She said that the ban on sale and use of plastic covers would be implement- ed strictly. Penalties would be imposed against those who use plastic covers, she said. Special teams were set up to monitor the ban on the sale and use of plastic covers in the city, the Commissioner said. The Commissioner said that Rs 50,000 fine would be imposed against the manufacturers of plas- tic covers, Rs. 2,500 to Rs 15000 fine would be imposed on retail traders and Rs 250 Rs 500 fine would be collected from the plastic bags con- sumers. The initia- tion was launched as per the national green tribunals and solid waste management Acts. She appealed all not to use plas- tic covers in the city from November 10 th. PNS n NEW DELHI Assembly elections in five states on its mind, the BJP's national exec- utive meeting here on Sunday saw Uttar Pradesh Chief Minister Yogi Adityanath proposing the party's political resolution that praised Prime Minister Narendra Modi's leadership, with the chief ministers of the three other states pitching in as well. The resolution also accused the opposition of "opportunism" and acting with a mindset of "extreme hate", while predicting a big win for the BJP in Uttar Pradesh, Uttarakhand, Goa and Manipur due to the development works of its state governments and the party's organisational strength. Asked about the decision to pick Adityanath to propose the resolu- tion, Finance Minister Nirmala Sitharaman retorted, "Why not", while praising his work as chief minister and noting that he heads India's largest state. "Opposition parties practised opportunistic politics. They never hit the road during the pandemic and confined themselves to Twitter to spread suspicion," she said in the briefing on the resolution. The resolution also attacked West Bengal's ruling Trinamool Congress for "sponsored violence" against BJP workers in the state and vowed to ensure justice through legal means. Tamil Nadu BJP president K Annamalai seconded the resolution moved by Adityanath with Union ministers G Kishan Reddy, who is from Telangana, and Ashwini Viashnaw, MP from Odisha, also speaking. PTI n AMARAVATI Policemen forcibly stopped a train from beginning its journey on time to let the Krishna district Superintendent of Police conduct what was called a surprise check at the Machilipatnam Railway Station on Sunday. The local deputy superinten- dent of police ordered the railway staff to revert the train's signal from green to red when it was set to chug out of the station at 3.15 PM. The railway staff at the station pleaded with the police saying they could not stop the train once the signal was given. "Talk to your man there (signal room) and stop it, the DSP was heard telling the hapless rail- way staff. Later, SP Siddharth Kaushal came in to conduct checks inside the train, which left the Machilipatnam-Secunderabad spe- cial express detained by more than 15 minutes. There were reports of suspicious objects/movements in the train. It was part of a check to ensure the safety of passengers. Nobody was inconvenienced and the safety and security of passen- gers were ensured, the SP claimed in response to a question. He said there was no inspection but a part of a check to ensure the safety of passengers based on an alert from the public. “We cannot take a risk on the safety of passengers,” he added. AP govt to buy affordable power from SECI @ Rs 2.49 per unit PNS n VIJAYAWADA The State government has decid- ed to buy solar power at Rs 2.49 per unit as per the offer given by Solar Energy Corporation of India (SECI), said Andhra Pradesh Energy Secretary N Srikanth. Addressing a press conference here on Sunday, Srikanth said that since the State government was buying electricity from a Central public sector undertaking as per the Central Electricity Act, there is no need for reverse tendering or judi- cial preview. The Energy Secretary said the State government was bearing the network charges on DISCOMS. The issue of power procurement would be decided by the State gov- ernment first and then proposed to the ERC. He said the agreement with SECI was only after the approval of the ERC. The PPA agreement was made according to the Change of Law provisions in 2014 and the increase or decrease in electricity charges will be borne by the buyer. "We are buying solar power from SECI so now there will be no cost burden of evacuation lines," he said. Srikanth said if the project was set up in the State, the State govern- ment would be able to save Rs 2,260 crore on GST taxes to the State as well as Inter State Transmission System (ISTS) charges to be paid to the Centre and evacuation infra- structure cost. He said that the Tamil Nadu gov- ernment had purchased solar power from SECI for Rs 2.65 per unit in September 2020. Srikanth informed that the gov- ernment would have to spend over Rs 2,000 crore to lay evacuation lines to buy power from the plant to be set up in the State. He said the offer made by SECI was the lowest of the power pur- chase agreements (PPAs) entered into by the Andhra Pradesh gov- ernment since 2014. The National Highways Authority of India (NHAI) officials conducted a trial run on the flyover on Saturday. Vehicles were allowed on the fly- over that was constructed in a record time of less than a year. The construction of the Benz Circle Flyover-2 was entrusted to Lakshmi Infrastructure and Developers Private Limited (LIDPL) that was part of the Vijayawada-Machilipatnam Highway expansion works. The 2.5-km flyover-2 at Benz Circle between Skew Bridge Junction and Novotel Hotel has been con- structed at an estimated cost of Rs 88.84 crore. Its objective is to ease traffic congestion as the Ramavarappadu Junction-Benz Circle road connects Eluru Road and Bandar Road and a majority of VVIPs, VIPs and officials take this route to reach the Vijayawada airport at Gannavaram. In October 2020, Union Minister Nitin Gadkari and CM Jagan Mohan Reddy virtually laid the foundation stone for the Vijayawada-Machilipatnam sec- tion of NH-65. The flyover-1 was meant to help the vehicles coming from Kolkata- Visakhapatnam to pass through the city in a hassle-free manner and without stopping at Benz Circle to move onto the Chennai and Hyderabad national highways. But the vehicles are still stopping at Benz Circle on their way to Visakhapatnam-Kolkata from Chennai and Hyderabad high- ways. With the inauguration of the flyover-2, the traffic issues will be eased. While Telangana Chief Minister K Chandrasekhar Rao has decided to tour the districts as a part of damage-control exercise, Andhra Pradesh Chief Minister YS Jagan Mohan Reddy has decided to con- solidate public support. In the recent Assembly by-elec- tions in Telangana, the ruling Telangana Rashtra Samithi (TRS) was defeated by the BJP in the prestigious Huzurabad Assembly seat. In Andhra Pradesh, in the Badwel Assembly seat, ruling YSR Congress won with more than 90 thousand votes' majority over BJP. Both the Chief Ministers are competing with each other in respect of implementing welfare schemes in spite of financial con- straints. Both are confident that the wel- fare schemes would come to their rescue during future elections. But in Telangana, going by the outcome in Huzurabad, people did not uphold the trust of KCR. In Andhra Pradesh, people sailed with Jagan, boosting his confi- dence. KCR is upset more over the majority of Eatala, than his victo- ry per se. KCR thought that the fight between TRS and BJP would be very close; and, regardless of who wins, the majority would be very narrow. Over 33 lakh children in India malnourished New Delhi, Nov 7 (PTI) Over 33 lakh children in India are malnourished and more than half of them fall in the severely malnourished category with Maharashtra, Bihar and Gujarat topping the list, the WCD min- istry has said in response to an RTI query. Prompting concern that the Covid pandemic could exacerbate the health and nutrition crisis among the poorest of the poor, the Women and Child Development ministry estimates that there are 17,76,902 (17.76 lakh/1.7 million) severely acute malnourished children (SAM) and 15,46,420 (15.46 lakh/1.5 million) moderately acute mal- nourished (MAM) children as of October 14, 2021. The total 33,23,322 (33.23 lakh/3.3 million) is a compilation of data from 34 states and union territories, the ministry said in response to an RTI query by PTI. The numbers were registered on the Poshan tracker app developed last year as a governance tool for real-time monitoring of nutrition- al outcomes. Since the start of the Northeast monsoon in October, Tamil Nadu and Puducherry regions have experienced about 43 per cent excess rainfall, a weather official said. From Saturday morning, Chennai and several suburbs in Chengelpet, Kancheepuram and Tiruvallur districts witnessed inter- mittent rains and the showers became non-stop since last night. The rainfall continued till Sunday, turning out to be one of the heav- iest in recent years. Deputy Director General of Meteorology, S Balachandran said the all time record of highest rain was 45 CM in 1976. Following that in 1985, Chennai had record- ed 25 CM and 33 CM rainfall on two different dates. Subsequently, in 2015, the city experienced 25 CM rainfall and now the city has recorded close to that level, he told PTI. Such showers over the past were recorded in November dur- ing the Northeast monsoon. "We have received 43 per cent more showers," he added. decided to tour the districts as a part of damage-control exercise,
Andhra Pradesh Chief Minister YS Jagan Mohan Reddy has decided to
con- solidate public support.
In the recent Assembly by-elec- tions in Telangana, the ruling
Telangana Rashtra Samithi (TRS) was defeated by the BJP in the
prestigious Huzurabad Assembly seat.
In Andhra Pradesh, in the Badwel Assembly seat, ruling YSR Congress
won with more than 90 thousand votes' majority over BJP.
Both the Chief Ministers are competing with each other in respect
of implementing welfare schemes in spite of financial con-
straints.
Both are confident that the wel- fare schemes would come to
their
rescue during future elections. But in Telangana, going by
the
outcome in Huzurabad, people did not uphold the trust of KCR. In
Andhra Pradesh, people sailed with Jagan, boosting his confi-
dence.
KCR is upset more over the majority of Eatala, than his victo- ry
per se. KCR thought that the fight between TRS and BJP would be
very close; and, regardless of who wins, the majority would be very
narrow. Very poor perform-
ance of the Congress also is one of the reasons why the BJP got
more than 20 thousand votes' majority in the bypoll.
KCR had virtually stopped tour- ing the districts, except for the
ones during the elections.
Keeping this in view, KCR is planning to tour the districts in the
coming days to feel the pulse of the public and to take corrective
meas- ures.
Over 33 lakh children in India malnourished
New Delhi, Nov 7 (PTI)
Over 33 lakh children in India are malnourished and more than half
of them fall in the severely malnourished category with
Maharashtra, Bihar and Gujarat topping the list, the WCD min- istry
has said in response to an RTI query.
Prompting concern that the Covid pandemic could exacerbate the
health and nutrition crisis among the poorest of the poor, the
Women and Child Development ministry estimates that there are
17,76,902 (17.76 lakh/1.7 million) severely acute malnourished
children (SAM) and 15,46,420 (15.46 lakh/1.5 million) moderately
acute mal- nourished (MAM) children as of October 14, 2021.
The total 33,23,322 (33.23 lakh/3.3 million) is a compilation of
data from 34 states and union territories, the ministry said in
response to an RTI query by PTI. The numbers were registered on the
Poshan tracker app developed last year as a governance tool for
real-time monitoring of nutrition- al outcomes.

After a hiatus of six years, heavy to very heavy overnight rains
pounded Chennai and its sub- urbs, leading to water-logging
everywhere, with the deluge entering houses in low lying areas on
Sunday and the sluice gates of three reservoirs here being opened
to release surplus water.
Since the start of the Northeast monsoon in October, Tamil Nadu and
Puducherry regions have experienced about 43 per cent excess
rainfall, a weather official said.
From Saturday morning, Chennai and several suburbs in Chengelpet,
Kancheepuram and Tiruvallur districts witnessed inter- mittent
rains and the showers became non-stop since last night. The
rainfall continued till Sunday, turning out to be one of the heav-
iest in recent years.
Deputy Director General of Meteorology, S Balachandran said the all
time record of highest rain was 45 CM in 1976. Following that in
1985, Chennai had record- ed 25 CM and 33 CM rainfall on two
different dates. Subsequently, in 2015, the city experienced 25 CM
rainfall and now the city has recorded close to that level, he told
PTI.
Such showers over the past were recorded in November dur- ing the
Northeast monsoon. "We have received 43 per cent more showers," he
added.
CM KCR declares ‘fight’ against Centre NAVEENA GHANATE n

Going ballistic at the Centre, Chief Minister K Chandrashekhar Rao
declared on Sunday that his government would take to the streets
and head for Delhi to protest the lies spread by the Union
government.
At a press conference here, KCR observed: "We will do dharna. We
will stand by farmers in north India.
We will fight you on the streets. Petrol diesel cess should be
revoked. We won't let you sleep or stand".
Pointing out that BJP had been spreading blatant lies, KCR said,
"The Centre lied that petrol prices increased due to international
prices.
If tax is increased, then they have to give state, so they
increased cess. AP CM gave ad
in newspapers to clarify this issue. Only through cess they took
petrol rate from Rs 74- Rs 104. Reduction in fuel prices is mere
eyewash. For this deceiving tactic, they are asking states us to
reduce VAT. I am demanding the Center to withdraw cess. If you love
people, give petrol at 2014 rate."
The Chief Minister reiterated that crude oil price was 105 US
dollars in 2014 and presently 83 US dollars; yet, BJP had lied to
the public saying that prices of petrol and diesel had “increased
internationally”.
The Centre had refused to take rice grains from the state, despite
the Chief Minister requesting the Union Agriculture Minister to
resume procurement through the Food Corporation of India.

5 GRENADES FOUND AT EX-ARMY OFFICER’S HOME, PROBE ORDERED
F ive grenades were found at the house of a retired Army personnel
near Mangalore, the police said today. The grenades that were
"manufactured in 1979-1980" were noticed by the retired Army
personnel when he came back from a walk on Saturday, the police
officials said. The grenades were reportedly kept near the fence of
the house of the retired Army personnel in Belthangady, about 60
kilometres from Mangalore. The ex-Army officer later kept the
grenades at a "safe place" near his house so that stray animals or
children don't take them away, the officials quoting the FIR. One
grenade was wrapped in yellow Plastic while others were scattered
there.

D elhi and neighbouring cities were blanketed by toxic air for the
third straight day after the ban on crackers was widely violated on
Diwali. A sharp increase in stubble burning in the last few days
has also
contributed to the rise in air pollution. The Air Quality Index or
AQI - as it is more commonly known as - hit the "severe" category
in Delhi, and nearby cities - Gurgaon, Ghaziabad, Noida, Faridabad.
The AQI was worst in Gurgaon (460), followed by Ghaziabad (458),
Noida (455), Faridabad (449). Delhi's AQI stood at 436. In the list
of cities with the worst air quality, most cities were from Haryana
and Uttar Pradesh where the air quality ranged from "very poor" to
"poor", Sunday's data shows.

is: Can anyone make GHMC Commissioner DS Lokesh Kumar active on
social media? Nope. Generally when IT Minister KT Rama Rao or
Special Chief Secretary Arvind Kumar tag officials on social media;
those handles, even if they had been inactive for months, spring to
life, with the officials con- cerned coming online and responding
promptly. But recently when KTR tagged the GHMC Commissioner
regarding a public request, he never responded. His last post was
in 2020. The Commissioner seems to be con- veying a message that he
will remain a mute spectator or stay in the background. Netizens’
hopes that a tweet from KTR would move the Commissioner were
dashed. His prede- cessors Dana Kishore and B Janardhan took the
profile to the next level only for the successor to make the
prestigious handle just a keepsake.
Info leaks at high level, scapegoats at low level
Some babus get fiendish pleasure in see- ing the government
red-faced after calculat- ed leaks of sensitive information. After
cru- cial information about the financial position of AP state was
leaked to a section of the media that packaged it for the public
with the sole intention of maligning the state gov- ernment, some
middle- and lower-level officers were suspended. Not surprisingly,
such info leaks are continuing from the cor- ridors of power at the
Velagapudi Secretariat. Officers caught in the crosshairs rue that
some top officials, “who are against the pre- sent government”,
intentionally leak sensi- tive information, since scapegoats are
avail- able in the department. They are caught between the devil
and the deep sea.
Opposition leaders put ‘extra’ loyal bureaucrats on notice
Normally electoral victory signifies the end of animosities between
‘ill-treated’ politicos and minions of the law who cannot help toe-
ing the official line with unflinching loyal- ty. However, the
outcome of the Huzurabad by-election has thrown up a different
situ- ation. The targets of opposition leaders now seem to be
bureaucrats who had no qualms about bending over backwards to
please their political bosses. Eatala Rajender, who won
spectacularly on BJP ticket in Huzurabad, has made it clear that he
would take to the notice of the Election Commission the partisan
role
played by some officials and police officers, including the DGP, by
turning a blind eye to certain ‘electoral malpractices’ indulged in
by the ruling party.
Among IAS officers, Siddipet Collector Venkatrami Reddy has made no
bones about his ‘extra’ loyalty to the TS Chief Minister even if it
means belittling Constitutional norms. His dire warnings to dealers
against selling paddy seeds and to agricultural extension officers
reluctant to dissuade farmers from paddy cultivation are still
fresh in the public domain, though he had sought to ‘clarify’ that
his remarks were misconstrued and quoted out of context. The
Telangana High Court too expressed its dis- pleasure over the
widely publicized com- ments made by the Siddipet Collector that
stern action would be taken for selling paddy seeds and that he
would not care even if the Courts intervened.
AP secretariat staff at the receiving end
It is a bad idea to arm-twist those who sign your paychecks. It
amounts to biting the hand that feeds you. After a section of the
AP Secretariat staff, instigated by some anti-gov- ernment
elements, started raising their voice against the current
dispensation demanding timely payment of salaries etc.; the
higher-ups in the administration brought back the bio-metric
attendance system, which, thanks to the Covid-19 pandemic, had been
shelved. Over the last few months, four memos mentioning the
reintroduction of the biometric system were issued high- lighting
the fact that those who do not fol- low the work timings would be
taken to task. This sudden tightening of screws has pushed
mid-level bureaucrats into a dilemma. They can neither sit quietly
without implement- ing the orders from above nor inconvenience
those working in their respective offices by sticking to them in
letter and spirit.

depending on how you look at it, people typically send a per-
sonalized message or an image preloaded with a message; or better
yet, customized stickers to convey their festival or birth- day
wishes. Going with the f low, Hyderabad Commissioner Anjani Kumar
decided to use Twitter link to wish people on Diwali. To all his

Prime Minister Narendra Modi asked the State govern- ments to
reduce the fuel price notwithstanding, only a few states have
reduced the price on fuel.
The Andhra Pradesh gov- ernment appears to be in no mood to cut the
fuel prices and made a public statement on the fuel prices saying
that the Central government was collecting Rs 3.35 lakh crore
through increased surcharges and additional cess in the last two
years and sharing just 5.8 per cent to the State as against 41
percent of the total revenues pooled from the increase in the fuel
surcharges and taxes.
The government claims that the BJP-led Central gov- ernment
collected Rs 3.35 lakh crore in the form of taxes and on petrol and
diesel, and distributed only Rs 19,475 crore to the state as its
share that amounts to just 5.80 per- cent, the Centre has collected
Rs 2,87,500 crore in the form
of cess and surcharges. State Finance Minister B
Rajendranath said despite rev- enue loss during the Covid pandemic
to the tune of Rs 30,000, the government never increased taxes on
petrol and diesel except once to prevent further burden on common
man.
He recalled that the price of one liter petrol is Rs 115.99 and
diesel is Rs 108.66 on November 1 despite the dras-
tic price slash of crude oil. Rajendranath said that the
Telugu Desam Party (TDP) regime had imposed 31 per- cent VAT and an
additional VAT of Rs 4 per litre on petrol and 22.5 percent VAT and
Rs 4 additional VAT on diesel which is continuing and their
government did not impose any new additional VAT.
He said that surprisingly the Centre is demanding that
the State government cut down the taxes despite earn- ing Rs
2,87,500 crore avoiding divisible pools of petro income to
States.
Meanwhile, Leader of the Opposition Chandrababu Naidu demanded that
the Jaganmohan Reddy govern- ment cut rates by Rs 16 to Rs 17 per
litre on both petrol and diesel to make AP prices the lowest. Naidu
stated that the fuel rates in AP were higher by Rs 16.75 on petrol
and Rs 16.10 compared with Chandigarh, and by Rs 15.70 on petrol
and Rs 10.20 on diesel when compared with Lucknow.
BJP State president Somu Veerraju demanded a slash in the fuel
price in AP as many states in the country have rolled back the fuel
price. He recalled that Rs 4 was imposed on petrol and diesel for
Amaravati and unfortunately it is still continuing despite halting
the Capital Amaravati project and seeking the reduc- tion of VAT
with immediate effect.

The Energy Secretary said the government had been provid- ing free
electricity to 18.37 lakh farmers across the State through AP Green
Energy Corporation Limited (GSEL) for the next 25 years.
He said the State govern- ment was buying electricity for
agriculture at Rs 4.36 paise per unit and providing it free to the
farmers. "The government is planning to buy 10,000 MW solar power
to provide uninterrupted nine hours of power supply to the
agriculture sector," Srikanth said and added that the government
was calling for tenders to buy power at Rs 2.49 per unit.

crore and flyover-2, spending Rs 88 crore. The time scheduled for
the completion of the work was one-and-a-half years; however, the
con- struction was completed within a year with the support of the
govern- ment and the labourers, he said.

cultivating rice and so KCR went all-out against Bandi Sanjay and

order from the Centre that they will procure paddy cultivated in
Yasangi. Silly BJP here says cultivate paddy and Delhi BJP BJP says
no." Stating that BJP had been propagating blatant lies, he
remarked:"Now you will face. We will not let you sleep till you
take Vanakalam paddy. We will stage protests". KCR
said, “They want to kill farmers. Haryana CM says to attack
farmers. Another minister’s son drives cars on farmers, though
since one year farmers have been protesting. They will suspend all
market committees and give their lives to corporates. We will
expose them and even in Parliament we will fight. We will do dharna
in all districts. Telangana MLAs, MLCs and leaders, including
CM, everyone will stage dharna in Delhi”.
KCR demanded the Union Minister to declare the nation’s Food
Policy. He said, “Don't cheat TS farmers. Don't ruin their lives
and KCR won't just keep watching”. KCR said, “I am angry because
they are playing with farmers’ lives. I have to protect
them".
KCR questioned: What has the BJP done in the last 7 years? He said,
“India’s GDP is less than that of Bangladesh, Pakistan and Centre
has increased taxes unnecessarily. We'll cut your (TS BJP leaders’)
tongues if you pass unnecessary comments on us. China is attacking
us in Arunachal Pradesh, but the Centre has not taken any
action”.

While the numbers are alarm- ing in themselves, a compari- son with
figures from last November make them even more so. A 91 per cent
rise in the number of SAM children has been seen between November
2020 and October 14, 2021 -- up from 9,27,606 (9.27 lakh) to 17.76
lakh now.
However, the two sets of fig- ures are based on differing methods
of data collection. The number of SAM children (from six months to
six years) identified last year was count- ed by 36 states and
union ter- ritories and conveyed to the Centre. The latest figures
are through Poshan tracker where the numbers were directly entered
by anganwadis and accessed by the Centre and the age group of the
children has not been specified. The World Health Organisation
defines SAM by very low weight-for- height or a mid-upper arm cir-
cumference less than 115 mm, or by the presence of nutrition- al
oedema. MAM is defined as moderate wasting and/or mid- upper-arm
circumference (MUAC) greater or equal to 115 mm and less than 125
mm.
Both MAM and SAM have
severe health repercussions on the health of a child. Children
suffering from SAM have very low weight for their height, and are
nine times more likely to die in case of diseases due to their
weakened immune sys- tem. Those suffering from MAM are also at
increased risk of morbidity and mortality during childhood.
According to the RTI reply quoting the Poshan tracker, Maharashtra
registered the highest number of malnour- ished children at
6,16,772 (6.16 lakh) with 1,57,984 (1.57 lakh) MAM children and
4,58,788 (4.58 lakh) SAM children. Number two on the list is Bihar
with 4,75,824 (4.75 lakh) malnourished children (3,23,741 MAM
children and 1,52,083 SAM children).
Gujarat registered the third highest number of such chil- dren at
3,20,465 (3.20 lakh) with 1,55,101(1.55 lakh) MAM children and
1,65,364 (1.65 lakh) SAM children.
Responding to the num- bers, Child Rights and You (CRY) CEO Puja
Marwaha said the Covid pandemic has impacted nearly all socio-eco-
nomic indicators negatively and threatens to undo much of the
progress made over the past
decade. "Services like ICDS
(Integrated Child Development Scheme) and midday meals in schools
have become irregular during the prolonged closure of schools.
These have severely affected children living in multi-dimensional
poverty dis- proportionately, since they have been largely
dependent on these services to fulfil their rights and
entitlements," Marwaha told PTI.
Unless challenges related to adequacy in budgetary alloca- tions to
secure nutrition secu- rity of children and bottlenecks in
utilisation are addressed, India will be unable to mitigate the
loss caused due to the pandemic, she added.
Of the other states, Andhra Pradesh registered 2,67,228 (2.76 lakh)
malnourished chil- dren (69,274 MAM children and 1,97,954 SAM
children) and Karnataka registered 2,49,463 (2.49 lakh) such cases
(1,82,178 MAM children and 67,285 SAM children).
Uttar Pradesh has 1,86,640 (1.86 lakh) malnourished chil- dren
(1,14,094 MAM children and 72,546 SAM children) while Tamil Nadu
recorded 1,78,060 (1.78 lakh children (1,20,076 MAM children
and
57,984 SAM children). Following close behind, Assam has 1,76,462
(1.76 lakh) cases of malnourishment (1,17,016 MAM children and
59,446 SAM children) and Telangana 1,52,524 (1.52 lakh, 95,033 MAM
and 57,491 SAM chil- dren).
New Delhi is not too far behind. The combined number of SAM and MAM
children in the national capital is 1,17,345 (1.17 lakh) with
20,122 MAM and 97,223 SAM children.

institute appropriate therapy to prevent worsening of malnutrition,
said Anupam Sibal, group medical director and senior paediatrician,
Apollo Hospitals Group.
"We know that children who are malnourished have a greater risk of
infections, have less energy and perform less than their genetic
potential in school. The management of malnutrition requires a
holis- tic approach starting with ade- quate nutrition of pregnant
and lactating ladies, exclusive breastfeeding for six months,
focusing on appropriate wean- ing and balanced nutrition in the
first few years of life, Sibal told PTI.
Manish Mannan, head of department, paediatrics and neonatology,
Paras Hospitals, added that children with severe acute malnutrition
need to be treated with specialised thera- peutic diets alongside
the diag- nosis and management of com- plications during in-patient
care.
"Nutrition counselling has long been used as an approach to MAM
management in situ- ations where caregivers may have access to
affordable food, and knowledge of appropriate care practices is not
a con- straint. This approach is pred- icated on the assumption
that nutritious food is available, but also that caregivers do not
have sufficient awareness of how to combine foods into appropriate
diets for malnour- ished or at-risk children," Mannan said.
It is important, he stressed, to assess any associated illness
alongside treatment of malnu- trition. Sometimes there is an
underlying illness which is responsible for malabsorption, a renal
disorder or even dis- eases like diabetes and tuber- culosis which
may lead to mal- nutrition.

Rainwater entered several houses in parts of neighbour- hoods in
the city and suburbs, including Saidapet, Velachery, Ambattur,
Korattur and Vyasarpadi, bringing back memories of the deluge of
2015 in the city. People were evacuated in inflatable boats by
disaster response teams from some of the locations.
Most city and peripheral
roads came under sheets of water and several trees were uprooted,
leading to traffic diversions and disruption in transport services.
People waded through ankle deep water to reach nearby shops to buy
essential commodities.
Relatively low level bridges, known as 'tharaipaalam' in Tamil,
were submerged in sev- eral suburban areas.
In view of all round water logging, at least six subways were
closed for traffic.

It also appreciated the cen- tral government for reducing excise
duty on petrol and diesel and the BJP dispensa- tions in many
states for slash- ing VAT on them to give relief to

Aryan skips NCB SIT's summons citing fever PNS n MUMBAI
Aryan Khan, son of Bollywood actor Shah Rukh Khan, was summoned by
the Special Investigation Team (SIT) of the Narcotics Control
Bureau (NCB) on Sunday in connec- tion with the cruise drugs case,
but he failed to appear before it citing fever, an official
said.
The anti-drug agency's SIT on Sunday asked Aryan Khan to appear
before it the same day, the NCB official said.
"But he did not appear before the SIT officials citing fever," he
added.
The SIT, headed by the NCB's senior officer Sanjay Kumar Singh,
reached Mumbai on Saturday, a day after the agency transferred to
it the investigation in six cases, including the controversial
cruise drugs case.
The NCB had arrested Aryan Khan and at least 19 others in the
cruise drugs case last month and the agency's Mumbai zonal director
Sameer Wankhede has been facing a departmental vigilance probe
after an independent witness in this case alleged an extortion bid
by those involved in the investigation. Aryan Khan was released on
bail on October 30.

Former minister and Srikakulam MLA Dharmana Prasada Rao has said
that the upcoming meeting between Chief Ministers of Andhra Pradesh
and Odisha YS Jaganmohan Reddy and Naveen Patnaik on November 8
over water disputes will be a historic event. As both the CMs have
a national outlook and are working for the wel- fare of future
generations, the meeting will produce a good solution for the
decades-old issue.
Addressing a media confer- ence here on Sunday, Dharmana Prasada
Rao said that it is a welcome initiative by both visionary leaders
to discuss issues related to the supply of water to lakhs of acres
in both States.
In fact, according to the Tribunal verdict in 2017, Andhra Pradesh
is construct- ing the Neradi barrage to conserve 80 TMCs of water
which could also supply water to the Odisha farmers through the
Left canal. Over 2.5 lakh acres would be brought under
cultivation
once the construction of the barrage is completed, Dharmana
said.
The Srikakulam MLA said that there would not be any
burden on Odisha on the construction of the barrage. According to
experts, only 106 acres of land would be submerged on account of
the construction of the barrage and the Andhra Pradesh gov- ernment
would also pay com- pensation to the submerged land in
Odisha.
Dharmana said Srikakulam district was also part of Odisha before
1936 and the people of Srikakulam have strong cultural, personal,
and economic relations with Odisha. In view of the histor- ical
relationship of Srikakulam district with Odisha, Chief Minister
Naveen Patnaik had accepted the Andhra Pradesh govern- ment’s
proposal for discus- sions, Prasada Rao said.

Leader of the Opposition N Chandrababu Naidu on Sunday accused the
ruling YSRCP leaders of creating all sorts of hurdles for the ongo-
ing 'Nyayasthanam to Devasthanam Maha Padayatra' of the Amaravati
farmers. Naidu said the agitat- ing farmers were carrying out their
Padayatra in a peaceful man- ner and duly following the directions
of the court. But, the YCP rulers were not able to digest the fact
that the Capital City farmers' Padayatra was getting a warm welcome
all along their route.
In a statement here, the TDP chief said if the YSRCP leaders
stalled the Maha Padayatra of farmers, they would go down as
unforgiv- able traitors in the history of the State. Stalling the
Padayatra despite the permis- sion from the court was high- ly
condemnable. The officials should stop harassing the
Amaravati farmers on the flimsy grounds of Covid
restrictions.
Naidu recalled how the rul- ing party leaders held Padayatras and
public meet- ings all over the State on Saturday in the name of
cele- brating the fourth anniversary of Jaganmohan Reddy Padayatra.
The police did not
apply Covid restrictions to any of those crowd-bas ed programmes of
the ruling YSRCP. But, the A m a r a v a t i farmers were being
harassed on one pretext or another.
The TDP chief advised
the YSRCP leaders to stop obstructing the Maha Padayatra as it was
the demo- cratic right of the farmers to express their protest. The
farmers were long fighting legal battles for justice to them in
'Nyayasthanam'. Now, they were also going to seek bless- ings of
God by taking up Padayatra to 'Devasthanam'. Their demand was
justified and in accordance with the principles of natural
justice.

TDP national general secretary Nara Lokesh on Sunday strongly
criticised the YSRCP govern- ment for not reducing the petrol and
diesel prices even though 23 States along with the Centre have
provided this relief to the people already. Lokesh said Jaganmohan
Reddy might be the only Chief Minister across the country who would
dare to give multi-crore advertisements to his own media but would
not reduce financial burdens on the people when required. On top of
it, the CM was living up to his image of 'Collection Reddy' by
giving advertisements in his family media that his regime would not
reduce the fuel prices. In a statement here, Lokesh recalled how
Jaganmohan Reddy made false comparisons to the fuel rates in Yanam
in the past in order to tarnish the image of the TDP rule. After
coming to power, the CM has not reduced VAT even after two and half
years. The Government was spreading falsehoods that only Re 1
cess
was being collected. It was a fact that additional VAT was
increased to Rs 2.76 on petrol and to Rs 3.07 on diesel on February
29, 2020. Lokesh said that once again on July 20, 2020, the
government issued orders increasing addi- tional VAT to Rs 4 on
petrol and diesel. On September 18, 2020, Rs 2 cess was levied per
litre in the name of road development. VAT was imposed even on this
road cess. Overall, the AP Government was collecting towards its
share over Rs 30 per litre petrol and Rs 22 per litre diesel.
Condemning the AP government's 'indifference', Nara Lokesh said
that even the Central government had announced how AP had collect-
ed higher amounts of Rs 7.59 on petrol and Rs 5.46 on diesel when
compared to last year. Jaganmohan Reddy was collect- ing the
highest taxes on fuels when compared to all other States in the
country. Instead of issuing fake advertisements, the Chief Minister
should roll back fuel rates immediately without giving any more
excuses.

Tribal laws being violated in AP, TS: EAS PNS n

Saying that there is no response from both AP and Telangana on
violation of the Tribal Act, former Union secretary EAS Sarma has
demanded that the Chief Ministers of the Telugu States should take
immediate action in this regard.
According to Article 244 (1), the Adivasi have several rights.
However, both govern- ments have been violating the laws and
harming innocent tribal people. The State gov- ernments are not
even taking the initiative to establish a Tribal Advisory Committee
and are making decisions without the participation of the tribal
community, Sarma lamented.
According to the Supreme Court verdict, the exploita- tion of
mineral resources from the scheduled areas should be given to the
Tribal Cooperative Societies or the government should mine them
directly. But, both gov- ernments have violated the constitutional
rights of the tribes. He demanded that the Chief Ministers initiate
immediate action against the violations of the Adivasi Act.
SSTPP Raising Day celebrated

Cracking the whip on ganja smuggling, the Special Enforcement
Bureau (SEB) conducted a week-long special drive from October 30 to
November 5 in the State and registered 283 cases for culti- vation
and transportation of marijuana. The SEB teams conducted raids and
conduct- ed search operations at the bus stations, railway
stations, check posts, transport offices and other places across
the State as part of Operation Parivartan and arrested 763 persons
in connection with the cultivation and transportation of
ganja.
The State police, in a press release on Sunday, announced that the
SEB teams seized 9,266 kg ganja and 179 vehi- cles. The SEB teams,
in associ- ation with the local police, are
conducting awareness pro- grammes in the Agency areas of the State
in Visakhapatnam, East Godavari and other dis- tricts not to fall
in the trap of ganja smugglers. The SEB teams conducted counselling
at Paderu, G Madugula, Narsipatnam, Chintapalli, GK Veedhi mandal
in Visakhapatnam district and Agency areas of Sokulagudem,
Kacchuru, Nulakamaddi, Kotturu, Gurtedu and other villages in East
Godavari dis- trict.
The SEB teams are explain- ing the ill effects of the culti- vation
and sale of ganja and the problems being faced in the
transportation of ganja. It may be noted that the Agency areas of
Visakhapatnam and East Godavari became epicenters of the
cultivation of ganja for many years. The Opposition
parties and civil society organ- isations have demanded the
government to immediately take steps to destroy the ganja
cultivation and transportation from these agency areas.
DGP D Gautam Sawang instructed the police officials to
take steps for destroying ganja crops in the Agency areas and
arrest the culprits. The Police department is also creating
awareness among the tribals and other people to quit the
cultivation and for taking up cultivation of other crops.

Principal Secretary of Education department, B Rajasekhar, has said
that the State government is trying to impart quality education to
the students studying in the gov- ernment schools and help them
face global challenges. Rajasekhar participated as the guest of the
one-day Science Congress conducted at the District Institute of
Education and Training (DIET) at Angaluru in Gudlavalleru mandal of
Krishna district.
Addressing the faculty and students on Sunday, Rajasekhar said
learning sub- jects is the key to success. He urged the teaching
fraternity to impart quality education and pointed out that
scientific tem- per is the continuous process. He said it is
estimated that there will be a requirement of 24 lakh jobs based on
Science, Technology and Engineering Mathematics. He emphasised upon
the girls’ education in sci- ence and technology and empowerment of
women.
Rajasekhar said the govern- ment had recruited the staff in the
DIETs in the State because the DIET students need good training. He
said the govern- ment is taking measures to provide infrastructure
facilities in all District Institute of Education and Trainings
under the Nadu-Nedu programme.

Angaluru, would be very useful to the faculty and students. Along

Bhavani Deeksha dedicated to Goddess Kanakadurga atop the
Indrakeeladri hill in Vijayawada will begin on Karthika Pournami or
on the Utthana Ekadasi during Karthika Masam. The temple off icia

ed from November 15 to 19. The ritual is practised for 41 or 21
days and Ardha Mandala Deeksha it is between December 5 and 9. The

devotees should discard the dress after a dip in the Krishna river
at a separate cabin allocated to change. The devotees can visit

guidelines strictly and no devotee will be allowed without wearing

further said, “ Despite announcing the number of devotees per day
we could not stop the devotees as they come from various places and

Arrangements for Southern Zonal Council meet reviewed
70 kg ganja seized, one held ELURU: The Special Enforcement Bureau
(SEB) officials seized 70 kg of ganja, worth Rs 5 lakh, from a car
at Kalaparru toll plaza and arrested one person. Superintendent of
Police Rahul Dev Sharma told the media here on Sunday that after
receiving a tip-off, SEB inspectors S Srinivasa Reddy and B
Venkateswara Rao were checking vehicles at Kalaparru. When they
inspected a car, they found 70.876 kg of ganja, neatly packed in 34
packets, under the seat. The car driver told the police that he was
going to Kerala from Visakhapatnam with the ganja. The police gave
the name of the arrested person as Akshay Thaiparambil Mohan, a
native of Thrissur in Kerala. Two more accused are yet to be
arrested in the case. The number plate of the car was a duplicate
one. The police found three similar number plates in the car. “The
police have taken stringent measures to curb ganja smuggling and
vehicles checks are being conducted at the board areas,” the SP
said.
The govt is taking measures to provide infrastructure in all
District Institutes of Education & Training under the Nadu-Nedu
programme.
Survey completed for 1-time settlement, says WG Collector PNS n

West Godavari distr ict Collector Kartikeya Mishra said that the
first phase of the survey had been completed for a one-time
settlement of housing under the Jagananna Sampoorna Gruha Hakku
Scheme (Jagananna housing complete title deed scheme).
Addressing a press confer- ence at Collectorate here on Sunday, the
Collector said that the government had sanctioned the housing loans
a long time back and most of the beneficiaries were unable to pay
the loans with inter- est, and those could avail the present
one-time settlement with a registered title deed under Jagananna
Sampoorna Gruha Hakku scheme.
He said that in order to provide a respite to those who were unable
to pay high interest on the loans, the government was offering a
one-time settlement to clear the loans.
The Collector said that in the first phase, 1,50,252 ben-
eficiaries were identified of which 1,33,415 were allotted
originally and 14,128 benefi- ciaries had legal heirs. Joint
Collector Suraj Hanero and DRO David Raju were among those who were
pre- sent.
In view of the historical relationship of Srikakulam district with
Odisha, Chief Minister Naveen Patnaik had accepted the Andhra
Pradesh government’s proposal for discussions, Prasada Rao
said.

Cockfight den in W Godavari raided, 33 punters arrested ELURU: The
police have arrested 33 persons and seized Rs 4.90 lakh and some
roosters following a raid on a cockfight den at Nagireddygudem in
Chintalapudi mandal in West Godavari district. DSP Ravi Kiran said
that a police team, on a tip-off, conducted a raid in the outskirts
of Nagireddygudem village and arrested 33 per- sons for organising
and betting on cockfights. The police seized some roosters worth Rs
25 lakh. Besides, Rs 4.90 lakh, 26 cars, 35 bikes, one auto
rickshaw and 38 mobile phones were seized. However, 32 people
including some organisers of the cockfight managed to escape.
MGNREGA field asst murdered ONGOLE: The field assistant of MGNREGA
was allegedly brutally murdered at Mutukula village in
Pullalacheruvu mandal on Sunday. Police said that NREGA field
assistant Gadikoyya Elia (32) was found murdered on the outskirts
of the village. The villagers noticed his body on the roadside in a
pool of blood and informed the police. DSP Kishore Kumar and SI
Sudhakar visited the scene of offence and registered a case. The
relatives of the deceased suspected that Chowdaboina Mallikarjun
murdered Elia. The police arrested the accused and confined him in
a room. When the police were trying to shift him to the police
station, a large number of relatives and villagers prevented the
police from handing over the accused to them leading to a tense
situation.
4 Maoist members surrender HYDERABAD: Four militia members of the
banned CPI (Maoist) organization, including two women, surrendered
before the police in Bhadradri Kothagudem district late on Saturday
night. The surrendered militia members were identified as Kovvasi
Bhimaiah, P Paike, Sodi Ungaiah and Musami Bhame. The four were
from Cherla mandal and were working as militia members for CPI
(Maoist) Party for over one year. "Bhimaiah was arrested and jailed
in 2018. After his release from jail, he again started working for
the Maoists in the year 2020 by mobilising Adivasis for Maoist
meetings, supplying essentials and informing police movements to
the naxals" said Dr Vineeth G, Bhadrachalam ASP. The four
surrendered to the police to now live a peaceful life, added the
official.
Cops held man for dancing with sword at Sadar; two on the run
HYDERABAD: The Habeebnagar Police arrested a person for dancing
with a sword during Sadar festival held on Saturday night and
seized a sword from him. Two others persons, who were involved in
the incident are absconding. According to the Habeebnagar Police,
the man along with his two friends, all residents of Afzalsagar,
were dancing with the swords during the Sadar event held at
Mallepally. On information, the police reached the spot and took
the man who was holding the sword and dancing into custody while
two others managed to escape. A case is registered by Habeebnagar
Police and efforts are going on to nab the two persons who are
absconding.

Prakasam District Superintendent of Police Malika Garg has advised
the maha padayatra organisers to follow the restrictions and
conditions set by the High Court.
The SP said here on Sunday that the High Court of AP granted
permission to the Amaravathi Parirakshana Samithi to conduct the
maha padayatra by imposing certain conditions. The organisers had
submitted to the High Court a route map along with a list of 157
members who would be partic- ipating in the yatra and a list of
vehicles that would be part of the procession, based on which the
permission was granted.
The maha padayatra entered Prakasam district through Chinna
Nandipadu village in Parchuru mandal at 11:30 am on Saturday. Since
the padayatra entered the district, several vio- lations of the AP
High Court orders and certain conditions in the permission given by
the DGP were observed.
“It has been noticed that more than 2000 persons (more than 15
times the permissible number of people) have been participating in
the yatra. While permission was granted for only four vehicles,
more than 500 vehicles were part of the yatra on Saturday. Several
politicians whose names were not includ- ed in the list submitted
by the organisers to the High Court were also seen to be
participat- ing. Firecrackers were burst on Saturday and Sunday in
contra-
vention to the conditions. Several loudspeakers were mounted on
vehicles while per- mission was given only for two hand mikes.
COVID norms were violated as most of the par- ticipants were
neither wearing masks nor using sanitizers. The presence of a large
number of people and vehicles led to a chaotic situation causing
severe traffic disruption,” the SP said.
Moreover, several members of the procession behaved in an unlawful
manner such as assaulting a police constable who was on duty. So,
two cases were registered on Saturday, regarding violations of the
per- mit conditions and assault on the on-duty police
constable.
A notice was also served on the organisers asking them to follow
the conditions laid down by the High Court. This was reit- erated
on Sunday morning, the SP said.
The Prakasam district police are making all efforts to ensure that
the padayatra is conducted in a peaceful manner, without disturbing
law and order. For this purpose, a large number of police personnel
have been deployed.
“It is further clarified that the objective of police action is not
to create obstacles for the paday- atra as is being incorrectly
reported by some sections of the media. The police are taking all
measures to regulate the pro- gramme to ensure that it is con-
ducted according to High Court guidelines while ensuring that law
and order is maintained,” the SP said.

High Court, has lauded the efforts of the Andhra Pradesh government
to regulate the consumption of liquor and eradication of belt
shops.
The retired judge called on AP Madya Vimochana Prachara Committee
chair- man Vallamreddy Lakshman Reddy at his residence at Vellalore
village in Ponnur mandal on Sunday.
Speaking on the occasion, he said that there were 15 belt shops in
Vellalore village around 20 years ago. “All of them were closed as
a result of the coordinated efforts of the villagers. The village
was made liquor-free. Subsequently, crimes like murders and clash-
es came down considerably,” he said.
“Liquor consumption leads
to murders, rapes, clashes and other crimes. It is imperative to
the government to regulate the consumption and sale of liquor. The
Special Enforcement Bureau is work- ing effectively to curb the use
of ganja, drugs, arrack and illicit liquor in the state,” he said,
and praised the govern- ment for setting up de-addic- tion centres
at 15 places in the state.
Justice Rao welcomed the Madya Vimochana Prachara Committee’s
initiatives such as launching awareness pro- grammes in various
forms against liquor. He underlined the need for closure of liquor
shops near the state and national highways as they lead to road
accidents.

said that the Kalajatha, which was organised in Kurnool on November
1 creating aware-
ness on the ill-effects of liquor consumption, received over-
whelming response from the students.
“The AP government has set up 66 teams to curb ganja cultivation.
The teams have destroyed ganja crops in 150 acres. They are taking
up operations to destroy ganja crops with the coordination of
tribal people and locals. So far, 21 lakh ganja saplings have been
destroyed in 550 acres,” he said, and appreciat- ed the SEB
officials for their efforts.
He said that an action plan was being formulated to stop ganja
cultivation at AP-Odisha border areas. Jana Chaitanya Vedika state
vice-president and eminent psychiatrist Dr. G Vijayasaradhi said
that 15 de- addiction centres were set up at the government
hospitals in various districts and appealed to people to visit them
to get rid of the drinking habit.

Works related to the watershed scheme in the East Godavari Agency
area are likely to be completed by March next, according to Senior
Additional Commissioner of the Department of Land Resources Dr. C P
Reddy.
The Additional Commissioner inspected the watershed works including
irrigation tanks, check dams, stone masonry structures and other
constructions in Bolagonda panchayat in Rampachodavaram mandal on
Sunday. ITDA project offi- cer Praveen Aditya, deputy commissioner
Sasidhar Reddy, state technical watershed advi- sor Sankar Naik
also accom- panied the commissioner dur- ing the visit. While
interacting with the villagers at Bolagonda, the additional
commissioner has advised them to develop economically by taking up
cultivation of various commer- cial crops availing the water- shed
schemes.
He also suggested that they raise two crops availing the water
supplied from the check dams. Expressing satisfaction over the
progress and utility of the watershed schemes in the agency, the
additional com- missioner has asked the offi- cials to expedite the
execution of the ongoing fifth batch watershed works.
Prakasam SP asks padayatra organisers to follow HC fiat
Maha padayatra continues amid restrictions PNS n ONGOLE
The Maha padayatra being taken out by the farmers, farm labourers
and villagers of Amaravati region in protest against the shifting
of the capital to Visakhapatnam entered seventh day on Sunday amid
restrictions.
The Maha padayatra resumed in the morning and passed via
Vankayalapadu, Pusapadu cross road, Daggubadu and Enkollu,
receiving over- whelming support from the people at various places.
The participants expressed anger over police creating hurdles to
the padayatra. MLA Yeluri Sambashiva Rao and JAC leaders spoke with
the police. In protest against the police restrictions, they
squatted on the road for some time. The leaders of JAC argued with
the police.

Radha Krishna, Vangaveeti Radha Krishna, former ZP chairperson
Gadde Anuradha and Mullapudi Bapiraju were among those who extended
solidarity with the Amaravati farmers on Sunday. The police tried
to prevent the farmers coming from various places to join the
padayatra. The farmers were seen squatting on the road at various
places in protest.
MLA Sambashiva Rao told the police that people were coming forward
volun- tarily to take part in the padayatra and urged the police
not to prevent them. Meanwhile, former MLA Arimilli Radha Krishna
donated Rs 10.07 lakh for the Amaravati farmers.
The police had issued notice to the JAC leaders stating that they
were violat- ing the High Court orders as well as the COVID
protocol.

Tight security has been arranged for conducting the by- elections
to municipal wards and village panchayats sched- uled to be held in
the Kakinada police sub-division limits this week.
Speaking to media persons here on Sunday, Additional SP
(Administration) wing Karanam Kumar said that police teams, under
the super-
vision of SDPO Bhimarao, would be deployed at all vul- nerable
places.
Three static surveillance teams and three flying squads were
constituted under the directions of the SP Ravindranath Babu. They
would work in liaison with the officials of revenue and Municipal
administration department.
Four wards in Kakinada municipal corporation and one
ward in Pithapuram will go to polls on November 15. Ninth ward in
Nemam panchayat in Kakinada rural mandal, first ward in Vijay
Rayudupalem in Karapa Mandal, fifth ward in Slapaka panchayat of
Kajuluru mandal will go to polls on November 14, For MPTC-2 post in
P. Mallavaram village of Tallarevu mandal the polling will be held
on November 16, he added.
The Additional SP further
said that 68 rowdy elements were bound over, 103 licensed weapons
were seized in areas where elections are being held and 28
non-bailable warrants were issued.
He added that the police pickets were being arranged at all the
sensitive and hyper sen- sitive areas. He asked all the political
parties to strictly abide by the election code of conduct and also
observe the Covid reg- ulations.

A 3-month-old baby died after being bitten by a snake that was
found in the folds of a blanket used to keep her warm in
Shanigapuram on Saturday night. Relatives said the baby began
crying incon- solably in the night and her father rush-ed her to
the government area hospital. While the doctors were examining her,
a snake later identified as a checkered keelback, slithered out of
the blanket that was wrapped around her. The snake bit the father,
Kranthi who was hold- ing the baby. The baby was hospitalised for a
week for lung infection and was treat- ed in a hospital in Khammam.
Doctors were not sure whether the baby died of snake bite or due to
some other reason and had suggested the parents to allow them to
conduct an autopsy.
Three-month-old dies after being bitten by snake

A woman allegedly mur- dered her husband when he asked about her
travelling out of the city without informing him.
The victim B Muralidhar Reddy, 42, lived along with his wife
Mounika, 38, and his son at their house located at Asmangarh in
Saroornagar police station limits in the city.
On Saturday evening, the couple had a quarrel as Mounika a day
before had gone to Guntur without informing her husband. She went
to Guntur on Friday afternoon and returned on Saturday evening and
on her return, Muralidhar enquired about it.
"An argument ensued between the couple during which Mounika asked
her son to get a knife from kitchen and attacked Muralidhar with it
on neck
resulting in severe injuries. The man died later in the house,"
said Saroornagar Inspector, K Seetharam.
She then asked her son to wash the knife and keep it in the kitchen
and the inspec- tor said. "Mounika told her son not to inform about
it to anyone." Mounika after- wards called up the relatives of the
victim over phone and said he had sustained injuries after some
object pierced his neck when he had fallen down in the room. She
told neighbours that Muralidhar had stabbed himself to death.
On a complaint, the police reached the spot and shift- ed the body
to Osmania General Hospital mortuary.
Based on a complaint the police booked a case under Section 302 and
201 of Indian Penal Code (IPC).
The police reportedly took the woman into cus- tody.

This question is buzzing around the city now.
Almost four ruling party leaders were in that casino as per the
buzz. But the police have denied that. The alleged suspect,
Agarwal, has good equations with that VIP politician and some IAS
officers, and they too participated in the casino party.
On Thursday, a casino party was raided by the police at the Maruti
Basera Apartment in Begumpet. The police arrested five persons
including the organiser, Aravind Agarwal, and later released them
on sta- tion bail.
There is a buzz in the city that a VIP politician had attended the
same party. The VIP has good relations with the leaders and
business persons of Andhra
Pradesh. The organisers are also close to a Minister. Some ruling
party leaders also attend- ed the party.
After receiving a complaint from some locals about parking problems
on the road, the police went to the spot. They alleged- ly found
this VIP and asked him to exit the party immediately. They also
asked the other heavyweights too to leave the party. After that,
the police for- mally raided the place and arrested five
persons.
Earlier, a casino racket was busted at the Manchirevula farmhouse
and its organiser Gutta Suman is facing cases.
In all these casino cases, the involvement of business folks from
Andhra Pradesh is signif- icant. This VIP also has excel- lent
relations with all these per- sons since decades. Due to that
relationship, the business folks are influencing the minister, says
the buzz.
KCR under pressure from Reddy leaders for MLC seats K

The TRS chief, Chief Minister K. Chandrasekhar Rao, is fac- ing the
music from leaders of the Reddy community as they are expecting
more MLC seats, it is learnt.
The election notification will come on November 9 and finalising
tickets has become a big problem as a large number of leaders from
the Reddy community are trying to bag party tickets.
Former Legislative Council chairman Gutha Sukhender Reddy and TRS
general secre- tary Prof. M. Srinivas Reddy are expecting tickets
again.
Gutha Sukhender Reddy is not only expecting a ticket, but also a
minister post. However, KCR has given his word to MC Koti Reddy who
represents Nagarjuna Sagar in Nalgonda district.
The Chief Minister got into trouble not only with Gutha Sukhender
Reddy and MC
Koti Reddy, but also with Chada Kishan Reddy and Shashidher Reddy,
as they are also expecting MLC tickets.
It will become a problem for the party if two seats are given to
the Reddy community from one district. However, KCR himself has
given his word to MC Koti Reddy during the Nagarjuna Sagar
by-poll.
On the other hand, it is inevitable for the TRS to accommodate Padi
Kaushik Reddy as Thamilisai Soundara Rajan has kept his candidature
in abeyance although the State Cabinet had recommended his name for
the Governor’s quota MLC seat four months ago.
Due to this, circumstances are forcing the Chief Minister to change
Padi Kaushik Reddy’s candidature. Sources said the Chief Minister
may accommo- date Padi Kaushik Reddy in the MLA quota of MLC seats
giv- ing another leader the Governor’s quota seat.
It is learnt that the Chief Minister may recommend
Gutha Sukhender Reddy’s name for the Governor’s quota MLC seat or a
senior leader like former minister Kadiam Srihari as the Governor
has been closely examining candi- dates.
Meanwhile, former MP Ponguleti Srinivas Reddy from Khammam district
is also expecting an MLC seat apart from TRSLP secretary Ramesh
Reddy, Shravan Kumar Reddy and Labour Minister Malla Reddy’s
son-in-law Marri Rajashekar Reddy who are try- ing for MLA quota
seats.
Sources said the Chief Minister has already allocated one MLC seat
to the senior leader from Warangal, T. Ravinder Rao, who hails from
the Velama community.
The Chief Minister has almost come to a final decision that he will
give MLC seats to L. Ramana and former speak- er S. Madhusudhana
Chary from the BC quota and Kadiam Srihari from the SC quota.

R No plan to leave BJP, will play role of conscience-keeper:

B JP leader Tathagata Roy on Sunday asserted that he will continue
to play the role of his party's "conscience-keeper", a day after
the saffron camp national vice-president, Dilip Ghosh, told him
that he was free to leave the camp if he was "upset and ashamed"
over
its style of functioning. Roy clarified that he has no plan of
quitting the organisation. He took to Twitter on Sunday and said,
"I am being deluged with phone calls since yesterday. Let me assure
you that I am not voluntarily leaving the party." The former
Meghalaya governor had recently been critical of the decisions
taken by BJP's ex-West Bengal minder Kailash Vijayvargiya, Ghosh,
and senior leaders Arvind Menon and Shiv Prakash, ahead of
March-April assembly polls, and blamed them in a series of tweets
for the saffron camp's poor show in the state. Earlier, too, he had
flayed the senior leaders for "indiscriminate" induction of TMC
lead- ers into the party without taking their expe- rience and
chance of winning into account.
100 people held under Arms Act, 85 under Excise Act, 22 under NDPS
Act
O ver 100 people were arrested under the Arms Act, 85 people under
the Excise Act, and 22 people under the NDPS Act in three districts
of the Delhi Police in October, according to official data.
Eighteen people were held under the Arms Act in north
district and five country-made pistols and 10 cartridges were
seized from their posses- sion, it said. According to the data, the
southeast district registered 17 cases under the Arms Act and
arrested 18 people. Six firearms and 11 knives were recovered from
their possession. In the northeast district, 59 cases under the
Arms Act were registered and 68 people have been arrested. A total
of 23 pistols, 45 live cartridges and 40 knives were recovered, it
said. The north, southeast and northeast districts made the arrest
of 85 people under the Excise Act last month. Among them, 19 were
arrested in north, 44 in southeast, and 22 in northeast
districts.

Maharashtra minister Nawab Malik today said Aryan Khan, the son of
Shah Rukh Khan, was kidnapped for ransom and "their game was ruined
because of one selfie". Malik also accused the Narcotics Control
Bureau's Mumbai Zonal director Sameer Wankhede of being part of the
kidnapping plot, which he said was hatched by BJP leader Mohit
Kamboj. He also said there was a conspiracy to lure people like
Aryan Khan onboard the ship and frame them in the drugs case.
The 23-year-old was arrest- ed last month following a raid led by
Mr Wankhede on a cruise ship off Mumbai coast, in which drugs were
allegedly seized. He was later granted bail by the Bombay High
Court.
"It was said in court that Aryan Khan did not buy a tick- et and go
on a cruise. That he
went there because of Pratik Gaba and Amir Furniturewala... I want
to say straight off that is a matter of kidnapping and ransom," Mr
Malik said at a press conference this morning.
A "trap was laid" by a rela- tion of BJP leader Mohit Kamboj, Malik
said. "Aryan Khan was taken there. And
game of kidnap and ransom of 25 crore was started. A deal was made
for 18 crore. Rs 50 lakh was paid. But a selfie ruined the game and
this is the truth," he said.
Though he did not name anyone, the reference was apparently to the
selfie of pri- vate investigator KP Gosavi with Aryan Khan, which
went
viral online after the raid. The minister also named
BJP leader Mohit Kamboj as the mastermind in the case and alleged
that he was anti-drugs officer Sameer Wankhede's partner in the
extortion rack- et. He said there was also a plan by the organisers
including Kashif Khan to bring state minister Aslam Sheikh and the
children of several minis- ters on the cruise and they were trying
to defame the Maharashtra government, "but that did not
happen".
Kamboj, who denied all the allegations, had said earlier this week
that a "fake narrative" is being created around the drugs-on-cruise
case in which some Maharashtra ministers might be trying to extort
money from Shah Rukh Khan.
Malik had called the allega- tions an "unsuccessful attempt to
misguide and divert the attention from the truth" and had said that
he would "reveal the truth" on Sunday.
Aryan Khan kidnap-ransom plan ruined by selfie: Malik PNS n
MUMBAI
The Bombay High Court on Sunday set aside a special court order
remanding former Maharashtra home minister Anil Deshmukh to
judicial custody, and sent him in the Enforcement Directorate's
(ED) custody till November 12 in a money laundering case.
The ED in its application said the special court, by remanding
Deshmukh to judi- cial custody, had denied the agency sufficient
and adequate opportunity to investigate a case that has "wide and
serious ramifications" .
The agency said it could interrogate Deshmukh only for five days,
of which two were holidays (Diwali).
A vacation bench of Justice Madhav Jamdar was hearing an
application filed by the ED, challenging the special court's order
of November 6 remand- ing Deshmukh to 14-day judi- cial custody on
the ground that it was bad in law and against the principles of
natural justice.
Additional Solicitor General
Anil Singh, appearing for the ED, told the court that based on the
probe conducted so far, custodial interrogation was the need of the
hour consider- ing the allegation of collection of around Rs 100
crore has been made in the case.
The entire money trail is required to be established and the
involvement of foreign angle cannot be ruled out at this stage, the
agency said in its applica- tion. Deshmukh's counsel Vikram
Chaudhri and advocate Aniket Nikam told the court that while they
were opposing the plea on merits and main- tainability, the NCP
leader has consented and volunteered to
be interrogated by the ED. The court then remanded
Deshmukh to the ED's custody till November 12.
The ED in its application said the special court, by remanding
Deshmukh to judicial custody, had denied the agency suffi- cient
and adequate opportuni- ty to investigate a case that has "wide and
serious ramifica- tions" and more so, when the probe is at a
crucial stage.
“The sessions judge (special court) ought to have appreci- ated
that the investigation in cases of colossal frauds and money
laundering, like the present one, cannot be expect- ed to be
completed within a
short span of time,” the appli- cation said.
A sufficient opportunity needs to be given to the inves- tigating
agency to probe the entire gamut of the case, so that it can
collect sufficient quality evidence which will help to go to the
root of the matter, it added.
The ED said it wants to now confront Deshmukh with dis- missed cop
Sachin Waze and others, including the NCP leader's family members
like his sons Hrishikesh Deshmukh and Salil Deshmukh and his
chartered accountant.
Deshmukh was arrested by the ED on November 1 after 12 hours of
questioning in connection with the multi- crore money laundering
case. He was produced before a spe- cial holiday court on November
2 which remanded him in the ED's custody till November 6.
When he was produced before the special court on Saturday, the ED
had sought further custody, but the court refused and sent him to
judi- cial custody.
