The Organization
The Central Marin Sanitation Agency (CMSA) is a joint
powers agency (JPA) formed in 1979 by its JPA member
agencies, which include special districts and
municipalities in the San Rafael and Ross Valley areas
of central Marin County. CMSA’s service area
population is currently 120,000, consisting of mostly
residences and businesses, including educational,
hospital, and correctional facilities. CMSA was originally
formed for the purpose of constructing and operating
wastewater treatment facilities, which began operation in
1985. The treatment plant processes an average daily
flow of about 11 million gallons of wastewater. Beside
wastewater and biosolids treatment and disposal, CMSA
provides a variety of other environmental services which
include operating and maintaining the wastewater
collection system infrastructure, leading a county-wide
public education program, and regulating many different
types of businesses in central Marin.

annual budget dedicated to its capital improvement

The Community
Central Marin Sanitation Agency (CMSA) is
located in San Rafael, the commercial and
governmental center of Marin County, just north of
San Francisco.
Famous for its favorable climate, Marin County
showcases many cultural and natural attractions.
San Rafael offers a lively urban environment while
retaining the ease and comfort of small town life.
The city boasts a wide choice of entertainment and
cultural activities and is home to several top rated
schools. Marin County offers a wealth of
recreational opportunities, including road biking in
West Marin, hiking on Mt. Tamalpais and China
Camp State Park, mountain biking on a variety of
beautiful trails, birdwatching at the bird and wildlife
sanctuary, enjoying sun and surf at area beaches,
or golfing at one of several golf courses with
panoramic views of forests, untouched mountains,
and cascading creeks. For more reflective
outings, one may visit Mission San Rafael and the
Falkirk Mansion and Art Gallery.
Marin County is only a twenty-minute drive from
San Francisco, with all of its cultural and culinary
flair. It’s also the gateway to an immense variety
of other world-famous destinations – giant
redwoods, California’s famous wine country,
national seashores, and all the places in between.
CMSA’s staff embrace this culture of continuous
improvement, ensuring that the treatment plant
runs nearly flawlessly, around-the-clock, every day
of the year, year-in and year-out. This near-perfect
operational performance is reflected in the number
of regional and national awards the Agency has
received, including the National Association of
Clean Water Agencies’ prestigious Platinum Peak
Performance Award for the past seven years
running. The Engineering Department provides
key support to the other Agency departments in
sustaining these accomplishments.
Education & Experience Requirements
A Bachelor’s degree from an accredited four-year
ABET-accredited college with major coursework in
Civil, Mechanical, Environmental, or Sanitary
Engineering. A graduate degree in
Environmental/Civil Engineering is desirable.
Registration as a Professional Engineer in the State
of California is required.
Five years of professional-level engineering
experience in a water, wastewater, or
environmental setting at the associate or senior
engineering level is desirable.
Possession of a valid CA Class C Drivers License
is required, as is maintaining a satisfactory driving
record and meeting the California Sanitation Risk
Management Authority standards.
The Position
CMSA is seeking an individual to serve as
Engineering Manager for the Agency. The position
reports directly to the General Manager, and
manages the day-to-day operations of the
Engineering Department, which currently consists of
two other staff – an engineer and an information
systems analyst. The Engineering Manager fulfills a
variety of roles in the implementation of the Capital
Improvement Program (CIP), including management
of the development and updating of annual and 10-
year CIP plans and budgets. Other CIP-related
duties include managing the evaluation, design, cost
estimating, bidding, and construction phases of
projects. The Engineering Manager supervises staff
and consultants on design and project-related
activities. The Engineering Manager serves as the
Agency Engineer when working with internal and
external stakeholders and manages various
engineering and asset management projects through
design and construction. Further, the Engineering
Manager advises on water process control issues
and provides engineering and technical advice to
Agency staff as needed. In all these roles, verbal
and written communication skills and ability to
establish and maintain effective interpersonal
working relationships are key abilities.
Ideal Candidate
The ideal candidate will have experience and skills
in:
Professionally and effectively representing a public
agency in its contacts with a variety of individuals
and organizations, including representatives of
other agencies, professional groups, and the
general public;
Establishing rapport and strong professional
working relationships with internal and external
stakeholders;
Preparing effective technical, statistical, written and
narrative reports and correspondence, as well as
documenting procedures;
Carrying out management responsibilities in
accordance with established policies and
procedures;
Supervising subordinate staff;
Working effectively as leader or member of
interdepartmental or Agency/consultant teams;
Managing the annual and multi-year CIP project
planning, cost estimating, budgeting, and
implementation, including design, bidding, and
construction management;
Managing the preparation of cost estimates for
Agency projects;
Analyzing and interpreting complex documents;
Managing procurement contract administration; and
Carrying out complex civil and/or environmental
engineering calculations involving advanced
mathematical concepts.
Total Compensation
The salary for the Engineering Manager is $10,855 -
$13,208 monthly.
Retirement Program: 2.7% at 55 in the Public
Employee Retirement System (PERS). **
Health Insurance: The Agency participates in
PERS/Medical, which offers a wide range of health
provider selections. The Agency fully pays the
medical premium for employee and family (based on
the Northern California Kaiser family rate).
Dental Insurance: The Agency provides a fully paid
dental insurance program for the employee and
eligible dependents.
Vision Plan: The Agency provides a fully paid vision
plan (VSP) for the employee and eligible dependents.
Long Term Disability: The Agency provides a fully
paid long term disability program for the employee.
Life Insurance: The Agency provides fully paid term
life insurance in the amount of $100,000.
Vacation:
0-3 years of employment = 10 days
After 3 years = 15 days
After 7 years = 20 days
Sick Leave:
Accrued at 1 day per month (12 days per year).
Administrative Leave
Exempt management employees receive an additional
two weeks of leave time.
Holidays:
13 per year (includes 3 floating holidays).
Safety Holidays:
Chance to receive up to two additional days per year
for maintaining an excellent safety record.
** The Retirement benefit formula and employer pick-up of the employee
member contribution rates are subject to change in accordance with the
California Public Employees’ Pension Reform Act of 2013 (PEPRA) for newly
hired employees, effective January 1, 2013.
