Executive Summary

Minnesota Statute 148.191 Subd. 2 grants the Board of Nursing authorization to “prescribe by rule curricula and standards for schools and courses preparing persons for licensure under sections 148.171 to 148.285.” The Annual Nursing Education Program Report to the Board of Nursing serves to provide key information related to nursing education in Minnesota. The report highlights program approval updates related to initial and continuing program approval, closure of nursing programs and new intents for nursing programs; demographic data related to those seeking licensure for the first time as a nurse; further education completed after licensure; and trends in the new graduate workforce. An important responsibility of the Board is to monitor the outcomes of approved programs which now includes advanced practice nursing programs. For professional and practical nursing programs, one method of accomplishing this is the annual review of first-time success rates on the initial licensing examination (NCLEX®) which must meet the standard of greater than 75% success for all candidates taking the examination for the first time in a calendar year. It is of concern that eight programs are required to submit plans of corrective action due to one year below minimum standard, two programs will have a survey due to 2 consecutive years of below minimum results and two will have a survey due to 3 consecutive years of below minimum results. For advanced practice nursing programs, one method of monitoring outcomes is the success rate on the certification exam appropriate to the educational preparation. The report also provides the number of nursing graduates. The number of practical nursing graduates represents the lowest number of graduates since 2003, with 80 fewer graduates in 2017 than in 2016. Demand to hire LPNs is high prompting increased recruitment efforts by programs and proposed measures by the legislature to address this shortage. This continued drop impacts most particularly ambulatory care, long term care and home care. The report identifies the increased progression of registered nurses pursuing a baccalaureate degree, consistent with the Institute of Medicine recommendation of attaining 80% baccalaureate prepared nurses by 2020. Data demonstrates that over 48% of those initially granted an associate degree are attaining this higher degree. Another IOM recommendation is to make diversity in the nursing workforce a priority by addressing underrepresented groups, including persons of color and males. There is a significant increase in the populations of color of Minnesota practical nursing candidates taking the licensure exam from 14.1% in 2012 to 23.4% in 2017. Diversity of professional nursing candidates rose across the same time period, but not to the degree seen in practical nurses. The number of male nursing graduates in practical nursing increased slightly in the past year and in professional nursing programs increased by 0.8% in the past year. Program approval rules adopted on December 12, 2016 address the use of high fidelity simulation as a replacement for up to 50% of clinical in practical and professional nursing programs and the approval of advanced practice nursing programs. The Board granted initial approval of 12 advanced practice nursing programs which provide advanced practice nursing education in four different roles and six categories of population foci. The Education Department continues to be responsive to the standards of quality and patient safety in Minnesota Nursing Education.

Education Annual Report: Calendar and Fiscal Year 2017 Presented to the Board - April 2018

General Work: To support the mission of the Board of Nursing by developing and implementing the Minnesota Board of Nursing’s program for approving nursing education programs that prepare students for licensure as a practical, professional or advanced practice registered nurse. There are a total of 89 approved nursing programs in Minnesota. Due to the distinct difference in the levels of education between the practical and professional nursing programs compared to the advanced practice nursing programs, this report is divided into Part I for the practical and professional nursing programs and Part II for the advanced practice nursing programs. PART I: PROGRAM APPROVAL: PRACTICAL AND PROFESSIONAL PROGRAMS Approved Practical and Professional Nursing Programs As of December 31, 2017, there are 77 Board approved practical and professional nursing programs in Minnesota (Appendix A):

Change in Controlling Body On February 3, 2017 Concordia University, St Paul informed the Board that it had acquired Globe University – Minnesota School of Business Baccalaureate Degree Nursing Program. Below Minimum Standard NCLEX The Board required the following programs to submit plans of corrective action due to first-time candidate success rates on the National Council Licensure Examination (NCLEX®) below the minimum standard (75% or below) during calendar year 2017:

Report of Plans of Corrective Action for Calendar Year 2016

At the August 2017 board meeting, the Board received a report summarizing the plans of corrective action and the revised plans of corrective action submitted by the following programs that were below minimum standard for calendar year 2016:

• Fond du Lac Tribal and Community College Practical Nursing Program • Minnesota State College - Southeast Practical Nursing Program • Minnesota West Community and Technical College Associate Degree Mobility Nursing

Program • Rasmussen College - Blaine Associate Degree Nursing Program • Bethel University Baccalaureate Degree Nursing Program • Metropolitan State University Entry Level Master’s Degree Nursing Program

Each plan of corrective action was reviewed and areas identified by the program as needing improvement noted. All submitted plans were then analyzed as a group to determine if any factors common to all the programs could be identified as impacting first-time candidate success rates on the NCLEX® examination. Across these programs, several elements were commonly identified as contributing to negative outcomes. These factors included:

• Alignment of curricular content to Program and Student Learning Outcomes • Increased rigor in assessment and use of alternative format questions • Increase in the requirements and/or criteria for admission • Required remediation for students repeating or who are at risk for failing a course • Greater emphasis on quantitative measures in program progression decisions • Enhanced faculty development and ongoing mentoring of less experienced faculty • Evaluate clinical site selection • Stability in faculty assignment to or within the program

Report of Board Ordered Surveys for Calendar Years 2015 and 2016

At the August 2017 board meeting, the Board received a report summarizing the on-site survey and revised plans of corrective action submitted by the following programs that were below minimum standard for calendar years 2015 and 2016:

• Hennepin Technical College Practical Nursing Program • Central Lakes College Associate Degree Nursing Program • Fond du Lac Tribal and Community College Associate Degree Nursing Program • Minnesota State College - Southeast Associate Degree Nursing Program • Northwest Technical College Bemidji Associate Degree Nursing Program

The programs submitted a revised plan of corrective action integrating recommendations developed by the survey team.

REPORT OF ANNUAL COMPLIANCE SURVEY

The Board requires directors of approved nursing programs to submit evidence regarding the nursing program’s compliance with relevant program approval rules by October of each year. All programs have submitted the requested information. Minnesota Statute, section 176.182 requires every state and local licensing agency to present acceptable evidence of compliance with the workers’ compensation insurance coverage requirement of section 176.181, subdivision 2. All nursing programs submitted evidence indicating compliance with the statute. Minnesota Rule 6301.2340 subpart 3. A.(4) (a) specifies that students have learning activities with faculty oversight to acquire and demonstrate competence in clinical settings with patients across the life span and with patients throughout the wellness, acute, and chronic illness continuum. Seventy-six nursing programs provided evidence that students have learning activities with patients across the life span and illness-wellness continuum, with a final determination regarding compliance pending for one program. Accreditation Status Minnesota Rule 6301.2350 Subpart 1 stipulates that all approved nursing education programs must provide evidence of current accreditation by a national nursing accrediting body approved by the United States Department of Education or the Council for Higher Education Accreditation or its successors by January 1, 2018, or must have achieved candidacy status leading to such accreditation and demonstrated satisfactory progression toward obtaining the accreditation. At the December 1, 2016 board meeting, there was a clarification of the accreditation candidacy process as there are now two accrediting bodies for practical and professional associate degree nursing programs, the Accreditation Commission for Education in Nursing (ACEN) and the Commission for Nursing Education Accreditation (CNEA). This made it necessary to address timelines for both accrediting bodies for programs seeking candidacy. All programs seeking nursing accreditation by ACEN must submit the Candidacy Presentation and those seeking accreditation by CNEA must submit a pre-accreditation candidacy application and be awarded full candidacy status by June 1, 2018. All programs must complete an accreditation site visit by May 31, 2019. All unaccredited nursing programs are actively engaged in the candidacy process. Currently, 26.9% of practical nursing programs are accredited. Of the professional nursing programs, 55.8% of associate degree nursing programs, 90% of baccalaureate nursing programs, and 100% of entry level master of nursing programs are nationally accredited (Table 1). The percent of nursing programs in Minnesota that were accredited in 2011 was 52%. Currently, 57.1% of all approved practical and professional nursing programs hold national nursing accreditation.

Report of Faculty Licensure and Credentials Minnesota Rule 6301.2340 specifies that nursing faculty have a major in nursing at the baccalaureate or graduate level and unencumbered licensure as a registered nurse with current registration in Minnesota. The nursing education program must:

3.A. (10) ensure practical nursing program faculty have a baccalaureate or graduate degree in nursing from a regionally or nationally accredited college or university recognized by the United States Department of Education, the Council for Higher Education Accreditation or successors, or by a comparable organization if the baccalaureate- or graduate-level degree is from a foreign country;

3.A. (11) ensure professional nursing program faculty have a graduate degree for full-time faculty and the majority of part-time faculty hold a graduate degree from a regionally or nationally accredited college or university recognized by the United States Department of Education, the Council for Higher Education Accreditation or successors, or by a comparable organization if the baccalaureate or graduate-level degree is from a foreign country. If the major of the graduate degree is not in nursing, the faculty must hold a baccalaureate degree with a major in nursing;

Program directors submitted evidence demonstrating all programs are in compliance with the requirement that all nursing faculty have an unencumbered Minnesota registered nurse license and current registration. All programs demonstrated compliance with the faculty education requirements. In 2017, an increase of 102 in the total number of faculty teaching in Minnesota practical and professional nursing programs was reported (Appendix B, Table 1). The number of unduplicated faculty also increased from 2016 (Appendix B, Table 2). The duplicated count is reflective of the number of faculty positions; the unduplicated count reflects the actual number of faculty teaching in Minnesota nursing programs. Between 2013 and 2017, there was a 38.1% increase in the number of faculty holding doctoral degrees. In the same time period, there was an increase of 21.9% in the number of faculty holding a master’s degree.

The number of nursing education programs achieving accreditation by a national nursing accreditation increased slightly in 2017. These changes are reflected in the number and percent of faculty teaching in accredited programs. As Appendix B, Table 3 indicates, in 2017 67.7% of all faculty were teaching in accredited program. During calendar year 2017, the majority of faculty (unduplicated count) teaching in a nursing program were employed full time (Appendix B, Tables 4 and 5). Appendix C provides a list of the number of faculty teaching in each nursing program.

MINNESOTA NURSING EDUCATION PROGRAM REPORTS Report of Minnesota Graduates: Practical and Professional Programs Annually, nursing program directors report the number of students who complete the program during a fiscal year, July 1st through June 30th (Appendix D1-D3). Figure 1 displays the trends in number of graduates from practical and professional nursing programs from 2012 to 2017. Compared to 2012, the number of students completing associate degree nursing programs in 2017 increased 14.9%; the number of students completing licensure-preparing baccalaureate and entry level master’s nursing programs in 2017 decreased by 3.3%; and the number of students completing practical nursing programs in 2017 decreased by 38.5%. When compared to 2016, in 2017 the number of associate degree graduates decreased 1.8% and the number of baccalaureate or masters-entry graduates decreased 2.9%. There was a 6.4 % decrease in practical nursing graduates between from 2016 to 2017. Figure 1. Number of graduates reported by Minnesota nursing program directors.

Educational Mobility in Minnesota Nurses at all levels of practice progress along the educational continuum to increase their knowledge and skill. Licensed practical nurses (LPN) are granted advanced standing in associate degree nursing programs. Registered nurses, both diploma and associate degree, pursue baccalaureate degrees and advanced degrees in nursing.

Advanced Standing for Licensed Practical Nurses

Minnesota nursing programs have a statutory requirement to grant advanced standing. Associate degree nursing programs approved or seeking to be approved by the Board shall provide for advanced standing for licensed practical nurses in recognition of their nursing education and experience (M.S. 148.251, subd. 6). There are two types of associate degree curricula offering advanced standing to LPNs. Generic Associate Degree (AD) programs admit qualified applicants who want to become professional nurses and must offer advanced standing to qualified LPN applicants. Mobility AD programs offer a curriculum specifically designed for LPNs to become professional nurses and admit only LPNs as students. The number of advanced standing credits granted by associate degree nursing programs to LPNs or PN program completion graduates is found in Appendix E. Figure 2 illustrates how practical nurses are mobilizing into professional nursing. From 2012 to 2017, graduates of Minnesota approved practical nursing programs totaled 9,318. During the same period, 5,025 practical nurses graduated from a Minnesota approved associate degree professional nursing programs. In comparison to the total number of practical nurse graduates, 54.6% of practical nurses eventually mobilize and complete a professional nursing program. This rate of conversion has been stable for several years. The data demonstrates that a lower number of persons are pursuing licensure and continuing practice as a practical nurse.

Post Licensure Baccalaureate Programs for Registered Nurses Nationally, there has been an increase in enrollment for RN to BSN programs. The American Association of Colleges of Nurses reported a continuing increase in enrollment for RN to BSN programs 21.6% nationwide from 2009-2010 (AACN, 2011), 15.8% nationwide from 2010-2011 (AACN, 2012), 15.5% nationwide from 2011-2012 (AACN, 2013), 15.2% nationwide from 2012-2013 (AACN, 2014) 10.4% in 2013-2014 (AACN, 2015) and a 1.0% increase in 2015-2016 (AACN, 2017). A survey of nursing programs indicated that 49% of hospitals and other health care settings require new hires to have a bachelor’s degree in nursing, while 86.3% of employers express a strong preference for BSN program graduates (AACN, December 2017). This employer preference is one factor in the development of RN-BSN programs, which now outnumber the availability of four year nursing programs or accelerated baccalaureate program for non-nursing college graduates (AACN, June 2017). According to the Future of Nursing: Campaign for Action, 54% of employed registered nurse now hold a baccalaureate degree, an increase from 49% in 2010 (Campaign for Action, 2018). The number of registered nurses with associate degrees and diplomas graduating from baccalaureate completion nursing programs (RN to BSN) are listed in Figure 3. In Minnesota, 9 out of 21 approved baccalaureate degree licensure-preparing programs offer baccalaureate completion opportunities for registered nurses. Additionally, there are four baccalaureate completion programs in Minnesota that do not offer licensure-preparing baccalaureate programs. The Board does not have jurisdiction over post-licensure baccalaureate programs. Data are supplied by directors of nursing programs in Minnesota. Non-jurisdictional baccalaureate completion programs in Minnesota with a physical campus voluntarily provide RN to BSN graduate statistics to the Board. Figure 3 presents an estimated number of graduates from baccalaureate completion programs in Minnesota from 2012 – 2017. The percentage of RNs returning to complete the baccalaureate degree as compared to the percentage of graduates from Minnesota associate degree nursing programs increased from 33.6% in 2012 to a high of 48.4% in 2015 and a current percentage of 48.1% in 2017. While there is no definitive data regarding the factors most influencing this increase, contributing factors include the decision by some healthcare systems that registered nurses must hold a baccalaureate degree as a condition of continued employment as well as the response to the Institute of Medicine Future of Nursing Report (IOM) recommendation to increase the proportion of nurses with a baccalaureate degree to 80% by 2020. Included in the RN to BSN graduate numbers are individuals who graduated from diploma programs. The last diploma school in Minnesota closed in 1987. Unlike the associate degree graduates, there are no annual graduate figures to include; therefore, reported percentages of those returning for a baccalaureate degree as shown in Figure 3 are artificially high. The number of Minnesota nurses attending online RN to BSN programs not located in Minnesota are not included in the data; additionally, the Board of Nursing does not collect data from licensees regarding the highest nursing degree earned.

Additional Nursing Degrees Earned

Table 2. summarizes additional nursing degrees earned as self-reported by registered nurses responding to the Minnesota Department of Health, Office of Rural Health and Primary Care (ORHPC) 2017 survey. Existing data collection strategies in Minnesota make obtaining an accurate number of nurses who return for additional degrees difficult. The response rate for the 2017 ORHPC survey was 64%.

Of those who completed initial licensure at the Associate Degree level, 23.9% indicated they had completed an additional nursing degree (baccalaureate or higher). Approximately 65% of those educated in a diploma nursing program achieved a higher degree. Forty-eight percent of those completing a baccalaureate degree as their first nursing degree have completed a masters, post-masters certificate, or doctoral degree, demonstrating the significant emphasis in nursing education in obtaining additional education credentials in the discipline of nursing. While 232 identified their initial nursing education was at the masters, master’s certificate or doctoral level, a total of 4,239 now report having completed an additional masters, master’s certificate or doctoral degree. This compares to a total of 3,522 nurses reporting this level of education in the 2013-2014 survey, an increase of 20.35 %.

Average Age at Time of Licensure Figure 4 depicts the average age at the time Minnesota RNs and LPNs were licensed by exam for calendar years 2012 – 2017. During this period, the mean age of baccalaureate prepared nurses, associate degree professional nurses and practical nurses remained relatively constant. Males at Licensure Compared to the Workforce As depicted in Figure 5, from 2012 to 2017, there is a greater percentage of males who graduated from Minnesota approved nursing programs as compared to the total percentage of males in the Minnesota RN or LPN workforce. The percentage of males graduating from Minnesota programs slightly increased in 2017. Increasing the number of males in nursing is another recommendation noted in the IOM report. Figure 5. Ethnicity in Underserved/Underrepresented at Licensure Compared to the Workforce When candidates complete registration for the NCLEX® exam, they may volunteer information about ethnic origin. National Council of State Boards of Nursing (NCSBN) ethnicity data regarding candidates from Minnesota programs for 2012 – 2017 is presented in Appendix F. Between 2012 and 2017, an average of 18.1% of PN candidates and 13.3% of RN candidates and self-reported as an ethnic minority (NCSBN, 2018). Figure 6 compares this candidate data with the ORHPC workforce survey, wherein 14% of the LPN workforce and 10.4% of the RN workforce were non-white (ORHPC, 2018). In comparison, the ethnicity of PN and RN candidates is greater than that self-reported ethnicity of LPNs and RNs responding to the ORHPC survey. If students completing Minnesota nursing programs continue to be more ethnically diverse, eventually the workforce percentages should reflect that increase. Increasing diversity in the nursing workforce is also a recommendation identified in the IOM report

REPORT OF NCLEX® RESULTS Success rates for Minnesota Programs for Calendar Year 2017 The reports of first-time success rate and number of PN and RN candidates reflect the total number of candidates from Minnesota nursing programs, including candidates who applied for licensure by exam in other jurisdictions. Minnesota programs’ first-time success rates for practical nursing candidates on the NCLEX-PN® licensing examination and first-time success rates for professional nursing candidates on the NCLEX-RN® licensing examination are displayed in Appendix G1-G3. In 2017, practical nursing candidates from Minnesota had an 86.22% first-time success rate as compared to 83.85% for all United States practical nursing candidates as indicated in Figure 9. Associate degree nursing candidates from Minnesota nursing programs had an 82.78% first-time success rate for 2017 as compared to 84.24% for all United States associate degree candidates from U.S. programs (Figure 10). In considering Minnesota first-time success rates by type of associate degree nursing program, the generic AD programs average higher first-time success rates than the mobility AD programs for 2017 (Figure 11). The first-time success rate for generic AD programs averaged 83.40% whereas the mobility AD programs averaged 77.95%. Generic AD programs in Minnesota are slightly below the national average success rate of 84.24% for associate degree nursing programs for 2017; the mobility AD programs are below the national average success rate for 2017. The average success rate for the five mobility ADN programs are below the generic MN ADN average success rate.

Applicants for licensure by exam have the option of requesting accommodations based on a documented disability, consistent with the provisions of the Americans with Disabilities Act. Requests are granted, partially granted, or denied based on a review of supporting documentation. There has been a 75% increase in the number of requests for accommodations over the past five years. MN Program Candidates Taking the NCLEX® in Other Jurisdictions

In 2017, 13.9% candidates from Minnesota practical nursing programs, 7.3% candidates from Minnesota associate degree professional nursing programs, and 11.5% of candidates from Minnesota baccalaureate and higher professional programs applied for licensure by exam in other jurisdictions (Figure 13). This is compared to the time period from 2012 to 2016, when an average of 10.9% of Minnesota practical nursing candidates, 7.4% of Minnesota associate degree professional nursing candidates, and 12.2% of Minnesota baccalaureate and higher professional nursing candidates applied for licensure by exam in other jurisdictions. In 2017, the percentage of graduates from professional nursing programs applying for licensure by exam in other jurisdictions slightly increased. The increase in the percentage of practical nursing graduates seeking licensure in other jurisdictions is concerning, given the decrease in the number of graduates and the resulting impact on Minnesota workforce needs. It is noteworthy that there are Minnesota practical nursing programs close to other state borders and that graduates of these programs represent the highest percentage seeking licensure in other jurisdictions.

Figure 14 illustrates the proportion of Minnesota graduates who are educated at the associate and baccalaureate degrees from 1970 – 2017. While meeting the IOM recommendation related to preparation at the baccalaureate level remains a challenge, it is encouraging to note the rate of growth in the current time period when compared to the previous decade. Minnesota Rule 6301.2340 specifies that nursing faculty have a major in nursing at the baccalaureate or graduate level and unencumbered licensure as a registered nurse with current registration in Minnesota. The nursing education program must:

(12) ensure advanced practice nursing program faculty have a graduate degree in a health-related field in a clinical specialty from a regionally or nationally accredited college or university recognized by the United States Department of Education, by the Council for Higher Education Accreditation or successors, or by a comparable organization if the graduate-level degree is from a foreign country;

Eleven program directors submitted evidence demonstrating all programs are in compliance with the requirement that all nursing faculty have an unencumbered Minnesota registered nurse license and current registration with a final determination regarding compliance pending for one program. Appendix I provides information on the number of full and part-time faculty teaching at each advanced practice nursing program and the number of faculty with the highest credential earned. (Table 6 and 7). During calendar year 2017, the majority of faculty teaching at an advanced practice program were employed part-time.

Minnesota Office of Rural Health and Primary Care 2017 Survey

Demographics of APRN Graduates in Minnesota Figure 16 summarizes the highest nursing degrees earned as self-reported by advanced practice registered nurses responding to the Minnesota Department of Health, Office of Rural Health and Primary Care (ORHPC) 2017 survey. Existing data collection strategies in Minnesota make obtaining an accurate number of nurses who return for additional degrees difficult. The response rate for the 2017 ORHPC survey was 68%. Of the responses received to the Minnesota Department of Health, Office of Rural Health and Primary Care (ORHPC) 2017 survey, males make up 15% of advanced practice registered nurses and non-white APRN represent 8% of the APRN workforce. STRATEGIC INITIATIVES Board Charges to the Education Committee:

• Review the current program approval rules for revision to include programs that prepare individuals for licensure as an Advanced Practice Registered Nurse (APRN).

On December 1, 2016, the Board granted extension of temporary recognition of APRN programs until the February 2017 Board meeting when the rules for initial program approval would be in effect. On December 12, 2016, the Board adopted the rules to grant approval to APRN programs. These rules address the credentials required for the APRN director, the lead faculty coordinating a program track and the faculty including degree, certification and unencumbered licensure as a registered nurse and an APRN in Minnesota. On February 2, 2017, the Board granted initial approval to 12 APRN programs, all of which hold national nursing or nursing related accreditation. APRN programs will submit to the Board an annual compliance survey each fall and all communication with the accrediting body that accredits the particular program.

• Review the program approval rules in light of the evidence related to simulation.

The program approval rulemaking process continued and culminated with the adoption of the program approval rules on December 12, 2016 permitting replacement of up to 50% of clinical learning hours with simulation. The rules identify requirements a program must meet to use simulation as a replacement for direct clinical learning activities. The Education Committee participated in the planning, implementation, and evaluation of a “Best Practice in Simulation Conference” in collaboration with HealthForce MN, which was held on May 17-18, 2017. During this reporting period, the US Department of Education (USDE) renewed the recognition of one nursing accrediting body as well as continued to work with a new accrediting body to gain USDE recognition. The staff is monitoring this process.

• Review the revisions made to the Model Act and Rule regarding distance learning education for consideration in Minnesota.

Based on an original recommendation in 2015 from the Education Committee, the Board approved a legislative initiative to revise Minnesota Statute 148.251 to incorporate an exemption related to faculty teaching didactic content via distance education. Minnesota Statute 148.251 was amended, incorporating the changes requested by the Board, which went effect on August 1, 2016. The requirement for the faculty of record for clinical to hold a Minnesota license remains in effect.

ADDITIONAL EDUCATION ACTIVITIES IN SUPPORT OF REGULATORY INITIATIVES Board Charge Framework for NCLEX® Success At the March 16, 2017 Education meeting, the results of the literature search on factors influencing program success were discussed. The findings concluded that faculty expertise as educators are key to a program achieving its goals; as it is the level of faculty skill that has direct impact on the successful use of teaching methods, assisting the student in developing clinical judgment, and evaluating the learning that is occurring. These findings were presented at the April 5, 2017 Board meeting. MNSHEP (Minnesota Simulation for Healthcare Education Partnerships) The Board of Nursing, in collaboration with MNSHEP, planned and held the “Best Practices in Simulation Conference” on May 17-18, 2017 with over 200 attendees. Marilyn Krasowski, Director for Education, continues to serve on the MNSHEP Advisory Board which is in the process of planning monthly webinars focusing on best practices in Simulation. The webinars will highlight the simulation expertise and accomplishments of Minnesota educators. Rulemaking MR Chapters 6305 and 6310 The proposed rules in MR Chapters 6305 and 6310 relate to continuing education requirements for renewal of registration and the requirement of a review course when a candidate has not passed or taken the NCLEX within five years of graduation. The Education staff solicited feedback on these proposed rules. The education staff drafted revised language related to continuing education requirements and worked with other board staff to review all sections of the rules and the plans to update documents once adopted. Anticipated adoption of the rule revision is fall 2017. Data Resources Committee Education staff continue to serve on the Data Resources Committee. The charge to the committee is to analyze TERCAP (Taxonomy of Error Root Cause Analysis Practice-Responsibility) to develop tools to communicate best practices, identify metrics for reporting discipline data, and analyze and report CORE (Commitment to Ongoing Regulatory Excellence) data provided by the National Council of State Boards of Nursing. The CORE report is comprised of four sections-Licensure, Discipline, Education and Practice. The committee met and identified approaches and strategies to address the charges. NCSBN Committee Marilyn Krasowski, Director for Education, was appointed to a two year term to the NCLEX Item Review Subcommittee (NIRSC). This is a unique opportunity to participate in the NCLEX development process.
