Accountability, Monitoring and sustainability of the projects are of extremely important, in order to sus-tain the activities initiated as part of the SLWM. The accountability and sustainability matters a lot with the responsibility of each stake holder in the projects. The IGS way of accounting and monitoring the pro-ject is unique and evolved from the experience of a decade in implementations and monitoring and eval-uations. The three tier monitoring system involve all the stake holders to be a part of the system which makes the whole system transparent and accountable.

The project M&E is based on two main components: project performance, and project impact. Project performance requires the monitoring of activities and outputs, and is closely related with project exe-cution and planned activities versus achieved (and budget). Project impact is assessed through the im-pact and outcome indicators and through specific and timely assessments, including baseline studies. The information required for the project baseline will serve as a basis for monitoring and eventually for impact assessment at project mid-term and closure.

IGS M&E Framework

The M&E system will be working

based on a systematic framework

developed by IGS. The frame-

work consists of three important

elements of the projects such as

Work Plan, Actual Collection and

Volume of waste collected. The

data for each element will be col-

lected on a daily basis and super-

visor will be submitting a weekly

consolidated report to the Field

coordinator and the concerned

person will forward that through

a Google form on Saturdays to

the M&E Manager. Monthly re-

ports will be based on the con-

solidated weekly reports and this

will be shared with the respective

stakeholders by M&E Manager.

This project report is prepared to support the na-gar palika in ensuring that the area remain clean and sanitized in the area of solid waste. The plan is to improve the current sanitation status of the village by not just giving them infrastructure fa-cilities but also ensure that proper sustainabili-ty mechanisms are put in place to ensure longevity.

The implementation is split into different phas-es and this project report is the initiation phase which is the first phase of the project.

The approach of the initiative is to implement Integrated Solid and Liquid Re-source Management (SLRM) methods that go beyond managing generated waste to preventing waste generation. Current resource flow uses excessive raw materi-als and piles of waste causing resource depletion. SLRM is about redesigning this flow so that most of the waste generated can be reused as raw material for further production. This resource flow is more sustainable as it involves the local com-munity, use of environment friendly technologies and efficient business processes

Objectives

• To develop an integrated model of SLWM facilities in selected ODF Gram Panchayats that is affordable, scalable and be effectively managed at the GP level.

• Inputs for learning materials on the implementation of SLWM model that can developed into clear guidelines.

• Review the effectiveness of this model for strengthening the ODF status

change through sensitisation.

Government of Rajasthan01

In the past, attaining Open Defecation Free (ODF)

status had become one of the first building blocks to-

wards total sanitation. Effective waste management

applications in rural areas could be used to strength-

en, upscale and sustain current sanitation initiatives

including ODF but given the complexities involved, it

remained a non-starter. In the absence of proper dis-

posal and treatment, the waste is dumped in the open

and is untreated in large parts of rural areas. The sit-

uation also leads to contamination because of waste

disposal around drinking water sources. Rajasthan

over the last decade, has made considerable progress

in ensuring access to toilets for school and Angan-

wadis (Integrated Child Development Centres), but

Solid and Liquid Waste Management (SLWM) has

seen little progress. This project addresses the above

challenges by building upon the models of SLWM

that integrates/promotes ODF sustainability, while

creating evidence and learning to influence the poli-

cies and practices for improved outcomes of the pro-

grams that intend to make India clean

Government of tamil nadu02

The Tamil Nadu House is the official guest

house for all government officials from the

state of Tamil Nadu. Partnering with the

Government of Tamil Nadu, Indian Green

Service implemented a model of Solid

Waste Management at the State House of

Tamil Nadu in New Delhi. This project

was done as a part of the Swach Bharat

Abhiyan and to be shown as model for

other State Houses in the National Capital

to follow.

This establishment generates primarily

biodegradable waste which is converted

into compost and used for terrace farming

in the house itself. IGS was able to produce

more than 3 tonnes of compost in the year

2015-16 from the project. The non- biode-

gradable waste is converted into recyclable

resource and sold in the local market

The initiative so far helped in evolving participatory process in the preparation of Detailed Project Reports (DPRs) on solid and liquid management using cutting edge waste audit tool, solution scoping, and business planning methods. The DPRs have been approved by the Government of Rajasthan as one of the model participatory DPRs. The subsequent phase will see the implementation of the plan and documen-tation of the plan and documentation of learnings for developing the guidelines.
