The Fulbright ProgramA legislative initiative of Senator J. William Fulbright, the Fulbright Program was established in 1946 to promote educational and cultural exchange between the U.S. and other nations for the purpose of fostering global understanding.

Senator Fulbright, a Rhodes Scholar at Oxford and later President of the University of Arkansas, was catapulted to the national political stage upon gaining a seat in the U.S. Senate in 1944. An influential and iconic figure, Fulbright dedicated his 30 years of public service to education and the peaceful resolution of conflicts. In 1993 he was awarded the Presidential Medal of Liberty by President Clinton.

Today, this is one of the largest and most diversified international exchange programs in the world, providing opportunities for graduate study, research and teaching in the U.S. to citizens of 155 countries. At the same time, Americans receive Fulbright grants to engage in scholarly and cultural activities around the world.

Currently more than 310,000 former Fulbright grantees form a vast global knowledge network. This community, made up of educators, scientists, researchers, artists, political and community leaders, and even 42 Nobel Prize laureates and 21 Presidents, have made significant contributions within their countries, as well as to the overall goal of advancing mutual understanding, international cooperation, and knowledge in the benefit of humanity.

Fulbright in ColombiaFulbright Colombia is a Colombo-American organization established by an international treaty between both governments in 1957 as the Commission for Educational Exchange between the United States of America and Colombia. Dedicated to academic and cultural exchanges, its mission is to further intercultural knowledge, strengthen scientific and research cooperation, and contribute to Colombia’s development goals through the advanced training of leaders with a high degree of social commitment in all fields of knowledge.

During 2010, a total of 76 Colombians received Fulbright grants to conduct graduate studies, research and teach in universities in the U.S. At the same time, 40 American faculty, students, English assistants and artists came to Colombia as Fulbright grantees during the 2010-2011 academic year. Our alumni community currently stands at 3.546, comprised of 2.397Colombians and1.179 U.S. citizens.

Honoray Board Chairman´s ReportOf my many functions as the United States Ambassador to Colombia, certainly one of the most rewarding for me personally is to serve as Honorary Chairman of the Board of Directors of the Fulbright Commission. It is a privilege to not only support the Fulbright mission, but also to work with the Commission team, its board members, and our Colombian government and private sector partners in promoting this hallmark program for U.S.- Colombian academic cooperation and exchange.

The past year has been one of new emphasis on advanced training and research, science technology and innovation capacity, and scientific cooperation, both in the agenda of the government of President Santos and in the bilateral relationship. I am pleased that Fulbright Colombia has actively supported these shared goals through its growing portfolio of grant opportunities and the strengthening of its ties with Colombian government entities, especially Colciencias and the Ministry of Education. Fulbright’s Development Committee, highly attuned to the country’s growth and competitiveness needs, established a five year Development Plan in 2010 in response to the growing interest in advanced scientific training abroad. Indeed, with 116 grants in 2010, Fulbright Colombia set a new record for itself and earned the 4th ranked position for graduate students in the U.S. of all the Fulbright Commissions in the world. We expect this road map to guide Fulbright Colombia’s continued growth in the future and establish it as the premier partner for academic and scientific cooperation in the bilateral relationship.

The Board of Directors and its subcommittees are to be commended for their continued service to the Fulbright mission. My personal thanks to Board President Mark Wentworth, Counselor for Public Affairs, and Rex Moser, Cultural Attaché, both from my Embassy; and to Maria Teresa Aya, Director of the San Carlos Diplomatic Academy. I would also like to extend my gratitude to Marta Lucia Villegas, President of ICETEX, Bruce MacMaster, partner at Inverlink and current Deputy Minister of Finance, and Alan Hails, partner at PricewaterhouseCoopers who all stepped down from the board in 2010 after many years of service to Fulbright. I’d like to pay a special tribute to Mr. Hails who served for ten years on the Board and who will stay on in an advisory capacity. My appreciation also goes to the external advisers to our Board committees: former Fulbrighters Leon Teicher, President of Cerrejon; Javier Botero, Vice-Minister of Higher Education; real estate developer Abdon Espinosa; and Professors Ramon Fayad and Clemente Forero, as well as to members David Bojanini, President of Suramericana, and Patricia Martinez, President of the Bolivar Technological University. Thank you all for your service and your dedication to improving and expanding the opportunities for U.S.- Colombia academic cooperation offered by Fulbright.

Fulbright Colombia is among the most creative and dynamic global exchange programs today. Its success would not be possible without our partners in the Colombian government and private sector who share our commitment to advanced learning, leadership and civic engagement. I am confident that together we will continue to build a Fulbright program that promotes the shared goals of academic cooperation and intercultural knowledge.

Minister of Foreign Affairs´ReportFrom my position as the Minister of Foreign Relations I can attest that, thanks to the skillful management of Ann Mason and her team and the generous support of public and private organizations such as the Ministry of National Education; the Ministry of Culture; the National Department of Planning, DNP; Colciencias; ICETEX; the J. William Fulbright Foreign Scholarship Board; the U.S. Department of State’s Bureau of Educational and Cultural Affairs; the United States Embassy; the United States Agency for International Development, USAID; the ARGOS Foundation; the Bancolombia Foundation; Cerrejon; the South American Investment Group; the South American Group; the Chocolate National Group Foundation; the Saldarriaga Concha Foundation; the Institute of International Education, IIE; the Council for International Exchange of Scholars, CIES; LASPAU, Academic and Professional Programs for the Americas; and the Phelps-Stokes Fund, in 2010, Fulbright Colombia has reaffirmed its commitment to the fostering of mutual understanding between the peoples of the United States and Colombia through cultural and educational exchange.

Proof of this is the selection of 76 Colombians from 444 applicants across the country, to complete their master’s and doctorate studies in American universities, and of 40 Americans who will enroll in Colombian universities in the pursuit of different academic activities.

Particularly noteworthy is the expansion of the grant portfolio and number of fellows within the last decade, and the increased focus on the priorities of social inclusion and regional development of the Colombian government, due primarily to growth in government support from both countries and strategic alliances that Fulbright Colombia has established with different social institutes.

As evidence of this increasing focus, and as part of the Afrocolombian Leadership Grant, the Cultural Studies Grant for Afrocolombian and Indigenous Communities and the Fulbright-Saldarriaga Concha Grant, aimed at people with disabilities or professionals working for the social inclusion of people with disabilities and/or the elderly, this year 13 Colombians were chosen to further their graduate studies at various American universities.

Another major achievement is the creation of the U.S. Studies Center (CEE), a joint initiative of the Universidad de Los Andes and the Universidad Nacional de Colombia, with the support of Fulbright Colombia and the U.S. Embassy, established, in a bid to expand the knowledge we have in the academy, government and the general public in Colombia regarding U.S. politics, economy, society and culture.

I’d like to take this opportunity to highlight the commitment of the Ministry of Foreign Affairs to strengthening the ties between both countries, particularly to continue to participate in activities that contribute to the formation of human capital in Colombia, the social inclusion of ethnic minorities and the competitiveness, productivity and development of the country.

Executive Director´s ReportThe power of people to people exchanges was in full evidence at Fulbright Colombia in 2010. The 116 scholars, researchers, graduate students, and language teaching assistants, Colombians and U.S. citizens alike, who received grants from Fulbright Colombia during the past year experienced first hand the challenges and rewards of traveling abroad to research, teach and study.

Both the knowledge communities and neighborhoods that received them shaped their ideas, perspectives and attitudes, not only about their fields of academic and professional interest, but also about themselves and their host culture. They reached beyond their comfort zones on all imaginable levels in search of knowledge and inspiration. This is what Fulbright is all about.

2010 was one of sustained growth and consolidation at Fulbright Colombia. We entered into a new agreement of cooperation with Colciencias for doctoral training in areas of strategic priority for Colombia, launched a collaborative relationship with the Saldarriaga Concha Foundation offering advanced

training opportunities for colombians with disabilities, created an innovative grant program for regional development in cooperation with Ecopetrol, and became co-sponsors of Colombia’s first U.S. Studies Center in partnership with the Universidad Nacional and the Universidad de Los Andes and the U.S. Embassy. All these initiatives aim to strengthen our core priorities of ST&I, regional development, social inclusion, and colombo-american academic, scientific and cultural cooperation.

Our internal organization also continued to grow and develop throughout the year in response to the expansion of our portfolio of grants and services. New additions to our professional team in 2010 include Juan Manuel Betancourt in the newly created position of Community Relations Coordinator, Communications Chief Ana Maria Guevara, and Program Officer Alejandro Cuellar.

I’d like to offer my heartfelt thanks to the individuals and institutions who were directly responsible for Fulbright Colombia’s achievements in 2010: the dedicated Commission staff, members of the Fulbright Board and committees, our partners in the Colombian and U.S. governments, private sector associates, members of our external evaluation and interview panels, the Community Advisory Board, and last but not least, the more than 3,500 current and former Fulbrighters - to all of you I am deeply grateful.

Grant ProgramsGrants for Graduate Studies

Fulbright Colombia ratified its interest in supporting the national goals of advanced training and development through its 2010 grant programs for graduate studies. The major strategic alliances established with the public and private sectors made possible a portfolio which offered the highest number of grants since Fulbright Colombia’s inception in 1957. Of the 116 total grants awarded in 2010, 72 were for graduate studies, representing a 30% increase over 2009. 65% of the 2010 grantees come from Colombian’s regions.

Academic merit, leadership potential and the anticipated multiplier effect of the study proposal for Colombia’s future form the core selection criteria for the highly competitive Fulbright grants. A rigorous evaluation process is adhered to in all grant programs. Uncompromising standards of transparency and impartiality guide each step of the process.

Pre-screened applicants first undergo an independent, academic review by faculty members, researchers and experts in the relevant fields to evaluate academic qualities and capacity for advanced study and research. A group of finalists is then interviewed by an interdisciplinary review committee comprised of Fulbright alumni and our institutional partners. Fulbright Colombia’s Board of Directors submits the nominees to the J. William Fulbright Foreign Scholarship Board (FSB) in the U.S. that approves the final selection.

Grant benefits include partial or total tuition waivers, living expenses, health insurance, intensive English courses in the U.S., orientation and enrichment seminars in Colombia and in the U.S., and round-trip tickets, among others.

Faculty Development GrantColombian Universities and Fulbright Colombia team up to provide graduate training to professors and researchers in all fields of study through the Faculty Development Program. Universities nominate candidates according to their institutional development and faculty training plans. Two professors were selected in 2010.

Cultural Studies Grant for Afrocolombian andIndigenous CommunitiesFulbright Colombia and the Ministry of Culture offer this grant for Indigenous and Afrocolombian professionals, with the aim of supporting the cultural development of their communities and promoting the Colombian multiethnicity. In 2010, five grants were awarded from 15 applicants.

Fulbright - Cerrejon Grant for La GuajiraIn association with El Cerrejon and the Foundation for the Institutional Strengthening of La Guajira, Fulbright offers one grant to a native of La Guajira province to undertake graduate studies in any field of study considered vital to the development, growth and competitiveness of the region.12 applications were received in 2010 for the one grant awarded.

Beca Fulbright - Colciencias - DNP GrantFulbright Colombia offers two year grants for master’s programs and three year grants for doctoral programs in alliance with the Colombian Institute for the Development of Science and Technology (Colciencias) and the National Planning Department (DNP), in the fields of science, engineering and technology. The 17 grants awarded in 2010 were supported by sponsoring universities and institutions which then engage the grantees once the complete their studies and return to Colombia.

Fulbright - Ministry of Culture Grant for the ArtsFor the past eight years, the Ministry of Culture and Fulbright have partnered in this pioneering program designed to strengthen Colombia’s artistic development and to promote cross-cultural ties between both nations. In 2010, 78 candidates applied for five awards available for master’s level studies in a wide range of artistic and cultural fields.

Fulbright - Suramericana GrantSince 1999, Fulbright Colombia has supported master’s studies for young executives with leadership potential of Inversiones Suramericana, Argos, Nacional de Chocolates and Bancolombia groups through a cooperative partnership with Suramericana, in strategic areas of interest to the companies and the country’s productive sector. In 2010, ten awards were made.

J. William Fulbright GrantThis grant program is aimed at outstanding colombian professionals and academics in the fields of social sciences, humanities, education, public law and public interest law, and environmental and natural sciences to pursue master’s and doctoral programs in the U.S. In 2010, eight grantees were selected from 180 candidates.

Graduate Grant for the RegionsThe Ministry of Education, Colciencias, DNP and Fulbright support this initiative for the development of human capital in all regions of the country for the purpose of contributing to regional development goals. The grants for graduate studies are supported by regional sponsoring universities. Of the 35 applications received, 15 colombians from seven departments were selected.

Afrocolombian Leadership GrantThe Colombian Government, through the Ministry of Education and ICETEX, and the U.S. Government through its Agency for International Development (USAID) have joined forces with Fulbright Colombia to offer advanced training opportunities to members of the afrocolombian community as future leaders and protagonists in the development of their communities and regions. In 2010, 54 applications were received and nine grants were awarded.

Antioquia Faculty GrantFulbright Colombia, in cooperation with the Argos, Bancolombia, Grupo Nacional de Chocolates and Suramericana Foundations, offers one grant for a professor affiliated with a public university in the department of Antioquia to pursue graduate studies in any field. In 2010, the award went to David Francisco Gil, professor from Universidad de Antioquia.

English Teaching Assistant Grant

The English Teaching Assistant program (ETA), in place for three years and made possible by an agreement of cooperation with ICETEX, the Ministry of Education and the Cerrejon Foundation for the Institutional Development of La Guajira, aims at strengthening English language instruction in Colombia in support of the Ministry’s Bilingualism Plan.

At the same time, U.S. participants benefit from intensive cross-cultural interaction as well as educational, research and community outreach opportunities provided through the host university. This year, 12 ETA’s that were selected from a group of 78 candidates were assigned to universities in 10 colombian cities. Affiliations were arranged through ICETEX.

HighlightsFulbrighters in the new government of ColombiaIn August 2010, Fulbright celebrated the election of alumnus Juan Manuel Santos as the new President of the Republic. Not only is this the first time that a Fulbrighter has held the presidency of Colombia, but three senior members of his administration are also members of our alumni community: Minister of Defense, Rodrigo Rivera, the High Commissioner for Public Management, Catalina Crane, and the Vice Minister of Higher Education, Javier Botero.

President Santos was the recipient of a Fulbright Fletcher Visiting Fellows award in 1981, with which he did graduate work in Public Administration at Tufts University, Harvard University and M.I.T. Rivera received a Hubert H. Humphrey grant in 2007 to carry out a graduate program in Public Policy at American University. Crane completed a Master’s in Economics at Harvard University in 1992, while Botero received his Ph.D. in Physics from Louisiana State University - Baton Rouge in 1982.

Expanding cooperation with USAIDIn 2010, the cooperation between Fulbright and USAID was expanded through the program Strengthening Legal Clinics Serving the Afrocolombian Population, which seeks to contribute to the training of afrocolombian student leaders doing their undergraduate degrees in Law, Social Work, Political Science, Humanities or Sociology. This program, operated by the Phelps Stokes Foundation, holds two annual series of seminars with national and international guest speakers, and includes specialized workshops to promote graduate studies for the students in the U.S. During 2010, the workshops were attended by students from the Universidad Tecnologica de Choco, Universidad Nacional de Bogota, Universidad Santiago de Cali and Universidad de Cartagena.

Inauguration of the U.S. Studies Center

U.S. Ambassador to Colombia P. Michael McKinley presided the official inauguration of the country’s first U.S. Studies Center (CEE) in Bogota’s Gabriel Garcia Marquez Cultural Center on October 5, 2010. This new initiative by the Universidad de Los Andes and Universidad Nacional de Colombia, with the support of Fulbright Colombia and the U.S. Embassy, is dedicated to promoting the production of academic knowledge about the U.S. Fulbright supports the project by designating grants for the appointment of U.S. professors and specialists who enroll to the Center.

New partnership signed with EcopetrolFulbright Colombia and Ecopetrol signed a cooperative partnership to offer 10 grants to professionals who are either natives of or those who carry out professional activities in the oil regions of Colombia, and who wish to complete graduate studies in the U.S. beginning in August 2012. This program is in response to the shared interest of both organizations to contribute to regional development goals through investing in human capital specialized in strategic areas for sustainable development. The value of the agreement, including the contributions of both organizations, is US$1,219,500 a year.

Technology Mission to the U.S.Fulbright formed part of the delegation of the Presidents Forum and the Business - University - Government Alliance, with the participation of CEOs, rectors and government leaders, that traveled to Cambridge, MA during the first week of May to leard first-hand about successful experiences in innovation and entrepreneurship at Harvard, M.I.T. and the multinational research companies Syngenta and IBM. Ann Mason gave a conference on how Fulbright supports Colombia’s development, competitiveness and CTI goals through strategic collaborations with the private sector, government and universities.

Awards CeremonyFulbright’s Annual Awards Ceremony was held on April 29, 2010 for the group of 82 new Colombian grantees at the National Museum of Colombia. The event was presided by William R. Brownfield, U.S. Ambassador to Colombia, with the participation of the Minister of Culture, Paula Moreno, also a 2010 grantee, and Leon Teicher, president of Cerrejon and Fulbright alumnus.

The 2009 Fulbright Prize for Excellence was awarded to former grantee Bernando Hoyos, in recognition of his professional life dedicated to the country’s progress and intercultural relations between Colombia and the U.S. The award, decided by a vote of the Fulbright alumni community, was bestowed by former Fulbrighter and ex-rector of the National University, Ramon Fayad.

Fulbright’s Commitment to Social InclusionFulbright celebrated the first two recipients of the Fulbright - Saldarriaga Concha grant, for disabled persons and/or professionals working with this population or with the elderly, in a presentation held at El Tunal Park Public Library in Bogota, on October 13, 2010. Eliana Pilar Jimeno is a political scientist from Universidad del Rosario and Adriana Pulido is a philologist from Universidad Nacional de Colombia. Both will begin their graduate studies in 2011.

Academic AgendaXI Fulbright - Uninorte ConferenceWith Sustainable development the theme, the XI annual Fulbright - Uninorte Conference was held in Barranquilla on the August 24-25, 2010. The Fulbright Colombia - Universidad del Norte annual conference is dedicated to addressing political, economic and social issues of concern to the region and the hemisphere through an international dialogue with scholars and stakeholders from different disciplines and sectors in both countries.

Florida International University was the guest institution and the inaugural conference, ‘Sustainable energy for the XXI century’, was delivered by Dr. John H. Parker, founding member and professor emeritus of the Environmental Studies Department of FIU.

Panelists from academia and government included Fulbrighters Juan Pablo Ortega, EPM Planning Specialist; Patricia Acosta, professor of Urban Studies and Planning at Universidad del Rosario and the U.S Student grantees Sintana Vergara and Melissa Brough.

Leadership Development Workshop - Seminar for Afrocolombians and Indigenous Grantees

The 15 afrodescendent and Indigenous grantees who were awarded Fulbright grants for graduate studies in the U.S. attended the second seminar held with the Phelps Stokes Foundation from January 26-29, 2010, where they received key tools to further develop and project their profile as leaders.

The group consisted of afrodescendent professionals from Bogota, Cali, Tunja, Barranquilla, Putumayo, San Andres and an indigenous woman from the department of La Guajira, all of whom have projects focused on the development of their regions.

Participating guest speakers included Alfonso Munera, historian of the Universidad de Cartagena, Fulbright alumnus, Leonardo Reales, consultant, university professor, afrocolombian community leader and Fulbrighter, and Alberto Moore Brigadier General and first afrodescendent General of the National Police.

Fulbright Colombia CommunityFirst Annual Meeting ´We are the Fulbright Community`75 current and former grantees reaffirmed their commitment as vital members of the Fulbright Colombia Community at a lunch held on November 24 at Universidad Javeriana in Bogota. In addition to the formal meeting and networking opportunity, the attendees, representingdifferent generations and professional fields, actively participated in working groups on key issues for the program in Colombia: Fulbright relations with the government, fundraising, public positioning and building cooperative networks.

The event also included a session on social responsibility in the public sector, in which the El Tiempo Opinion Editor and Fulbrighter Francisco Miranda conversed with the Vice Minister of Higher Education and also former grantee, Javier Botero.

Fulbright Award for Excellence 2010Renowned film director Patricia Cardoso was the winner of the 2010 Fulbright Award for Excellence, given annually by Fulbright Colombia and its community of grantees and alumni to a member whose career has exemplified leadership and service, and who has contributed to the core values of mutual understanding between both countries.

Cardoso received her Master’s in Fine Arts from the University of California with a Fulbright grant in 1987. She is currently professor of directing at the School of Cinematic Arts at USC. In 1995 Cardoso was the recipient of the Oscar Award for best student film El Reino de los Cielos. She has also received two Director’s Guild of America Awards, a UCLA Filmmaker Of The Year Honor, the prestigious Smithsonian Institute Recognition Award for her contribution to the preservation and cultural advancement of Latin American heritage in the U.S. Her feature film Real Women Have Curves won the Audience Award at the Sundance Film Festival in 2002.

An Undersecretary of State meets with Colombian FulbrightsOn the occasion of the visit by Undersecretary of State for Public Diplomacy and Public Affairs, Judith McHale, to Colombia, Fulbright hosted a dinner in her honor on July 27, 2010 which was attended by 10 prominent alumni from a broad cross section of sectors and fields. The guests included jurist Juan Carlos Esguerra; Genoveva Iriarte, Director of Instituto Caro y Cuervo; Mauricio Rodriguez, Colciencias Biotechnology Program Director; Helena Alviar, Director of the doctoral program in law at Los Andes; Francisco Miranda, Opinion Editor of El Tiempo; Pedro Obando, ex-Congressman from the Department of Nariño; Carlos Torres, Business School Director at Universidad Sergio Arboleda; Jorge Hernan Cardenas, Director of Oportunidad Estrategica consulting firm; and Abdon Espinosa, President of the company Emprendimientos Inmobiliarios.

Operation Return: Reentry breakfast and mentor seminarIn 2010, the Program Operation Return included programming that offered Colombian Fulbrights returning home useful tools for start-up of their professional activities and re-adaptation to Colombia. On September 10, a welcome breakfast was held for 17 recent arrivals that included a conference on reverse culture shock and on October 15, a virtual Mentoring Seminar was held for 17 new alumni participants. The Mentor Program seeks to capitalize upon the life experiences of our grantees and alumni, who can use their knowledge to help guide and advise newly selected grantees to begin their Fulbright experience.

Fulbright Congress - ASOUSAOn May 26, 2010, Fulbright Colombia and the U.S. Embassy Alumni Association ASOUSA co-hosted the First National Congress of Fulbright and U.S. alumni at the National Museum. The event was presided by U.S. Ambassador William Brownfield, Fulbright alumnus Ramon Fayad, Cultural Attaché Rex Moser and Ann Mason Former president Belisario Betancourt received the name of the award. More than 100 Fulbright and Department of State alumni attended.

In memorian: David Bushnell

David Bushnell, Professor Emeritus of History of the University of Florida and considered the dean of U.S. - based Colombianists, passed away in September 2010.

Bushnell was a two time Fulbright grantee and is known for putting Colombia on the academic map of the U.S. He’s the author of numerous books and articles in journals, among which are The Santander Regime in Gran Colombia and Colombia: a nation in spite of itself, first work on the political history of our country translated into English that became an obligatory reference text at the faculties Political Science, Law and Communications in the last ten years. Among his works were also featured: Eduardo Santos and the Good Neighbor Policy and The birth of Latin American countries.

This is an extract of the Jane Raush’s tribute to Bushnell presented at the American Historical Association (AHA) meeting in Boston, Massachusetts on January 8, 2011:

“Many beautiful and well deserved tributes have been published in the United States and in Colombia to mark the passing of David Bushnell who at the age of 87 died of cancer on September 3, 2010. These tributes cite his scholarly works (7 books on Colombian, Argentine and Latin American History and numerous articles), his role as professor of history at the Universities of Delaware and Florida, his untiring service to the profession as editor of the HAHR, as a reviewer for the Handbook of Latin American Studies, and as a frequent recipient and collaborator with the Fulbright Commission. But for those fo are who are Colombianistas, the most significant aspect of his career was his pioneering work in Colombian history and his sixty-year effort to foster study and recognition of this extraordinary country (...)”

Educational Advising CenterFulbright Colombia’s Educational Advising Center (CEE), part of the EducationUSA global network, offers a wide portfolio of services, information and activities regarding university studies in the U.S., for those interested in Fulbright grants and for the general public. In 2010, 105 informational and advising events were held, with over 1400 individuals receiving information about universities, programs, financing, grants and the admission process in the U.S. The CEE also participated in more than 20 educational fairs around the country, attended by approximately 2,000 students.

Starting in 2010 the CCE portfolio includes the administration of the TOEFL ITP exam, GRE preparation courses, specialized assessments, translation services and the sale of admission exam books.

During 2010, the CCE also administered the Opportunities in Colombia Program, an EducationUSA initiative that support students with limited resources to begin their higher education in the U.S. through small grants that cover the costs of exams and admission requirements. Fulbright awarded more than US $34,000 to beneficiaries of this program in 2010.

Marking the 2010 International Education Week that took place from November 16-18, the CEE also held the video contest Education Empowers: With education, I can! to promote higher education 22 hopefuls sent their homemade videos of only two minutes in length about diverse aspects of the importance of education.

The winner, Jorge Mario Suarez Iguaran from Barranquilla, was awarded with an IPad, donated by the University of Florida, during International Education Week, which was held at the Fulbright House. Strategic RelationsFulbright Colombia conducts its operations within an institutional network comprised of public and private entities in both countries. These organizations provide not only the political, academic and administrative structure, but also the financial base to carry out its exchange programs.

The expansion of the Fulbright Program in Colombia depends on the continued cooperation from our current partners to develop and diversify programs, as well as on the establishment of new strategic relations.

U.S. GovernmentJ. William Fulbright Foreign Scholarship Board (FSB)Created by a legislative act of the U.S. Congress, the FSB oversees the Fulbright Program. Its 12 members, appointed by the President of the United States, have backgrounds in academia, the cultural sector and public life. The FSB sets program policies and approves the grant nominees.

Bureau of Educational and Cultural Affairs, U.S. State Department (ECA)The State Department’s ECA is the administrative and executive arm of the Fulbright Program. It has fiscal responsibility for the Fulbright budget, and makes the annual allocation of Congressional funds to Fulbright Colombia and other Commissions.

United States Embassy The local U.S. Government contact and support for the Fulbright Commission is the U.S. Embassy. Not only is the U.S. Ambassador the Honorary Chairman of the Board of Directors, but the Public Affairs Officer and the Cultural Attaché are also members of Fulbright’s board.

United States Agency for International Development (USAID)Fulbright Colombia and USAID have cooperated since 2007 in support of the Colombian Government’s Program for Afrocolombian Leaders, with USAID providing resources for the preacademic, leadership and administrative components. In 2010 the relationship was expanded to include a project to strengthen legal clinics for Colombia’s afrocolombian population.

Colombia GovernmentMinistry of Foreign AffairsThe Ministry of Foreign Affairs is Fulbright’s institutional home within the Colombian Government. The Ministry not only upholds the terms of the binational agreement that established the Fulbright Commission, but also represents the Colombian Government on the Fulbright board.

National Ministry of EducationFulbright and the Ministry of Education cooperate in active support of exchange programs between the U.S. and Colombia. The Office of the Under Secretary for Higher Education participates in two joint initiatives with Fulbright: the Regions and the Afrocolombian Leadership Training Grant programs. Additionally, the Office of Bilingualism supports Fulbright’s English Teaching Assistant program in cooperation with ICETEX.

Ministry of CultureThe Ministry of Culture and Fulbright have been working together for eight years to provide advanced training for colombian artists in the U.S. through the Fulbright - Ministry of Culture Program for the Arts. We also cooperate in the Cultural Studies Grant for Afrocolombian and Indigenous Communities, which seeks to strengthen the country’s cultural diversity by supporting graduate study for ethnic minorities.

ColcienciasColciencias and Fulbright joined forces in 1997 to provide opportunities for graduate studies in the U.S. for the purpose of strengthening research competencies in Colombia. Since then, the Fulbright - Colciencias - DNP Program has provided grants to more than 181 Colombians to obtain their master’s and Ph.D. degrees. Colciencias is also a principal partner in the Fulbright Regions Program wich has provided grants to 229 colombians. In 2010 a new agreement of cooperation was signed in support of the Caldas Grant program.

National Planning Department (DNP)The 1996 agreement between Fulbright and DNP, the first of its kind signed with the Colombian Government, seeks to support advanced training for Colombia’s human resource. DNP continues to provide technical expertise for both the Fulbright - Colciencias - DNP and the Regions Program.

ICETEXTwo agreements of cooperation with ICETEX have worked to strengthen U.S. - colombian exchanges. Fulbright’s English Teaching Assistant grant is co-administered by ICETEX’s Office of International Relations, through its Language Assistant Program. ICETEX also manages the fund that makes possible the financing aspects of the Colombian Government’s Afrocolombian Leaders Program offered in partnership with USAID.

Private SectorCerrejonFulbright and the Cerrejon Company cooperate in two educational initiatives designed to benefit development efforts in La Guajira. Starting in 2008, Cerrejon’s Foundation for Institutional Development has supported the Fulbright - Cerrejon grant for La Guajira, which finances graduate studies for professionals from the region. The Foundation also supports a Fulbright English Teaching Assistant grantee at the University of La Guajira.

Saldarriaga Concha Foundation Fulbright Colombia and the Saldarriaga Concha Foundation joined forces in 2010 to support advanced training of colombian professionals with disabilities and professionals working for the social inclusion of people with disabilities and/or seniors. Two scholarships were offered for these professionals in 2010.

Phelps StokesThe oldest nonprofit organization in the U.S. dedicated to Afroamerican and Native American education, Phelps Stokes, implements the leadership training component of the Afrocolombian Leaders Program, as well as the training workshops of the Strengthening Legal Clinics Serving the Afrocolombian Population project.

SuramericanaSince 1999 Suramericana and Fulbright have worked together to support advanced training for professionals associated with the companies of the Antioquia Business Consortium. Over 67 Colombians have so far completed master’s degrees in the fields of business, economics, and engineering with Fulbright - Suramericana grants.

Foundations of the Argos, Grupo Nacional de Chocolates and BancolombiaFulbright’s relation with the Antioquia region was strengthened in 2008 through a new agreement with the Foundations of Bancolombia, Argos, Grupo Nacional de Chocolates and Suramericana, that makes possible a grant for graduate studies in the U.S. for a professor from a public university in Antioquia.

U.S. Cooperating Agencies

IInstitute of International Education (IIE)IIE is our cooperating agency for the Graduate, Artists, and Science & Technology programs, in charge of university admissions and monitoring of the colombian grantees during their studies. IIE also handles the application and pre-selection process for the U.S. Student and ETA Programs, administers the Humphrey Program, and offers the orientation and enrichment seminars for all colombian Fulbright grantees.

Council for the International Exchange of Scholars (CIES)CIES is responsible for Fulbright Colombia’s exchange programs for professors and researchers. CIES administers the call for applications and the peer review process for the U.S. Scholar, Colombian Visiting Scholar and Fulbright Specialist Programs.

Academic and Professional Programs for the Americas (LASPAU)Associated with Harvard University, LASPAU is the cooperating agency for the majority of our grant programs. LASPAU oversees university admissions and the monitoring of the colombian grantees in the Faculty Development, Fulbright - Colciencias - DNP, Regions, Afrocolombian Leaders, Cultural Studies for Afrocolombian and Indigenous, Fulbright - Suramericana and Fulbright - Cerrejon Grants.

We have audited the accompanying financial statements of the Commission for Educational Exchange Between the United States of America and Colombia, which comprise the statement of assets and liabilities as of September 30, 2010 and 2009 and the related statement of operations, fixed assets and of cash flow for the years then ended, and a summary of significant accounting policies and other explanatory notes.

Management is responsible for the preparation and presentation of these financial statements in accordance with the accountability and financial reporting practices prescribed by the Manual for Binational Commissions and Foundations, issued at a worldwide level by the Office of Academic Exchange Programs of the Department of State of the United States of America, dated on March, 2005. This responsibility includes: designing, implementing and maintaining internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
