Draft Minute of Annual General Meeting 2014 – Wednesday 30th April 2014

2.0 Minutes of the AGM 2013 

The Chairman summarised the minutes of the 2013 AGM, held on Wednesday 1st May 2013 at Sloans Bar, Argyle Street, Glasgow.  One amendment was proposed, namely that Rachel Tennant had been nominated as Branch Representative – she took over from James Spence Watson, who resigned the post.

With that amendment, acceptance of the AGM Minutes of 2013 was proposed by Alan Cameron and seconded by James Spence Watson. 

 

3.0 Chairman’s Report 

Mark Turnbull spoke to his report, which had been previously circulated.  The essence was that we continued to make sure LIS was noticed, heard and involved.  The Committee had met 11 times during the year.  Business considered had included the new website, use of social media, the continuing LI Summer Conversation, and the Landscape Careers DVD, to be circulated to 236 Scottish High Schools.  LIS members were being recruited to visit schools, and more would be welcome. 

Dan Walker was co‐opted to the Committee to fill the 12th and last seat on the Committee.  In December 2013 Rebecca Hughes took up her part time post of Policy & Development Officer.  This post is funded through LI Policy and Communications and we are delighted to have her experience, knowledge and contacts available to us. 

Phil Mulligan, the new LI CEO, attended a lunch with members invited to represent all sectors in Scotland.  There are good communications between the LI and LIS on relevant matters. 

Dr Carol McKenzie LIS Administrator was unwell for a period. However, we are glad she has recovered and is now back to working as normal.  Carol also produced the thorough and comprehensive report of our Summer Conversation which has been well received.  Carol has managed to resolve LIS email addresses and has put out a number of emails to all members.  It is vitally important that members inform Carol and the LI of any change to their contact details. 

The website continues to be well used at a level greater than other Branches.  Once the new website is live the social media survey undertaken in 2013 will help us decide where to put our effort in communicating news and events.  LIS will shortly be asking for photographs of projects to go in a gallery on the opening page of the website.  The LIS mailscotland email is working and continues to receive considerable email traffic. 

Legal advice is being provided to members by DWF Biggart Baillie in Glasgow with two contacts to date.  The JCLI CPD seminar was a success with 60 members attending, the most at one of Colin Moore’s seminars.  A+DS have been supportive of our activities and have provided us with space for meetings. 

The Managing Change in Scotland’s Landscapes one‐year‐on review took place.  The Conference Organising Committee will be wound up and replaced by a new Committee to take forward the Landscape 2020 Initiative which will pick up where the Scottish Landscape Forum left off. 

Bill Cairns and Sue Evans gave presentations to a meeting of the Scottish Parliamentary Cross Party Group on Architecture and the Built Environment devoted to landscape.  The Conference conclusions were put to the MSP’s present who undertook to take these up with the Cabinet Secretary.  The presentations and note of the meeting are on the website. 

Successful Christmas Social Events were held in Glasgow and Edinburgh with around 75 members attending.

LIS responded to 4 out of 5 Consultations in the year; some responses are very detailed, and all responses are on the website.  The main consultations were from the Scottish Government on the National Planning Framework (NPF3) and Scottish Planning Policy (SPP), City of Glasgow Council on their Residential Design Guide and City of Edinburgh Council on Trees in the City. 

Once again we supported the ESALA degree students show and placed photographs of the show on the website.  LIS continues to have members involved with Design Panels in Edinburgh, Glasgow, Inverness, Fife and Aberdeen; thanks are due to the members involved for their time and contribution to the panels.  

LIS is formally represented on the RTPI Planning Forum, the Cross Party Group on Architecture and the Built Environment, a joint RTPI/RIAS/RICS Urban Design Group Working Group and the SUDS Working Group. 

LIS has agreed to establish a General Achievement Award, and will setup a Committee to consider the award in 2014/15. 

During the year Sue Evans, Marc van Grieken, Nigel Hackett, Rachel Tennant and James Welch become fellows.  We congratulate them. 

The Draft Business Plan 2014‐2020 submitted to the LI shows an ambitious programme of Activities proposed for 2014/15 and beyond.  The committee calls for continued support and enthusiasm to build on existing achievments this year. 

The LIS objective for 2014/15 is to involve all sectors of membership in our activities, to increase our communications with members by using the new website and social media, increase our profile through judging competitions, encouraging members to participate in competitions, running our own competitions and ensuring that all entries to competitions are published. 

The Draft Business Plan shows how LIS is putting members first.  Along with Recognition and Promotion we wish to promote Design and Placemaking. 

Looking forward, Mark spoke about the booklet being prepared to encourage students to join the LI, Placemaking Competitions, a visit to the Commonwealth Games sites, talks on GLVIA3: The Scottish Experience, Scenic By‐ways in the USA and Scottish Scenic Routes, CIRIA CPD on Urban Trees, LI CPD on Infrastructure, Health, Housing and Water Management, preparations for the Architecture Festival in 2016 and The Year of History, Heritage and Archaeology in 2017. 

The Chair’s report was accepted unanimously. 

 

4.0 Treasurer’s Report 

The Treasurer’s report, previously circulated, was read by Mark Turnbull in the absence of Clare Winsch.  The balance had changed from £2,016.09 at the start of the year to £3,707.04 at 31st March 2014. Expenditure over the year was £12,403.98 and income was £15,083.67.  Approval of the Treasurer’s Report was proposed by Mark Turnbull and seconded by Bill Cairns.

5.0 Election of Office Bearers and Committee 

The Committee endorsed nominations for all the existing Committee members – Alan Cameron, Nicola Garmory, Michael Harrison, Rebecca Heatley, James Spence Watson, Rachel Tennant, Mark Turnbull, Clare Winsch, Andrew Smith, Steve Wheatley, Dan Walker, and Hamish Neilson.  They were re‐elected, proposed by Mark Turnbull, seconded by Danny McKendrick.  Mark noted that two additional members, Sara Melville and Ross White, had expressed interest in joining the Committee.  Lacking official places, it was suggested that they should be counted as Committee Support (non‐voting). 

It was proposed that current Office‐Bearers should be re‐elected.  This was agreed for Mark Turnbull ‐ Chairman, Clare Winsch ‐ Treasurer, Hamish Neilson ‐ Secretary, and Rachel Tennant – Branch Representative. 

 

6.0 Matters Raised by Members 

Mark Turnbull outlined the Draft Business Plan for the LIS to 2020, and asked for its endorsement by members.  This was agreed, proposed by Bill Cairns, seconded by Marc Van Greiken. 

 

7.0 Date/Place/Time of Committee Meeting 

This will take place on Wednesday 14th May at LUC Offices, Glasgow at 5‐8pm (5pm‐6.00pm for Admin purposes). 

 

8.0 Close of Formal Business 

 

9.0  Illustrated Talks 

  Before and after the formal business of the AGM, members enjoyed two stimulating talks.  Julian Farrar spoke about the major Helix scheme between Falkirk and Grangemouth, and LI President elect Noel Farrer talked about what inspires him, the work of his practice, his future role as President and what he sees as the future for the LI.

2014-2015 CHAIR’S REPORT Introduction It has been a another busy and hard working but rewarding 12 months for your Committee and also for all those who have given their time and expertise in helping and supporting the Committee in achieving our objectives for the period. The main objective for 2014/15 was to put members first, continue raising awareness of and promoting landscape, design and the profession through involvement with other organizations, responding to and widening our involvement with consultations, organizing events and making sure that members were kept informed and involved. In short we continued to make sure LIS was noticed, heard and involved. The 2014/15 Committee had 12 members, the maximum allowed, so to facilitate involvement of additional volunteers we created a working group which we named Committee Support. This group had two members who attended some but not all of th Committee Meetings. We also had 8 Corresponding members who received the Committee Meeting Minutes. The Committee workload was such that we established Sub-Committees to deal with Communications, Education, Competitions and Membership, Events and Strategic Planning and Promotion. Each Sub-Committee had a lead and several members. This enabled Committee Meetings to concentrate on discussion of key items from which actions emerged leaving Sub-Committee leads presenting a summery of the Sub-Committees work. The LIS 2014/2015 Committee, Committee Support and Corresponding Members are Annexed to this Report.

During the 12 months the Committee met 11 times alternating between Edinburgh and Glasgow where LUC kindly provide a meeting room. The Committee meetings have all been working meetings with full agendas and to save Committee time we have Administration and Policy and Development Pre-Meetings. Attendance at the meetings has been excellent and all minutes are on the website. Rachel Tennant represented LIS on the LI Advisory Council (3 meetings). Sue Evens is a member of the LI Policy Committee, but does not represent LIS; however Sue and Rebecca liaised with assistance from Hamish. I Chaired the LI Technical Committee (3 meetings) and as such I am a member of the Board of Trustees (5 meetings). Together this allows good communications between the LI and LIS on relevant matters. There has not been a meeting this year so far between the Devolved Nations Chairs. however there has been email correspondence. Marc van Grieken is a member of the Technical Committee and Marc and I continue to sit on the GLVIA3 Panel of the Committee and we also represent LIS and the Committee on the SNH Steering Group reviewing the Visual Representation of Windfarms Good Practice Guidance and producing the second version. LIS and LI are funding partners in associated commissioned research into the way in which visualizations are used.. At members request we now put a summary of the Committee Meetings as a news item on the website. Please read the Summary and/or Committee Minutes as this will give you a good understanding of the range of work undertaken by the Committee and how the work is proceeding and to allow you to get involved with matters that are of interest to you. As far as the Committee is aware all points raised by members either at last years AGM or through emails and personal contact with a Committee member or the Administrator or Policy and Development Officer or at events have been or are in the process of being dealt with as effectively as possible. Administration Dr Carol McKenzie our LIS Administrator worked part time as required throughout the period. Apart from her usual work on emails and the website Carol has helped to produce and analyze the Public and Third Sector Survey and is preparing notes of the successful Public and Third Sector Event in Edinburgh attended by around 50 people.. Policy and Development Rebecca Hughes our Policy and Development Officer has settled into her post extremely well and worked 54 days for the LI and LIS up to end of March 2015. She has undertaken responses to consultations, has attended a number of events and made contact with several of organizations with whom we had no previous contact. She organized the successful Landscape Futures Conference at Dynamic Earth with around 80 people attending. She is taking forward several initiatives, organized in terms of 3 themes, the Landscape 2020 Initiative, Creating Places and Capability Brown Celebration. LIS is now directly responsible for Rebecca’s work (See Item on LIS Block Grant) Communication with Members With a lot of hard work Carol has finally managed to resolve LIS email addresses and has put out a number of emails to all members. It is vitally important that members inform Carol and the LI of any change to their contact details. We have a number of members who do not

receive emails and now that we have identified them we will send selected information to them by post. We now have our new website up and running and in the process of further development. Carol, Dan Walker and Steve Wheatley have maintained the website and organised the use of Eventbrite for registering for our events. Eventbrite is being used so that we have an idea of numbers wishing to attend but also to collect attendance charges when this is appropriate. Monitoring of our website and social media all show an increase in use over the year. In March 2015 the statistics were as follows:

• Website – 1,755 sessions 998 users (February and March) • Facebook – 97 Likes (up by 95 from April 2014) • Videos – 466 views (Origins of Pleasure Drives and Scenic Routes most popular

at 193 views) • Twitter – LIS is following 614 organisations/individuals, LIS is followed by 314

organisations and individuals and has tweeted 435 times (since 2012). Please visit the website on a regular basis to keep up-to-date with news and events. We also have the LIS mail.scotland working and continue to receive considerable email traffic. We have been using Twitter at events and we will shortly be asking for photographs of projects we can put on a gallery on the opening page of the website. If members become aware of news and/or events that they think would be of interest to other members either as information on the website and/or through a mass email please let Carol know. Placemaking in Scotland Competition The successful Competition had 27 entries from 18 organisations. Judges Karen Anderson Chair of A+DS, Susie Stirling Head of Placemaking for the Scottish Government, Douglas Read Past President of the Royal Incorporation of Architects in Scotland, Noel Farrer President of the Landscape Institute and Bill Cairns Landscape Architect awarded 3 prizes and 4 commendations. The prizes were presented by Linda Fabiani MSP, Convener of the Cross Party Group on Architecture and the Built Environment. Exhibitions were held at Architecture and Design Scotland in Edinburgh where judging and an event attended by around 40 people was held and at the Lighthouse in Glasgow. A video and all entries are on the Presentations section of the website. An e-book and possibly postcards of all entries will be available shortly. Christmas Social Events Christmas Social Events were held in Glasgow and Edinburgh these were successful with around 65 members attending. Policy and Development Officer and Events The Policy and Development Officer has prepared a separate report and Nicola Garmory Lead on Events has also prepared a separate report.

IS Block Grant for 2015/16

IS has accepted an offer from the LI of a Block Grant of £37,860 for the period April 2015

TREASURER’S REPORT: 31 MARCH 2015

1 The balance at the start of the year was £3,707.04 and at 31 March 2015 was £7,863.66.

2 Details of income and expenditure for the year are shown on the attached sheet. 3 LIS successfully bid for a greater share of LI funds. Our surplus has increased over last

year, but that is to be expected as a consequence of much greater committee activity planning and organising events and activities for the membership, leading to a less precisely predictable bottom line at the end of the financial year. This is reflected in the contrast between the ‘planned’ and ‘actual’ entries in the LIS Business Plan 2014-2020.

4 LIS events and the Placemaking Competition and Event were the major costs during the

year. LIS ran six events: The Origins of Pleasure Drives and Scenic Routes Seminar*; Landscape Futures - Creating Resilient Landscapes of the Future – Considering the Current Issues of Tree Health*; Christmas events in Glasgow and Edinburgh; a talk on Water Blues-Green Solutions*; a meeting about proposed changes to the Landscape Institute’s governance; and a public sector seminar. Thanks to the organising effort of Rebecca Hughes, we received £500 in sponsorship towards the Landscape Futures seminar from the Forestry Commission Scotland, but this sum should be shown in the financial report for the 2015-2016 financial year. These events were free to members except for the Landscape Futures seminar. Presentation from the three events marked with an asterisk are available to view on the LIS website as a result of a LIS committee policy to enable more members, particularly those living outside the central belt of Scotland and visitors to the website to benefit from these events.

5 The Placemaking Competition, organised by Alan Cameron attracted 27 entries although

more submissions from the public sector would have been welcome. Apart from the prizes, the main cost of £1,800 was for publicity.

6 LIS’s Administrator Dr Carol MacKenzie’s fees for the year amounted to £2,897.32 which

was less than budgeted largely due to Dr McKenzie’s other work commitments. However from January 2015, Dr McKenzie is scheduled to work two days a week for LIS, allowing greater support to LIS activities and a greater fee to her in due course.

7 LIS representation was significantly reinforced by the work of Rebecca Hughes. Most of her

fee was paid by the Landscape Institute, but LIS stepped in to supplement her fee to ensure that landscape architecture and landscape architects continue to be represented in policy discussion at the highest level. From 1 April 2015 on her fees will be paid by LIS.

8 LIS supported the degree show at the ECA with grants to students for their exhibitions and

with prizes for the best graduate and postgraduate portfolios. 9 Meeting room hire (£32.00) was extremely low due to the generosity of LUC in providing

accommodation for meetings in Glasgow. LIS committee travel expenses (£!,252.03) was an increase of £323.64 on the previous year.

10 Funding proposals for 2015-2016 2016 is the Year of Architecture and the LIS has anticipated a requirement for an exhibition

venue, booking the Fine Arts premises in Edinburgh for a week in December. This event and the LIS committee’s financial proposals for 2015-2016 are shown in the attached paper

‘Branch Activity and Funding Application Scotland 2015-2016’. Members should note that the list is a provisional programme based on the LIS Business Plan (see Appendix 1): not all the costs are known, some events may not take place and others may be added.

In 2015-2016, LIS will receive a block grant from the LI of £37,860 which will be insufficient

to complete the programme shown in our proposals. The main reason for the disparity is the cost of mounting the Rethinking Urban Landscape touring exhibition. To date the exhibition has been shown only in London and apparently no provision was made for it to tour, yet it is an important exhibition which fits well with Scottish Government policy. LIS Chairman Mark Turnbull has written to the LI President and LI CEO pointing out that branches are being required to bid for funding to mount this exhibition, which members have already paid for through their subscriptions.

In order to make the block grant go further, we will make nominal charges for some events.

This is the activity report from the P&D Officer for the Landscape Institute Scotland for the period 1st April 2014 to March 31st 2015. This represents the first full annual report from the P&D Officer on initiating and progressing relevant contacts and developing networks on behalf of LIS, responding to consultations, as well as attending appropriate external and internal meetings, planning and organising the Landscape Futures Scottish event on behalf of LI/LIS which took place in Edinburgh on 15th October 2014 and assisting with developing other LIS events for 2014/15 and beyond.

2015 Events AGM 29.04.15

LIS AGM will be held on 29 April, 6.30 for 7.00 at the Teacher Building in Glasgow. The topic of two talks will be the Forth Rail Bridge, including:

• Nomination to UNESCO for inscription of the Forth Bridge as a World Heritage Site presented by Will Garrett, Manager, Built Environment and Placemaking, City of Edinburgh Council; and

• Proposals for The Forth Bridge Experience by William Tunnell, Principal Architect, WT Architecture, including visitor centre, hoist and elevated walkway

A follow up training session to the 2013/14 LI Masterclasses held in Edinburgh. The event will be led by Marc van Grieken Landscape Architect and will focus on applying GLVIA 3rd Edition in practice since its publication in 2013. Venue: Teacher Building, Glasgow.

Scottish Scenic Routes Site Visit – Loch Lomond September tbc

An opportunity for a guided tour of pilot architectural interventions installed in the Loch Lomond and the Trossachs National Park, funded by the Scottish Government and inspired by the Nasjonale Turistveger in Norway. Rethinking the Urban Landscape LI Touring Exhibition Sept/Oct

Rethinking the Urban Landscape exemplifies how landscape architecture can offer sustainable solutions to the big challenges facing contemporary urban society including flooding and public health. After a six-week residency at The Building Centre, Rethinking the Urban Landscape transferred to Ecobuild 2015 and will soon be touring nationally.

1 LIS to budget for and convene Public and Third Sector Members’ Event every 2 years. In order to celebrate the work of profession, share knowledge and discuss key issues affecting the sector.

In the run up to the Year of Innovation, Architecture and Design in Scotland in 2016, LIS to promote LI Policy Position Statements to local government e.g. Heads of Planning Scotland, major client groups and in conjunction with related professional bodies (RIAS, ICE, RTPI).

3 Landscape Institute and LIS to continue to encourage adoption of Scotland’s Landscape Charter by Scottish Ministers.

LIS has secured increased hours for Policy and Development Officer Scotland. Policy consultations will continue to be circulated to members and their input strongly encouraged and discussion meetings convened as appropriate.

LIS website to be populated with case studies and/or personal profiles demonstrating the breadth of work carried out by professionals in the public and third sectors and highlighting the links with private practice. Key examples to input to LI Position Statements and Scottish Government Planning Advice.

LI to profile the wide range of career paths to current and future students or those with an interest in working within this area of the profession as part of education and membership programmes.

Members to continue to promote the arts and sciences of landscape architecture by giving presentations, inputting to consultations and volunteering on branch committee and by reporting of projects/events by media including twitter, LIS website and articles in Landscape Magazine to recognise individual contributions collectively.
