopment and taking into account outcomes of similar projects in Sandwell overrecent years it is anticipated that £26m Gross Added Value (GVA) will be generated fromthis scheme.

    d) What is the project’s scope and is there potential to reduce costs and still achieve thedesired outcomes? For example, using value engineering.

    The project involves four junction improvements: The installation of traffic signals atA457 Soho Way/Soho Street, Bridge Street North/Lewisham Road and Bridge StreetNorth/Rolfe Street. The junction of Rolfe Street with New Street will have its prioritychanged to encourage traffic on New Street away from the section of Rolfe Street thatleads to the A457. This section will be traffic calmed. Value Engineering will form anactivity in the procurement process in order to ensure best value for money.

    e) Are there are any related activities, that if not successfully concluded would mean the fulleconomic benefits of the scheme may not be realised. For example, this could relate to landacquisition, other transport interventions being required or a need for additional consents?

    Whilst partnership working with CDP would contribute to wider regeneration of the NorthSmethwick Canalside in a meaningful and phased manner, should the ERDFGrants/funding application not be successful for CDP, this would not in itself prevent thisscheme from fulfilling its overall aims and objectives, albeit the progress may not be asfast as desired.

    f) What will happen if funding for this scheme is not secured - would an alternative (lower cost)solution be implemented (if yes, please describe this alternative and how it differs from theproposed scheme)?

    Should the funding not be secured through the Pinch Points initiative, the fullprogramme of works as outlined would not be able to be delivered in the short tomedium term. The scheme as outlined is the most cost efficient solution to assist theregeneration of the area in terms of providing access to the industrial area withoutaffecting the amenity of existing or future residents. In the absence of funding, theindividual elements of the strategy would need to be incorporated when they directlyaffected new proposals coming forward. This has already been achieved through theincorporation of a new access into the proposed Brindley Il scheme as part of theplanning permission. Whilst this achieves access to one individual site and opens upthe development opportunity to deliver approximately 200 homes, piecemeal applicationof the remainder of the elements will not achieve the overall aims of the strategy.

  • g) What is the impact of the scheme — and any associated mitigation works — on any statutoryenvironmental constraints? For example, Local Air Quality Management Zones.

    The whole of Sandwell is an Air quality Management Zone. The project does not have anydirect impact. However it will contribute to the efficient use of the highway network byreducing the need for longer journeys. This may have very slight positive impact on localair quality.

    B3. The Financial Case — Project Costs

    Before preparing a scheme proposal for submission, bid promoters should ensure theyunderstand the financial implications of developing the scheme (including any implications forfuture resource spend and ongoing costs relating to maintaining and operating the asset), andthe need to secure and underwrite any necessary funding outside the Department’s maximumcontribution.

  • B4. The Financial Case - Local Contribution I Third Party Funding

    B5. The Financial Case — Affordability and Financial Risk

    This section should provide a narrative setting out how you will mitigate any financial risksassociated with the scheme (you should refer to the Risk Register / QRA — see Section Bi 1).

    Please ensure that in the risk / QRA cost that you have not included any risks associated withongoing operational costs and have used the P50 value.

    a) What risk allowance has been applied to the project cost?

    Traffic management considerations suggest that the construction work would be bestundertaken as a series of work packages. Consequently the majority of the work is likelyto be procured through existing framework contracts using medium and small sizedcontractors. In these circumstances evaluation of past performance indicates that a 15%risk allowance on construction work and 25% risk allowance on utility diversions will beadequate to accommodate out turn risks.

  • The principal cost risks will be regularly monitored and appropriate mitigation measureswill be identified and actioned promptly to minimise cost over run. The procurementmechanism outlined in B5 a) is likely to focus cost over run on the direct costs of dealingwith unforeseen circumstances rather than the more protracted commercial disputes oncontract interpretation that are a feature of larger projects.

    c) What are the main risks to project delivery timescales and what impact this will have oncost?

    Statutory undertakers diversions are likely to take up to 50% longer than identified oninitial utility programmes. Where possible these will be undertaken in advance of themain construction work to minimise contract delays.

    Traffic management, access arrangements and associated unforeseen constraints mayextend construction time scales. These will be mitigated through public consultation inadvance.

    Uncharted services are a feature of this long established urban area and may add to thescope of diversion work and time scales. This will be mitigated by pre contractinvestigation using trial pits and surface scanning techniques.The cost impacts are reflected in the risk allowances mentioned in B5 a)

    d) How will cost overruns be shared between non-DfT funding partners (DfT funding will becapped and will not be able to fund any overruns)?

    Cost increases will be shared pro rata to the funding contribution up to the limit of therisk allowances included within project approvals.

    B6. The Economic Case — Value for Money

    This section should set out the full range of impacts — both beneficial and adverse — of thescheme. The scope of information requested (and in the supporting annexes) will varyaccording to whether the application is for a small or large project.

    Network was modelled using TRANSYT with flows derived from existing traffic counts.

Not all sections of the proforma are relevant for all types of scheme (this is indicated in the pro forma).

    - A description of the sources of data and forecasts used to complete the Scheme ImpactsPro Forma. This should include descriptions of the checks that have been undertaken toverify the accuracy of data or forecasts relied upon. Further details on the minimumsupporting information required are presented against each entry within the pro forma,

    B7. The Commercial Case

    This section should set out the procurement strategy that will be used to select a contractor and,importantly for this fund, set out the timescales involved in the procurement process to showthat delivery can proceed quickly.

    a) Please provide evidence to show the risk allocation and transfer between the promoter andcontractor, contract timescales and implementation timescales (this can be cross-referencedto your Risk Management Strategy).

    As set out in B5 the selected procurement process will mitigate risk and is likely to beprincipally based on the allocation of work packages through existing term contracts.Risk allocation is set out in these contracts and the most appropriate contract will beused for each work package. This mechanism will be used to mitigate both cost and timerisks. In the event that detailed design indicates that better value and lower risk might besecured through a bespoke procurement then this would provide an alternative approachthat could be used.

    b) What is the preferred procurement route for the scheme and how and why was this identifiedas the preferred procurement route? For example, if it is proposed to use existing frameworkagreements or contracts, the contract must be appropriate in terms of scale and scope.

    B8. Management Case - Delivery

    Deliverability is one of the essential criteria for this Fund and as such any bid should set out anynecessary statutory procedures that are needed before it can be constructed.

    a) A detailed project plan (typically in Gantt chart form) with milestones should be included,covering the period from submission of the bid to scheme completion. The definition of thekey milestones should be clear and explained. The critical path should be identifiable andany key dependencies (internal or external) should be explained. Resource requirements,

  • task durations, contingency and float should be detailed and easily identifiable.Dependencies and interlaces should be clearly outlined and plans for management detailed.

    A41 Grade Separated Junction: by the construction of a highway underpass for the mainhighway through route (A41). The works were completed on-time within the risk-allowedprogramme and the agreed final account is anticipated to be within the allocated budget.

    Owen Street Relief Road: Removal of a heavily used level crossing by construction of anew highway tunnel and associated works. The overall project was completed on timedespite the technical challenges. The budget was increased by circa 3% to covercontractor costs in accelerating the works to meet a mid-point milestone, namely anextended railway possession. Failure to have met the milestone would have causedsignificant delay to the overall programme with significant costs from a suspension ofworks. The need for the acceleration was primarily delays in the contractor obtainingapproval from Network Rail for their amended design.

    Delay reduction — Evaluation shows reduction in delays during both periods for all trafficon the network. Off peak and night time trips show slight increase in delays due tointroduction of signals. Helps meet LTP3 congestion targets

    Improved access from A457 to Industrial Areas — The reduction in peak hour delays willbenefit the many industries located in the north Smethwick area thus improving theviability of the area for both existing and potential investors.

    Reduced HGV traffic in residential areas — Residents in the Lewisham Road area willbenefit from reduced HGV movements as vehicles accessing the M% will be encouragedto do so via the A457 as a result of these improvements.

  • Evaluation is an essential part of scheme development and should be considered and built intothe planning of a scheme from the earliest stages. Evaluating the outcomes and impacts ofschemes is important to show if a scheme has been successful.

    The transport impacts will monitored as part of the West Midlands 1500 Point Censusand LTP3 monitoring reports.

    A fuller evaluation for large schemes may also be required depending on their size and type.
