SHORT CV OF MARY JANE CRISANTO ORTEGA
Mary Jane C. Ortega is the wife of former Congressman Victor F. Ortega of the First District
of La Union, the mother of four professionals and grandmother of seven grandchildren.
A teacher, manager, leader-she was elected Mayor of the City of San Fernando, La Union,
Philippines for three terms (1998-2007), member of UN Advisory Council of Local
Authorities – UNACLA – (2000-2007), was elected Secretary General of CITYNET, an
organization of human settlements in Asia Pacific (2009-2013), elected Vice President of
International Council of Environmental Initiatives (ICLEI). She was member of the steering
committee on basic services organized by UNITAR and UNHABITAT, member of the
Reference Committee on Public Places and members of the Global Steering Committee on
Safer Cities.
She is the first Filipina to receive the United Nations Scroll of Honour Award from UN
Habitat in 2000 for her advocacy for the empowerment of women and her commitment to
the City Development Strategies for her City of San Fernando and the Konrad Adenauer
Meritorious Award for Excellence in 2003.
She continues to be a part time lecturer of the Ateneo School of Government teaching the
Local Government Code and Governance; a member of the board of Trustees of the
institute for Solidarity (ISA) in Asia; member of the Board of Trustees of St. Louis College at
the City of San Fernando, La Union; former member of the Board of Trustees representing
Congressman Edgardo “Sonny” Angara at the for Don Mariano Marcos Memorial State
University; coordinator of Synergeia Foundation for Northern Luzon espousing the
improvement of basic education; member of the Board of Trustees of Clean Air Asia; and
was a short term consultant of the World Bank for the comprehensive planning of Tanuan
City, Batangas, Philippines. She chair the Multi-Sectoral Governance Council of her own City
of San Fernando and was appointed Chairperson of the Technical Working Group of Metro-
La Union. She was Chairman of the Urban Forum held in Jakarta last 2015, and is currently
Special Adviser of Citynet and Special Adviser to the City of Yokohama’s Y-Port Project.
Recently, she was a panelist at the World Cities Forum in Singapore at the Better Air Quality
in Busan, Republic of Korea, and the Human City in Suwon, Republic Korea.

携や標準化など技術関係の業務に従事。2012 年からは商務情報政策局情報政策課
において情報通信分野の国際関係の取りまとめ役として各国との政策対話や EPA
/FTA の電子商取引章などを担当。2014 年 7 月より現職として、3R 政策に係る国
際関係業務を担当。主に G7 資源効率アライアンスや資源効率に係る日 EU 規制協
力対話の他、アジアにおけるリサイクル制度構築支援を担当している。
Entering Ministry of International Trade and Industry (currently, Ministry
of Economy, Trade and Industry) in 1991. Mainly, he is in charge of
international affairs issues and technology promotion policies including
Industry, Academia and Government cooperation and standardization. From year
2012, he was in charge of international affairs issues in the field of ICT
including e-commerce chapter of EPA/FTA, as a deputy director of Information
Policy Division. From July 2014, he has been in the current position, and
is in charge of international affairs issues related to 3R policy, such as
G7 Alliance on Resource Efficiency, Japan-EU Dialogue on Regulatory
Cooperation for Resource Efficiency, and support for developing the recycle
system in Asian countries.

Mr. Laxman Perera serves as a Human Settlement Officer at the United Nations
Human Settlement Programme - UN-Habitat Regional Office for Asia and the Pacific.
Mr. Perera is responsible for UN Habitat programmes in Bangladesh, Cambodia,
Pakistan and Vietnam. He is also the focal point for housing and slum upgrading, urban
basic services, private sector partnership, human rights and safer cities programme at
the regional office.
He has served as the UN Habitat Country Programme Manager in Sri Lanka over 5
years and as the Deputy Country Manager of UN-Habitat in Myanmar. Prior to his
engagement with United Nations, he has served more than 20 years in the Sri Lankan
government as a senior official of the Sri Lanka Administrative Service and worked in
the fields of urban development, housing, urban basic services, post disaster and post
conflict reconstruction and community development. Mr. Perera is a Sri Lankan
national and has a Master of Arts in International Relations. Away from his
professional career he enjoys wildlife tours and driving.
