Despite being overstretched CAPi welcomed the oppor tun i t y to tak e a look a t i t se l f w i th the benef i t o f exper t adv ice and ideas f rom wi th i n and be yond UVic , and was happy wi th the outcome o f the re v ie w process , wh ich both conf i r med our great per fo r mance and under l ined our own assessment o f a changin g As ia and UVic ' s changing role in As ia . The rev iew process led to a recommendat ion to take a thorough look a t i t s fu ture ac t iv i t y v ia a s t ra tegic p lann ing process , wh ich o ccupied much o f 2011 .

R obyn Fi l a jo ined us in November 2010 , and qu ick ly became an essent ia l par t o f the CAP I team, wor k ing on the in te r nsh ip program. I n M ay 2011 He id i Tyedmers moved on a f te r e ight years o f s te r l ing wor k fo r CAP I as our Program M anager. We thank He id i fo r a l l her wonder fu l wor k fo r CAP I and wish her a l l the best in her fu ture endeavours . He id i was ab le to p lace the in te r nsh ip program on a f i r m foot ing and her shoes have been f i l l ed ver y wel l by R obyn , who was fo r tunate to have a good lead- in per iod before tak ing over He id i ' s pos i t ion in mid-2011 .

Our Lunch and Lear n se r ies cont inued to prov ide UVic and the communi t y in V ic tor ia wi th un ique ins ights into As ia present and past , and at tendance at these e vents inc reased great ly dur ing the year. Notab le other e vents were the v i s i t and lec ture by V i l son i Heren ik o, the Fi j i an wr i te r and f i lm di rec tor, o rgan i sed in con junc t ion wi th the Pac i f i c People ' s Pa r tnersh ip ; and the v i s i t and lec tures by Ch inese env i ronmenta l ac t iv i s t Da i Q ing ; our conference on Human Secur i t y on China's Fore ign Relat ions which brought about a dozen lead ing scho la r s f rom around the wor ld to the Un ivers i t y o f V ic tor ia . We were de l ighted to have Co l in J ones f rom D osh i sha wi th us as our J apan program v i s i to r. Co l in taught J apanese Law in the Facu l t y of Law, and organ i sed an exce l lent seminar on J apanese lega l re fo r ms. A number o f e vents were a l so o rgan i sed fo r the benef i t o f s tudents , such as the Graduate Sympos ium and the G loba l Engagement Showcase which ce lebrated I n te r nat iona l D e ve lopment Week .

CAPI 's Mission and ObjectivesCAPI was estab l i shed in 1987 as an important e lement o f the Univers i ty o f V ic tor ia ’ s p lan to expand and s t rengthen i t s l inks w i th un ivers i t ies and other ins t i tu t ions in the As ia -Pac i f i c region, especia l ly with China , Japan, Southeast As ia , Korea , and the developing is land states o f the Southwest P ac i f i c .

The Centre ’ s pr imary mandate i s to conduct and fac i l i ta te research on pol icy i s sues re la ted to the As ia -Pac i f i c reg ion . In add i t ion , the Cent re se rves as a reg iona l research fac i l i t y to the Un iver s i ty and to the la rger communi ty .

During this reporting period, the CAPI China Chair was actively engaged in research, services, and outreach as well as teaching and graduate supervision with the Departments of Political Science and History. He was involved in numerous academic events and research trips, primarily including: • Organization of a major international conference, visits of Chinese scholars, and a panel at the annual conference

of the Canadian Asian Studies Association;• Awarded 3 grants;• Attendance at 11 conferences; • Delivered 8 papers and 3 presentations;• Served as a panelist and/or panel chair on different occasions;• Refereed publications of 2 journal articles, 1 book chapter, 1 paper-back edited volume, 1 book review, and 10

non-refereed items;• Traveled to China, Austria, Brazil, France, and Latvia, as well as other 6 trips in North America; and• Served on CAPI committees as well as connecting with academic communities and international society.

In November 2010, with the award of a SSHRC conference/workshop grant, the CAPI China Chair organized a conference on ‘Human Security in China’s Foreign Relations.’ Leading scholars came from China, Hong Kong, Britain, United States, and Canada to present their research update on issues such as climate change, environmental protection, water resources, food safety, pandemic control etc. and resulting implications for China’s connections with the rest of the world. The China Chair then edited the conference papers into a volume, which will be published by Routledge in 2012.

The China Chair continuously sits on the editorial board of several international academic journals on Asia and China Studies, including China Perspectives/ Perspectives Chinoises (Hong Kong and Paris), China: An International Journal (Singapore), and East Asia: An International Quarterly (Durham, UK), East Asian Policy (Singapore), International Journal of Politics and Good Governance (Agra, India). He was invited to in the fall 2010 to join the Executive Committee of Editorial Board of the Journal of Pacific Affairs based at UBC.

During this period the China Chair was intensively interviewed and cited on various Asia- and China-related issues by Canadian and international media, which included: Dajiyuan (Feb 26, 2011), Radio France (March 8, 2011), The Economist (April 1, 2011), New Tang TV (April 30 and May 16, 2011) etc. Because of his engagement in commentaries of public affairs in China, at the end of the year 2010 he was listed by the Chinese websites ‘Zhongyoujingzuo’ as one of the ‘100 Chinese Public Intellectuals of the Year.’

Andrew Harding Fa cu l ty of Law and CAPI Law Chai r

Research Project: Law, Governance and Constitutional Reform in Thailand

This project, which occupied most of available research time since the present chair joined CAPI in 2004, and especially in 2009-11, reached a critical outcome with a major publication, ‘The Constitutional System of Thailand: a Contextual Analysis’, co-authored with Peter Leyland, which was published by Hart Publishing in May 2011 when it was launched at a seminar at London Metropolitan University. This book marks the culmination of work involving a large number of research visits, conferences, poster sessions, and publications. During 2010-11 material from this project was published in the Journal of Political and Parliamentary Law, was delivered at a conference presentation in Singapore, and resulted in two published book chapters. This work has contributed to our understanding of the complexity and trajectory of the constitutional reform processes in Thailand during a particularly difficult and polarised period of Thai history beginning with mass protests against PM Thaksin Shinawatra in 2005 and ending with the violent dispersing of ‘red shirt’ protests in Bangkok in May 2010. Material from this project has been disseminated widely in poster sessions and teaching seminars over the last five years in Victoria (including a Dean’s downtown lecture), Vancouver, Seattle, London, Leiden, Singapore, Melbourne, Wollongong, Chicago, Columbia North Carolina, Harvard, Kuala Lumpur, Shanghai, Xiamen, Bologna, Milan, and Siena, as well as Bangkok itself.

Thai judicial Training

In July 2008 the Faculty of Law and CAPI collaborated in delivering the first judicial training program to a group of 34 high level Thai judges. The topic of this inaugural 10-day program was “Environmental Law”. This training program was so successful that a second group of 30 judges visited in March 2009 for a shorter program on Criminal Justice, and in July 2010 the law chair directed another CAPI/ Law judicial training program. This program involved 42 Thai judges, and focused on “Juvenile and Family Law”, covering principally youth justice and child protection. On this occasion we collaborated with the National Judicial institute of Canada, with other units on campus and officials of the BC government, and three days of the 10-day program were held in Vancouver. It involved visits to the youth detention facility, the Metchosin youth camp, and courts in Victoria and Vancouver.

Special Economic Zones in Asian Market Economies

On this project the law chair collaborated with CAPI Associate, Professor Connie Carter, whose full-time position is at Royal Roads University’s Faculty of Management. In February of 2009, CAPI in conjunction with the Faculty of Law of Kyushu University in Fukuoka, Japan, organized a highly successful conference under the title "Special Economic Zones in Asian Market Economies: ['SEZAME'] What is Next for SEZs?" held at Kyushu University in Fukuoka. This project culminated in the publication of a book published in July 2010 based on the 2009 conference proceedings, Special Economic Zones in Asian Market Economies, published by Routledge. Development Agency's International Youth Internship Program (for seven placements). Interns were based in progressive civil society organizations in Vietnam, Cambodia, and the Philippines, and were working on a range of issues from community development and conservation, to migration, and human rights.

In our 2012-2015 program, CAPI was thrilled to receive funding for an unprecedented three year program with funding for eighteen international internships through the Association of Universities and Colleges of Canada's Students for Development Program. These placements will see University of Victoria undergraduate and graduate students participating in dynamic placements in the Philippines and Bangladesh. With pre-departure training taking place in late 2011 and the first group of interns departing for their placements in early January 2012. This group of interns is scheduled to complete their placements in mid 2012 with the next group starting as they finish.
