FOREWORD
Department of Na onal Parks and Wildlife Conserva on is a commi ed government organiza on for the conserva on, management and regula on of the Protected Areas and biodiversity since nearly four decades in Nepal.The primary objec ve of the Department is to conserve the country’s major representa ve ecosystems, unique natural and cultural heritage, and protect the valuable and endangered wildlife species. It also encourages scien fi c research for the preserva on of wild gene c diversity.
In achieving its objec ve, the Department implements regular programmes; Na onal Park Management, Wildlife Reserve Management, Buff er Zone Management, Ha sar Management and Non-Timber Forest Products Management that include key ac vi es such as Habitat Management, Species Conserva on, An -poaching opera ons, Conserva on Educa on, Ecotourism in and around PAs. The annual progresses of all these programmes are above 95 percent for the fi scal year 2067/68. Besides these regular programmes, the Fiscal year 2067/68 has witnessed remarkable achievements such as ins tu onal structure set up (Wildlife Crime Control Bureaus from central to district level), regional level wildlife enforcement network (South Asia Wildlife Enforement Network), that have signifi cantly curbed wildlife trade and poaching ac vi es.

Spa al loca on of diff erent Protected Areas of Nepal
Background
Department of Na onal Parks and Wildlife Conserva on (DNPWC) is the primary government ins tu on for conserva on of biodiversity resources in Nepal. It is mainly responsible for the conserva on of wildlife diversity of the country. It conserves wildlife with a network of 10 Na onal Parks, 3 Wildlife Reserves, 6 Conserva on Areas, 1 Hun ng Reserve and 12 Buff er Zones in and around Na onal Parks and Reserves. The Protected Area networks cover 34,185.62 sq. km (23.23%) of the total geographical area of the country. The spa al distribu on of Protected Areas is depicted in Figure 1. Sixteen PAs are managed by DNPWC, three by NTNC and one by Council.
DNPWC works as a focal ins tu on for Ramsar Conven on, the World Heritage Conven on (UNESCO), the World Conserva on Union (IUCN), Global Tiger Forum (GTF), Conven on on Biodiversity, and Programme of Work on Protected Areas (PoWPA. This department is the management authority for the fauna under the Conven on on Interna onal Trade in Endangered Species of Wild Fauna and Flora (CITES) provisions. Two Na onal Parks have been enlisted as the World Heritage sites
under natural category: Sagarmatha (Mt. Everest) Na onal Park and Chitwan Na onal Park in 1979 and 1984, respec vely. A total of 9 wetland sites of the country have been designated as Wetlands of Interna onal Importance (Ramsar Site). Of them, 6 Ramsar sites fall under Protected Area network viz: Rara Lake, Phoksundo Lake, Gosaikunda and associated lakes, Gokyo and associated lakes, Bis Hazari Lake and Koshi Tappu Wildlife Reserve and 3 Ramsar sites i.e. Maipokhari, Ghodaghodi Lake and Jagadishpur reservoir are outside the Protected Areas.
In comparison to its size, Nepal is dispropor onately rich in biodiversity. With less than 1% of the world landmass, the country is endowed with 2.7% fl owering plant species, 4.5% of mammal species, 9.3% of bird species, 2.6% of bu erfl y and moth species of the world. Al tudinal varia on within short span ranging from 60m to 8848m causes the existence of 118 types of ecosystem, 75 types of vegeta on and 35 types of forest in the country.
Goal
The overall goal of the Department is to conserve wildlife and outstanding landscape having ecological importance for the well being of people.

Specifi c objec ves
The specifi c objec ves of the Department are;
• To conserve rare and endangered wildlife in-cluding fl oral and faunal diversity through maintaining representa ve ecosystems
• To conserve and manage outstanding land-scape of ecological importance
• To support livelihood of local people through buff er zone and conserva on areas manage-ment programmes
• To promote ecotourism in consistent with bio-diversity conserva on
Major programmes of the Department
1. Na onal Parks Management
Na onal Parks Management programme manages ten na onal parks and three conserva on areas of Nepal.The major ac vi es of Na onal Parks Management programme include Habitat Management, Species Conserva on, An poaching, Awareness programme, Eco-tourism etc. The total annual budget of this programme is NRs 20,25,70,000 including programma c budget of NRs 4,83,55,000. The annual physical and fi nancial progress of this programme is 96.89 % and 92.89 % respec vely. The details of this programme are given in Appendix 1.
2. Wildlife Reserve Management
This programme manages three wildlife reserves and one hun ng reserve. The total annual budget of this programme is NRs 17,02,78,000 including program budget of NRs 1,51,40,000. The annual physical and fi nancial progress of this programme is 98.51% and 97.32% respec vely. The detail breakdown of the annual programme ac vi es and progress is given in Appendix 1. Similarly, the revenue genera on from DNPWC and PAs is given in Appendix 2.
3. Buff er Zone Management
Twelve buff er zones have been declared in twelve diff erent Na onal Parks and Wildlife Reserves where eco-friendly land use prac ces need are encouraged. The Buff er Zone fund is spent primarily into four category of ac vi es viz; conserva on, community development, income genera on and skill development and conserva on educa on, through Buff er Zone management commi ee. The annual budget for Buff er Zone Management Programme is NRs. 6,08,95,000 and the annual fi nancial progress is 92.68%. The details of ac vi es and programme are given in Appendix 3.
4. Elephant Management (Ha sar Management)
There are total fi ve Elephant Stable (Ha sar) distributed into two na onal parks; CNP and BNP, three Wildlife Reserves; SWR, PWR and KTWR, and only one breeding center in CNP. The total annual budget is NRs 4,83,29,000 including programma c budget of NRs 25,44,000. The annual physical and fi nancial progress of Ha sar Management Programme is 100% and 99.99% respec vely. The details are given in Appendix 1.
5. Non-Timber Forest Product (NTFP) Management
NTFP Management programme is implemented in Shey Phoksundo Na onal Park and Rara Na onal Park with annual budget of NRs.11,50,000. The annual fi nancial progress of this proramme is 100%. The details are presented in Appendix 1.

Besides regular programmes and ac vi es, DNPWC has sought some specifi c achievements which are discussed briefl y below;
Establishment of South Asia Wildlife Enforcement Networks (SAWEN)
South Asia Wildlife Enforcement Network (SAWEN) is a regional network of eight countries of South Asia - Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. The Environment Ministers of South Asia at the 11th Mee ng of the Governing Council of the South Asia Coopera ve Environment Programme (SACEP) held on May 2008 in Jaipur, India announced their support for the forma on of SAWEN. They also urged for the establishment of South Asia Experts Group on Illegal Wildlife Trade under “Jaipur declara on”. This experts group consisted of relevant technical representa ves from the eight member countries which meet periodically to provide a forum for the development of regional programmes through networking, sharing and eff ec ve dissemina on of knowledge and informa on. So the First Mee ng of the South Asia Experts Group on Illegal Wildlife Trade was held from May 17-19, 2010 in Kathmandu, Nepal. Elements of Work programme and a proposed structure of SAWEN was agreed in this mee ng. Following this, SAWEN was formally established during the Second Mee ng of the South Asia Experts Group on Illegal Wildlife Trade held from January 28-29, 2011 in Paro, Bhutan. The mee ng agreed to establish SAWEN secretariat in Nepal to be hosted by the Government of Nepal. Currently, SAWEN secretariat is located at
the Department of Na onal Parks and Wildlife Conserva on and Director General of DNPWC is the “Chief Enforcement Coordinator (CEC)” of the secretariat. The establishment of SAWEN and its secretariat is an important development for wildlife law enforcement coopera on in the region. The objec ve of SAWEN is to conserve biodiversity and to stop illegal hun ng, poaching and trade of wildlife species at regional level. It also provides a common pla orm for South Asian countries to strengthen their eff orts to conserve biodiversity and control wildlife crime and also to share and learn best prac ces among the region.
Poaching and illegal trade of wildlife and their parts and products are the most challenging issues for wildlife conserva on. Some wildlife parts are consumed for believed medicinal values signifi cantly in Tradi onal Chinese medicine others are used for ornamental values and clothing. The use of wildlife parts and products can be controlled at na onal level by concerted eff orts of law enforcement agencies but poaching and trade goes beyond na onal border.
Ins tu onal Structure set up against illegal wildlife trade and poaching
Tiger is a fl agship species that stand at the top of trophic level. Viable popula on of ger in any Protected Area refl ects healthy status of the ecosystems. This animal is in Appendix I of CITES because of cri cally endangered status globally as per IUCN Red list category. It is protected by NPWC Act, 2029 as well. Enforcement agencies for crime related to ger could be diff erent based on place of incidence, jurisdic on that demands concerted eff orts of mul ple law enforcement agencies such as Nepal police, Immigra on department including Protected Areas Offi ces. To ensure mul -agency coopera on and proac ve ini a on of law enforcement agencies, Na onal Tiger Conserva on Commi ee was formed under the chair of Rt. Honorable Prime Minister on 2067/2/2 comprising Ministers from Home, Finance, Environment, Defense, Law and Jus ce,

Chief Secretary, two na onal / interna onal ger experts, one representa ve from ger
conserva on partner organiza on as the member of the commi ee. Minister for Forests and Soil Conserva on is member secretary of the Commi ee. The fi rst mee ng was held on March 21, 2011 in Kathmandu.
Similarly, to control poaching and illegal trade eff ec vely, Wildlife Crime Control Coordina on Commi ee (WCCCC) has been formed under the Chair of Minister for Forests and Soil Conserva on on 2067/8/5 comprising Secretary, Home ministry, Secretary, Defense ministry, Secretary, Finance ministry, Secretary, ministry of Law and Jus ce, Secretary, Forests and Soil Conserva on, Commander in Chief, Nepal Army, Inspector General, Nepal Police, Inspector General, Armed Police Force, Chief, Na onal Inves ga on Department as the member of the commi ee. Director General of DNPWC is the member secretary of the commi ee.
Central level Wildlife Crime Control Bureau (WCCB) has also been formed under the chairmanship of Director General, DNPWC comprising Director General, Department of Forest, Director General, Department of Custom, Brigadier General, Nepal Army, Deputy Inspector General, Central Inves ga on Bureau (CIB), Nepal Police, Deputy Inspector General, Armed Police force, Director, Na onal Inves ga on Department, two representa ves from non-governmental organiza on as the members of the commi ee. Deputy Director General, DNPWC is the member secretary of the commi ee. At the district level in total 15 districts, Wildlife Crime Control Bureau (WCCB) is planned to be formed. To date, the bureau has been formed in 3 districts under the chairmanship of Chief Conserva on Offi cer of the Protected Area in the district. In case of the district where there is no Protected Area, the commi ee is chaired by District Forest Offi cer. Members of the commi ee include offi cer level representa ves from District Administra on Offi ce (DAO), district security agencies, District A orney General Offi ce

The organiza on structure of the Department and its fi eld offi ces is not restructured since early 50s whereas the work nature and job responsibili es have expanded signifi cantly such as; buff er zone, conserva on areas, an poaching opera on, species conserva on, conserva on educa on, establishment of new PAs. The exis ng structure and available human resources are not able to perform assigned responsibili es eff ec vely.Realizing this, organiza on and management (O and M) survey of the department and its fi eld offi ces submi ed to the ministry of Forests and Soil Conserva on for approval.
Tiger conserva on special programme
Honoring interna onal commitment of Global Tiger Recovery Plan and na onal obliga on of biodiversity conserva on, Government of Nepal has taken an ambi ous long term objec ve to double ger popula on by 2022. In line with the objec ve,
“Tiger Conserva on Special Programmes (TCSP)” has been launched through government annual budget of fi scal year 2067/68 for the conserva on and management of ger popula on. Total Rs.60 million has been allocated for the programme which is to be implemented under the DNPWC and the Department of Forests (DoF). The amount is u lized for the implementa on of ger focused ac vi es in ger range Protected Areas. Ac ons are mainly focused to (i) eff ec vely manage, preserve, protect, and enhance ger habitats; (ii) eradicate poaching, smuggling, and illegal trade of gers, and their parts and deriva ves; (iii) cooperate in transboundary landscape management and comba ng illegal trade; (iv) engage with indigenous and local communi es; (v) increase the eff ec veness of ger and habitat management; and (vi.) restore gers to their former range. For the facilita on of the programme, Tiger Conserva on Special Opera on Procedure, 2067 is formulated

discussing with ger range Protected Areas’ Chief Conserva on Offi cers, NTNC, DoF and subordinate fi eld offi cers which are approved by the ministerial level on 2067/1/20. The programme has been implemen ng as per approved procedure.
Poaching and Illegal trade control
DNPWC and fi eld offi ces are ac vely working to control wildlife poaching and illegal trade. Nevertheless, role of other stakeholders has been inevitable. 110 poachers who were arrested in the last year is the result of coopera on from other agencies including Nepal Police.
These poachers targeted to rare and endangered species mainly rhino, ger, red panda, musk deer, and bird species. It is believed that poaching and illegal trade will diminish with proac ve coopera on of other security agencies and stakeholders. The poaching of two rhinos in this fi scal year is one of the lowest comparable to the year 1998 in Nepal which is a signifi cant and historic achievement of the Department. The law enforcement of wildlife conserva on legisla on becomes a challenge especially because of open border. Besides, eff ec ve coordina on mechanism of law enforcement agencies in the country, coordina on and coopera on with neighbor countries is equally important for eff ec ve implementa on of wildlife crime. In this context
department started preparing an -poaching and illegal trade strategies. It is understood that the strategy will facilitate the process and modality of ac ons to be taken by diff erent stakeholders for eff ec ve control of wildlife crime.
Support for Protected Area management
Shivpuri Nagarjun Na onal Park is near Kathmandu city which provide drinking water including other environmental services to city dwellers free of cost. Ini a ves to apply the concept of Payment for Environment Services (PES) have been started from various agencies. In this context, High Powered Commi ee for Integrated Development of the Bagma River has supported Rs. 1.4 million for the management of alien invasive species in the Na onal Park area. .
Remarkable Increase in revenue collec on
Total amount of revenue genera on from this department including Na onal Parks and Wildlife Reserves offi ces became highest than ever before for the fi scal year 2067/68. The amount of revenue genera on was Rs.140,383,399.00 for the fi scal year 2066/67. This amount increased to Rs. 248,504,798.00 for the fi scal year 2067/68. Specifi cally, revenue genera on from Chitwan Na onal Park increased from Rs. 61 million for the fi scal year 2066/67 to Rs. 83.1 million for the fi scal year 2067/68. Strict regula on of entrance permission cket to na onal park area par cularly in Chitwan Na onal Park was one of the main factors for this revenue increment. Inspec on and monitoring to Hoteliers inside park found that guest number more than entrance permit cket issued on their behalf. On this issue, park offi ce fi nes Rs. 452,000 to those hoteliers.
Similarly, hun ng licenses were granted to hunt wild animals from Dhorpatan Hun ng Reserve on s pulated royalty rate as per NPWC Regula on, 2030. In fi scal year 2067/68, compe ve bidding system has been followed to issue hun ng license. Nepal Army Patrolling Na onal Park Area for protec on of

This system also contributed to increase revenue from Rs. 21, 74,000 (2066/67) to 30, 48,300 (2067/68).
Revision of royalty rate in Protected Areas
Protected Areas are important tourist des na on in Nepal. The entry fee and royalty rate of various ac vi es inside Na onal Parks, Wildlife Reserves, and Conserva on Areas had not been revised since 2032/33. Furthermore, revenue genera on from the tourism ac vi es in the PAs has also not been increased signifi cantly for long me. In this regard, a joint mee ng was organized to discuss on the revision of royalty rate of various tourism ac vi es including entry fee with stakeholders involved in tourism business including Hotel Associa on of Nepal (HAN), Travel Agency Associa on (TAN), and Tour Operator Associa on and also MoFSC, Ministry of Tourism, Civil Avia on authority on 10-01-2011(2067/9/26 BS). Stakeholders agreed to increase the royalty rate of various tourism ac vi es including entry fee in PAs. Department has forwarded the new revised royalty rate and entry fee to Ministry of Forests and Soil Conserva on for the process of approval.
Tiger transloca on in Babai valley, Bardia Na onal Park
A two year old male ger was found injured in the premise of Hotel Royal Park in Sauraha, Chitwan. The ger rescued and treated for keeping in an enclosure in CNP. The ger was named “Namo Buddha”. Later, it was translocated to Babai valley,
BNP on 22 January, 2011 with technical support from NTNC and fi nancial support from WWF Nepal Programme. The ger was regularly monitored through satellite radio collar. On 9 May 2011, the contact with the ger was lost. A team started to search the ger. Its carcasses were found near a cow killed by ger. The cow was found poisoned by poachers. The ger was roamed 20.2 sq. km. in 96 days of its transloca on in the site.
Relief distribu on to wildlife vic ms
Damage caused by wildlife is one of the major factors for human wildlife confl ict. Human death / casual es, property damage including crop depreda on are reported from diff erent wildlife in the country. In this fi scal year 067/68, NRs. 8.8 Million was distributed for human deaths and injuries caused by wildlife as per wildlife damage relief distribu on guideline, 2066. However, relief could not be provided for crop depreda on and other property loss as per the guideline. The Relief Guideline has a provision of NRS 150000 for human death and upto NRS 50,000 for human injuries caused by seven specifi c species namely Tiger, Rhino, Elephant, Common Leopard,Snow leopard, Bear and Arna.
Recruitment of staff (Ha sar and Game Scout)
Large number of staff posi on mainly Mahuat, Pachhuwa, and Fanit in Ha sar wing and Game Scout was vacant for long me. The management of PAs has become more challenging due to inadequate frontline staff . These staff posi on fi lled on contract basis caused several management complexi es such as Dress, Ra on, and Insurance. Now the curriculum for these posi ons is approved by public service commission (PSC). PSC has announced 200 vacant posi ons in the fi rst slot.

extended to Dang valley. This species has covered grassland, wetlands, riverbanks and other prime Rhino habitat in Chitwan Na onal Park. There are no specifi c study on its control and management. Recently a study was started to explore measures to control the species and alterna ves for its u liza on so that long term wildlife habitat management is ensured.
Rhino and other key wildlife count and monitoring
Regular monitoring and periodic species census are necessary to update species conserva on status in Protected Areas. In this fi scal year, Arna in Koshi Tappu Wildlife Reserve, Blackbuck in Blackbuck Conserva on Area, Gaur in Chitwan Na onal Park, and Swamp deer in Suklaphanta Wildlife Reserve has been census by direct count method. Gharial crocodile has also been counted in Babai, Karnali, Koshi, Narayani and Rap river system.
Asian One-horned rhinoceros is one of the endangered species globally. Lowland Protected Areas of Nepal are the home for its second largest source popula on a er Kajiranga NP, India. Periodic count of the species is an important to formulate its conserva on strategy. Rhino Count 2011 was carried out from 2067/12/22 to 2068/9/10 in rhino range Protected Areas. The count result found 503 rhinos in Chitwan Na onal Park, 24 rhinos in Bardia Na onal Park and 7 rhinos in Suklaphanta wildlife reserve that total becomes 534 in Nepal. The successful comple on of rhino count 2011 is credited to the coordina on and coopera on of various conserva on partners mainly includes Nepal Army, Department of Forest, District Forest
Offi ces, Regional Forest Directorates, and Na onal Trust for Nature Conserva on, WWF Nepal, concerned Buff er Zone management Commi ees, Nature Guide Associa on, Hotel Associa on, Private Elephant Management Coopera ve, Environment Journalism Group.
Similarly, ger census has been done by camera trapping method in Chitwan Na onal Park. The species update is presente in Appendix 16.
Strengthening Regional Coopera on for Wildlife Protec on (supported by World Bank)
Under Regional-IDA, World Bank has supported a grant amount of $3 million for wildlife conserva on specifi cally includes ger habitat conserva on, poaching and illegal trade control, infrastructure development of ger range Protected Areas offi ces and district forest offi ces, capacity building of human resources of the offi ces and study/ research related to ger. The agreement has been signed between the ministry of Forests and Soil Conserva on and Na onal Trust for Nature Conserva on (NTNC) on 5 September, 2011 for the implementa on of the project for four years. Strengthening Ins tu onal Capacity of DNPWC and Wildlife Conserva on for the Eff ec ve Management of Mountain Protected Areas (supported by World Bank)
In the context of few presence and ac vi es of donor agencies, na onal and interna onal nongovernmental organiza on especially in mountain Protected Areas, strengthening management through capacity enhancement is necessary for eff ec ve conserva on. World Bank under the interna onal development fund invited proposal for $0.5 million globally. Department submi ed the proposal to the World Bank Global bidding compe on for capacity enhancement of mountain Protected Areas. Department won the bidding and has been granted the support fund. The project is in the process of implementa on.
Reac va on of GIS Facility
Geographic Informa on System (GIS) facility was established in this department in 2002 to develop GIS based database of Protected Areas of Nepal. GIS is very useful and support on iden fi ca on of Protected Area loca on, land use planning, zoning, mapping, preparedness for disaster, transporta on plan, etc. It is very useful to retrieve, tabulate and represent spa al data with a ributes informa on. A er long discon nua on of the func oning of the facility, it was revived with support from TAL. Site specifi c maps of diff erent Protected Areas have been prepared through consulta on with park managers and relevant personnel from the fi eld and fi eld visit where necessary, although it is a challenging task to demarcate actual Protected Areas boundaries based on Gaze es. Now, updated maps of all PAs are available in digital format in the department and uploaded on website of the
department. A GIS training was also provided to 10 technical staff s of department and Protected Areas for one week.
Vulture Conserva on Project
Vulture popula on has con nuously declined in the South Asia and reached at the brink of local ex nc on. In this context, Save Asian Vulture for Ex nc on Strategy (SAVE), UK-based Royal Society for Protec on of Birds (RSPB), Darwin Ins tute, Zoological Society of London (ZSL) have jointly agreed a grant amount of Rs.4.3 million to establish a separate vulture breeding centre near already established vulture conserva on and breeding centre at Kasara Chitwan. This collabora ve eff ort is believed to revive vulture popula on rapidly.
Projects and Programmes
Terai Arc Landscape (TAL) programme
Terai Arc Landscape is the biggest and most ambi ous conserva on endeavor in Nepal. It covers approximately 23,199 sq.km areas from Bagma River in the east to Mahakali River in the west covering a vast network of Protected Areas, na onal forests and water bodies. TAL, Strategic Plan (2004- 2014) document is the main guiding documents for all the programmes in the area. The Teai Arc Landscape (TAL) program is jointly implemented by DNPWC, the Department of Forests (DoF) and WWF involving governmental and non-governmental organiza ons, partner conserva on organiza ons, local people, and a host of other stakeholders. The goal of TAL is to link 11 Nepalese and Indian Trans-borders protected areas with biological corridors. The Program not only aims to provide habitat for the long-term survival of wildlife species in TAL but also to improve the socio-economic condi ons of local people through economic condi ons of local people through economic opportuni es. The major thema c areas of TAL programme includes following;

Sacred Himalayan Landscape (SHL) programme
The Sacred Himalayan Landscape (SHL) is a trans-boundary conserva on area covering 39,021 square kilometers, of which about 73.5% falls in Nepal, 24.4% falls in Sikkim and Darjeeling of India and the remaining 2.1% falls in Bhutan. The SHL builds links with the three major trans-boundary conserva on areas in China, India and Bhutan. The landscape is con guous with one of the largest protected areas in Asia, the vast Quomolongma Nature Preserve in Tibet (China) to the north. In the east, the SHL-Nepal maintains con nuity with Kangchenjunga Landscape in India, linking further to the Bhutan Biological Conserva on Complex that has the natural connec vity to Toorsa Strict Nature Reserve of eastern Bhutan.The SHL builds upon the exis ng priori es of na onal and regional government for landscape level conserva on in the Eastern Himalaya. In Nepal, it covers 18 districts and an area of nearly 29000 sq km and includes four Protected Areas namely, KCA, MBNP, SNP and LNP. The SHL strategic plan (2006-2016) and SHL implementa on plan (2010-2014) guides all programmes in SHL area.
Western Terai Landscape Complex Project (WTLCP)
The project was designated to ensure the conserva on and sustainable use of biodiversity in the western part of Nepal’s Terai Arc Landscape. The project strategy is based on the premise that long-
term viability of globally signifi cant biodiversity hinges on the ability to manage an overall system of habitats in a wide ecological landscape that goes beyond the confi nes of Protected Areas. The project has been designed for 8 years. The project is jointly conducted by UNDP/GEF, SNV, WWF, and four other partners including GoN. The project supports the conserva on programmes in Bardia Na onal Park, Suklaphantha Wildlife Reserve including restora on and conserva on of biological corridor and connec vity in the sec on from Bardia to Suklaphantha Protected Areas.
Conserva on and Sustainable Use of Wetlands in Nepal (CSUWN)
CSUWN is a joint undertaking of the Ministry of Forests and Soil Conserva on (MFSC), Global Environmental Facility (GEF), and the United Na ons Development Program (UNDP). The Project is executed by MoFSC. In PAs, it works in KTWR. CSUWN aims to build the capacity, legal and policy frameworks (both related to conserva on and development) for an ecosystem management for wetlands conserva on and sustainable use.
Partnerships and capacity will be developed at both na onal and local levels to eff ect long term changes to the percep on, value, and sustainable management of wetlands in Nepal and to ensure sustainability and replica on of ac vi es even a er the cessa on of the project. In short, the project is known as “Wetland Project” and is of fi ve years dura on. The two project sites are Ghodaghodi Lake Area (GLA) in the far-west region and Koshi Tappu Wildlife Reserve (KTWR) in the eastern region of Nepal.

The fi rst me “Tiger day” was celebrated with organizing a programme on 29 July to extend message of its importance, conserva on measures and challenges. Chief Guest of the programme, Hon. Deepak Bohora, minister for Forests and Soil Conserva on in his speech highlighted the commitment of government to double ger popula on by 2022. He men oned that MoU has been signed with government of China to curb illegal trade of wildlife parts and products across the border. Chairperson of the programme, Mr. Yubaraj Bhusal, secretary, Ministry of Forests and Soil Conserva on stressed the importance of ger as Nepalese worship it as a vehicle of Goddess Durga since ancient me. He wished all of us might get inspira on to conserve ger for our be er future. Mr. Gopal Pd Upadhyaya, Director General, DNPWC focused the conserva on of ger for the future genera on and believed that
con nuous support from conserva on partners, NGOs, INGOs and individuals. He stressed to raise the level of awareness of students who play the role of messenger for conserva on of biodiversity in general. On the occasion, Mr. Jhamak Karki, Conserva on Offi cer presented ger census (camera trapping) report carried out
in Chitwan Na onal Park. Mr. Juddha Gurung, member secretary, NTNC informed that the fi rst
Asian minister level ger conference decided this day as “Tiger Day” and requested the journalists, students and conserva onists to demonstrate solidarity in conserva on of rare and endangered species including gers. Dr. Ghanashysm Gurung, WWF Nepal urged all par cipants to demonstrate solidarity in conserva on. In the programme, Dr. Maheshwar Dhakal, Ecologist, DNPWC welcomed the chief guest and other par cipants and highlighted the signifi cance of celebra ng the Tiger Day.
Various awareness raising programmes were also organized to mark the day in Chitwan and Bardia Na onal Park. In Chitwan Na onal Park, reprehensive from Center for Biodiversity, Terai Arc Landscape Programme, BZMC, User Commi ees, diff erent community forests, Hotel Associa on, students, journalists and local communi es par cipated in the programme organized by Park Offi ce. During the programme, a documentary on ger conserva on was also shown. In Bardia Na onal Park, 750 conserva on lovers were given prize with a T shirt to each who has helped to rescue the orphan or disabled wild animals. In Suryapatuwa VDC in Bardia, seedlings of Sissoo, Khair, Ashoka, and Jamun were planted in 10 hectares of land where invasive species, Lantana camera, was uprooted with fi nancial assistance from TAL programme earlier.

Interna onal Biodiversity Day was celebrated with a programme organized in the premise of Forestry complex on the theme of “Biodiversity – conserve and u lize sustainably” on 22 May. Bhannu Bhakta Joshi, minister for Forests and Soil Conserva on highlighted the importance of biodiversity for the welfare of people where over eighty percent popula on depends upon agriculture for their livelihood. All together 14 secondary level students from 7 diff erent school from Kathmandu valley took park in the compe on. The Chief Guest distributed the prizes to the winners of the diff erent compe ons of the wildlife week. On the occasion, two offi cials from Nepal Army were also felicitated for their contribu on in conserva on. He released poster developed by WTLCP, CD produced by WWF Nepal, poster of the birds of Kathmandu valley and wildlife special bulle n “Biodiversity Conserva on Eff orts in Nepal” prepared by department. In his remarks, he highlighted the importance of wildlife conserva on and urged to all concerns to supports for its eff ec ve protec on. Mr. Krishna Prasad Acharya, Director General, DNPWC who was chairing the closing func on, highlighted the importance of wildlife week and wildlife conserva on as a long term process. He thanked to the all the par cipants and conserva on partners who supported to conduct the wildlife week programme. Twenty-seventh Warden Seminar and ninth Buff er Zone Network Forum Mee ng
Warden seminar, Buff er zone network forum mee ng together and pre-planning workshop was held from 8-12 February 2011 in Banke, Nepalgunj. The aim of the seminar was to bring policy makers, conserva on offi cers, buff er zone community in a single pla orm to discuss the issues and possible way out for strengthening Protected Areas management in the country. The warden seminar was organized on the theme,-”Protected Area System Beyond 2010”. The opening ceremony of the seminar was chaired by Mr. Bishwonath Oli, Regional Director, Mid-western Regional Forest Directorate and inaugurated by Mr. Yuba Raj Bhusal, Secretary, Ministry of Forests and Soil Conserva on. During his inspec on visit, he paid homage to religious places like Tribeni, Sahasralinga and hermitage of late Khaptad Baba. Human wildlife confl icts
Wildlife damage is a major concern for wildlife conserva on and the prime causing factor for human wildlife confl icts. Livestock killing by snow leopard in mountain Protected Areas where human se lements are inside the park is no ced quite o en. The problem of livestock killings by snow leopard in Shey Phoksundo Na onal Park is addressed by livestock insurance policy. Seed money for this policy was supported by WWF Nepal’s Northern Mountain Conserva on Project. In Terai region, human death, injuries, house dismantle, crop damage and other property damage are reported by diff erent wildlife species. A herd of elephants from India move to diff erent districts in Nepal annually that cause to property damage including human killings. There is a dire need of a long-term strategy for the management of migratory as well as resident wild elephant for the safety and security of people and conserva on of elephant itself.
In fi scal year 2067/68, 4 persons killed by elephant, 2 persons killed by leopard, 2 persons killed by rhino, 1 person killed by bear, 1 person killed by arna, 2 persons injured by elephant, 1 person injured by arna were reported (Appendix 18). In fi scal year 2066/67, 26 persons killed by elephant, 8 persons killed by leopard, 5 persons injured by arna, 3 persons injured by elephant, 1 killed by guar, 5 killed by rhino, 6 persons killed by ger, 8 injuried by rhino, 7 injured by bear were reported (Appendix 17). Although, human death cannot be compensated by any means, a sum of amount as a relief was distributed to injured persons and to the dependents of dead people in case of human death caused by wildlife as per wildlife damage distribu on guideline, 2066. These are only reported cases of human casual es, yet there were huge amount of property damage caused by wildlife. The dispersal of wildlife to human se lement areas can be taken either as an indica on of poor habitat management or increasing their popula on beyond carrying capacity of the designated Protected Areas. Whatever be the reason, it needs constant eff orts in mul ple fronts
such as educa on, awareness and warning as a preven ve measures, preparedness training to staff for crisis management with Na onal Human-Wildlife confl ict strategy.
Poaching and illegal wildlife trade
Poaching and illegal wildlife trade is one of the major challenges to biodiversity conserva on in Nepal. Rich biodiversity and occurrence of several rare, endangered animals at global level such as ger, rhino, leopard, o er and musk deer has made
Nepal a lucra ve ground to poachers. In spite of a number of measures taken to prevent poaching of wildlife, poachers are caught in possession of wildlife parts. Species mainly poached are the Royal Bengal ger, the one-horned rhinoceros in the Terai and musk deer, snow leopard in the high mountain.

Control of illegal trade in plant and animal species, their parts or products, is a world-wide concern these days. Nepal is source as well as transit of illegal wildlife trade. The illegal trade is directly correlated with demographic factors, poten als for profi t, and lack of adequate resources for law enforcement. The porous border with neighboring countries has further compounded the problem. Penal es set by NPWC Act, 1973 for killing and trading wild animals have been eff ec ve in deterring poachers, but the high price of wildlife parts or products in the interna onal market encourages poaching of those species.

Mikania micrantha covered riverine habitat in CNP
The Government of Nepal has adopted several measures to combat poaching and curb illegal wildlife trade. To put special thrust on the issue, GoN has cons tuted Na onal Wildlife Crime Control Coordina on Commi ee (NWCCC) under the chairmanship of the Hon. Minister for Forests and Soil conserva on. Likewise, in coordina on of Director General of the DNPWC, a Central Level Wildlife Crime Control Bureau (WCCB) has been set up represen ng mul ple stakeholders to eff ec vely mobilize available exper se and resources to tackle the wildlife crime in Nepal. Recognizing the fact that illegal wildlife traders operate in organized way at interna onal level, to fi ght them in coordinated and organized way, a regional network of eight countries of South Asia named “South-Asia Wildlife Enforcement Network (SAWEN)”with its secretariat in Nepal has recently been established. Similarly, “Tiger Conserva on Special Programme (TCSP)” to be implemented under the DNPWC and the Department of Forests (DoF) and entrusted the management responsibility of the programme to Na onal Trust for Nature Conserva on (NTNC) with the long-term objec ve of doubling the ger popula on by 2022 is also to be worked in the areas of curbing poaching, smuggling, and illegal trade of gers,
and their parts and deriva ves and coopera ng in transboundary landscape management.
Invasive species (Mikenia micrantha)
Immigra on of species is rising with increased human movement from na onal to interna onal level. There are over one hundred non-na ve plant species that are so well established that they have become weeds in Nepal. For example, Eupatorium adenophorum, Lantana camara, Mikania micrantha, Cassia tora, Cassia sophera are so common that they have changed the species composi on of fallow and cul vated lands. Of them, Mikenia micrantha, an alien invasive species, ini ally occurred in the Eastern Nepal now been extended to Dang valley.
This species has covered grassland, wetlands, riverbanks and other prime Rhino habitat in Chitwan Na onal Park. The extensive prolifera on of this species has adversely aff ected growth of na ve plants. Moreover, the species has less nutri ve values and unpalatable for rhino and other deer species. Empirically, it shows that this

invasive species has adversely impacted wildlife habitat directly to herbivores.
Park Infrastructure and Facili es
The current allocated budget to park management is very minimum most of which is spent for staff salary and other benefi ts. So there is lack of budget for maintaining basic needs such as Toilet facility, Water, Electricity, Minimum Furniture, Monitoring roads, bridges, drainage and adequate vehicles in Security posts and Administra ve posts. Due to inadequate budget, maintenance of exis ng infrastructure is also facing a challenge.
Capacity Development
There is no opportunity of capacity development ac vi es for frontline staff s, Senior Game Scouts and Elephant care takers.
Inadequate Human Resources
There has been extension of work nature with increase in PAs, BZ however there is no reciprocal increase in human resources. In elephant breeding
center, there are no new posts of Elephant care takers to care Elephants. So there is also a challenge in eff ec ve service delivery.
Revision of Acts and Regula ons
The wildlife act that is in use was enacted in 2029 B.S. This Act doesnot incorporate new dimensions. So there is a need to update and make the acts me relevant.
Buff er Zone Management
Although concept of BZ was brought to reduce the gap between the local communi es, there are many complexi es for Buff er Zone Management. Some of the reasons are; un mely release of program and budget, provision of Red book funding, me limita on for the programme etc.
