We have audited the accompanying fmancial statements of the govemmental activities, the business-type activities, each major fund, and the aggregate remaining fund information ofthe City of Eunice, Louisiana, as of and for the year ended June 30, 2009, which collectively comprise the City's basic fmancial statements as listed in the table of contents. These financial statements are the responsibility of the City of Eunice, Louisiana's management. Our responsibility is to express opinions on these fmancial statements based on our audit.

We conducted our audit in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Govemment Auditing Standards, issued by the Comptroller General ofthe United States. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the fmancial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall fmancial statement presentation. We believe that our audit provides a reasonable basis for our opinions.

In our opinion, the fmancial statements referred to above present fairly, in all material respects, the respective financial position of the govemmental activities, the business-type activities, each major fund, and the aggregate remaining fund information of the City of Eunice, Louisiana, as of June 30, 2009, and the respective changes in fmancial position and, where applicable, cash flows thereof for the year then ended in conformity with accounting principles generally accepted in the United States of America.

In accordance with Government Auditing Standards, we have also issued a report dated October 22,2009, on our consideration ofthe City of Eunice, Louisiana's intemal control over fmancial reporting and on our tests of its compliance with certain provisions of laws, regulations, contracts, and grant agreements and other matters. The purpose of that report is to describe the scope of our testing of intemal control over fmancial

reporting and compliance and the results of that testing and not to provide an opinion on the intemal control over financial reporting or on compliance. That report is an integral part of an audit performed in accordance with Government Auditing Standards and should be considered in conjunction with this report in considering the results of our audit.

The City of Eunice, Louisiana has not presented a management's discussion and analysis that accounting principles generally accepted in the United States of America has determined is necessary to supplement, although not required to be part of, the basic financial statements.

The budgetary comparison information on pages 38 and 39 are not a required part ofthe basic financial statements but are supplementary information required by accounting principles generally accepted in the United States of America. We have applied certain limited procedures, which consisted principally of inquiries of management regarding the methods of measurement and presentation of the supplementary information. However, we did not audit the information and express no opinion on it.

Our audit was conducted for the purpose of forming opinions on the financial statements that collectively comprise the City of Eunice, Louisiana's financial statements. The combining and individual non-major fund financial statements are presented for purposes of additional analysis and are not a required part ofthe basic financial statements. The accompanying financial information listed as "Supplemental Information" in the table of contents is presented for purposes of additional analysis and is not a required part ofthe financial statements. Such information has been subjected to the auditing procedures applied in the audit ofthe basic financial statements and, in our opinion, are fairly stated in all material respects in relation to the basic financial statements taken as a whole.

NOTE 1 SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The City of Eunice was incorporated in 1909 under the Lawrason Act, and is administered under the Mayor and Board of Aldermen form of govemment. The accounting and reporting policies of the City of Eunice conform to United States generally accepted accounting principles as applied to govemmental units. The Govemmental Accounfing Standards Board is the accepted standard-setting body for establishing govemmental accounfing and financial reporting principles. GAAP includes all relevant Financial Accounting Standards Board (FASB) pronouncements in the govemment-wide financial statements, Financial Accounting Standards Board (FASB) pronouncements and Accounting Principles Board (APB) opinions on or before November 30, 1989 have been applied unless those pronouncements conflict with or contradict GASB pronouncements, in which case, GASB prevails. Such accountuig and reporting procedures also conform to the requirements of Louisiana Revised Statutes 24:513 and to the guides set forth in the Louisiana Municipal Audit and Accounting Guide and to the industry audit guide. Audits of State and Local Governmental Units, published by the American Institute of Certified Public Accountants.

The following is a summary ofthe more significant accounting policies:

Reporting Entitv

In evaluating how to define the City for financial reporting purposes, management has considered all potenfial component units. The decision to include a potential component unit in the reporting entity was made by applying the criteria set forth in GAAP. The basic, but not the only, criterion for including a potential component unit within the reporting entity is the goveming body's ability to exercise oversight responsibility. The most significant manifestation of this ability is financial interdependency. Other manifestations of the ability to exercise oversight responsibility include, but are not limited to, the selection of goveming authority, the designation of management, the ability to significantly influence operations and accountability for fiscal matters. The other criterion used to evaluate potential component units for inclusion in the reporting entity is the existence of special financing relationships, regardless of whether the City is able to exercise oversight responsibilities.

Based on the foregoing criteria, the following govenmiental organizafions are not considered part ofthe City because they are not material in relafion to the financial statement taken as a whole and are thus excluded from the accompanying financial statements for the reasons noted:

The Eunice City Court and City Marshall are operated under the directorship ofthe City Judge and Marshall who are elected public officials. Revenues are derived from court costs and the City cannot significantly influence operations nor does it have responsibility for fiscal management. A copy of the financial statements can be obtained from the City of Eunice, Louisiana.

The Opelousas-Eunice Public Library is a joint venture between the cities of Opelousas and Eunice. The City of Eunice does not exercise significant influence over management or fiscal matters ofthe Library. The municipality's officials are also responsible for appointing the members ofthe board of the Housing Authority of Eunice, Louisiana. This agency is considered to be a related organization since the municipality appoints the goveming board but is not financially accountable for the organization. Basis of Presentation

Govemment - Wide Financial Statements (GWFS)

The statement of net assets and statement of activities display information about the nonfiduciary activities ofthe City of Eunice, the primary govemment, as a whole. They include all funds of the reporting entity. The statements distinguish between govemmental and business-type activities. Govenmiental activities generally are financed through taxes, intergovemmental revenues, and other nonexchange revenues. Business-type activities are financed in whole or in part by fees charged to external parties for goods or services.

The statement of activities presents a comparison between direct expenses and program revenues for the business type acfivifies ofthe City and for each function ofthe City's govemmental activities. Direct expenses are those that are specifically associated with a program or function. Program revenues include (a) fees, fines, and charges paid by the recipients of goods and services offered by the programs, and (b) requirements of a particular program. Revenues that are not classified as program revenues, including all taxes, are presented as general revenues.

Fund Financial Statements

The accounts of the City of Eunice are organized on the basis of funds each of which is considered a separate accounting entity. Fund accounfing is designed to demonstrate legal compliance and to aid financial management by segregating transactions relating to certain govemment functions or activities. The operations of each fund are accounted for with a separate set of self-balancing accounts that comprise its assets, liabilities, fund equity, revenues, and expenditures, or expenses as appropriate.

Govemment resources are allocated to and accounted for in individual funds based upon the purpose for which spending acfivities are controlled. The various funds are grouped in the financial statements in this report, into seven generic fund types and three broad fund categories. The emphasis on fund financial statements is on major governmental and enterprise funds, each displayed in a separate column. A fund is considered major if it is the primary operating fund of the City or meets the following criteria:

a. Total assets, liabilities, revenues, or expenditures/expenses of that individual govemmental or enterprise fund are at least 10 percent ofthe corresponding total for all funds of that category or type; and

Governmental Funds -

General Fund

The General Fund is the general operating fijnd ofthe City. It is used to account for all financial resources except those required to be accounted for in another fund.

Special Revenue Fund - Sales Tax Fund

Special revenues funds are used to account for the proceeds of specific revenue sources (other than expendable trusts or major capital projects) that are legally resfricted to expenditures for specific purposes.

Fiduciary Fund

Fiduciary fund types are used to account for assets held on behalf of outside parties, including other govemments, or on behalf of other funds within the govemment. When these assets are held under the terms of a formal tmst agreement, either a pension tmst fund, a nonexpendable tmst fund or an expendable trust is used. The terms "nonexpendable" and "expendable" refer to whether or not the govemment is under an obligation to maintain the trust principal. Agency funds generally are used to account for assets that the govemment holds on behalf of others as their agent. The City of Eunice's fiduciary fund is the payroll fund.

Proprietary Funds -

Enterprise Fund

The Enterprise Fund is used to account for operations (a) that are financed and operated in a manner similar to private business enterprises -where the mtent ofthe goveming body is that the costs (expenses, including depreciation) of providing goods or services to the general public on a continuing basis to be financed or recovered primarily through user charges; or (b) where the goveming body has decided the periodic determination of revenues earned, expenses incurred, and/or net income is appropriate for capital maintenance, public policy, management control, accountability or other purposes. The City of Eunice's enterprise fund is the utility fund. It accounts for the provision of gas and sewer services to residents ofthe City.

Proprietary funds are reported in accordance with GASB Statement No. 20, Accounting and Financial Reporting for Proprietary Funds and other Govemmental Entities that use Proprietary Fund Accounting. This standard requires that all applicable GASB pronouncements, Financial Accounting Standards Board (FASB) Statements and Interpretations, Accounting Principles Board (APB) Opinions, and Accounting Research Bulletins (ARBs) issued on or before November 30, 1989 be applied to proprietary acfivities unless they (FASB Statements and Interpretafions, ARB Opinions, and ARBs) conflict with or contradict GASB pronouncements.

GASB Statement No. 20 also states that for proprietary activifies management may elect to apply all FASB Statement and Interpretations issued after November 30, 1989, except for those that conflict with or confradict GASB pronouncements. Proprietary activities under control ofthe City will not elect to apply FASB Statements and Interpretations issued after November 30, 1989, unless they are adopted by GASB.

Measurement Focus/Basis of Accounting

Measurement focus is the term used to describe "which" transactions are recorded within the various financial statements. Basis of accounting refers to "when" transactions are recorded regardless ofthe measurement focus applied.

Measurement Focus

On the govemment-wide statement of net assets and.the statement of activities, both govemmental and business-type activities are presented using the economic resources measurement focus as defined in item b. below.

In the fund financial statements, the "current financial resources" measurement focus or the economic resources" measurement focus is used as appropriate:

a. All govemmental ftinds utilize a "current financial resources" measurement focus. Only current financial assets and liabilities are generally included on their balance sheets. Their operating statements present sources and uses of available spendable financial resources during a given period. These funds use fund balance as their measure of available spendable financial resources at the end ofthe period.

b. The proprietary fund utilizes an "economic resources" measurement focus. The accounting objecfives of this measurement focus are the determination of operating income, changes in net assets (or cost recovery), financial position, and cash flows. All assets and liabilities (whether current or noncunent) associated with their activities are reported. Proprietary fund equity is classified as net assets.

Basis of Accounting

In the govemment-wide statement of net assets and statements of activities, both govemmental and business-type activities are presented using the accrual basis of accounfing. Under the accmal basis of accounting, revenues are recognized when earned and expenses are recorded when the liability is incurred or economic asset used. Revenues, expenses, gains, losses, assets, and liabilities resulting from exchange and exchange-like transactions are recognized when the exchange takes place.

Govemmental fund financial statements are accounted for using the cunent financial resources measurement focus and the modified accmal basis of accounting. Their revenues are recognized when they become measurable and available as net current assets. Sales taxes are considered "measurable" when collected by the collecfion agency and are recognized as revenue at that time. Ad valorem taxes are recognized as revenue in the year in which they are billed. Fees and non tax revenues are recognized when received. Grants from other govemments are recognized when qualifying expenditures are incuned. Available means collectible within the cunent period or soon enough thereafter to pay current liabilities, usually 60 days.

Those revenues susceptible to accmal are property taxes, grant revenues and interest revenue.

Expenditures are generally recognized under the modified accrual basis of accounting when the related fund liability is incuned except that accumulated unpaid vacation and sick pay are not accmed and principal and interest on general long-term debt are recognized when due. Purchases of various operating supplies are regarded as expenditures at the time purchased.

The proprietary fund is accounted for using the accmal basis of accounting, whereby revenues are recognized when they are eamed and expenses are recognized when incurred.

Bad debts are written off when accounts became worthless.

Transfers between funds that are not expected to be repaid are accounted for as other financing sources (uses).

Budgets

Budgets are adopted on a basis consistent with generally accepted accounfing principles. Annual appropriated budgets are adopted for the general and some special revenue funds as required by law. All annual appropriations lapse at fiscal year end. Project-length financial plans are adopted for all capital project funds; therefore, they are not included in this report.

Encumbrances are not recorded in the financial statements.

The budget presented is as amended by the Board of Aldermen. Expenditures may not legally exceed budgeted appropriations by more than 5% at the individual fund level.

Program Revenues

Program revenues included in the Statement of Activities are derived directly from the program itself or from parties outside the City's taxpayers or citizenry, as a whole; program revenues reduce the cost ofthe function to be financed from the City's general revenues.

Allocafion of indirect expenses

The City reports all direct expenses by function in the Statement of Activities. Direct expenses are those that are clearly identifiable with a function. Indirect expenses of other functions are not allocated to those functions, but are reported separately in the Statement of Activities. Depreciation expense is specifically identified by function and is included in the direct expense of each function. Interest on general long-term debt is considered an indirect expense and is reported separately on the Statement of Activities.

Cash and Investments

Cash includes amounts in demand deposits. Investments include certificates of deposit and fime deposits. The bank balance of cash and investments is covered by federal depository insurance or by collateral in the name ofthe pledging fiscal agent bank in a holding or custodial bank that is mutually acceptable to both parties.

Short-Term Interfund Receivable/Pavables

During the course of operations, numerous transactions occur between individual funds. These receivables and payables are classified as "due from other funds" or "due to other funds" on the balance sheet. Interftind receivables and payables between funds within govemmental activities are eliminated in the Statement of Net Assets.

Prepaid Items

Payments made for services that will benefit periods beyond June 30, 2009, are recorded as prepaid items.

Capital Assets

Capital assets, which include property, plant, and equipment, are reported in the applicable govemmental or business-type activities columns in the govemment-wide financial statements. All purchased fixed assets are valued at cost or estimated historical cost. The amounts of estimated costs are immaterial to these financial statements. Donated fixed assets are stated at their fair market value on the date donated. The City maintains a threshold level of $2,500 or more for capitalizing capital assets.

Depreciation of all exhaustible capital assets is recorded as an allocated expense in the statement of activities, with accumulated depreciation reflected in the statement of net assets. Depreciation is provided over the assets' estimated useful lives using the straight-line method of depreciation. The range of estimated useful lives by type of assets is as follows:

Depreciation of buildings, equipment and vehicles in the proprietary fund types is computed using the straight-line method. The estimated useful lives are as follows:

Compensated Absences

Vested compensatory time that is expected to be liquidated with expendable available financial resources is reported as an expenditure and a fund liability ofthe govemmental fund that will pay it. Vested compensatory time ofthe proprietary fund is recorded as an expense and liability of that fund as the benefits accme to employees. In accordance with the provisions of Statement of Financial Standards No. 43, Accounting for Compensated Absences, no liability is recorded for nonvesting accumulating rights to receive sick pay benefits. Vacation time is allowed January I st and lapse December 3r ' of each year if not used.

Long-Term Debt

The accounting treatment of long-term debt depends on whether the assets are used in govemmental fund operations or proprietary fund operafions and whether they are reported in the govemment-wide or fund financial statements.

All long-term debt to be repaid from govemmental and business-type resources is reported as liabilifies in the govemment-wide statements. The long-term debt consists primarily of the revenue bonds payable.

Long-term debt for govemmental funds is not reported as liabilities in the fund financial statements. The debt proceeds are reported as other financing sources and payment of principal and interest reported as expenditures. The accounting for proprietary fund long-term debt is the same in the fund statements as it is in the govemment-wide statements.

Equity Classifications

In the govemment-wide statements, equity is classified as net assets and displayed in three components:

a. Invested in capital assets, net of related debt - Consists of capital assets including restricted capital assets, net of accumulated depreciation and reduced by the outstanding balances of any bonds, mortgages, notes, or other borrowing that are attributable to the acquisifion, construction, or improvement of those assets.

b. Restricted net assets - Consist of net assets with constraints placed on the use either by (I) extemal groups, such as creditors, grantors, confributors, or laws or regulations of other govemments; or (2) law through constitutional provisions or enabling legislation.

c. Unrestricted net assets - All other net assets that do not meet the definition of "restricted" or "invested in capital assets, net of related debt."

d. In the fund financial statements, govemmental fund equity is classified as fund balance. Fund balance is further classified as reserved and unreserved, with unreserved further split between designated and undesignated. Proprietary fund equity is classified the same as in the govemment-wide statements.

Revenues. Expenditure, and Expenses

Operating Revenues and Expenses -

Operating revenues and expenses for proprietary funds are those that result from providing services and producing and delivering goods and/or services. It also includes all revenues and expenses not related to capital and related financing, noncapital financing, or investing acfivifies. All revenues and expenses not meeting this definition are reported as non operafing revenues and expenses.

Expenditures / Expenses -

In the govemment-wide financial statements, expenses are classified by function for both govemmental and business-type activities.

Interfund Transactions

Transacfions that constitute reimbursements to a fund expenditure/expense initially made from it that are properly applicable to another fund, are recorded as expenditures/expenses in the reimbursing ftand and as reductions of expenditures/expenses in the fund that is reimbursed.

All other interfund transactions, except quasi-extemal transactions and reimbursements, are reported as transfers. Nonrecurring or nonroutine permanent transfers of equity are reported as residual equity transfers. All other interfund transfers are reported as operating transfers.

For purposes of the statement of activities, all interfund transfers between individual govemmental funds have been eliminated.

Concentration of Risks

Concentration of risks with respect to the City is subject to the conditions of the limited geographical area ofthe City.

Estimates

The preparation of financial statements in conformity with United States generally accepted accounting principles required management to make estimates and assumptions that affect the reported amount of assets and liabilities and disclosure of contingent assets and liabilities at the date ofthe financial statements and the reported amounts of revenues and expenses during the reporting period. Actual results could differ from those estimates.

Statement of Cash Flows

For purposes ofthe statement of cash flows, all highly liquid investments (including restricted assets) with a maturity of three months or less when purchased are considered to be cash equivalents.

NOTE 2 LEGAL COMPLIANCE - BUDGETS

The City follows these procedures in establishing the budgetary data reflected in these financial statements:

The City Clerk prepares a proposed budget and submits same to the Mayor and Council no later than fifteen days prior to the beginning of each fiscal year.

A summary ofthe proposed budget is published and the public is notified that the proposed budget is available for public inspection. At the same time, a public hearing is called.

A public hearing is held on the proposed budget at least ten days after publication ofthe call for the hearing.

Budgets for all funds are adopted on a basis consistent with generally accepted accounting principles ofthe United States of America. NOTE 3 CASH AND INTEREST-BEARING DEPOSITS

Under state law, the City may deposit funds within a fiscal agent bank organized under the laws of the State of Louisiana, the laws of any other state in the Union, or the laws of the United States. The City may invest in certificates and time deposits of state banks organized under Louisiana law and national banks having principal offices in Louisiana. At June 30, 2009, the City had cash, book balances and interest-bearing deposits as follows:

These deposits are stated at cost, which approximates market. Under state law, these deposits, (or the resulting bank balance) must be secured by federal deposit insurance or the pledge of securities owned by the fiscal agent bank. These securities are held in the name of the pledging fiscal agent bank in a holding or custodial bank that is mutually acceptable to both parties. Pledged securities in Category 3 includes uninsured or unregistered investments for which the securities are held by the broker or dealer, or by its tmst department or agent, but not in the City's name. Even though the pledged securities are considered uncollateralized (Category 3) Louisiana Revised Statute 39:1229 imposes a statutory requirement on the custodial bank to advertise and sell the pledged securities within 10 days of being notified by the City that the fiscal agent has failed to pay deposited funds upon demand.

Accounts receivables in the Enterprise Fund consist of billed and unbilled receivables relating to gas and sewerage services. Gas accounts receivable are divided into two billing cycles. Cycle 1 is billed for meters read from the 1st through the 15th and Cycle 2 is billed for meters read the 16th through 24*. Billed receivables at June 30, 2009 were $147,523 and unbilled receivables were $151,040.

Ad Valorem taxes attach as an enforceable lien on property as of January 1 of each year. Taxes are levied by the City in September or October and are actually billed to the taxpayer in November. Billed taxes become delinquent on January 1 ofthe following year. Revenues from Ad Valorem taxes are budgeted in the year billed.

The City bills and collects its own property taxes using the assessed values detemiined by the tax assessors of St. Landry Parish and Acadia Parish.

For the year ended June 30, 2009 taxes of 11.77 mills were levied on property with an assessed valuation totaling $56,718,600 and were dedicated as follows:

NOTE 7 FLOWS OF FUNDS - RESTRICTIONS ON USE - SALES TAX REVENUES

The City of Eunice levies a 2.2% sales and use tax dedicated as follows:

Proceeds ofthe \% sales and use tax levied in 1978, are dedicated as follows:

Under the terms ofthe sales tax ordinance, all monies collected are deposited into a separate account.

Monies remaining in the sales tax fund after payment of collection expenses may be used for providing addifional general fund revenues and for the constmction, operafions and maintenance of capital improvements.

This is a 25 year sales and use tax that was renewed for an additional 25 years and will expire on December 31, 2028.

Proceeds ofthe 1% sales and use tax levied in 1962 are dedicated as follows:

Under the terms ofthe Recreational Complex, Sales Tax Bonds-Series 2004, all monies collected are deposited into a separate sales tax fund account.

After payment of collection expenses monies must be transferred monthly to a "Sales Tax Bond Sinking Fund" established for retirement of these bonds, in amounts equal to one-twelfth ofthe interest and principal ofthe bonds becoming due m the next maturity.

A "Sales Tax Bond Reserve Fund" is to be established and transfers from the sales tax fund are to be deposited until such time as the fund has accumulated sufficient funds to equal the highest combined interest and bond payments due for any succeeding fiscal year.

Monies remaining in the sales tax fund after payment ofthe above noted obligations maybe used for:

Opening, constmcting, paving, resurfacing and improving sfreets, sidewalks and bridges; constmcting and purchasing street lighting facilities; constmcting and improving drains, drainage canals and subsurface drainage; constmcting and purchasing fire department stations and equipment; constmcting and purchasing police department stations and equipment; constmcting and purchasing garbage disposal and health and sanitation equipment; constructing public buildings; purchasing, constructing and improving public parks and recreational facilities and acquiring the necessary equipment and fumishings therefore; purchasing equipment for civil defense; constructing, acquiring or improving any work of permanent public improvement; and purchasing and acquiring all equipment and fumishing for public works, buildings, improvements and facilities.

Providing funds, not to exceed ten percent (10%) ofthe proceeds of said tax for such year, to defray costs of operating and maintaining a public library.

The 1962 sales and use tax is a permanent sales tax.

Proceeds ofthe .2% sales and use tax levied in 1988 are dedicated as follows:

Under the terms ofthe Bond Indenture for the Public Improvement Bond, ST-1997, all monies collected are deposited into a sales tax fund account.

After payment of collection expenses, monies must be transfened to a sinking fund established for retirement of these bonds, in amounts equal to one-sixth ofthe interest and one-twelfth ofthe bonds becoming due in the next maturity.

A reserve fund is established by monthly transfers from the sales tax fund of $ 1,000 until such time as the reserve fund has accumulated sufficient funds to equal the highest combined interest and bond payments due for any succeeding fiscal year.

Monies remaining in the sales tax fund may be used for constmcting, acquiring, extending, improvmg, operating and maintaining sewers and sewerage disposal facilities.

The 1988 sales and use tax is a permanent sales tax.

NOTE 8 PENSION COST

Municipal Employee's Retirement System

Membership in the retirement system is mandatory for all employees who are employed on a permanent basis working at least 35 hours per week. However, new employees over 60 years of age and employees covered by another retirement system are not eligible. Employees are eligible to retire at any age with thirty or more years of creditable service or age 55 with twenty-five years of creditable service. Creditable service means all periods of time for which credit is allowed towards any benefits. Upon retirement, members are entitled to a retirement benefit, payable monthly in an amount equal to three percent ofthe member's final compensation multiplied by years of creditable service, provided however, that: (1) any member who has held an elective office in a municipality which is a participating employer shall be paid an additional annuity equal to one-half of one percent for each year of such elected service, (2) for any employee who was a member only ofthe supplemental plan prior to the revision date, the benefit eamed for service credited prior to the revision shall be determined on the basis of one percent of final compensation plus two dollars per month for each year of service credited prior to the revision date, and three percent of final compensation ofeach year of service credited after the revision date; and (3) the benefit of the Section shall not exceed one hundred percent of a member's final salary.

Final compensation means the average monthly eamings during the highest thirty-six months or joined months if service has intermpted. Final salary means the average monthly eamings of a member during the twelve month period immediately preceding his death or the establishment of Plan A. The System also provides death and disability benefits which require five years of creditable service for eligibility.

The City has several pension plans covering substanfially all of its employees, as follows: Municipal Employees' Retirement System of Louisiana State of Louisiana - Municipal Police Employees' Refirement System State of Louisiana - Firefighters' Retirement System Louisiana State Employee's Refirement System

Substantially all employees are covered under the Municipal Employees' Retirement System of Louisiana except for firemen, policemen, and judges which are covered under the Firefighters' Retirement System, Municipal Police Employees' Retirement System, and Louisiana State Employees' Retirement System, respectively. Details conceming these plans follow:

Municipal Employees' Refirement System of Louisiana

Plan description:

The Municipal Employee's Retirement System of Louisiana (the System) is a cost-sharing multiple-employer public employee retirement system (PERS) as established and provided for by R.S. 11:1731 ofthe Louisiana Revised Statutes (LRS). The System is composed of two disfinct plans, Plan A and Plan B, with separate assets and benefits provisions. Employees ofthe City are members of Plan A.

The Municipal Employees' Refirement System of Louisiana issues a publicly available financial report that includes financial statements and required supplemental information. That report may be obtained by writing to Municipal Employees' Retirement System of Louisiana, 7937 Office Park Boulevard, Baton Rouge, LA 70809.

Funding policy:

Plan members are required to contribute 9.25% of their annual salary and the City is required to contribute at an actuarially determined rate. The current rate is 13.5% of annual covered payroll. The contribution requirements of plan members and the City are established and may be amended by the System's Board of Trustees. The City's contributions to the System for the years ended June 30,2009,2008 and 2007 were $ 184,875, $ 168,640, and $212,873, which were equal to the required contributions for each year.

State of Louisiana - Municipal Police Employees' Retirement System

Plan description:

The Municipal Police Employees' Retirement System (the System) is a cost sharing muUiple-employer retirement system (PERS).

Employees who retire at or after age 55 with at least 12 years of credited service are entitied to a retirement benefit payable monthly for life, equal to 3-1/3 percent of their average final compensation mulfiplied by the employee's years of credited service. Final compensation is the employee's monthly eamings during the 36 consecutive or joined months that produce the highest average. The System also provides death and disability benefits. Benefits are established by state statute.

The Municipal Police Employees Retirement System issues a publicly available report that includes financial statements and required supplemental information. That report may be obtained by writing to Municipal Police Employee's Retirement System, P.O. Box 94095, Capita] Station, Baton Rouge, LA 70809-9095.

Funding policy:

Plan members are required to contribute 7.5% of their annual covered salary and the City is required to contribute 9.5% as established by the state statue. The City's contributions to the System for the years ended June 30,2009,2008 and 2007 were $76,717, $ 115,461 and $ 128,055, respectively, which equaled the requfred confributions for each year.

State of Louisiana - Firefighters' Retirement System

Plan description:

The Firefighters' Retirement System (the System) is a cost sharing multiple-employer public employee retirement system (PERS), as established and provided for by R.S. 11:2251 through 2269 ofthe Louisiana Revised Statutes (LRS).

Membership is mandatory as a condition of employment beginning on date employed if the employee is on a permanent basis as a firefighter, not participating in another public funded retirement system and under age fifty (50) at date of employment. Employees who retire at or after age 50 with at least 20 years of credit service, or at or after age 55 with at least 12 years of credited service are entitled to a retirement benefit payable monthly for life, equal to 3-1/3 percent of their average final compensation multiplied by the employee's years of credited service. Final compensation is the employee's monthly eamings during the 36 consecutive or joined months that produce the highest average. The System also provides death and disability benefits. Benefits are established by state statute.

We have audited the financial statements ofthe govemmental activities, the business-type activities, each major fund, and the aggregate remaining fund mformation ofthe City of Eunice, Louisiana, as of and for the year ended June 30, 2009, which collectively comprise the City of Eunice's basic financial statements and have issued our report thereon dated October 22,2009. We conducted our audit in accordance with generally accepted auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General ofthe United State.

Intemal Control Over Financial Reporting

In planning and performing our audit, we considered the City's intemal control over financial reporting as a basis for designing our auditing procedures for the purpose of expressing our opinions on the financial statements, but not for the purpose of expressing an opinion on the effectiveness ofthe City's intemal control over financial reporting. Accordingly, we do not express an opinion on the effecfiveness ofthe City's intemal control over financial reporting.

Our consideration of intemal control over financial reporting was for the limited purpose described in the preceding paragraph and would not necessarily identify all deficiencies in intemal control over financial reporting that might be significant deficiencies or material weaknesses. However, as discussed below, we identified certain deficiencies in intemal control over financial reporting that we consider to be significant deficiencies.

A control deficiency exists when the design or operation of a control does not allow management or employees, in the normal course of performing their assigned functions, to prevent or detect misstatements on a timely basis. A significant deficiency is a control deficiency, or combination of control deficiencies, that adversely affects the City's ability to initiate, authorize, record, process, or report financial data reliably in

accordance with generally accepted accounting principles such that there is more than a remote likelihood that a misstatement ofthe City's financial statements that is more than inconsequential will not be prevented or detected by the City's internal control. We consider the deficiencies described in the accompanying schedule of findings and quesfioned costs as 09-1, and 09-2 to be significant deficiencies in intemal control over financial reporting.

A material weakness is a significant deficiency or a combination of significant deficiencies that results in more than a remote likelihood that a material misstatement ofthe financial statements will not be prevented or detected by the City's intemal control.

Our consideration ofthe intemal control over financial reporting was for the limited purpose described in the first paragraph of this secfion and would not necessarily idenfify all deficiencies in intemal control that might be significant deficiencies and, accordingly, would not necessarily disclose all significant deficiencies that are also considered to be material weaknesses. However, we believe that none ofthe significant deficiencies described above are material weaknesses.

Compliance and Other Matters

As part of obtaining reasonable assurance about whether the City's financial statements are free of material misstatements, we performed tests of its compliance with certain provisions of laws, regulations, contracts and grants agreements, noncompliance with which could have a direct and material effect on the determination of financial statement amounts. However, providing an opinion on compliance with those provisions was not an objective of our audit, and, accordingly, we do not express such an opinion. The results of our tests disclosed no instances of noncompliance or other matters that are required to be reported under Government Auditing Standards.

The City's responses to the findings identified in our audit are described in the accompanying schedule of findings and questioned costs. We did not audit the City's responses and, accordingly, we express no opinion on them.

Finding:

- The Police Department Evidence Fund account. We also noted that listing of deposits and withdrawals is maintained; however, the identity of the individuals and their respecfive balances maintained in this account was not available at June 30, 2007.

- Drug forfeiture account.

- Cajun Music Hall of Fame & Museum (CFMA) account.

- KEEP Program account.

Recommendation:

The City should maintain control and record activity for all bank accounts associated with City's federal tax identification number.
