Coos County Library Service District 13. Project abstract (one paragraph):
Curry County Library Network proposes a project to upgrade to a modern integrated library system, allowing us to provide current and updated library services, including faceted searching, online account management, automated notifications, and digital resource integration. As a part of this migration, Curry County libraries (Agness, Chetco, Curry Public, Langlois, and Port Orford) will enter into a cooperative agreement with Coos County, where the libraries in both counties will share a single catalog and courier service. Together the two counties will be able to provide more comprehensive services, programming, and expanded online access to their rural populations.

15. Briefly describe how the LSTA project will continue after the grant ends, especially
noting local support.
This project will be sustained after the grant ends in the following ways: ● The new open source Koha system will cost less to maintain than our current ILS
systems, which means it will allow the libraries to fund ongoing maintenance through the regular operational budgets of each member library, all of which are special taxing districts. The total annual costs for CCLN to use the Koha system (customer service through ByWater Solutions and usage fee to Coos County) will be $10,000 plus an equipment fund fee $2,500. This will be a significant reduction in annual costs for all CCLN libraries.

● Annual savings will be rolled into a Curry County Library Foundation fund to help
pay for future migration, maintenance, and upgrade projects. ● The maintenance of the system will be led by existing staffing established by the
Coos County Library Service District. The CCLSD systems librarian will be responsible for the network, and the vendor, ByWater Solutions, will be responsible for ILS maintenance. CCLSD has experienced staff turnover with its systems staff,
and has successfully kept the Coastline system going through careful documentation, planning, and collaboration with ByWater services.
● CCLN staff will receive two days of training from ByWater, and each library will select a point person to communicate with ByWater and CCLSD regarding system issues. Each library will be responsible for maintaining proper documentation to facilitate smooth transitions in the case of staff turnover.
● This project will also capitalize on the collaborative momentum of a two-county system, and allow for greater sustainability through collective planning and development. We have already initiated discussions with CCLSD about shared staff trainings, pooling resources for programming, and pooling resources for digital resources.
● A catalogers work group that will include staff from both counties will work together to establish shared standards and goals for data standardization, and catalog improvements. CCLN library directors will meet with CCLSD library directors and vote as equal members on all system related decisions.

Background of Applicant (describe the agency's ability to undertake this project) The Curry County Library Network (CCLN) is a consortium of five special district libraries that provide library services to the residents of Curry County. The group, governed by the directors of each library, was formed in 1988 when the critical need for cooperative services became evident. In 1991 CCLN received funding from LSCA and the Meyer Memorial Trust, allowing the Libraries to move to a CDROM union catalog, which included each library’s holdings. In 2001 four of the CCLN libraries (Agness, Gold Beach, Port Orford, and Langlois) entered into a cooperative agreement under the auspices of CCLN with the Library Corporation (TLC) to purchase their Library Solutions ILS product. During the initial setup of the Library Solutions system, the Chetco Library opted to contract separately with Sirsi/Dynix for their ILS. Despite the two different ILS systems, all CCLN libraries have worked for fifteen years to provide reciprocal borrowing privileges. CCLN was also responsible for establishing the Curry County Library Foundation (CCLF), a 501(c)3 non-profit created to help fund countywide collaborative library projects. Like CCLN, CCLF is governed by the five county library directors. This summer, CCLF plans to help fund STEM programming in association with the libraries’ summer reading programs. Although CCLF does not hold the funds necessary for this migration, it is prepared to serve as the project's fiscal sponsor, and to receive funds from the member libraries for ongoing maintenance of the ILS.
Detailed statement of problem
In 2001 when the four county libraries adopted the Library Solutions ILS and the Chetco Library adopted Sirsi/Dynix, a technical barrier was created that restricted unfettered collaboration and resulted in unnecessary costs. At the time, Chetco Library was pleased with the more robust Sirsi/Dynix system, but over time it proved to be too expensive and difficult to maintain. The Library Solutions ILS, while modern for its time, now lacks much of the functionality that modern library users have come to expect, including faceted filtering of search results and automated notifications. For staff, the back end of Library Solutions allows for little customization resulting in complex and anomalous workflows. During the intervening years since the adoption of the Library Solutions ILS, the four Curry County libraries failed to migrate to a new ILS product. This has created a precarious situation for the libraries. The Library Solution product is no longer supported by its vendor, and necessary system maintenance has become nearly impossible.
In 2014, the CCLN adopted two key strategic priorities: 1) expand collaboration and streamline through shared services, and 2) upgrade our shared ILS to a system that meets the needs of the public and our staff, and can be sustainably maintained. The first step in addressing these priorities was investigating possibilities for a system upgrade that would improve functionality, while keeping costs at a level that could be sustained by the libraries with relatively small budgets. Chetco joined in this investigatory process, knowing that their system had its own limitations, and being interested in the benefits of a shared system. Ultimately, all of the libraries were frustrated with being small clients of large companies; the ability to get responsive customer support, particularly to help modify back end functions to fit local workflows was limited. We did review the functionality and cost of three proprietary integrated library systems: Library Solution LS2, Innovative Millenium, and SirsiDynix. Ultimately, although of the systems met the basic functional requirements, the ongoing annual costs were higher than what our libraries could afford, and we were wary of the customer service we would receive. We also investigated two open source systems: Koha and Evergreen. Both met our functional requirements, but the cost of hiring in-house technical support would have been prohibitive. With this in mind, we began to explore partnering with existing open-source library networks.
We discovered that the Coastline network of libraries in neighboring Coos County is a Koha based system hosted on their own server and contracted with ByWater solutions for additional technical support. A potential partnership with Coos County Library Service District would help us achieve both of our strategic priorities of expanding collaborations and streamlining shared services, and upgrading to a better ILS. CCLN talked with representatives of other open source systems in the state, but came to the conclusion that joining with a system closer to home was the prudent choice. CCLN began informal conversations with the Coos County Library Service District (CCLSD) in 2014. After initial conversations, it became clear that CCLSD was interested in exploring a cooperative relationship where CCLN would share their Coastline catalog and a courier system across the two counties. Because CCLSD already has the technical staff dedicated to maintaining the KOHA server CCLN was confident that the system would be maintained but would also contract with ByWater for additional support. At this point in time the details of a contractual agreement have been reached.
Describe the proposed solution that the project will implement. Indicate the project goal, and the quantified objectives that will be used to measure whether the goal is accomplished. Describe the activities that will be undertaken to meet each objective. (include timeline)
Project Goal: Use technology to expand library services and resources to residents of both Coos and Curry counties, through a shared ILS, resource sharing, and courier service. Objective 1: Implement the necessary telecommunications infrastructure to facilitate the use of the Koha ILS. A wide area network will be implemented through funding received through the federal e-rate program. Once configured, the Curry County Libraries will share a dedicated 1 Gbps fiber network for exchanging information through our library system. The fiber network will communicate directly with Coos County’s servers, and give us top tier security without the necessity of a firewall. Our patrons will also benefit from a separate 1 Gbps network allowing for nearly unlimited internet use without slowdowns.
• February 2016: Submit coordinated e-rate proposals for all CCLN libraries to fund the fiber build at an 80% level. (completed)

Objective 3: Prepare CCLN staffs for Koha system
• February 2017: ByWater solutions will provide 3-day onsite Koha training. • Spring 2017: Meetings between CCLSD and CCLN staffs (cataloging and public service
staff teams) to ensure consistent implementation of Koha standards. A system-wide cataloging committee will be implemented to establish shared standards and ensure continuity, but each library will remain responsible for their own cataloging. Shared cataloging will be explored after system implementation.
Objective 4: Go live with joint CCLN/CCLSD Coastline catalog • Summer 2016: Pay ByWater Solutions for annual unlimited Koha customer service. • Summer 2016: Pay CCLSD annual Coastline membership fee. • March 1, 2017: Go live with joint Coastline catalog. • Winter 2016: Enter into early termination agreements with TLC and Sirsi/Dynix.
Objective 5: Providing expanded courier service between CCLN and CCLSD libraries.
• Fall/Winter 2016: Contract with Coastal Express for continued delivery service of library materials three days per week.
• Summer/Fall 2017: Evaluate effectiveness and demand for ILL services at 3-day per week level.
• Spring 2018: Expand courier service to 5-days per week if courier loads exceed the capacity of the delivery vehicle.

We anticipate that four of the five libraries will utilize approximately one month of full time staff labor to prepare data for migration and work with the vendor to review migrated data and troubleshoot errors. This staff time will also be used to test migrated data. $7,680
Equipment Fiber Network Installation
In order for all of the Curry County Libraries to properly and fluidly execute library system transactions in the new Koha system, libraries will need adequate dedicated bandwidth (which they do not have at this point in time) to communicate fluidly and securely with servers hosted in Coos Bay. Additionally, the Curry libraries are planning for the need of additional bandwidth to support more digital content and media streaming in its facilities. CCLN has received an estimate of $63,455 to extend 1Gb fiber lines to the libraries in Port Orford, Gold Beach, and Brookings. This cost includes the installation of equipment to create a dedicated wide area network $50,764 $12,691
for the CCLN, and shared access to 1 Gb for the public. CCLN has secured funding for 80% of this expense by utilizing the E-Rate program. On-going network costs will be subsidized by E-rate.
Server This cost will pay for the necessary out-of-cycle server upgrade for the Coastline system to accommodate the added data from CCLN. $5,772
Contractual Coos Country - Annual Fee for Server & Network Costs
The Coos County Library Service District will assess a fee of $5,000 per year to CCLN to be a member of the Coastline system. This fee will go toward planned server upgrades, internet access, and administrative costs. CCLN is asking for the first year of this cost to be covered by LSTA, so the CCLN libraries can pay their fees to get out of the existing ILS contracts early. Future maintenance fees will be paid out of the CCLN library budgets. $5,000
ByWater - Installation and Data Migration
ByWater Solutions is a company that provides implementation, hosting, support, consultation, and development services for the Koha Integrated Library System. ByWater is the sole provider of support of the Coastline system, and will be the provider CCLN will work with for the ILS migration and ongoing support. ByWater has quoted a cost of $16,820 to migrate existing CCLN data (from TLC and Sirsi/Dynix systems). This is a one-time cost.

Agness, Gold Beach, Port Orford, and Langlois libraries will pay an early termination fee to the Library Corporation for its current ILS contract, which ends in December 2017. $3,000
Sirsi/Dynix - Early Contract Termination
Chetco Library will pay an early termination fee to the Sirsi/Dynix for its current ILS contract. $13,000

H. CCLF (Curry County Library Foundation) – A 501(c)(3) nonprofit created to help fund countywide
collaborative projects for the CCLN.
2. TERMS OF AGREEMENT
A. Except as described in Section 2.B below, this agreement shall be effective from the date last set forth
below and shall expire one year after the effective date of the agreement. Thereafter, this agreement
shall automatically renew for one (1) year terms unless notice of termination or renegotiation is
provided by either party not less than thirty (30) days prior to the date of expiration.
B. CCLSD provides COASTLINE Services by contracting with the City. CCLSD's obligation to provide
services to CCLN shall be effective only during such periods as CCLSD has a current contract with
the City in which the City agrees to provide COASTLINE services to CCLN.
3. SERVICES CONTRACTED
CCLN will participate in the COASTLINE System at Level IV, Full Membership. This membership
includes:
All appropriate staff and patron access to functions required for circulation, patron, and collection
management.
The right to add and maintain CCLN’s bibliographic and holdings information, patron information
and circulation information on COASTLINE, following the quality guidelines of COASTLINE. This
includes the right to attach holdings to existing COASTLINE bibliographic records without charge.
Inclusion in authority control of COASTLINE's bibliographic database without charge.
Reciprocal intrasystem loans using the electronic holds functions of the Circulation subsystem,
including van service to the Bandon Library for materials delivery without charge while maintained
at the level of at least two (2) visits per week.
Access to Reference Databases, at CCLN election, upon payment by CCLN of any license fees
levied by the Reference Database vendors for their inclusion in the CCLSD Contract.
Membership in the COASTLINE Users Group.
4. SERVICE AVAILABILITY
A. COASTLINE shall be available for use twenty-four (24) hours a day. The City shall maintain the
central site equipment to provide for minimal downtime, excluding communications lines. No liability
shall be assumed by the City if the system experiences downtime.
B. On occasion it may be necessary to temporarily suspend COASTLINE availability because of
operational or maintenance requirements. The City agrees to provide CCLN with prior notice of
COASTLINE unavailability, except for unavoidable downtime due to COASTLINE failure. Such
temporary suspension of COASTLINE availability shall not be deemed an unreasonable prevention or
postponement of COASTLINE use.
5. CONTINUITY OF SERVICE

A. Communications Links - The City does not control, therefore cannot warrant, the telecommunication
links used to communicate from a remote site to the central computer.
B. The City shall back-up all data maintained in the COASTLINE database at least twice a week, and
store such data at a location apart from the site of the central system.
6. DUTIES AND RESPONSIBILITIES OF THE CITY
A. Provide or contract for the provision of hardware maintenance service for Central Site equipment.
B. Provide or contract for the provision of software maintenance.
C. Manage COASTLINE pursuant to the terms and conditions of this Agreement.
D. Regularly review the operations of the system, evaluate system performance, and develop plans for
modifications, upgrades and new services.
E. Purchase all central system hardware and software, house such equipment in a suitable environment
and maintain said equipment in good operating condition.
F. Purchase and maintain all communications equipment for the CCLSD central site.
G. Administer contract with all service vendors relating to COASTLINE.
H. Employ personnel needed to maintain and operate the central site utility.
I. Maintain equipment purchased for COASTLINE. Equipment not purchased for COASTLINE will not
be maintained by the City.
J. The City shall provide a copy of CCLN’s database, at cost, in the event CCLN terminates its
relationship with COASTLINE, or in the event the City terminates its Agreement with CCLN.
7. DUTIES AND RESPONSIBILITIES OF Curry County Library Network.
A. Participate in the use and operations of COASTLINE under the terms and conditions of this contract
including payment of all system costs (see below).
B. Abide by the protocols established by the COASTLINE Users Group.
C. Provide all hardware and internet access necessary to link to COASTLINE.
D. Contract with ByWater Solutions (or any other vendor selected by CCLSD) for customer support of
Koha (an open-source integrated library system).
E. Pay for technical services for up to one (1) year after the anniversary of this Agreement provided by
the CCLSD’s Technology Systems Manager, at the rate of fifty-five dollars ($55.00) per hour.
Invoicing will be based on the time it takes to complete support tickets submitted by CCLN. Travel
by the Technology Systems Manager to provide technical services for Coastline to CCLN in Curry
County, will be invoiced to CCLN at the current federal mileage rate, which is fifty-four cents ($.54)
per mile at the time of adoption of this agreement.

F. CCLN will complete cleanup of its databases and perform authority control on its bibliographic
records prior to its migration to COASTLINE.
8. DUTIES AND RESPONSIBILITIES OF CCLSD and CCLN:
A. CCLSD, acting through the Extended Services Office through the City, and CCLN shall each pay a
one-half share of the costs of the Koha hardware upgrade fee. The upgrade fee is a one-time cost
estimated not to exceed a total of twenty thousand dollars ($20,000) and is separate from any Bywater
Solutions services.
B. CCLSD, acting through the Extended Services Office through the City, and CCLN shall each pay a
one-half share of the yearly shared system costs. This total cost is estimated to be ten thousand
dollars ($10,000) per year. The exact amount required shall be determined on or about January 1st of
each year, and will apply starting July 1st of each year.
C. CCLSD, acting through the Extended Services Office through the City, and CCLN shall each set aside
and hold in reserve each year ten percent (10%) of the estimated future cost of upgrading the server,
switches and UPS units and for repairs of the server equipment (a reserve total of twenty-five
thousand dollars ($25,000) is currently anticipated). The percentage amount to be set aside shall be
reviewed and agreed upon annually by CCLSD and CCLN on or about January 1st each year, with the
first year amount set at two thousand, five hundred dollars ($2,500) each.
9. ADDITIONAL SERVICES
Additional services not part of this agreement may be contracted for as necessary and memorialized in
separate writing from this Agreement.
10. DEFAULT
A. Material noncompliance with the terms of the agreement shall constitute a default.
B. In the event of a default either by CCLN or by the City, the party alleging that a default has occurred
shall provide the other party a notice particularly describing the following:
1. Advising the alleged defaulting party in writing of the alleged default and any action required to
cure the default.
2. Setting forth a time by which the default must be cured, which such time period shall be no less
than thirty (30) days.
11. ENFORCEMENT
A. In the event CCLN does not cure a default within the time set forth pursuant to Section 10.B.2, the
City may, following written notice:
1. Terminate the Agreement;
2. Take any action to cure or stop the default;
3. Recover any costs, expenses or disbursements incurred to cure the default.
B. In the event of default by the City not cured within the time set forth pursuant to Section 10.B.2,

CCLN may declare this agreement terminated and may elect any remedy which would otherwise be
available to the City and any other remedy available under the law.
C. In the event this Agreement is terminated, responsibility for the payment of any costs, expenses, or
disbursements incurred by the City to remove or otherwise mask CCLN data on the COASTLINE
database (hereinafter "Termination Costs") shall be determined as follows:
1. If the termination is by one party without cause pursuant to Section 13 this Agreement, or as the
result of one party providing notice of termination or renegotiation under Section 2(A) of this
Agreement, Termination Costs shall be borne by the party terminating or providing such notice,
unless otherwise agreed by the parties.
2. If the termination is due to default pursuant to Section 10 of this Agreement, Termination Costs
shall be borne by the defaulting party, unless otherwise agreed by the parties.
3. If the termination is by mutual agreement of the parties, or due to Section 2(A) of this
agreement, Termination Costs shall be evenly divided between the City and CCLN, unless
otherwise agreed by the parties.
12. AMENDMENT
This agreement may be amended by mutual agreement of the parties. Said amendment shall not be
effective until reduced to writing and signed by all of the parties to this agreement.
13. TERMINATION
This agreement may be terminated without cause by a party by providing written notice of such
termination to the other parties at least ninety (90) days prior to the date of termination, or at any time as
mutually agreed to by the parties.
14. INDEMNIFICATION
Subject to the provisions of Oregon law, including the limitations of the Oregon Tort Claim Act, each
party shall indemnify, hold harmless, and defend the other parties from any liability, claim, damage, loss,
costs and/or expense, including but not limited to reasonable attorney's fees, arising out of or resulting
from the performance of or failure to perform the obligations of this agreement by the first party. No
party shall be responsible for any act or condition, which is the sole responsibility of another party to this
agreement.
15. COUNTERPARTS
This Agreement may be executed in any number of counterparts with the same effect as if all parties had
signed the same counterpart. All counterparts will be construed together and will constitute one and the
same Agreement. A single counterpart may be introduced as evidence of this Agreement. Facsimile
transmission of any signed original document, and re-transmission of any signed facsimile transmission,
will be the same as delivery of an original. At the request of any party, the parties will confirm facsimile
transmitted signatures by signing an original document.
