OVERVIEW :
STATE INSTITUTE FOR RURAL DEVELOPMENT, under the administrative control of PanchayatiRaj Department, Govt. of Odisha is the State Level Training Institute which takes care of the trainingneeds of the elected representatives as well as functionaries of 3-tier Panchayati Raj Institutions.It also helps in building the capacities of Rural Development Functionaries, people from Civil SocietyOrganisations and other stake holders through inter-related activities of training, exposure visits,workshops, studies. It also develops necessary training curriculum for the participants and developtraining modules for various training programmes, undertaken by SIRD and ETCs based on trainingneed assessment. It's aim is to
1. Organize training programme, conferences, workshops, seminars forfunctionaries from development sector, elected representatives, NGOs andother stake holders.
2. Undertake research assignments of other related departments.3. Publish various thematic based resource materials for its clientele groups.4. Develop content and disseminate information through news letter, reports,
web hosting of the resource materials etc.

Consider ing the huge number of electedrepresentatives of the Panchayati Raj Institutions acrossthe state, SIRD as an apex training institute in the field ofrural development as well as poverty alleviation addressesthe capacity development needs and training throughthese activities. Capacity building of rural developmentfunctionaries and elected representatives is a pre-condition for the success of al l developmentalprogrammes, being implemented by Panchayati RajDepartment and also other departments where therepresentatives play a critical role in the policy formulationand effective implementation of the programmes.
In more than 50 years of its existence SIRD hasbeen playing its role with a sense of commitment andfacilitates in bringing about qualitative changes inprogramme implementation through a process of training
and information dissemination. Intensive capacitybuilding is required for strengthening decentralizationwhich has become more expl ic it with the 73rdAmendments to the Constitution of India in 1992, makinglocal government inst itu tions const itu- t ionally

TRAINING :
Considering the above SIRD during the year 2013-14 conducted a numberof training programmes through in-house and off-campus mode. It hassuccessfully organized 795 number of training programmes both in in-houseand off-campus mode with a total participants of 41,698 nos. during the year2013-14. The details of the training programmes are given below.

EXTENSION TRAINING CENTERS (ETCs)
There are 3 Extension Training Centersin the state, located at Bhubaneswar,Kalahandi and Keonjhar under theadministrative control of Director, SIRDand PD, DRDA, Kalahandi andKeonjhar respectively. The DirectorSIRD is the nodal officer for the3ETCs.Various trainings are organized
at ETCs for officials, non-officials &NGOs working at block and GP levelfor enhancement of their knowledge ,skill and attitude. Currently the ETCsare imparting training to the electedrepresentatives of 3tier PRIs of theirrespective districts, PEO and GRS inclose coordination with SIRD.
SIRD, Odisha has been playing acredible role by constantly facilitatingthe 3 ETCs to bring about a moreconducive environment for carrying outvarious training, emphasis is also givento upscale and expand existinginfrastructure facilities on continuousbasis.

FIELD LEVEL PRI CAPACITY BUILDING AND TRAINING
SIRD, in its effort to cover all theelected representatives of 3-tier PRIsat least 3 times on different modulesduring their tenure continues toorganize training programmes for ZPmembers, PS members, Sarpanchesand Wardmembers through DRDAwith the support of collaborativepartner organizations (CPOs) in multilocation mode across the state withProject Director, DRDAs as the DistrictTraining Co-ordinator and APD(training) as the nodal officer in therespective districts. The training duringthe year is being imparted on Inductionmodule, by Resource Personsselected and trained by SIRD.
ORIENTATION TRAINING FOR GRAM ROJGAR SEVAKS (GRS)During the year, the training for all the Gram Rojgar Sevaks (GRS) has been organized at SIRD & ETCs in the light ofrevised operational guide lines MGNREGS - 2013.

EXPOSURE VISIT OF ELECTED 3-TIER PRI LEADERSSIRD, in its endeavour to equip the elected representatives with necessary skills and exposure on the best practices
for smooth management of various schemes and programmes organize exposure visit inside the state. In this contextelected representatives of one district were taken to another district, to see to themselves how the programme are beingimplemented, functioning of panchayats, conduct of Palli Sabha and Gram Sabhas by their counter parts in other districts.The visits were organised utilising the expertize of SIRD as an state level apex training institute in the field of rural development.The details of exposure visits are -

UN WOMEN PROJECT INITIATIVE THROUGH SIRD
GoI-UN Women Project namely "Promoting Women& Political Leadership and Governance in India andSouth Asia" is being implemented in five states ofIndia and Odisha is one among them. Under theaegis of PR department, Govt.of Odisha SIRDprovides technical support to the project. Theprogramme aims to empower the elected womenrepresentatives in local governance to make publicpolicy and resource allocation responsive towomen's human right. The project is being pilotedin four districts - Gajapati, Dhenkanal, Bhadrak andSambalpur.
In another project of UN Women namely"Prevention of Trafficking and promotion of

In this connection SIRD has undertake number ofactivities such as:l Training need assessment of EWRS.
l Development of module on promotion ofLeadership.
l Resource material on Trafficking and issuesaffecting women.
l Capacity building of PRI representatives throughexposure visit.
l Organisation of training on Gender sensitization.
l Training of the trainers on Trafficking.
l Training of elected women representatives onpromotion of leadership and prevention oftrafficking at SIRD as well as in 9 districts.
l Thematic Training of the motivators and trainingon Behaviour change Communication.
l Orientation training of district level line departmentofficers
Total 51special Gram Sabha 1 Mahila Sabha havebeen organised under UN Women programme in fourdistricts where 13297 participants attended.
Leadership" SIRD has integrated themodule on trafficking with the moduleof leadership and taken up capacitybuilding initiative of elected womenrepresentative in nine additionaldistricts along with four pilot districts.
The expected outcome of theprojects are active involvement ofwomen in Gram Sabha, Palli Sabhaand to discuss specific issues likedeclining child sex ratio, livelihood, andhuman trafficking nutrition should beaddressed through PRIs.

LAB TO LAND(BNV) INITIATIVE IN ODISHA
Lab to Land Initiative has been adopted in four districtsof Odisha under the banner of Ministry of Rural Development,Govt. of India with the following missions:
l To build a knowledge and innovationcommunity of all stakeholders in developmentincluding policy makers, implementers, financialinstitutions, academic, NGOs and exports in theprocess.
l To trigger a development process whichensures broad based improvement in thequality of life of people especially the poor, SCs/ STs, OBCs, minorities and women.
l To focus on faster and more inclusive growthin the villages.
Under Lab to Land initiative, Bharat Nirman Volunteers9696 BNVs have been identified in Odisha for awarenessGeneration among rural people on their rights and entitlements,strengthening of people's Institutions in villages. convergenceamong Govt. Departments, PRIs, Banks, CBOs and others tofurther rural development initiatives and promoting voluntarismamong the common masses.
Malaria detection camp was organised by the BNVs inMalarpada Gram Panchayat of Saharpada Block in KeonjharDistrict
Kalahandi, Keonjhar, Mayurbhanj, Ganjam, Gajapati,Cuttack, Angul Puri and Kandhamal are the nine districts whereBNVs have been engaged for awareness generation in ruralareas on all development programmes. Avenue plantation,cleaning of GP Pond, pisciculture, health Camps along withIEC campaigns were organized in Lab to Land districts withthe involvement of BNVs.
SIRD, Bhubanewar has received "Rural Community Empowerment Award" from the Ministry of Rural Development,Govt of India towards recognition of its work in empowering the rural community under Lab to Land initiative at the NationalColloquium, Jaipur in the year 2012.

State institute for RuralDevelopment and Odisha LivelihoodMission, Bhubaneswar entered MoUfor improving the livelihoods of RuralPoor through mobilization of poorwomen into Self -managed and Self-sustained community basedorganizations. Capacity Building ofSHGs, CLFs, GPLFs, Block levelfederations, Community ResourcePersons and Master Trainers will betaken up on massive scale for social,financial and economic inclusion forpromoting key livelihood sectors like
agriculture, livestock, NTFP, fisheries,non- farm sector, micro enterprisedevelopment and skill development inRural Areas.
8 No. of training programmeshave been organized for impartingtraining to 222 trainers from 18 districts.Training Modules have been developedon Direct Trainers Skill, Building ofCommunity Institutions and SocialCapital at Prasar Bharati, MadhusudanInstitute of Cooperative Managementand SIRD, Bhubaneswar.

RAJIV GANDHI PANCHAYAT SASAKTIKARAN ABHIYAN (RGPSA)
TRAINING ON FINANCIAL MANAGEMENT FOR SARPANCHES & PANCHAYAT EXECUTIVE OFFICERS
Considering the critical role played by Sarapanches &
PEOs in the management of GP finance, SIRD, has
successfully started the training on the “Management
of Finance” at GP level for the Sarpanches and PEOs.
The training is being organised at district / block level
with the support of DRDAs and imparted by the Master
Trainers selected by the district administration and
trained by SIRD. The study material, training module
etc. has been prepared by SIRD for use in the training
programmes.
The Perspective Plan 2013-17 & Annaul Action Plan - 2013-14
under the newly launched programme of MoPR, GoI - Rajiv
Gandhi Panchayat Sasaktikaran Abhiyan (RGPSA) was
prepared by SIRD. Prior to its preparation a Need Assessment
Workshop for 3-tier PRIs was organised. Further consultative
workshops were also held with both officials and elected leader
of 3-tier PRIs to find out the critical gaps for strengthening the
Panchayati Raj System across the state and in facilitating the
preparation of Action Plan.
On the basis of the findings of Need Assessement and
Consultative Workshop, the Perspective Plan for 2013-17 &
Annual Action Plan 2013-14 of PR Dept. was prepared and
finalised by SIRD with approval of Panchayati Raj Department.

INFORMATION DISSEMINATIONInformation Dissemination plays animportant role and provides a criticalinput for effective implementation ofrural development programmes. In thiscontext, as per the mandate of theInstitute it brings out PanchayatSamachar which gives a clear pictureon various schemes, govt. orders,circulars, case studies etc. for differentstake holders. SIRD reaches out to theERs and functionaries of 3-tier PRIsthrough its wid circulation to the GramPanchayats, Panchayat Samities &Zilla Parishads across the state.
SIRD is regularly uploading importantletters, power points for use in differenttraining programmes and course
reports of the training programmes,workshop etc. in its re-designedwebsite for easy accessibility and clearunderstanding.
Books and other institutionalpublications form a major source ofinformation. During the period SIRDhas added 46 nos. of books to its totalcollection of 15,450 nos. of books. SIRDsubscribed to 13 nos. of periodicalsduring the year.
During the year a book on PESA Act.namely "Anusuchita AnchalarePanchayati Raj Byabastha" has beenbrought out by SIRD for the benefit ofelected representatives as well asfunctionaries of the scheduled areas.
