About Kidsafe WA
Kidsafe WA is the leading independent not-for-profit organisation dedicated to promoting safety and
preventing childhood injuries and accidents in Western Australia. Injuries are the leading cause of
death in Australian children aged one to fourteen, accounting for nearly half of all deaths in this age
group. More children die of injury than die of cancer, asthma and infectious diseases combined. Many
of these deaths and injuries can be prevented. Kidsafe WA works in the community to educate and
inform parents and children on staying safe at home, at play and on the road to prevent these
tragedies.
With the support of our funding partners and the expansion of our programs across Western Australia,
Kidsafe WA continues to work with key stakeholders to prevent unintentional childhood deaths and
injuries. We hope this year’s annual report provides insight into our current activities and our focus
towards protecting West Australian children from injury.

Kidsafe WA is moving Since its formation in 1980 Kidsafe WA has been based at Perth’s Princess Margaret Hospital. With
the construction of the new Perth Children’s Hospital, Kidsafe WA has the exciting opportunity to grow
up as an organisation and move to our own community facility in West Leederville. This new facility
will see the relocation of Kidsafe WA’s well-known Safety Demonstration House, our key injury
prevention programs, the important child car restraint fitting and checking service, a community
education facility, as well as the organisation’s administration and research base.
Kidsafe WA Safety Demonstration House
Mirroring a typical family home, the Kidsafe WA Safety Demonstration House shows visiting families
and community organisations best practice safety measures to protect children.
Key Injury Prevention Programs
The new community facility will allow Kidsafe WA to develop, administer and deliver a range of injury
prevention programs to the WA community, across the key areas of focus of home, play and road
safety.
Child Car Restraint Fitting and Checking Service
Serving more than 6,000 families per year, this service checks and fits child car restraints, as well as
providing restraints for hire. A display room will feature safety products and a library of Kidsafe WA
approved child car restraints.
Community Education Facility
To support community education workshops and programs for parents, medical professionals, school
students and families.
Research, Meeting and Administration Base
The new facility will allow multiple staff to work on site and carry out injury prevention research and
initiatives.
Our new home will positively impact the lives of all Western Australian children.
The initiatives, activities and research carried out from this facility will continue to focus on preventing
the tragedy of children dying and being injured in avoidable accidents. It is expected that over 10,000
families will visit Kidsafe WA’s new headquarters each year.

Presidents Report It is my pleasure to present the Kidsafe WA Annual Report for 2015.
Over the past year our board and executive team has worked hard to
develop a solid and sustainable future for our organisation so that we
can continue to reduce the impact of injuries to children in Western
Australia.
A key activity of the board this year has been to progress the Kidsafe WA
accommodation project. With the imminent relocation of Princess
Margaret Hospital to the New Children’s Hospital, we will be moving into
a new premises in West Leederville. In December Kidsafe WA
purchased an existing building that will be redeveloped with major support from our sponsors and
granting bodies.
I would like to express my appreciation and gratitude to our Board who generously volunteer their
time at both board and subcommittee level. To Mr Tom Henderson, Dr Gervase Chaney, Mr Ian
Andrews, Dr Alexandra McManus, Mr Brad Wira and Dr Alec O’Connell, I thank you for your valued
contributions over the past year and ongoing support into the future.
I would also like to give a special thank you to Dr Gervase Chaney who will leave the board at the
current AGM after more than 10 years. Gervase has held many roles on the board of Kidsafe WA,
most notably as president for four years. His contribution and time has helped our organisation to
grow markedly over the past 10 years.
Thank you to our CEO Scott Phillips and his team at Kidsafe WA. As an organisation we continue to
attract and retain quality program development and service delivery staff. Over the past 12 months
the team have continued to refine how they provide evidence based campaigns, raise public
awareness of child injury mechanisms and advocate for safer environments around our children
As a non-government organisation Kidsafe WA continues to develop key partnerships with
government departments, agencies and commercial business. I would like to thank the Western
Australian Department of Health for their commitment to child Injury prevention. Their support gives
us a firm funding base to provide services in the Western Australian community. In addition SGIO,
Britax, the PMH foundation and SDERA provide vital funding to support a diversity of additional injury
prevention activities. The strength of these relationships is important to Kidsafe WA and I thank you
for your continued support. I would also like to thank Princess Margaret Hospital for its long term
support with our accommodation over more than 30 years.
Thanks must also go to both the Joyce Henderson Trust Fund and the Mary Bremner Estate. The
financial support has made it possible for Kidsafe WA to move to a new home whilst also funding key
child injury prevention research.
Over the next year Kidsafe WA will continue to advocate for better child injury prevention outcomes
for the children of Western Australia.

Chief Executive Officer’s Report
Over the last year the board and team at Kidsafe WA has continued to position the organisation for a sustainable future, whilst working harder to reduce unintentional injuries to the children of Western Australia. In the last 12 month we have progressed our accommodation project, reviewed how we communicate our messages and developed new partnerships with the community of Western Australia. Every year approximately 40 children will die due to an unintended injury. In addition many more are attending emergency departments, with significant numbers requiring hospitalisation. Although these figures have reduced markedly in the past 20 years, there is still a
large amount of work to be done to ensure safe environments for our children. Each year we face new dangers that may emerge due to changes in technology or from an increase in demands on the attention of parents. At the same time many ongoing safety issues continue to impact on these injuries. Kidsafe WA continues to develop campaigns and public awareness raising events to highlight both the old and new issues affecting our children. To make sure we communicate better with the Western Australian community, we have reviewed how we are providing our key messages to families and carers. In the last year we have commissioned a new website, replaced our aging technology and developed a new national client management system. We have also developed a new key messaging guide to provide simple, straight forward information on child injury prevention. In December we purchased an existing building in West Leederville to become the new home of Kidsafe WA. In March we received confirmation of a grant from Lotterywest to help us with the costs associated with the redevelopment of the site. Over the coming year we will renovate and refit the space so that the new Kidsafe WA building will be ready for us to move in July 2016. This is a very exciting development as the organisation matures and relocates from the Princess Margaret Hospital site. I would like to thank Simon Joyner and the Board of Kidsafe WA for their commitment to our organisation. As we grow the support of the Board and subcommittees has provided rigour and transparency around key decisions. My appreciation is also extended to our partners, sponsors and supporters who make it possible for us to provide child injury prevention campaigns throughout Western Australia. Special thanks to the Department of Health who provide core funding to support our research, home, school, play and regional injury prevention programs; SGIO, Britax and SDERA who support our Major Road Safety strategies; the PMH Foundation for their support of ‘Safety in Schools’; Princess Margaret Hospital for their ongoing accommodation support; and the Department of Consumer Protection for their annual Kidsafe WA Award. Thanks also to ATCO Gas for their support with our new accommodation project. I would also like to thank the staff at Kidsafe WA. As an organisation we have been able to attract and retain quality staff that have developed and refined our organisation to make sure it remains relevant into the future.

Treasurer’s Report
The 2015 financial year has seen an improvement in the financial
position and resources at Kidsafe WA as the organization continues to
develop a sustainable future. With support of the Financial Subcommittee
we continue to provide transparency in budgeting and expenditure as we
refine the financial controls of the organization. These controls allow
better analysis and clearer information for our board during decision
making on investment and expenditure.
During the year the assets of Kidsafe WA were boosted through the
sale of a property in Bassendean bequeathed to the organisation from the estate of Dr. Mary
Bremner. This funding along with a significant Lotterywest grant will be used to support the current
Kidsafe WA accommodation project and key research & development initiatives.
A number of key time and cost investments were approved by the board including the following major
initiatives:
The purchase of a building in West Leederville that will become the new home for Kidsafe WA.
Further expansion of our outreach Child Car Restraint Fitting social enterprise to nine
locations throughout the Perth metropolitan area.
Replacement of the key information technology infrastructure including new software,
hardware and the development of a new website
Coordination of a number of national projects including the development of a digital Client
Management System and production of a national road safety video.
Whilst these types of initiatives can impact on the short term financial resources of the
organisation we have been very successful in applying for grants and sponsorships to support these
capital expenses.
Increases in income and expenditure during the 2014-15 financial year were primarily associated
with the capital expenditure on information technology and the investment in expanding our social
enterprise programs. There was an increase in income from grants and sponsorships but this was
offset by increases in expenditure to meet the required outputs. Employment costs remain the
single largest organisational expense as we continue to ensure that we retain skilled staff that are
suitably remunerated.
As Treasurer I concur that the financial records made available to the auditor reflect fairly the
true financial position of Kidsafe WA.
I would like to extend my appreciation and thanks to our Auditor Mr. Jack Barker, the Finance
Subcommittee and the Kidsafe WA executive team for their assistance with the financial
management of the organization and the preparation of the financial reports.

Programs Kidsafe WA works in the community to educate and inform parents and children on staying safe at
home, at play and on the road. Using evidence based research Kidsafe WA provide practical injury
prevention advice to parents, carers, professionals and school aged children. This is done through
various workshops, resource distribution and direct contact with people at community events. In
addition to this, Kidsafe WA also provide program specific services which are outlined below.

Home Safety The Home Safety Program is a comprehensive child injury prevention approach incorporating
targeted media campaigns, safety demonstration sites, community education strategies and key
resource development to reduce the risk of injury to children in the home. This program is supported
by the WA Department of Health and targets parents, carers, professionals and children aged zero to
fifteen years.
Targeted Media Campaigns
Kidsafe WA’s Injury Prevention Campaign has taken on a monthly focus where a different injury risk is
highlighted each month. The aim of this campaign is to raise awareness of those common childhood
injury risks and give a recurring monthly focus on a specific issue. Some of the monthly targets
include safety from Burn’s and Scalds, Falls, Poisoning, Children as Passengers and Pedestrians and
Sports. A multilevel campaign is undertaken utilising radio, newspaper, magazine, animations, internet
and social media advertising, in conjunction with targeted resources.
Safety Demonstration Sites
The home service area consists of the Kidsafe WA Resource Centre, Safety Demonstration House,
and Online Safety Demonstration House. The home service area is currently in the process of being
updated into a more user friendly and interactive format.
The Kidsafe WA Safety Demonstration House has already started the transformation of becoming
more interactive. The QR Barcodes and iPad’s are some of the newest features of the Kidsafe WA
Safety Demonstration House which allow visitors to access further information related to child injury
prevention, which includes our newly developed animations on various injury topics.
The Safety Demonstration House and Online Safety Demonstration House have been well patronised
throughout 2014‐15, with visitors including parent/carer groups, childcare students, nursing students
and others, for various workshops.

During this financial year Kidsafe WA aimed to visit each region in Western Australia to provide
programs and services to regional parents, carers, professionals and students. Visiting each region
annually provided individuals in these regions with access to services and programs which hadn’t
previously been available. The regular visits have also strengthened partnerships between rural
communities, health workers and other professionals.
During the 2014-15 financial year Kidsafe WA visited six regions in Western Australia accessing:

To expand the reach of community education strategies, Kidsafe WA continue to have a presence in
the Great Southern, with the office being located in Albany. The office is in a visible location, which
has generated interest in the community, and provides a visual reminder that we are committed to
child injury prevention in the south of the state. The Kidsafe WA Playground Advisory Service (PAS)
and the Great Southern regional program are both run from this office. The location of the office in the
centre of the city has attracted more walk by traffic and enquiries from local community organisations.
Key Resource Development
At Kidsafe WA it is important our resources are up to date and relevant for our audience. One of our
newest resources is the Burns and Scalds Safety Animation. Over the past 12 months Kidsafe WA
has also been committed to making changes to the Child Injury Prevention Campaign, developing
Aboriginal and Culturally and Linguistically Diverse Communities
Resources and the Child Safety App.
Aboriginal and Culturally and Linguistically Diverse
Communities Resources
Kidsafe WA has continued to undertake consultation with both Aboriginal
and Culturally and Linguistically Diverse (CALD) communities. These
consultations were consolidated in our continual update of our resources
to communicate across language and cultural barriers. We continue to
use ‘A Multi-Lingual Child Safety DVD’ developed in 2013, however
during this financial year we developed an Aboriginal Professional Flip
Chart ‘watch out for your kids day and night’, providing these community
groups with more choices in resources.
Child Safety App
In the previous financial year Kidsafe WA undertook research to develop
the “Child Safety App” focussing on falls prevention. After researching
this project it was decided that the app should be expanded to include the top five child injury risks at
each stage of development. During this financial year we conducted a subsequent review of the
current child apps available to parents and carers to assist with the design and development of the
expanded Kidsafe WA app. After gathering this information, a project brief for the app was drafted.
Through a small tender, we have identified a local developer who is best suited to work with Kidsafe
WA to complete this app. Digital Union will develop this app in the second half of 2015.

Play and Recreation The Play and Recreation service at Kidsafe WA comprises the Playground Advisory Service (PAS),
and initiatives to support safety during informal play, formal sport and other recreational activities.
During 2014-2015 PAS has continued to grow and become the primary contact for schools, the early
year’s childcare sector and local governments seeking advice on how to implement nature play safely
into their environment. The PAS was awarded Preferred Supplier Status through Western Australian
Local Government Association (WALGA) for playground auditing in October 2014.
Playground Advisory Service
During the past 12 months the PAS has provided services to many different organisations. These
services have included playground audits, playspace consultations, presentations, review of plans,
and workshops. Through the WALGA Preferred Supplier Status, the PAS has had exposure and the
opportunity to quote on various Local Government jobs that were not previously available. In a highly
competitive market the PAS has secured a small amount of work and is working at building on this for
the next financial year.
Nature Play Workshops are often requested from schools and community groups to guide them
through the safety requirements of providing these spaces. In addition to this there has been
Playground Safety Workshops and Playground Maintenance Workshops requested by local
governments and Local Government Insurance Services.
The Kidsafe WA PAS also attended a number of conferences as either an Exhibitor (2 – WACSSO
and EYES Conferences) or Presenter (4- PLA WA Seminar presenting on Nature Play and Risk and
Healthy Schools on Nature Play). The Great Southern Office was involved in the organising of an
Early Years Conference in Albany that attracted 350 delegates from all over WA.
The Manager of the PAS continues with her involvement on the Standards Australia CS005
Committee for Playground Standards and was a judge for the PLA WA & National Playspace Awards
and the Kidsafe National Playspace Awards.
The PAS has had representation on the Great Southern Early Years Network, Building Capacity
Conference Albany and has been engaged as Safety Consultants on many larger projects through
Josh Byrne and Associates (Calista Oval in Kwinana & Eyre Park Albany) and Hassell Architects
(Perth Stadium).

Road Safety
As part of the Road Safety service area, Kidsafe WA continues to operate a permanent ongoing Child
Car Restraint Fitting, Checking and Hire service in Western Australia. Our organisation also continues
to provide an Advice service for the West Australian community on Child Car Restraints and provides
a range of key road safety information. This includes pedestrian safety, small wheel device safety,
bicycle safety, driveway safety and preventing children being left alone in cars.
Child Car Restraint Services
The Child Car Restraint Fitting Service operates regularly on
an appointment system Monday to Friday, with alternate
Saturdays at the Kidsafe WA centre and Glengarry Hospital.
As parents of young children have moved further from the
centre of Perth we have continued to refine and extend our
child car restraint services delivery model. This has led to an
increase in store based services in outer metropolitan areas.
Over the last twelve months staffing for the service has been
maintained by four senior part-time child car restraint fitters.
New outreach services, are now located at metropolitan Baby
Buntings stores (five sites), Glengarry Private Hospital and Bunning's Warehouse
in Joondalup, Ellenbrook and Cockburn. The Kidsafe WA Child Car Restraint
Services are supported by Britax.

The quality and expertise of the Kidsafe WA service remains well recognised and in high demand.
The hire service has remained stable in 2014-15, with more than 300 restraints available for hire. In
the lead up to the busy holiday periods such as Easter, Christmas and New Year all hire restraints are
utilised for short and long term hire agreements.
The last twelve months have also seen a greater number of people accessing the child car restraint
advisory service for assistance in the selection of restraints for a specific vehicle or to fit multiple
restraints in vehicles. There has also been an increase in demand for specialist services for children
with short-term and long-term disabilities requiring additional support or adaptation of their restraints.

Kidsafe WA also participated in another two events provided to the community. These were the Better
Baby Deals events which were held in Bunbury and supported by Britax. During these events 55 child
car restraints were checked and adjusted.

Other Road Safety Activity As part of Road Safety education Kidsafe WA is continually thinking of new interactive ways of
promoting road safety, both passenger and pedestrian safety in the community. The most recent
development was an animation ‘Make Passenger Safety a Priority’ which was produced with the
support of NRMA Insurance and SGIO. This animation focuses on the laws around child car restraints
and provides information on how to stay safe while travelling in the car.
SDERA Smart Steps Kidsafe WA has been an active contributor to the School Drug Education and Road Aware (SDERA) -
Road Aware Parents Program as well as participating in Reference Group meetings and consultation
on program and resource development. The Smart Steps Program is incorporated into Kidsafe WA’s
forums and workshops.
As one agency funded to deliver the Smart Steps program, Kidsafe WA has conducted a number of
Smart Steps workshops for parents in regional WA and actively distributes the Smart Steps resources
through our resource centre and at external events. Kidsafe WA also maintains its interest and
presence in road safety around schools by participation on the WA Road Safety Education
Committee, Chaired by SDERA.

WA Childhood Injury Surveillance
Publication of the WA Childhood Injury Surveillance Bulletins and Reports continued during 2014-15
with the support of the WA Department of Health. The bulletins and reports provide an essential link
between the PMH ED Injury Surveillance Unit and key child injury prevention stakeholders. The
dissemination of this data increases community awareness of child injury and ensures evidence
based practice initiatives occur across the state.

Injuries
WA Childhood Injury Surveillance Bulletins and Reports were disseminated to 150 key child injury
prevention stakeholders in Western Australia, nationally and internationally and are made available on
the Kidsafe WA website.
Sports Injury Research
Kidsafe WA has partnered with the University of WA Paediatric Exercise and Health Research Group
to investigate the perceptions of childhood sports injury risk among parents and coaches as well as
the cues to action and management procedures following injury. An online survey was disseminated
in June 2015 to parents and coaches of children between eight and 14 who are registered to play
either football (Australian Rules), soccer, netball or hockey during the 2015 winter sporting season.
The final report due for availability in December 2015.

Safer Products Advocacy Program
In late October 2014 Kidsafe WA established the WA Consumer Product Advocacy Network (WA
CPAN). This newly formed group has ten confirmed members with representatives from Department
of Health, Princess Margaret Hospital Emergency Department, UWA Burns Injury Research Unit,
ACCC, Department of Commerce, Poisons Information line and Goodstart Early Learning. The purpose of this group is to identify emerging injury issues associated with unsafe products, with a
primary focus on products used by children. Products identified through this program will be prioritised
according to the level of injury risk and associated safety concerns, and then an action plan to support
advocacy for changes can be documented.
WA CPAN meet every two months, with approximately six meetings per financial year. During these
meetings there were a number of products which were identified and discussed due to child injury
concerns relating to the product. The type of products discussed during these meetings included
water absorbing balls, quad bikes, motorised scooters/bicycles, laundry pods, and bed boxes. One of
the outcomes of these discussions was a media release on water absorbing balls, put together by the
Department of Commerce – Consumer Protection. This media release addressed the dangers of
water absorbing balls being ingested by small children.

School
The School service area includes all activities that support students, educators and administrators
within a school setting. Schools are an ideal location to promote awareness of child injury prevention
methods.
Safety in Schools
The Safety in Schools program is funded by the PMH Foundation with the support of the Department
of Education WA, the Association of Independent Schools WA and the Catholic Education Office of
WA. This year the Safety in Schools program was launched at Deanmore Primary in Karrinyup. The
Safety in Schools program involves a range of activities and online resources for schools including
lesson plans, Safety Day incursion and the Get Creative about Safety Competition with Spot the
Hazard Colouring In, Design a Comic Strip and Online Treasure Hunt categories.
School Incursions
During the year Kidsafe WA developed the interactive classroom incursion, Keeping WA Kids Safe.
The incursion offers a snapshot of relevant injury prevention themes in the areas of safety at home, at
play and on the road, and is offered to primary school students in year one, two and three. During this
financial year workshops were conducted at 31 different schools across Western Australia, accessing
over 2,700 students.
Safety Island
Safety Island is Kidsafe WA’s online interactive student education website. Students can utilise Safety
Island to learn vital safety information via a fun and engaging online platform covering the topics of
safety at home, at play, on the road and at school.

Education and Training
Through education and training Kidsafe WA inform parents, carers, professionals and children on
staying safe at home, at play and on the road. This is achieved through a variety of workshops
provided throughout the year to numerous groups in Western Australia. The Kidsafe WA website plays
a major role in educating the community as it provides resources on child injury prevention. In addition
to this Kidsafe WA are also a registered training organisation and offer accredited Type 1 Child Car
Restraint Fitters course nationally.
Kidsafe WA Website The Kidsafe WA website continues to play an important role in childhood injury prevention education
and the promotion of key injury prevention messages. During this financial year there was a big focus
on the design of the website upgrade, ensuring it is more user friendly and the information provided
on the website can be easily accessed.
This website is an important link between Kidsafe WA, and our client base by providing up to date
information and facts on child injury prevention. The popularity of the Kidsafe WA website continues
with 220,979 unique visitors in the period July 2014 to June 2015, averaging 18,414 visitors per
month. Overall the number of people accessing the Kidsafe WA website has decreased this year,
however through upgrading our website to support all platforms (computer, tablet and mobile devices)
it is expected that the number of visits will increase.
The website is regularly updated with information about upcoming events run by Kidsafe WA and
other WA agencies. The site also offers electronic access to the Kidsafe WA Fact Sheets and Injury
bulletins.
Registered Training Organisation Kidsafe WA is a registered training organisation through ASQA, enabling us to deliver training
courses nationally. Our training service area for road safety focuses on the delivery of Nationally
accredited training for course 52546WA – Type 1 child car restraint fitting licenced from the WA Office
of Road Safety.

courses and Child Car Restraint Education
Workshops during 2014-15. This includes
an established MOU with Kidsafe Queensland to deliver this training course under the Kidsafe WA
RTO (85 of the 123 total). Workshops and Training courses have been conducted for various baby
goods retailers, Kidsafe NT, car hire companies and numerous children’s service employees.
