Material Basis of Caste and Patriarchy in India : The Limits of
Education

Dr Uma Chakravarti, a Feminist Historian has been actively involved with the women’s
movement and the movement for democratic rights since 1970. She has also been directing
short films on social issues and lives of activist who have worked with labourers to document
their lives and oppression. She has also taught at the Miranda House College and has been
an extremely popular teacher who has inspired and influenced generations.

The Department of Education, University of Delhi, earlier known as the Central Institute
of Education (CIE), was, perhaps, the first major institute of professional learning and
research in Education, established just after independence. The first Prime Minister of
India, Pandit Jawaharlal Nehru and, then, Education Minister, Maulana Abdul Kalam
Azad, took considerable interest in the establishment of CIE in 1947 and its activities and
progress in the early years. Maulana Azad visualized the function of CIE to be not merely
to turn out teachers who will be ‘model teachers’, but to evolve into “a research centre for
solving new educational problems of the country”. Over these past decades, CIE, now the
Department of Education, has attempted to work towards this vision. Moreover, at this
juncture, when the nation has introduced the Right to Education Act and a National
Curricular Framework for Teacher Education, and is grappling with how it will prepare a
vast cadre of teachers who can ensure quality with equity, the Department will need to
brace itself to address this challenge.
Recognised as an Institute of Advanced Studies in Education (IASE) and having
established the Maulana Azad Centre for Elementary and Social Education (MACESE),
the Faculty of Education has developed several academic programmes.
Address by the Head of the Department
I extend a very warm welcome to the Chief Guest of the 69th Foundation Day of our
Department, to all the dignitaries who have accepted our invitation to be here with us
today, to our esteemed retired faculty, to all my colleagues and to all the future teachers,
teacher educators and educationists.
We are very privileged to have with us our distinguished speaker, Dr. Uma Chakravarti, a
Feminist Historian who has been actively involved with the women’s movement and the
movement for democratic rights, since 1970. She has also been directing short films on
social issues and lives of activists who have worked with labourers to document their lives
and oppression. She taught at the Miranda House College for several decades and was an
extremely popular teacher who has inspired and influenced generations.
The Department of Education, popularly known as Central Institute of Education, is one of
the most prestigious institutions in the field of education. It offers several professional
teacher education programmes viz. Two Year B.Ed., Two Year M.Ed., M-Phil (Full Time
and Part Time Pre-Doctoral Research Program) and Ph.D. (Doctoral Research Program in
Education). Our faculty members are continuously involved in varied academic activities
and endeavours to augment the quality of these programmes. The emphasis is on
enrichment and contemporisation.
Having been in various committees of NCTE, our faculty members developed new
curricula, structure and plan of action for a new two year B.Ed. programme and two year
M.Ed. programme, not only for the Department and its constituent colleges, but also, for
the entire country. All the faculty members of the department were engaged through the
year in developing; modifying and enriching syllabi for various courses, implementing
new programmes, and dealing with the challenges that arose in rolling out the new
programmes. In fact, the syllabi and courses developed by our department are playing the
role of torch-bearers and a model, for many institutions, across the country. Prior to 2015,
full-time B.Ed. and M.Ed. programs were of one year duration. The M.Phil. and Ph.D.
programmes of the department attract a large number of applicants from all over the
country and from overseas as well. It is a matter of great pride that large number of faculty
members were involved in various research projects funded by IASE/MHRD and the

Research Council, University of Delhi. They were also engaged in inter-institutional
collaborations. Some of our faculty members visited institutions in other states and
countries as resource persons, delegates and subject experts for various academic
endeavors. Foreign delegations from Iran and Sweden visited the department for exchange
of academic ideas. The department organized one international conference and four
national conferences/seminars supported by various funding agencies. Many of our faculty
members are on editorial boards, advisory committees and review panels of national and
international journals. Several academic activities are a regular part of the department’s
activities through various student societies like Civics Society, History Society, Human
Rights Association (AAHRAV) and Educational Technology Society (SOCRATES).
From time to time we have celebrated several special occasions too. To name a few Azadi
70, National Constitution Day, National Human Rights Day and World Disability Day
with great zeal and patriotism. IQAC and NAAC committees were constituted for
recording, organization and communication of data and smooth visits of the University
NAAC peer team.
The department has its own website http://www.cie.du.ac.in which is updated almost
every day. The website is visually challenged and hearing challenged-friendly. It is
maintained by a highly dedicated team and is highly enriched with the day to day
information about our department and faculty. The department had its own placement cell
till July, 2016 which was working for students from all the programmes. The department
has a vigilant Anti-ragging cell as per UGC guidelines. The department also maintains a
school attached to it namely, CIE Experimental Basic School, which works under direct
guidance and supervision of the departmental authority. The school has a significant
teacher-student ratio as compared to other schools in Delhi.
Welcoming once again today’s chief guest, on this day, I pay my regards to each and
every founding stone and congratulate each and every pillar of this institute, who gave it
the current prevailing ethos. Finally, I extend my best wishes to all the shining stars, who
are sitting here and who will create the golden pages of tomorrow’s educational fraternity.

The Faculty of Education offers the following Academic Programmes
A full-time professional programme of four years, after 12 years of schooling in
elementary teacher education, leading to a Bachelor of Elementary Education
(B.El.Ed.) degree. This programme is offered in eight affiliated colleges of the
University of Delhi.
A full-time professional teacher education programme of the duration of two
academic years, after graduate or post-graduate studies, leading to a degree in
Bachelor of Education (B.Ed.). Besides Department of Education, this programme
is also offered at three affiliated colleges – Maharshi Valmiki College of
Education, Lady Irwin College and Shyama Prasad Mukherjee College.
A full-time professional teacher education programme, of the duration of two
academic years, leading to a Bachelor of Special Education (Visual Impairment)
degree. This course is offered in Durgabai Deshmukh College.
A full-time professional teacher education programme, of the duration of two
academic years, leading to a Bachelor of Special Education (Mental Retardation)
degree. This course is offered in Lady Irwin College.

A full-time advanced programme in Education, of the duration of two academic
years, leading to a Master of Education (M.Ed.) degree.
A pre-doctoral research programme of two years duration for working
professionals in Education, leading to the degree of Master of Philosophy (M.Phil.)
A doctoral research programme in Education, leading to a Doctor of Philosophy
(Ph.D.) in Education.
A Glance at the Academic Programmes
Bachelor of Education
The Bachelor of Education (B.Ed.) of the Department is one of the best programmes of its
kind in the country. Department of Education has a new full time two-year B.Ed.
programme, which started in 2015, based on the NCTE guidelines. It is perceived as,
essentially, the first formal preparation for educators, although its primary focus is on
secondary school teaching. It is also seen as an initial professional degree for those who
may wish to pursue further studies and professional specializations in educational
management, policy making and planning, curriculum development including textbook
design, guidance and counselling, working in alternative school systems, teacher
education and educational research.
The B.Ed. Programme in the Department consists of rigorous Theory Courses, an
intensive School Experience Programme (SEP), a Field Observation Programme (FOP),
courses on various specializations, courses on enhancing professional competencies (EPC)
including Art and Aesthetics, ICT, component on Understanding Communication and
Yoga; and many co-curricular activities which contribute towards the development of a
more holistic teacher. It has some subject based academic bodies, including the Civics
Society, the History Society, SOCRATES- the ET Society, etc. for nurturing the talents of
the students.
B.Ed. is offered in three other colleges of the University of Delhi in addition to the
Department, namely Maharishi College of Education, Lady Irwin College and Shyama
Prasad Mukherjee College. An effort is made to facilitate inter institutional collaboration
and coordination on all important decisions concerning this programme. Currently, the
B.Ed. Coordinator at the Department is Dr. Susmita Lakhyani.
Bachelor of Elementary Education (B.El.Ed.) Programme The B.El.Ed. programme programme is offered in eight affiliated colleges of the
University of Delhi. It has completed twenty two years since its inception. Since a few
years back, the organisation of admission into the programme has been streamlined under
the overall responsibility and commitment of each of the colleges offering the programme.
Each year, the Department of Elementary Education of one college takes on the
responsibility of conducting admissions. The B.El.Ed. admissions for 2016-2017 were
conducted by Miranda House.
After a detailed third review of the programme initiated in 2013, the B.El.Ed. faculty,
facilitated by a core committee is in the process of reviewing the courses. Several sub-
committees constituted for each curricular area have been working in consultation with
faculty across colleges. Consultation meetings with Department Heads for each of the
liberal options, followed by working groups across colleges led to the redesign of liberal
option courses. Resource persons with specialisation in theatre, music, craft, self-

development, physical education have worked on the practicum design and content
facilitated by B.El.Ed. faculty.
The review process has led to the redesigning of individual courses both, practicum and
theory, as well as inclusion of new thrust areas in the light of the recommendations of the
Review Committee. It is expected that the process of review will be completed for seeking
approval of the apex bodies of the University within this academic year.
Bachelor of Education (Special Education) Lady Irwin College runs Bachelor of Special Education (Mental Retardation) and
Durgabai Deshmukh College runs Bachelor of Special Education (Visual Impairment).
Master of Education (M.Ed.) The Master of Education (M.Ed.) programme is a significant step in the preparation of
Educational Researchers, Educational Administrators and Teacher Educators. The
Department has a new full-time M.Ed. programme of two year duration started in 2015.
The M.Ed. scholars, apart from receiving a rich grounding in educational theory, take up
Dissertation work and a Field-based project in diverse areas which include Foundations of
Education, Special Education, Mental Health Education, Language education,
Mathematics education, Science and Social Science Education, Teacher Education,
Educational Technology, Curricular and Pedagogic issues. The M.Ed. Scholars are also
being professionally developed for tutorship and school supervision. To develop their
research acumen and potential, regular in-house Research Seminars are conducted every
week where the M.Ed. scholars make presentations. The scholars also participate in the
Research Colloquium sessions conducted on weekly basis. Currently, the M.Ed. Joint
Coordinators at the Department are Dr. P. Mohan Raju and Dr. Nirupma Jaimini.
Master of Philosophy (M.Phil.) The M.Phil. in Education is a pre-doctoral level programme, designed to provide the
scholars an in-depth understanding of educational research and to build conceptual
foundations in specific areas of advanced studies in Education. The Department offers
both, a full-time and a part-time programme, for the Master of Philosophy (Education)
degree. Currently, the M.Phil. Coordinator at the Department is Dr. Sandeep Kumar.

The Department offers a Doctoral programme in Education. This programme aims at
developing an understanding of research, public policy and educational practice, and the
relationships among them. It begins with a study of specific courses, followed by rigorous
research, leading to a dissertation.
The course work gives students the opportunity to study individualized courses that are
tailored to suit their research interests. These could be a combination of courses designed
within the Department of Education and those chosen from courses across disciplines
offered by other departments of the University of Delhi, including courses on qualitative
and quantitative research methods. The doctoral program is based on the premise that
rigorous research will help develop a cadre of professionals who can develop specialized
knowledge in areas of educational practice and public policy. The areas of active
engagement and research are as diverse as special education, language education, science
education, comparative education, curriculum studies, policy analysis, gender studies,
mental health, cognition, inclusive education etc. Besides this, the scholars are actively
contributing to the academic and corporate life of the institution. Currently the Ph.D.
Coordinator at the Department is Dr. Sailaja Chennat.
A total number of 121 Ph.D. scholars are currently registered in the Department, of these

Research Colloquium / Special Lecture / Seminar
The Research Colloquium in the Department organizes interactive presentations of
research scholars and lectures by Invited Guest Speakers every Wednesday. It has
emerged as an active forum for sharing varied research concerns in Education and
engaging in contemporary debates and critical thinking. Active participation by the M.Ed.,
M.Phil., Ph.D. scholars and Faculty members has made it a vibrant forum of a thinking
community of researchers, acknowledging multiple perspectives and experiences. The
Colloquium provides opportunities to get an insight from different fields, both in terms of
diverse issues, public and social policy and research methods. Currently, the Conveners
for Research Colloquium at the Department are Dr. D. Parimala and Mr. Ashish Ranjan.

Learning at Schools
The two year B.Ed. curriculum aims at providing a direct experience of day to day
happenings at the school site through more critical lens. Students do detailed observations
which are followed up with rich theoretical engagement in the Department. For the
effective implementation of our school internship programme, a reciprocal interaction
between the teacher education institutions and the local school is seen as indispensable.
Field Observation Programme in B.Ed. Ist Year
The first year of field observation is meant to prepare the prospective teachers through
giving them opportunities to familiarize themselves with the school system, and learn
holistically about the context in which their practice of actual teaching, takes place later.
The context comprises of not only the class room dynamics, but also other experiences
given to the learners. Therefore the observation program focuses more on understanding
the school system as a whole. Currently, the Convener of Field Observation Programme in
the Department is Dr. T. Geetha.
The Field observation exercise is intended to be an initiation into professional practice
with the objectives given below:
To make the students observe life at schools (across levels of school education)
and learn from these observations.
To make the students grounded in the reality of the schools.

To make the students take cognizance of the school as a complex social system, to
help them understand how the 'system' (in which they are going to participate as
teacher later) functions.
To enable the student teachers to understand why certain things happen in schools
the way they are.
To help them experience, analyse and reflect on the social culture of the school.
To enable them to develop linkages between their theoretical understandings
developed in their classes and the field realities.
With all the above objectives achieved, they are prepared to confidently take part
in the transactional process and all other activities of the school in the next year.
School Experience Programme in B.Ed. IInd
Year
The SEP provides field experience with the life in a school. Students and scholars were
oriented comprehensively towards developing a praxis which is inclusive aa well as child
centred; and geared towards addressing some of the challenges in strengthening the Right
to Education Act. The SEP remains one of our linkages with the schools, drawn mostly
from the Directorate of Education of the Government of Delhi and the Kendriya
Vidyalaya Sangathan, along with a few private schools. Currently, the Convener of SEP in
the Department is Dr. Shobha Sinha.
An Association of Human Rights Activists and Volunteers (AAHRAV)
AAHRAV provides a platform to all the students and scholars who want to learn from the
human rights and for the human rights. Currently, the AAHRAV In-charge at the
Department is Dr. Sandeep Kumar.
Civics Society
The Civics Society is one of the most vibrant societies in the Department, comprising of
Political Science 1st year and 2
nd year B.Ed. students.
This society organizes various events every year. Some of which are open to all the
students of the Department, irrespective of their subject, while some other are largely for
Civics students.
The events organized this year include:

A Debate on Should Capital Punishment be Abolished in India? on 15th

UN Day Wall Debate on United Nation Role in peace promotion: Success or

A visit to the Parliament on December 15, 2016.
Many more events have been planned for the coming year, which include a Confluence on
Second Saturday of February 2016 and a Film Screening by Political Science 2nd
year
students in last week of February 2016. Currently, the Civics Society In-charge at the

History Society
The History Society of the Department encourages critical enquiry and multiple
perspectives on the past through various activities. Currently, The History Society In-

Society of CIE’s Rising Agglomeration of Technologists for Educational
System (SOCRATES) – The ET Society
SOCRATES is comprised of B.Ed. and M.Ed. students with the specialization course
Education and Technology and Educational Technology respectively and other interested
members of this department. Currently, the SOCRATES In-charge at the Department is
Mr. Vinod Kumar Kanvaria.
The Society holds several activities throughout the year. This year, too, the society held
the following activities:

Several other activities to name a few, visits to NCERT, Central Institute of Educational
Technology, EMPC, National Science Centre, Special Invited Lecture on Recent Trends
in Educational Technology and OER, are on the agenda.
Critical Understanding of ICT in Education
Critical understanding of ICT in Education course, specially, focuses on providing
theoretical understanding and practical experiences to student teachers on developing
techno-pedagogical skills and critical issues related to information and communication
technologies in a workshop mode. The student teachers are provided with practical
experiences in using blogs, Google drive (docs, spreadsheet, presentation, form, etc.),
software like open office, the Visual Understanding Environment (to make concept map),
hot potatoes, blender, gimp, simulative experiences through PhET etc. as part of this
course. A workshop was held in the month of August on Open Access, Open Educational
Resources and Free and Open Source Software.
Placement Cell
The Department offered facility for placement of both its in-service and pre-service
students, through a dedicated placement cell till July, 2016. Later, the placement related
venture was transferred to the University as there is an already existing centralised
placement cell in the University. The Department takes pride in the fact that its alumni
hold distinguished positions as teachers, teacher educators, researchers and administrators
in various organizations. The placement cell approached a number of institutions, at both
the national and international levels. This was our earnest effort in the interest of our
outgoing students. Till July, 2016, the Co-ordinator of the Departmental Placement Cell
was Mr. Vinod Kumar Kanvaria.

Infrastructural and Other Facilities for Students
Biology Lab
The Biology Laboratory in the Department provides B.Ed. students a space for exploring
and discussing the role of laboratory work in science education. It provides opportunities
for students to revisit the experiments and activities that can be conducted with school
students and establishing linkages with theory. The B.Ed. students engage themselves
here in improving the experiments and activities by exploring the use of alternative
materials, trying them out and analysing their results for further modifications. The
laboratory provides them with hands-on experience with the various equipments, as well
as other resources and their re-organisation helps them to understand the nuances of
managing the biology laboratory, as well as of planning for an experiment.
Chemistry Lab
The chemistry laboratory provides facilitation in the demonstration activities, explorations
in practical experimental and teacher education projects in chemistry to the prospective
science teachers. The models’ collections and games in chemistry made by the B.Ed.
students are an educational asset to the chemistry laboratory.
Physics Lab
The Physics Lab of the department is well resourced to conduct facilitative activities for
learning school physics. The place attains vibrancy during the activity and the discussions
sessions. A range of teaching-learning resources are available for ready reference. The
place, primarily, belongs to the students. The activities and subsequent discussions here
help to develop a fresh insight into the process of teaching-learning science across all
levels. It is projected that in the coming years the laboratory will be better resourced for
creating an enabling learning environment, within an inclusive science class.
Computer Lab
The Computer lab, with 45 computers along with internet facility at 100 Mpbs, offers
challenges for research to interested scholars in the field of computer education, to the
visually challenged, curriculum development for the disadvantaged, creation of a database
for digital films, development of CAL material, online learning material and so on.
Educational Technology (ET) Lab
The Department has a well-equipped ET Lab, situated in the Annexe Building. The lab
has several kinds of projectors, including a Film Strip Projector, Overhead Projector, Slide
Projector and LCD Projector, etc. There is a good audio system and television in the lab.
The lab is used by the students of all the courses, and sometimes by other institutions also,
throughout the year.
Research Room
The Research Room is well equipped with computers and internet facility for its M.Phil.
and Ph.D. scholars. The research scholars use this facility throughout the year for
exploring and enriching their dissertation and thesis.
Classrooms
All the classrooms have very good seating facilities, along with the green boards. Larger
classrooms are well-equipped with ceiling mounted LCD projectors and audio systems, in
the larger classrooms. Some of the classrooms have round tables for small group
cooperative sessions.

Library
The library provides several services through a team of dedicated staff. This includes
scanning of documents, OPAC and scanning books and periodicals for the Physically
Challenged students. The collection of documents/ research work / books and thesis is
over ninety thousand. Membership is open to all faculty, staff, scholars, college teachers
and students. Periodicals, National thirteen and International seven, are available.
Psychology Lab
The Psychology Lab has a collection of over one thousand standardized tests, which are
used by students, research scholars and faculty, on a regular basis. There is also an
archival collection of apparatus that was used three decades ago, for experimental
research. It also serves as a work space for scholars to have discussions and watch
educational films.

Regional Resource Centre for Elementary Education
The Regional Resource Centre for Elementary Education (RRCEE) at the Department of
Education, University of Delhi works with school teachers, teacher educators, student
teachers and researchers. Since its inception in 2007, RRCEE has offered Teacher
Fellowships to practicing teachers for undertaking classroom based research; enabled
academic support linkages between school teachers, teacher educators and the university;
given expression to teachers' voices through dissemination of teacher research; provided a
resource base and platform for facilitating and augmenting networking amongst the
various practitioners through access to relevant resources in terms of both library and web
resource; organised public lectures and film screenings to facilitate a wider exchange of
ideas around issues of equity and quality; developed a corpus of select readings translated
into Hindi; made available e-resources on education and an e-platform to enable
discussion forums for knowledge sharing and knowledge generation through a web-portal;
and developed portfolios of readings for each of the courses of the model syllabi of the
D.Ed. Programme.
The work of RRCEE has now been consolidated for further dissemination: Close to one
hundred articles translated in Hindi have been brought out in thirteen theme-based
volumes. A compendium of over 300 readings relevant for various teacher education
programmes has been compiled in hard and soft copy. Sixteen research papers and
fourteen reflective essays written by teacher fellows have been put together in an edited
volume titled: Voices Unheard: Teacher Research and Reflections. In February 2013,
RRCEE launched its podcast series on education called, Dialoguing Education. The audio
podcast series features interviews with thought leaders in the field of education. In an
effort to bring educational theory to wider publics in a conversational format, interviews
were recorded with experts from various fields and made available via the RRCEE portal.
Within a span of two and a half years, a total of 18 interviews were conducted,
transcribed, researched, edited and translated. A total of 13 interviews are available in
print in two volumes in English and Hindi. RRCEE has initiated a basic online learning
management system (LMS) directed at student-teachers, teacher educators and school
teachers. Titled: Learning through Reflection: Modules for Teacher Development, the
LMS currently offers one course each in three domains: mathematics education; language
and contemporary studies. RRCEE has developed a short documentary titled: The Teacher
and the World under the direction of Samina Mishra. The film is about the B.El.Ed.
programme and the possibility of transforming lives through education. It explores the
place of a teacher in society, and the idea of education as teaching for life.

Nurturing the CIE Experimental Basic School
The CIE Experimental Basic School works under the guidance of management committee
headed by the Head and Dean of Department of Education as the Chairperson and a
faculty member from the Department as its Manager. The school believes that school life
is enriched with exploring curricular and additional curricular activities together and hence
envisages and extends on the defined syllabi in the classes. The academic threads are
weaved in the inter-house and other cultural events. Students of the school continue to
excel in different spheres.
During the year the students participated in various sports and cultural activities at school
level and the zonal level as well. Some major achievements of students are Sub Junior
girls won 1 Gold and 1 Bronze medal in Zonal Taekwondo Tournament, Sub Junior boys
earned 3rd
position in Zonal Handball, 2nd
position in Zonal Kho-Kho and 10th
position in
the Zonal Cross Country Race. Students also won 1 Silver and 2 Bronze medals in Zonal
Taekwondo Tournament and 2nd
position in relay race in Zonal Athletics Meet. Mr. Ankaj
of VII grade earned 1st position in 400m, 600m race and 2
nd Position in 200m race.
Primary students (girls and boys) participated in Zonal Badminton Tournament and boys
secured 3rd
position.
An interactive session was conducted on ‘Mother- adolescent girl Health and Hygiene
Program’ with the support of Proctor and Gamble. Various events on the occasion of
Remembering India’s Struggle for freedom from 1857 to 1947, Azaadi-70 and Rashtriya
Ekta Divas were organised.
The children participated in the events outside school also like the workshop titled, Yeh
tara, woh tara: Roshni Pradooshan Jagaran, at Nehru Planetarium; Kathakar International
Storytellers Festival, at Indira Gandhi National Centre for the Arts (IGNCA); On-the-spot
painting and Quiz Competition at Qutub Minar on World Heritage Day; Yoga Day
activities at the Gandhi Bhawan, University of Delhi. The students presented a thoughtful
skit and poem on Non-Cooperation Movement in present day context titled Asahyog se
Sahyog ki Aur and a song Suno Suno Ae Duniya Vaalo Bapu ki Amar Kahaani at the
Gandhi Bhawan, University of Delhi on the occasion of Gandhi Jayanti.
Other activities involved like inviting parents’ community in school’s activity Pradhushan
ko Maat- Aapke Vichar, Aapke Saath, where parents got involved with their children in
thinking and creating on the spot ‘Wall Magazine’ as a post session on film display and
discussed on related issues.
All the school staff members were also active in various activities throughout the year.

October, 2016.
