F O R E W O R D
I feel delighted in presenting the progressive Annual Performance
Report of Micro, Small & Medium Enterprises Development Institute,
Allahabad and its Branch at Varanasi for the year 2011-2012. We are all
aware that the Industrial Sector in our country is getting adjusted with
changes brought about due to globalization, which permeates the
provisions of W.T.O. Industries functioning in Eastern region of Uttar
Pradesh are also making adjustment with changed circumstances.
In the backdrop of present industrial scenario in and around, it has been
felt necessary to develop small enterprises based on locally available
resources, raw material and skill. This Institute, therefore, made all out
efforts to develop small enterprises in different disciplines of
engineering and technology to supplement the requirements of market-
oriented economy. For this, Institute provided technical consultancy,
economic counseling, technology transfer consultancy, training and
guidance for quality control, ISO-9000/14000/ HACCP reimbursement,
Bar code reimbursement, computer automation, ESDP
entrepreneurship development, management development and cluster
development of eastern U.P.
Industrialists and prospective entrepreneurs of Eastern Uttar Pradesh
have been sensitized to give fillip to the cause of industrialization
despite inadequate infrastructural facilities. Entrepreneurship has been
nurtured for setting up economically viable small enterprise. In this
direction, this Institute organized as many as 116 Entrepreneurship
Skill Development Programmes (ESDP), 21 Entrepreneurship
Development Programmes (EDP), 25 Management Development
Programmes (MDP), 06 Business Skill Development Programmes
(BSDP) , 114 Industrial Motivational Campaigns (IMC) and number of

other developmental activities, such as, workshop, seminar, awareness
and sensitization programmes on Bar Coding, Packaging for export
World Trade Organization etc. This Institute earned revenue during the
year 2010-12 amounting Rs 3,20,525.00/=

ICRO, SMALL AND MEDIUM ENTERPRISES
DEVELOPMENT INSTITUTE, ALLAHABAD was set up in
the year 1956 as a Branch Institute and upgraded during
1975 as full-fledged Institute is presently located at E-17/18, Industrial
Estate, Naini, Allahabad with its branch at Maduadih Industrial Estate,
Varanasi. MSME-DI, Allahabad & its Branch at Varanasi provides techno-
managerial services to entrepreneurs of Eastern Uttar Pradesh. It has
facilities to train personnel from Industry in Management,
Product/Process Oriented Entrepreneurship and provides extension
service to Small Scale Industries through its common facility workshop
located at Naini, Industrial Estate, Allahabad and Maduadih Industrial
Estate, Varanasi. It has also provision of providing
training/testing/calibration facilities through Electronic Laboratory and
food processing laboratory situated in the Institute premises at Naini,
Allahabad.
The Eastern Region of Uttar Pradesh comprises of 25 districts out
of which 17 are industrially backward. For industrial development of
this region, State and Central Government have offered a number of
incentives and MSME-DI, Allahabad and Branch MSME-DI, Varanasi
have been constantly supplementing the efforts of the State Government
in spreading the industrial horizon of this region.

WORSKHOP/TESTING FACILITIES AND REVENUE EARNED
MSME Development Institute, Allahabad provides facilities and
training in the field of machining, grinding, fitting whereas Branch
MSME-DI, Varanasi has such facilities in General Engineering, Heat
Treatment, Machine Ship, Fitting. Facilities for making improved
punches, dies, jigs & fixtures, tools and prototypes for new items for
Small Scale Units are also available at both the places.
During the year, MSME-DI Allahabad and Branch MSME-DI,
Varanasi undertook 155 job works benefiting 75 micro, small and
medium scale units and earned a revenue of Rs. 98774/=. Details of the
performance of common facility workshop of MSME-DI, Allahabad,
Branch MSME-DI, Varanasi and Electronic Laboratory, Naini, Allahabad
of the last five years are given in ANNEXURE – I.
MSME-DI Allahabad and Branch MSME-DI, Varanasi conducted
programmes of EDP & ESDP on Computer Hardware, Talley 9.1, Food
processing, Leather footwear, Traveling Bags, Coral Draw, 3D
Animation, Adove Photoshop, Web designing and Development, Basic
computer operations and internet , Personal Grooming, , Beauty &
Health Care, Ladies Garment, Fashion Designing etc. The Institute also
organized Management Development Programme (MDP) on Finance &

Tax Management, e-Marketing, Retail management, Marketing
Management, Sales promotion and Marketing etc. Details of the above
programmes are given in ANNEXURE –II.
ASSISTANCE/CONSULTANCY TO PROSPECTIVE ENTREPRENEURS
During the reporting year 2011-2012, the Micro, Small & Medium
Enterprises Development Institute, Allahabad and Branch Varanasi have
provided consultancy more than 1050 prospective/existing
entrepreneurs. Assistance and consultancy in the field of products,
location, finance, etc. which is more important in establishing new
venture. For this purpose, Field Officers of MSME-DI, Allahabad and Br.
Varanasi rendered technical consultancy. During the period under
report a total number of 670 visitors enquire received in MSME-DI,
Allahabad and Branch MSME-DI, Varanasi. The Institute also provided
marketing/finance related assistance to 26 units, which is for the
improvement in marketing, availability of finance and NSIC registration.
A sum of Rs 34750/- was collected as fees for single point registration of
NSIC.
PREPARATION OF DISTRICT INDUSTRIAL POTENTIALITY SURVEYS
The Institute is preparing District Industrial Potentiality Survey Reports
regularly. The survey reports contain a profile of the district such as
geographical features, availability of resources, different government

programmes implemented in the district, infrastructure facilities,
incentives provided by different organizations, present set up of
industrial scenario and future prospects.
During the course of survey, team members collect secondary/primary
data from Government/non-Government agencies. Then on the basis of
available resources, market trends, etc, prospective items in that district
are proposed. During the year 2011-12 only one Industrial potential
survey report on district Kaushambi is prepared and on that basis more
than sixty perspective industries have been identified in the report.
PROJECT PROFILES
Technical Officers of this Institute and its Branch at Varanasi are
preparing technical product/project profiles regularly. This is an art of
identification of new products, which can be introduced and promoted,
in the Micro Small Enterprises sector. These profiles comprise almost all
the information regarding a particular product such as availability of
raw materials, cost of production, marketing facilities, which are more
useful to the new entrepreneurs. During the year 2011-2012, the
Institute has prepared 01 Status Report and 14 project profiles. Details
of the project profiles prepared are given in ANNEXURE NO. III

documents and also done the physical verification of the applying
institute. If the institutes fulfill all the required criteria than after, the
programme may be started at that institute.
For the purpose of delivering lectures in our programmer, the applying
candidate submit their Bio-data a panel of the officers of this institute
verifies the documents, if the required criteria fulfill by the candidates,
than the candidate delivered a lectures in our official programme.
TRAINING AND SEMINAR
Due to poor infrastructure and entrepreneurial skills in the eastern
Uttar Pradesh there has been very slow industrial development of the
region. In order to bring about awareness and an atmosphere for
industrial development, efforts were made through organizing Training
Programme and Industrial Seminars.
A) Training:
The Institute organized various types of training programme in
the form of Motivational Campaigns, Process and Product Oriented
Entrepreneurship Development Programmes and Management
Development Training Programmes, etc.

During the year 20121-12 as against the target of 116 ESDPs allotted,
under the Core Programme, a total number of 116 were conducted and
benefiting 2899 candidates similarly against the target of 21 EDPs
allotted, under the Core Programme, a total number of 21 were
conducted and benefiting 541 candidates.
MANAGEMENT DEVELOPMENT PROGRAMME
Micro Small entrepreneurs are facing various management problems in
its project implementation in day to day functioning, as such, its
requires the managerial skills to upgrade knowledge of scientific
Management Techniques which is must for the growth and stability of
any small-scale units. For the purpose of providing management
knowledge to existing small scale units and prospective entrepreneurs,
25 management courses have been organized by this Institute covering
different management aspects like E-Management, Financial Marketing,
Computer Networking, Financial Management, Sales Promotion and
Marketing and total 589 persons are benefiting through this activity.
BUSINESS SKILL DEVELOPMENT PROGRAMME (BSDP)
During the year, MSME-DI, Allahabad was allotted to condSSuct 06
Business Skill Development Programme. This Institute conducted all six
(06) programme benefiting 194 new entrepreneur. The details are
given below:

INTENSIVE INDUSTRIAL MOTIVATIONAL CAMPAIGNS
During the year, MSME-DI, Allahabad was allotted to conduct 114
motivational campaigns. This Institute and Branch Institute at Varanasi
conducted 114 campaigns-cum-workshops benefiting 8342 persons,
covering different target groups such as urban and rural unemployed
boys and girls, women self help groups, rural clusters and potential
rural areas having scope for industrialization.
CLUSTER DEVELOPMENT PROGRAMME
Under the cluster Development programmed two clusters namely: 1)
Carpet Baking Cluster (Bhadohi, Sant Kabir Nagar) 2) Brass & Silver
Utensils Cluster (Mirzapur) were under our Jurisdiction and in both the
clusters the details are as follows:
1) Carpet Baking Cluster (Bhadohi, Sant Kabir Nagar):
In the carpet baking cluster the soft intervention has been done
and the building and shades of CFC is ready, some of the machines
are instilled and are under trailing run.
2) Brass & Silver Utensils Cluster (Mirzapur):

The revised DPR were prepared for setting up of a common
facility center for cluster of MSE units and were submitted to
Commissioner & Director of Industries, Kanpur and also the
report were forwarded to DC(MSME), New Delhi.
UPGRADAION OF LIBREARY
MSME-DI, Allahabad have a well designed library with 2743 number of
books in different aspects. The books are basically in English books,
Hindi book, and various technical books in the field of Food technology,
Chemical, Mechanical, Electrical and Electronics, Leather Footwear,
Computer related book for the staff, Students, educated Youth and the
entrepreneur. In our library 1416 technical books, 527 Hindi books, 124
books on computers, 127 ISI books, 74 books in the field of Electronics
& Electrical and 418 books related to admin & account section. This
year this office upgrade the library with 43 books ( 15 Hindi books, 08
technical books, 20 books for admin & accounts number).

VARIOUS PROGRAMME/ACTIVITIES UNDER HINDI DIVISION
In order to encourage the progressing use of Hindi in the
official work and to create inteest among the Officers/Officials
for its usage, Hindi weak was organized from 12 September,
2011 to 16 September 2011. During the fortnight, various
competitions like Essay Writing, Typing Test, Noting and
Drafting, Extempore Speech and Quiz in Hindi were organized.
Hindi Divas was organized on 14 September 2011 by all the
officers and staff in the premices of MSME-DI, Allahabad.
MSME-DI, Allahabad being in the category of “Ka Kshetra”, the
percentage of work done in Hindi is quite high and is up to
86%.
Regular quarterly meetings are held in the presence of Director
in the office to asses the work done in Hindi.

The Director and AD (Stat.) attended two Hindi Rajbhasa
Karyanwan Samity Allahabad at Income Tax office at
Allahabad.
ASSISTANCE TO DISTRICT INDUSTRIES CENTRE (DIC)
Officers of this Institute time to time visited all DICs under the
jurisdiction of this institute.
Officers of this Institute participated in Zila Pradhikaran Samiti
Meeting as Member in the district/zonal district. Under the
jurisdiction of MSME-DI, Allahabad and for finalizing the cases of
small-scale units.
Officers of MSME-DI, Allahabad conducted District Industrial
Potention Survey in district Kaushambi.
Officers of MSME-DI, Allahabad & BR. Varanasi attended as a
member of interview committee of PMEGP in various districts.
Officers of MSME-DI, Allahabad attended training programme for
GM, AM & Managers (DIC) regarding information of various
schemes of MSME.

Officers of MSME-DI, Allahabad & BR. Varanasi attended the Task
Force meeting for technical up gradation of Micro & small scale
units of various districts of eastern Uttar Pradesh.
Officers of MSME-DI, Allahabad & Br. Varanasi attended the
District and Divisional level Udyog Bandhu meeting of various
districts of eastern Uttar Pradesh.
ASSISTANCE TO SC/ST/WOMEN/WEAKER SECTION ENTREPRENEURS
This Institute is regularly providing technical MSME stance by way of
organizing Motivational Campaign, ESDP, EDPs and MDPs for
SC/ST/Women/Weaker Section Entrepreneurs. Specific achievements
are as under:
During the year 2011-2012, 114 number of Industrial
Motivational Campaign was organized in Eastern Uttar
Pradesh in which 2647(Sc/St/Women/Weaker Section)
candidates participated.
During the year 2011-2012, 137 number of ESDP/ EDPs was
organized in Eastern Uttar Pradesh in which 3440 candidates
participated out of whom 2961candidates belonged to SC, ST,
OBC & women category.

During the year 2011-2012, 25 number of Management
Development Programme was organized in Eastern Uttar
Pradesh in which 589 candidates participated out of whom
432 candidates belonged to SC, ST, OBC women candidates .
During the year 2011-2012, 06 number of Business Skill
Development Programme was organized in Eastern Uttar
Pradesh in which 194 candidates participated out of whom
135 candidates belonged to SC, ST, OBC women candidates.
OTHER SIGNIFICANCE WORK
The officer’s and staff of MSME-DI, Allahabad & Br. Vranasi are
deputed in the U.P Vidhan Sabha Election 2012 at different
districts of eastern Uttara Pradesh as a Micro Observer, Steno
and Computer Operator.
Director of this institute have also in charge as a cadre
controlling authority of C & D groups employee. During this
period a committee is formulate to make a transfer policy.
Many transfer and MACP cases have been cleared during this
period.
MSME Development Institute, Allahabad & Br. MSME-DI,
Varanasi attended Udyog Bandhu Meeting at various districts
of eastern Uttar Pradesh.

Officers of MSME-DI, Allahabad conducted Industrial Potential

The Director and Assistant Director (Food) of this Institute
attended three Mandaliya Udyog Bandhu Meeting at Sangam
Sabhagar, Collectorate Compound, and Allahabad.
Director of this Institute visited New Delhi regarding core
programme work for the year 2011-12.
MSME Development Institute, Allahabad organized Quarterly
review meeting on Hindi at the institute premises on 30-08-
2010 where in the progress of Hindi in the official work was
assessed attended by all the officers & staff of the institute.

Technical Conference of Offic ial Language
Implementat ion Committee at Varanasi.

Bhadohi.

gradation committee meeting at DIC Varanasi.

etc. for 4th census of MSME and done the 2% spot checking of
the units.
Officers of MSME- Allahabad and Br. MSME DI Varanasi visited
various DIC’s to attend Udyog Bandhu Meeting in various
district of eastern Uttar Pradesh.
The Officer of Br. MSME DI Varanasi attended the technical
conference for the possibility to do the work in Hindi with the
help of computer in the office.
MSME Development Institute, Allahabad organized Hindi
quarterly meeting in every quarter of the financial year witch
was attended by all the officers and staff of MSMEDI Allahabad.
Officers of Br. MSMEDI Varanasi attended district task force
meeting /Udyog Bandhu Meeting at Rifle Club, Varanasi.
