Sec. Wiessmann identified the program, titled FinLit Forum, as a financial capability program aimed at “equipping high school and college students with the critical financial knowledge they need to be successful through life.” She explained that FinLit Forum resulted from collaboration and shared goals between multiple government agencies. Additionally, the program was inspired by multiple consumer complaints received by DoBS, she said. Emerging from that was a collaborative effort covering a wide range of areas and aimed at protecting teenagers and young adults. Addressing student loan debts is one of the issues the department is working on. He cited that Pennsylvania ranks second in the nation for average student loan debt exceeding $36,000. “FinLits, or financial literacy forums...provide an excellent opportunity to help students learn health management skills,” he emphasized. PHEAA intends to use the events to teach students to make healthy financial choices regarding higher education. He added that the program is also another avenue for PHEAA to promote free resources available to students.

David Shallcross, Office of the Attorney General (OAG), indicated that the OAG is working to educate Pennsylvanians on how to prevent frauds, scams, and identity theft. He continued by saying that the FinLit Forums are platforms the OAG utilizes to do so. “The 2018 identity fraud study by Javelin Strategy & Research shows that identity fraud victims rose to 16.7 million U.S. consumers in 2017,” he explained. With clean and unused credit records, teenagers are especially vulnerable to identity theft, he explained, particularly with the prevalence of social media, personal information being available online, and the use of public internet access. “So, it’s important that we advise the students to think about their personal information; how often it’s being exposed and shared over social media networking,” he affirmed. He encouraged parents to consistently check credit reports, change passwords, and pay attention to data breaches.

James Casey, president of Lansdale Catholic High School, thanked DoBS for allowing the school to participate in the pilot program for FinLit Forum.

Lisa Wright-Polk, business department chair of Lansdale Catholic High School, noted the importance of the program for students to prepare them for their future.

Students Natalie and Alexandria shared what they were interested in from the forum, including budgeting, credit reports and scores, and financial aid.

Sec. Wiessmann concluded by expressing her hope to share this initiative across Pennsylvania.

NEW LEGISLATION HB 52 Grove, Seth (R) (PN 908) Amends Title 71 (State Government), in boards and offices, establishing the Commonwealth Office of Management and Budget. The powers and duties vested in the Secretary of the Budget, the Secretary of General Services, the Secretary of Administration and the Secretary of Policy and Planning are transferred to the director, who shall exercise the powers and perform the duties that those secretaries exercised or performed prior to the effective date. The director of the new office shall serve at the pleasure of the Governor. The legislation’s general provisions, along with establishing a director and a strategic plan, shall be effective immediately. The remainder of this legislation shall be effective 30 days after publication in the Pennsylvania Bulletin. Mar 14, 2019 - H-Introduced and referred to committee on House Finance HB 815 Lewis, Andrew (F) (R) (PN 917) Joint resolution amending the Pennsylvania Constitution providing term limits on senators and representatives in the General Assembly. Senators shall not be eligible for election to more than three consecutive full terms of office. Representatives shall not be eligible for election to more than six consecutive full terms of office. Constitutional amendments require approval in two consecutive legislative sessions and then approval by the voters through a referendum. Mar 14, 2019 - H-Introduced and referred to committee on House Environmental Resources and Energy HB 818 Conklin, Scott (D) (PN 920) Amends the Public School Code repealing section 1205.4 relating to CPR Instruction and section 1424 relating to Cardiopulmonary Resuscitation and adding a new article relating to medical emergency instruction and procedure. Requires a school entity to provide instruction in the principles and techniques of CPR and first aid on the school premises to ensure continuous certification of the school entity.s professional employees and the athletic and cheerleading coaches. Also requires the school entity to offer the instruction as an option to volunteers of the school entity no less than once every three years. Further provides for documentation of training; continuing education; cardiac arrest procedures; donations for CPR and first aid instruction; immunity; and regulation. Adds new section providing for required instruction for CPR and First Aid. The provisions regarding cardiac arrest procedures shall take effect in 180 days. The provisions relating to immunity and the adoption of regulations regarding required instruction for CPR and First Aid shall take effect in 30 days. The remainder shall take effect in one year. Mar 14, 2019 - H-Introduced and referred to committee on House Education HB 819 Conklin, Scott (D) (PN 921) The Well Operation Response Team Act provides for definitions and requires the Secretary of Labor and Industry to promulgate regulations relating to response teams. Requirements for the regulations are provided and require the detailing of the qualifications of the response team, update certification, place responsibilities on the operator of a well regarding response teams, and place other duties on well operators. Well operators are required to give annual training to local first responders and submit a report to the department regarding compliance with regulations. Effective in 60 days. Retirement System may elect membership within 365 days of taking office. Further provides the individuals who do not elect membership within the time allowed shall not thereafter have the option to elect membership except after a bona fide termination of state service and return to state service in a position allowing membership. Provides the drawing may only be held within the spectator area of the facility where the event is being conducted and not at ancillary areas or facilities. Further provides the prize amount shall be 50 percent of the total amount collected from the sale of the athletic drawing tickets and 50 percent shall be donated within seven days from the date of the drawing to one or more designated charitable organizations for which the drawing was conducted. Also provides for definitions; use of funds; designated charitable organization; eligibility; unclaimed prizes; additional recordkeeping; and mechanical or electrical devices. Repeals certain provisions of Local Option Small Games of Chance Act. Effective immediately. Mar 14, 2019 - H-Introduced and referred to committee on House Gaming Oversight HB 827 Fritz, Jonathan (R) (PN 928) The Delaware River Basin Commission Eminent Domain Activity Act designates certain activity by the Delaware River Basin Commission as the exercise of the power of eminent domain that entitles the owners of the property in question to appropriate and just compensation. Effective immediately. Mar 14, 2019 - H-Introduced and referred to committee on House Environmental Resources and Energy HB 828 Fritz, Jonathan (R) (PN 929) Amends Title 58 (Oil and Gas), in development, further providing for well permits, adding a new subsection allowing an unconventional well operator to apply for a multi-pad permit for the development of oil or natural gas. Provides a person who receives a multi-well pad permit shall not be required to obtain a separate well permit for any unconventional wells drilled or altered within the permitted area that are spud prior to the expiration of the permit. Also provides for well deviation. Allows the Department of Environmental Protection to establish, by regulation, a multi-year well permit. Requires the permit application fee charged by the department be prorated according to the duration of the multi-year well permit. Effective in 60 days. HB 829 Fritz, Jonathan (R) (PN 930) Amends the Delaware River Basin Compact adding language providing in matters relating to on-lot septic, the Delaware River Basin Commission may report its investigation findings to the water pollution abatement agencies of the signatory parties. Further provides nothing in the compact shall be construed as affecting or intending to affect or in any way interfere with the law or the respective signatory parties relating to on-lot septic systems. Effective immediately. Mar 14, 2019 - H-Introduced and referred to committee on House Environmental Resources and Energy HB 831 Owlett, Clint (R) (PN 931) Amends the Institutions of Purely Public Charity Act further providing for criteria for institutions of purely public charity. The bill adds that a fraternal organization operating under the lodge, council or grange system that qualifies for exemption from taxation under section 501(c) (5), (8) or (10) of the Internal Revenue Code and that has been operating in this Commonwealth with a State governing body for at least 100 years shall be deemed an institution of purely public charity under this act. The bill establishes that a health insurance policy shall provide coverage for mental illness and alcohol or other drug abuse and dependency that meets, at a minimum, all of the following standards: coverage for mental illness and alcohol or other drug abuse and dependency shall include at least 30 inpatient and 60 outpatient days annually; a person covered under the policy shall be able to convert coverage of inpatient days to outpatient days on a one-for-two basis; there shall be no difference in either the annual or lifetime dollar limits in coverage for mental illness and alcohol or other drug abuse and dependency and any other illness; there shall be no difference in cost-sharing arrangements, including, but not limited to, deductibles and copayments for coverage of mental illness and alcohol or other drug abuse and dependency and for coverage of any other illness; and a health insurance policy may not impose an NQTL with respect to a mental illness and alcohol or other drug abuse and dependency in any classification of benefits unless, under the terms of the policy as written and in operation, any process, strategy, evidentiary standard or other factor.
