Meeting Summary
1. Bruce provided an overview of the project and its purpose. This included review of the
FHWA Rule, MSA boundary in relationship to DRCOG boundary, project goals and
other related projects.
2. Greg mentioned CDOT data business plan needs to be referenced as part of this effort.
3. There was a question regarding the designation of Routes of Significance for day-to-day
operations versus evaluation routes. Bruce answered that Routes of Significance will be designated for day-to-day operations. However, evaluations/diversion routes could be
one of the factors that may be considered.

4. Saeed asked about performance measures that will be identified for designation of Routes
of Significance.
5. Ken suggested that the group prioritize the corridors and designate the top 15 corridors.
Also, he indicated that there is lot of data collection effort and staff time in implementing
the corridors. Another way is to purchase the data from ISPs. The group needs to
conduct pilot implementations to understand resource requirements.
6. Jim also reiterated in using test corridors to understand the requirements.
7. Ladd mentioned about corridors that are across jurisdictional boundaries. Commitments
to implement, maintenance and operate may be an issue for smaller sized agencies. There
may be holes in the network where no information is available due to unavailability of
commitment of an agency along a corridor.
8. Greg suggested that construction and incident information are more institutional. Other
information such as travel time and weather information are technology dependent.
9. Ken indicated that travel time is the most important measure. Inputting construction
information is not a big issue as far as resources. However, it needs to be automated.
10. Jeff suggested regardless of the use of shortlisted criteria, the group should consider what
can be implemented at the least cost.
11. Paul suggested looking at the effectiveness of strategies on I-25 and I-70 and applying
them to Routes of Significance.
12. Saeed suggested that instead of talking about the criteria in abstract form, the group
should apply them on selected corridors.
13. The group agreed to focus on MRAs as defined by DRCOG. The group agreed not to put
too much emphasis on evaluation routes.
14. In addition to the 5 factors suggested by FHWA, the group agreed to include 2008 CMP
grade in the evaluation in lieu of two of the five factors i.e., crash rates and severity and
frequency of congestion. The group agreed that CDOT Regional priorities are also
important and need to be considered as they show CDOTs commitment. The group
considered including evacuation routes for less catastrophe reasons such as wild fire.
Boulder County/Jefferson County routes such as SH-285, SH-72 and SH-74 have limited
egress opportunities and should be considered.

15. There was some discussion on the use of 2008 CMP grade and if DRCOG is planning on
updating the grade based on latest data. Greg indicated he will check with DRCOG
planners.
16. Greg inquired about how the E-470 toll facility is being considered. Bruce indicated that
they were invited to the meeting.
17. CDOT suggested that it would look at prioritization beyond MRA’s.
Action Items
1. CDOT/Navjoy will apply the selected criteria to the DRCOG MRA corridors.
2. Next meeting will be scheduled around mid July.
DRCOG Congestion Mobility Grade (CMG) Description and Methodology
(March 6, 2007) There are numerous types of congestion measures used by metropolitan areas around the country for regional planning purposes. They are not as precise or detailed as data used for the design of transportation projects. Nor are they as simplistic as national comparative congestion measures produced by such entities as the Texas Transportation Institute. The purpose of regional planning congestion measures is to identify the most critically congested locations and aid in programming transportation funds to the most beneficial project locations. In order to identify the most critically congested corridors in the Denver region, a “congestion mobility grade” or CMG, was devised. The CMG is not a single-measure grade, such as volume/capacity ratio, density, or “level of service” as used in the Highway Capacity Manual. No single measure is accurate enough or complete in describing all facets of congestion at specific locations. Rather, the CMG combines several individual measures of congestion factors into one “grade.” For each of the 1,100 roadway segments on the regional roadway system, the CMG was determined based on the combination of the following congestion related measures:
Travel Time Variation (TTV) between the peak and off-peak hours (Variation); Number of hours per day severely congested (Duration); Percent of travel time in delay during peak hour (Severity); Total daily vehicle delay per mile (Magnitude); and Crashes per mile per year (Reliability – related to incidents).
The calculated CMG ranged from A to F. An “A” was assigned to roadways with good measures in each of the categories and very little congestion. An “F” was assigned to roadways with the greatest amount of congestion as reflected in all of the measures. Points were assigned to each roadway segment based on the five individual measures (as shown in Table 1). The first four measures were calculated for each roadway segment using speed-delay formulas based on the average daily traffic (ADT) and the roadway capacity.
