to bridge - the Knowledge & Digital Divide

The Issue:- Quality Education

The Government of India in partnership with State Governments

has made a number of attempts to fulfill the Constitutional

obligation and national aspirations and has launched a variety of

programmes towards this end. Though significant improvements

are observed in terms of various indicators, the ultimate goal of

providing universal quality education for all still remains to be

achieved.

India ranks second last in Quality Education: As per the

recent study, India has scored only 3.3 points in the study, in terms

of primary, secondary, tertiary and demographic parameters, while

Russia topped the chart with 7.3 points. India was at the last

position in terms of quality of secondary education.

• Digital Divide: In India, average literacy

rate is 62.38%, of which, 26.1% of urban

and 10.8% of rural population have

completed minimum ten years of schooling

and are capable of utilizing Information

and Communication Technologies (ICTs),

including DL.

The Need : OERP

Under different centrally sponsored programmes, OB,

EFA, DPEP, SSA and now in RMSA Government spends lot

of money (as much as 61% of the Budget) on Quality

Education.

Government has developed and implemented different

Pedagogical initiatives to ensure joyful learning, which

are the key factors for enrollment, retention and quality

education in the Government Schools.

It is observed that there is a huge transmission

loss during transformation of pedagogical inputs

from the State Resource Group up to Cluster

Resource Group or up to School levels.

Secondly, the good practices at individual,

school & cluster level could not been shared with

other schools.
