GIFSA - Who We Are

Established in 1991 by a self-help group to assist up to six families in need of respite, GIFSA has grown to becoming a specialised provider of a range of services for people with disabilities in the Goldfields, the largest of Western Australia’s regions, which spans an area of 771,276 km2. GIFSA provides person centred services that assist people to realise their individual goals. Main service area includes:

Accommodation support to provide individualised lifestyle support to people living with a disability in a diverse range of housing options such as a house, unit or group home.

Respite services to support families by offering flexible respite options including respite either in the family home or GIFSA’s house, or programs such as recreational, educational and holiday programs.

Recreational & Leisure activities for school leavers and adults unable to participate in formal education or employment.

Information and advocacy services to assist the people with disabilities, and their supporters to access support they need.

GIFSA hosts a My Way worker whose focus is the Kalgoorlie-Boulder area.

The Esperance Office provides the Respite through Recreation Program which includes sport, cooking, craft and social events on a weekly basis. The Esperance Office also offers all of the above programs.

A Mobile Respite Service in the Ngaanyatjarra Lands.

GIFSA has been very successful in delivering services to Aboriginal communities in the Goldfields and remains at the forefront of developing services for people residing in remote areas in the region. Including people from the Ng Lands, GIFSA currently provides services to 64 people who identify as Aboriginal or Torres Strait Islanders. This represents 43% of GIFSA’s current service user demographic.

With Whom Do We Partner?GIFSA has a close working relationship with the Goldfields Region of the Disability Services Commission, jointly working on a number of service delivery matters. The support of the local staff is appreciated and results in optimum outcomes for families concerned.

GIFSA has a strong working relationship with Nulsen Association, which underpinned the establishment of the Pira Avenue Group Home in Hannans.

GIFSA has a strong relationship with the local office of the Silver Chain/Commonwealth Respite Care Centre, providing respite for local families as requested through our Respite House.

GIFSA has continued the partnership with CY O’Connor TAFE Northam who provides training to 10 Support Workers in Cert III & Cert IV Disability, traveling to Kalgoorlie monthly as well as offering on-line support.

GIFSA partners with Esperance Home Care who provides daily care to a number of clients in their homes, which improves the quality of care for these individuals and maintains them in their homes in Esperance.

The Esperance Office has an excellent partnership with Cliff Natural Resources who provide entrance fees for the “Swim Ability Program” conducted at the Esperance Swimming Pool.

Brendon Slattery, Chairperson

Brendon Slattery joined the Board in February 2012. During his University years Brendon was involved with University Camp for Kids. He was Director in 2005. Brendon worked as a Solicitor for Legal Aid in Perth prior to moving to Kalgoorlie 6 years ago. He has recently commenced his own legal Firm in Kalgoorlie.

Brendon brings a wealth of experience with disadvantaged people to the Board.

Lee-Anne Brensell, Secretary

Lee-Anne Brenssell joined the Board in November 2010. Lee-Anne was previously the Coordinator and CEO of GIFSA from 2001 to 2008.

Lee-Anne has many years experience in leadership, management and governance across a range of corporate, government and non-government entities. Her roles have included leadership, planning, operations, human resources, change management, training, logistics and administration.

Lee-Anne has personal experience of caring for a child with a disability in addition to her disability sector experience.

Lee-Anne brings a wealth of knowledge and experience to the Board.

Rob Wall, TreasurerRob Wall joined the Board in November 2011. Rob is a Chartered Accountant. He has lived in Kalgoorlie for the past 20 years and has run his own Business for the last 16 years. Rob has been involved in accounting and administration of several Aboriginal organisations and communities over that time.

Rob brings valuable financial management experience to the Board & holds the position of the Treasurer.

Philip Weickhardt, Committee Member

Phillip Weickhardt joined the Board in March 2011. He lived in Kalgoorlie for 20 years before moving to Perth with his family at the start of 2013, where he works in Education Support. He has a Degree in Occupational Therapy and 15 years experience in the fields of disability, health and aged care in both the Public Sector and in private practice.

For several years during the 1990s Phil and his family were consumers of GIFSA’s services for their son. Phil brings a valuable professional and personal perspective of disability to the Board.

Paul Morgan, Committee Member

Paul Morgan was appointed to the Board in March 2011. Paul has extensive business management skills in the area of Marketing and Communications. Paul previously held the position of Director of the Strategic and Aboriginal Services at the Department of Training and Workforce Development, Vocational Education and Training Centre (VTEC) Kalgoorlie. He currently holds the position of Manager of Training and Development with the Ngaanyatjarra Council.

Paul has led a number of corporate initiatives to deliver better services to individuals with disabilities accessing services in various professional capacities in Victoria and Western Australia.

Paul brings a wealth of governance experience and awareness of developmental issues in remote communities in the Goldfields to the Board.

Dawn Gilchrist, Committee MemberDawn Gilchrist joined the Board in October 2012. A Yamatji Yinggardra woman from the Gascoyne region, Dawn has worked in the Health Sector for 30 years and lived in the Goldfields for many years. Dawn has worked with Red Cross since 2009 and is currently the Community Development Manager of Boulder Short Stay facility. Dawn’s passion for supporting disempowered people take control of their lives brings a valuable perspective to the leadership of Board.

Chairperson’s ReportOnce again it has been a busy year for GIFSA in many respects.

I would firstly like to thank all the staff and especially the front line workers who make the mantra of this organisation possible; the continued provision of excellent service to families and individuals in need of support and assistance in the Goldfields.

As the CEO has pointed out in his report, GIFSA is not just dedicated to providing support to families and individuals, but enhancing the day-to-day interaction of those people in our community. I commend the number of initiatives that GIFSA has put in place such as the Sons and Mothers theatre group that was a huge success.

I would also like to thank the Board for its role in the continued guidance of GIFSA in times of significant change. On that note, I am pleased to announce a number of operational and strategic adjustments that will ensure GIFSA remains a robust and dynamic organisation well into the future.

At an operational level, a new Human Resources Manager, Lyn Foord has recently joined senior management to ensure that GIFSA continues to employ the right people, and to support existing staff in the My Way transition. Our strongest resource is our dedicated workers and by providing a specialised professional to administer support to our staff, GIFSA will enhance its outstanding service to the people it supports.

As highlighted in the CEO’s report, the new Service Operations Manager, Kate McBride is testament to GIFSA’s approach in appointing experienced individuals to manage the very challenging service delivery in the disability sector.

Strategically GIFSA is looking to increase its relationship with existing stakeholders, whilst also expanding its service base to other similar support industries. To accommodate this approach GIFSA has identified key funding solutions to ensure a strong financial standing.

The Board is also in the process of recruiting professionals with a specific skill set to complement the existing GIFSA Board. Sourcing highly skilled professionals to assist in GIFSA’s governance will enhance the strategic development of the organisation in an evolving industry.

Lastly, I would like to say a farewell and big thankyou to Neville Grimson, past CEO, for his invaluable contribution to GIFSA’s success. Neville provided a wealth of knowledge and guidance to GIFSA and his contribution will not be forgotten readily.

Also a farewell to Board member Phillip Weickhardt, who has provided GIFSA with nearly 4 years board experience and many years of lived experience in the industry. Thanks Phil for your years of service and guidance!

CEO’s ReportIt would be an understatement to say that it has been an extremely busy year at GIFSA!

Once again our dedicated team have been tireless in their commitment to the People we Support and I commend them on their hard work and professionalism.

Some of the highlights of the past year have been:

Increasing funding from $3.9M for Financial Year 2013 to $5.2M in 2014

Increasing Support Workers from 61 in 2013 to 66 in 2014

Increasing People we Support to from 186 in 2013 to 240 in 2014

We are also pleased to announce the appointment of Kate McBride to the important position of Service Operations Manager. Kate brings a wealth of energy and experience to GIFSA, having previous experience within an Individualised Service environment. Kate has a sound knowledge of what successful person centred service delivery means. Kate has already had a positive impact on our service delivery and we look forward to her achieving continued progress in the year to come.

Congratulations to Kat Knight and John Mathews who were nominated for the NDS Support Worker of the Year.

The objectives that we have set ourselves for the year ahead in order to build on the growth that GIFSA has achieved in recent years is twofold but very simple:

To maintain and increase the quality of the service that we deliver. A detailed assessment was undertaken from an external perspective during the year to understand how we can improve the quality of life of the people that we care for.

Whilst the results were very positive we have increased our training program for the 2015 year to ensure that we deliver a consistent and effective experience across the whole team.

To maximise our support capacity. The need for our service is substantial. We continually seek to reach out to as many people as possible, ensure that we are sourcing all potential funding options, and utilise every dollar we spend.

There is no doubt that our team performs a crucial service to our community that is relied upon by so many. It is important therefore that we constantly challenge ourselves to give greater purpose to those with disabilities, and never forget why GIFSA was established.

Once again I wish to acknowledge the excellent effort of our support workers and staff, and the ongoing guidance of our Board.

Key Achievements

My WayGIFSA was successful in continuing the contract with Disability Services Commission to host a My Way Coordinator for a further 18 months. GIFSA has been able to increase the strength of our partnership with DSC by working more closely and collaboratively on this project with them. Isobelle Wikitera is new to role of My Way Coordinator and is making positive progress with the families in her area of service. Planning continues with families to ensure we are building positive relationships and supporting people to identify their hopes, dreams, aspirations and what it will take to achieve them.

Ngaanyatjarra LandsGIFSA continues to provide remote mobile respite services in the NG Lands. Jillian Lennon our NG Lands Coordinator provides much needed respite services for people caring for a family member with an Intellectual Disability or Mental Health Illness. Jillian is immersed in the Aboriginal community and has shown great commitment to building positive relationships with community members and achieving the desired outcomes at the request of families.

“Ngaanyatjarra people have recently made a Native Title claim over The Gibson Desert in the Federal Court of Australia. To substantiate their claim, they had to demonstrate to the court their knowledge and unbroken connection to the area. The judge and lawyers came to the disputed region and the local people showed them around the waterholes and sacred sites. The women danced and sang women’s songs and people told of their experiences growing up and “walking around” in country. After the court had packed up, the women from several different art communities made a special trip to sit in country and paint joint canvasses that spoke to their connection and the sacred meanings attached to the area. Organisations involved included Warakurna, Kayili and Tjarlili Artists, ICTV, Ng Health (Healthy Lifestyles Program) and GIFSA. GIFSA’s involvement facilitated the inclusion of five people who participated in the activities which took place over two days. As well as painting, the women cooked and hunted traditional foods from the area and sang secret women’s healing songs. The excursion was filmed by Indigenous Community Television for historical and training purposes. It was an honour to be able to contribute to this important cultural and social event”.

Local Reports

KalgoorlieOur Kalgoorlie team has achieved great results considering the number of people we now support. The team continues to improve service delivery by focusing on having the person at the heart of all decision making. Kalgoorlie has made great strides to ensure people have choice and control in their lives. There has been a lot of hard work and dedication to plan and raise funds for a trip to Queensland so stay tuned for next year’s update on the outcome.

Peter has been away from family and ‘country’ for more than 12 years. GIFSA has been working diligently with other stakeholders to re-establish these connections. Peter lives in his own unit in Kalgoorlie supported by GIFSA staff. In this time he volunteers at Karlkurla Park nursery four days a week for approximately 2 hours each day. He also visits friends and family from ‘country’ at Boulder Camp almost daily. People that have not seen him for years have shared photos of their family members from their phones with him. GIFSA has been able to map Peter’s immediate family from his parents, siblings and their children.

On his 44th birthday GIFSA organised a birthday Party at his home. His sister and her family were in Kalgoorlie from Tjuntjuntjarra at the time so efforts were made to get them to come along, as well as family friends and his brother Danny. Peter and Danny enjoyed this immensely! On the menu was Echidna, which Peter promptly ripped at before it even got to the table, Kangaroo Stew, Damper and his favourite Lamingtons with cream and ice cream cake. Peter had a great day and his family loved spending time with him!

Brenden completed his Certificate II in Horticulture in Feb 2014. He continued to work on a voluntary basis at Karlkurla Park Nursery. In April this year he secured paid work with Kalgoorlie Boulder Urban Landcare Group on contract.

EsperanceOur Esperance team continues to deliver creative tailored services to people thanks to the enthusiastic team. The team has facilitated a range of different community events and assisted people with new experiences. Some examples were African drumming and yoga classes which everyone thoroughly enjoyed.

December of 2013 saw John, Danny Johnny, Helen and Miriam at Pira Avenue decorating in preparation for their first Christmas in their new home. A big celebration was planned with house mates, staff and families coming together to share a barbeque of kangaroo steak, chicken and of course a sausage or two. The house mates were very excited to put their gifts for family and friends under one of the two trees in the house. A great time was had by all.

GIFSA Esperance has made some exciting progress in the last 4 months. We have successfully supported 3 young females Carla Bale, Carrissa Bale and Kayelene Watts to live independently in their own units. These units are privately rented by these ladies and GIFSA supports each individual with their life skills, community connections, and work placements through their “My Way” funding. Our team worked over a long period of time with each of these ladies to develop independent living skills like- cooking, budgeting, cleaning, shopping and community connections. It has been an absolute dream come true for all involved and for these girls to get to the point where they can for fill their goals and dreams has been amazing to be a part of this journey, and we continue to watch them flourish and grow with more independence now that they are settled in. I personally see this as a great Case Study for a lot of families that are looking and planning for the future of their loved ones with disabilities.

Treasurer’s Report

DISCUSSION AND ANALYSIS OF THE FINANCIAL STATEMENTS

Information on Goldfields Individual and Family Support Association Inc.

The summary financial report is an extract from the full financial report for the year ended 30 June 2014. The financial statements and disclosures in the summary financial report have been derived from the 2014 financial report of Goldfields Individual and Family Support Association Inc (“GIFSA”). A copy of the full financial report and auditor’s report will be sent to any member, free of charge, upon request.

The discussion and analysis is provided to assist members in understanding the summary financial report. The discussion and analysis is based on GIFSA’s financial statements and the information contained in the summary financial report has been derived from the full 2014 special purpose financial reports.

Statement of Comprehensive Income

GIFSA had a surplus of $325,655 for the 2014 year compared to a surplus of $176,696 for the prior year. This mostly attributed to receipt of ‘Component II funding’ of $326,314 which was received from the State Government to support not-for-profit organisations in regional and remote Western Australia. Grant revenue increased by 24% or $957,240 to $4,882,359. Employment Expenses increased by 21% or $659,802 to $3,826,226 in line with the growth of services.

Statement of Financial Position

Total assets increased by 15% to $3,136,079 and total liabilities increased by 6% to $1,562,666. Working capital or uncommitted funds increased to $1,348,982 an increase of 37%. This now represents 94 days coverage of expenses compared to 83 days for the prior year.

Conclusion

The financial statements reflect the performance of GIFSA for the financial year ended 30 June 2014 and reflect GIFSA as financially sound, with the ability to pays its debts as and when they fall due.
