ANNUAL ADMINISTRATIVE REPORT 2019-20
DEPARTMENT OF TOURISM, GOVERNMENT OF PUNJAB
1) BACKGROUND
With its rich and varied cultural, and historical and religious heritage, natural and scenic
beauty, human-made attractions, a wealth of folklore, fairs, festivals, cuisine, arts and crafts and
above all, a very warm and hospitable people, Punjab has all the elements which a destination
can ever aspire for. The State, both the granary and shield of India, enjoys a high per capita
income and living standards. The State has made huge investments in the tourism and culture
sector in recent years which was possible due to financial resources devoted by the State
Government out of its own budget as well as the assistance provided by the Asian Development
Bank through the IDIPT project.
Punjab has a glorious history and it is famous as the land of the great Sikh Gurus. It has a
world-class heritage of religious shrines, forts and palaces, ancient and historical monuments,
wetlands and areas of natural beauty. It is also famous for its handicrafts, woodcrafts and
intricately designed rich traditional patterns, motifs and needlework products. Due to its rich
historical legacies, forts, religious shrines, wetlands, arts and handicrafts, the State offers a wide
variety of savors to all kinds of visitors.
2) ORGANIZATIONAL SETUP OF THE DEPARTMENT
A) STRUCTURE AT THE SECRETARIAT LEVEL, DIRECTORATE AND
DISTRICT LEVEL BLOCK LEVEL, SUB-DIVISION LEVEL, WITH
DESIGNATION AND IMPORTANT FUNCTIONARIES)

The details of the staff strength sanctioned at the Headquarters as well as in the
field are as under:-
STAFF STRENGTH
a) HEAD QUARTER (REGULAR)
The office at head quarter is working under the supervision of Director, Tourism
who is assisted by the Staff posted at head quarter. The department of Tourism monitors the
various works handled by the executive agency i.e. Punjab Heritage and Tourism Promotion
Board, coordinates interstate and with Ministry of Tourism, Government of India. It also looks
after all the ministerial and administrative work of the field offices.
b) FIELD STAFF (REGULAR)
The Department is running 14 Tourist Information Centres, which are located at:-
(1) Wagha Border Amritsar (2) Raja Sansi Airport Amritsar (3) Railway Station,Amritsar (4)
Golden Temple Amritsar (5) Nangal (6) Sri Anandpur Sahib (7) Ropar (8) Ludhiana (9)
Bathinda (10) Pathankot (11) Patiala (12) Chandigarh (13) New Delhi (14) International Airport
Mohali. The main objective of these Tourist Information Centre's is to provide information to
National as well as International Tourists, besides this, tourist publicity literature is also provided
free of cost. In order to run information centers in proper way, expert staff providing information
to these centers has been appointed on regular as well as through an outsourcing agency. The
number of staff working in the Tourism department is as follows:-

There is no changes in the organizational Structure of the Department of Tourism. 3) VISION, MISSION & GOALS
A) Vision (Long – term Transformational objectives)
The policy vision for the next five years is to establish Punjab as a world-class
destination, offering a unique, different and memorable experience to tourists, ensuring
sustainable and responsible tourism development, and firmly turning tourism into an engine
for fostering socio-economic development in the State.
B) Mission (Achievable Tasks stations):
The Government’s mission is to work relentlessly to double the annual tourist visits in the
State from 25 million to 50 million in the next five years by creating new infrastructure and
improving the existing one, particularly on site facilities such as access roads, parking lots,
public toilets, food and beverage retail outlets, appropriate product development, promoting
tourism through effective and efficient marketing and promotion campaigns, forging
partnerships with private sector for investments in tourism-related projects, building linkages
with travel and tourism trade, and development of appropriate human resources to provide
quality services and facilities to tourists.
C) Goals (Measurable parameters or Key indicators of performance)
Increase in footfall of domestic and foreign tourists in the State
Capacity building in craft development & hospitality sector, by way of training
Creation of facilities for the tourists by adding accommodation units such as Bed &
Breakfast, Farm Stay & Tented Accommodation.
Preservation & Conservation of Protected Monuments
To promote awareness of Punjab's Cultural Heritage by organizing fairs, festivals &
Cultural exchange programmes.
To Commemorate special events & centenaries

4) Encourage and incentivise local youth as tour operators on predefined tourist circuits.

E) A summary of existing policies, future policy reforms & specific plans to achieve
long-term goals :
a) Purpose
To Enhance the share of international tourist arrivals and revenue through a sustained growth
path, stimulate repeat, year-round visitation with high dispersion across the destination, promote
domestic tourism, develop and promote tourism in a responsible, sustainable manner economically,
socially, culturally and environmentally, Position State of Punjab as a welcoming, safe and
sustainable destination for both Foreign & Domestic Tourists, Enhance the image of brand of State,
Deliver a world-class, yet authentic local experience, Development and promotion of tourism by
Stakeholders, Ensure meaningful, equitable community participation in tourism development.
b) Content
The main contents as per policy to promote tourism covers :-
• Tourism's contribution to mutual understanding and respect between peoples and societies;
• Tourism as a vehicle for individual and collective fulfilment;
• Tourism, a factor of sustainable development;
• Tourism, a user of the cultural heritage of mankind and contributor to its enhancement;
• Tourism, a beneficial activity for host countries and communities;
• Obligations of stakeholders in tourism development;
• Right to tourism;
• Liberty of tourist movements;
• Rights of the workers and entrepreneurs in the tourism industry; and
• To promote sustainable tourism that creates jobs and promote local culture and products
• Conservation of the cultural heritage, development of infrastructure such as public
conveniences at the places of tourist interests, last mile connectivity etc
c) Deliverables

The State's Tourism policy is based on the following pillars. Thus, the tourism policy framework
will enjoy a considerable amount of flexibility and the ability to adapt itself to ever-changing, economic,
social and political scenarios:-
(i) Tourism Advisory Council (TAC)
A Tourism Advisory Council (TAC), chaired by the Minister of Tourism and Cultural Affairs,
with the Principal Secretary for Tourism and the Director of Tourism as members is being constituted
by PHTPB to guide and supervise the policy implementation.
(ii) Public Private Sector Partnership
Public and private sector would collaborate to issue periodical news bulletins for the media
and the public at large to heighten the awareness about tourism sector's development in the State, and
its social, economic and environmental benefits.
(iii) Support to Small and Medium-scale Enterprises
The Government of Punjab has promulgate a strategy for the registration and accreditation of
tour operators to derive optimum benefits from their experience and expertise.
(iv) Tapping the Untapped Potential of NRIs
A dedicated unit has been created within the Marketing Department of the Punjab Tourism and
Heritage Promotion Board (PHTPB) to look after NRI visitors. Marketing campaigns is being
launched to attract visitors who are already in Punjab on a flexible itinerary and motivate them to visit
places of tourist interest in the State.
(v) Promotion of Medical Tourism
There is a large scope for the State of Punjab to promote medical tourism in the State. In order to tap
the untapped /under-tapped potential of Punjab in Medical tourism sector, the State Govt. has notified
Punjab State Medical and Wellness Tourism Council vide notification no. 05/11/2018 - 2TC / 1500381
dated 12.6.2019. Proposal for operational guidelines and terms of reference of the council is under
consideration of the PHTPB.
(vi) Promotion of Film Tourism in Punjab.
To develop a strategic policy framework with a mission to attract national and international production
houses, support local production crews and develop necessary mechanism conforming to the ease of
doing business, Department of Tourism is preparing Film Tourism and Heritage Tourism Policy.
(vii) Human Resource and Skills Development
Efforts are being made to enlarge the tourism focus beyond 5-star properties by fully
recognizing Punjab tourism.
(viii) Investments and Incentives
The department of tourism would organize investment forums in Punjab and major cities of
India in collaboration with PIDB to attract direct investments in tourism projects.
(ix) Marketing and Promotion
The Department of Tourism initiated marketing and promotion activities a well-structured
marketing action plan has been formulated jointly by the public and private sector. For this purpose, the
Marketing Department of the PHTPB would be further strengthened.
(x) Circuit Tourism
1. In order to offer Punjab's best and diversified tourism products to tourists, the supply chain of
Punjab Tourism would be presented to domestic and international markets wrapped in attractive and

appealing packages. The circuit touring concept would be promoted through thematic circuits which
would attract the segment of the market which is interested in a specific destination or theme.

PROJECT UNDER SWADESH DARSHAN SCHEME :
Govt. of India Ministry of Tourism has launched Swadesh Darshan Scheme with a vision
to develop theme based tourist circuits on the principles of high tourist value. Ministry of
Tourism, Govt. of India has approved a project under Swadesh Darshan scheme amount to
Rs. 91.55 Crores. The project consists of components in 8 cities of Punjab i.e. Anandpur Sahib-,
Fatehgarh Sahib, Chamkaur Sahib, Ferozpur, Amritsar, Khatkar Kalan, Kalanaur and Patiala. An
amount of Rs. 18.00 crore has been sanctioned by Ministry of Tourism, Govt. of India to Punjab
Heritage and Tourism Promotion Board and works have been allotted to contractors. Detail of
Project is annexed as Annexure- "A".
4. ORGANIZATIONAL SWOT ANALYSIS
(i) Strength :
a) For employment generation in Rural Sector department launched various schemes
like Farm Tourism, Bed & Breakfast, Tented Accommodation.
b) Conducted capacity building programmes in tourism related fields such as,
Phulkari, water hyacinth products etc. for different Self Help Groups. Under this
programme persons mostly women have been provided with training of livelihood
generation and capacity building.
c) Availability of diverse products in Tourism and having large chunk of Punjabi
diaspora in other countries.
(ii) Weakness :
a) For promotion of tourism department requires timely release of funds from
state government for effectively promoting state tourism at national and
international level.

b) Safety and Security of the visitors in Punjab and providing congenial and
cordial atmosphere/environment in the state.
(iii) Opportunity :
Effective implementation of projects/schemes for Promotion of tourism :-
a) A project named IDIPT in progress under which apart for construction of
the heritage buildings and development of infrastructure stress is being
laid on capacity building.
b) Revival of Heritage Festival at regional level and youth coming 550th
Anniversary of Shri Guru Nanak Dev Ji during the year 2019-20.
(iv) Threats :
To develop tourism in a systematic manner, there is also a need to strength
the Directorate and its wings to implement the policies and programmes of
the Government.

assessment metrics for schemes and programmes of the organization/
Include data pertinent to the operations of the organization.
The main objective of the department is to promote tourism in the State in such a
way that it will contribute to the generation of employment and economic growth.
Various places of tourist interest, tourist destination and religious centres will be
developed. The Govt. has therefore taken series of measures to promote tourism in the
State and preserve the culture of Punjab. The action of the State Government is in the
right direction is established from the fact that the tourists visit has increased
considerably. The figures given below make it clear that the tourists visit in the State has
increased:-

Department started Tourist information centres at various districts for facilitating
the visiting tourists from various parts of India and Abroad.

The department of Tourism has formulated new Tourism Policy for effective
implementation of schemes/projects. Department requires timely release of funds from
the State Government immediately on release of Centre Government funds under 50:50
matching grants.
