1.0 General background
Space Applications Centre (SAC/ISRO) is currently engaged in the development of optical,
remote sensing, & communicational payloads for different satellite projects. TIG Welding is
one of the prominent methods for joining various component of satellite payloads & thus
obtaining vacuum compatible Leak proof joints at different sub assembly and assembly
levels.
Space Applications Centre (SAC), ISRO intends to procure, AC/DC TIG Welding machine which
should fulfill all requirements and specifications given in this RFP document.
2.0 Scope of supply
Bidder shall submit the proposal for the supply of a Brand New and Non-refurbished AC/DC
TIG Welding machine to purchaser / SAC to meet the requirements / specifications given in
this document. The proposal should include all components mentioned in the list of
deliverables.
The selected bidder has to supply all components of the AC/ DC TIG Welding machine
mentioned in this RFP, install and commission the machine, demonstrate the performance,
accuracy requirements and provide training, with warranty as per the P.O. terms and
conditions.
Bidder has also to supply necessary operating manual, training manual (if any), maintenance
manual etc. as mentioned in this RFP document.
3.0 Overall unit requirement

4.0 Technical Specifications of Machine
4.1 Type of Machine:
AC/ DC TIG Welding machine
4.2 Construction
The machine should be mounted on platform with wheels so that its location can be easily
changed as per the requirement. The platform should accommodate Welding unit, Wire
feeder unit & Cooling unit.
4.3 Salient Features of the machine
4.3.1
Machine should be having a Wire feeder unit. The wire feeder should have
unidirectional and bidirectional motor and provision for feeding wire in forward
as well as reverse direction.
4.3.2 Wire feeder should be separate from Main Welding Power Source.
4.3.3 Machine should be able to perform TIG cold-wire welding in conjunction with
cold wire feeder.
4.3.4 Machine should be Incremental wire type with a minimum feed of 0.4 m/min or
less.

Machine should be capable of Copying and Saving the programs for values of
parameters used for particular types of jobs and can be easily reproducible on
requirement.

4.3.8 Machine should be able to Digitally control and regulate the Welding Process

4.3.10 Machine should be having Thermostat controlled Fan / Over-temperature
protection.
4.3.11 Machine should be having Earth Leakage monitoring facility.
4.3.12 Machine should be Remote Controllable.
4.3.13 Machine should be having Automatic Gas Post Flow (depending on welding
current).
4.3.14 Machine should be having Switchover Facility between Touch Down and high
frequency ignition.
4.3.15 Machine should be having special program for Tack welding with / without filler
rod and also for Spot welding.
4.3.16 Machine should be having TIG Pulsed Arc facility.
4.3.17 Machine should be having Pulsing Frequency variation of 1.5 KHz or better.
4.3.18 Machine should be having Error Code Display Facility for Easier Fault Diagnosis.
4.3.19 Machine should be Storage memory for storing 90 (or more) welding parameter
programs.

4.3.33 The maximum noise value of machine (Noise Modulation through waveform
adjustment present) for operation at 300 Amp should be 80dbA.
4.3.34 Machine should be having AC wave balancing as an inbuilt feature.
4.3.35 Machine should be Compatible for being coupled with any Robot and TIG wire
Feeder.
4.3.36 Machine should be having Single dial adjustment operation with all other
features and touch buttons on front panel.

6.0 Machine Acceptance Test
6.1 In view of high accuracy requirement, Bidder will have to demonstrate the accuracy
and specifications of the machine to our engineer at their manufacturing plant before
dispatching the machine. In case, our engineer does not visit the manufacturing
plant, bidder shall conduct relevant accuracy tests in accordance to prevailing

machines to be delivered, prior to dispatch them to SAC.
6.2 The Bidder will have to demonstrate all the performance / specifications of the
machines during installation & commissioning at SAC, Ahmedabad Bopal Campus,
Necessary equipment required for measurement has to be arranged by Bidder.

7.0 General Instructions
7.1 Only those Bidders, who are confident of getting export permission to supply the
machine to us, should quote.
7.2 Un-priced commercial bid should be attached with the technical bid.
7.3 All the literature is required be in English Language.
7.4 The Bidder must provide list of customers to whom they have supplied the model offered
in this tender in last five years in renowned organization in the world.
7.5 Bidder should offer detailed technical catalogue of the machine and write up for
highlighting special features, specific applications, attachments etc.
8.0 Terms and Instructions
8.1 Quoted prices of machine should also have consideration, inclusion and provision for
following activities/ components.
8.1.1 Deliverable mentioned under Table no. 5.0 (List of Deliverable)
8.1.2 Pre-dispatch & On-site Demonstration of features & test to be carried out mentioned
in Point no. 6.0 .
8.1.3 Certificates of tests carried out for machine & certificates for major components &
all supported Auxiliaries.
8.1.4 Installation and commissioning of machine.
8.1.5 On site warranty for 12 months for trouble free operations of the machine
8.1.6 Detailed training of sufficient duration for Operation, maintenance and
troubleshooting for the said machine at SAC campus, Ahmedabad.
8.1.8 Delivery period of TIG Welding machine will be 12 weeks (Maximum), with all
auxiliaries including installation, successful commissioning and operationalization of

machine with full demonstration of all machine features at SAC, Ahmedabad. The
said delivery period will be counted from the receipt of purchase order by vendor
from SAC, Ahmedabad (ARO). Acceptance of This terms should be confirmed in
writing by the vendor in their offer. In case of any concerned for non-acceptance, for
defining T0 time from which delivery period would be counted, the vendor should
clearly mention in their terms of offer with respect to counting above referred
delivery period.
8.2 Separate prices should be Quoted for following Optional items:
8.2.1 Extended warranty for period of 1st Year/ 2nd Year / 3rd Year after completion of
initial warranty of 12 months.

8.3 All the charges like GST, taxes, duties, packing, forwarding, freight, octroi; agency
commission and any other charges over and above these, should be mentioned clearly and
to be quoted separately.
8.4 Quoted prices should be net and ex-works.
8.5 Mode of dispatch for the machine with auxiliaries should be mentioned clearly.
8.6 In view of high accuracy requirement, it is mandatory that machine should be assembled
in plant with proper technical facility & working instruments.
8.7 The Bidder should recommend and offer all the accessories and attachments which are
essential for smooth functioning and accurate and reliable performance of the machine.

each and every accessory should be attached in the offer. Offer for each and every item
should be given separately.
8.8 Bidder quotations must contain Item by item Compliance statement on each clause of
the RFP-technical specifications, Terms & Conditions and Instruction to bidder, as per
the format given in Annexure-II enclosed herewith. Bidder should mandatorily fill up
details against each of the requirements of the Compliance statement (Annexure-II) sent
along with this tender document. Silence on any point shall be treated as non-
compliance. Simple compliance without details & supporting documents, lack of
information or information without proper explanation shall also be treated as non-
compliance. Hence, in order to strengthen the merit of their offer, please provide
detailed explanation about how bidder intends to comply with each and every
specification of this tender. This is an essential part of the offer.
8.9 Important note for Bidder:
Compliance report in above referred format i.e. Annexure-II is mandatory to attach by
the bidder along with the offer. The offer without the Compliance report in Annexure-
II will be treated as incomplete & liable for rejection and will not be considered for
further order processing without assigning any reason thereof.
8.10 Maximum delivery period at SAC Stores, Ahmedabad for the machine including
installation, successful commissioning and operationalization of machine with full
demonstration of all machine features at SAC, Ahmedabad Bopal Campus. with all
deliverables mentioned under List of deliverables, table no. 5.0 of RFP, should not more
than 12 Weeks. However, Supplier should give their offer specified with their minimum
delivery period, counted from the date on which order will be received by them & should
be adhere to.
8.11 All the items of the purchase order need to be supplied in single consignment to
avoid part supply / shipment.
8.12 Machine should work on Three-phase AC power supply of 400 V + 15%, If machine
offered does not work on 400 V + 15% , bidder shall supply required step up/ step down
transformer for smooth functioning of machine as a specific requirement and price of
the same should be included in basic machine price.

8.13 The Bidder, if necessary, should recommend and detail out in their offer, any specific
requirement like compressed air requirement, cutting fluid etc. for the specific
performance of the machine.
8.14 The bidder should recommend any specified requirement like; controlled
environment condition (Temperature, Humidity, Class of cleanliness etc.), Special pit
type earthing (if any), Requirement for machine foundation (if any) at Site and any other
auxiliary necessary to run machine efficiently.
8.15 Supplier should provide weight of the machine, size & dimensions (Foot-print area)
and line diagram regarding surrounding installation location of supporting auxiliaries.
Supplier should also give information regarding provision of lifting/ holding/ movement
of the machine for safe entry into the room/ building during installation activity.
8.16 It will be the sole responsibility of Bidder to carry out electrical connections from
main switch to machine. Necessary cables and tools should be brought by Bidder.
8.17 All necessary tools should be brought by supplier during installation & commissioning
of machine.
8.18 It will be the responsibility of the supplier to deliver the machine safely along with all
auxiliaries to the SAC, Ahmedabad, Bopal Campus. Supplier should ensure safe handling
of the machine till installation, commissioning and performance demonstration of the
machine, is completed at its identified location at SAC, Ahmedabad, Bopal Campus.
However, unloading the machine from supplier’s transport vehicle at specified building
of SAC campus and lifting and shifting the machine inside the identified room/ building
using forklift truck or any other suitable material handling equipment will be done by
SAC-Stores in presence & under the guidelines of the technical staff/ representatives of
supplier.
8.19 Bidder must furnish a letter clearly stating permission from manufacturer to use
original machine parameters, PLC programs, machine controls parameter backup or any
other original data or electronic / logical information which might have needed during
the course of working of the machine and at the time of machine maintenance / repair

work in future, enable to avoid bottle necks & delays while the said machine is under
maintenance. In addition to above bidder must also furnish a letter of acceptance from
manufacturer, stating the willingness and readiness to provide any other support /
information within short time, which may require during course of operation of the said
machine.
8.20 Bidder will also confirm / commit in their offer for the following.
Two sets of manual depicting operation, control, electrical circuit diagram,
Mechanical assembly diagram, maintenance and troubleshooting should be
provided by the Bidder in English language, out of which one set of the manual
need to be sent by Airmail / speed mail, quite in advance for our study and
readiness for installation and commissioning. Manual should have information
like; operation, control and maintenance details and requirements of space,
power, foundation details etc. for the installation and commissioning of the
machine. Minimum Two set of manual should be given in hard copy.
The Bidder should provide service for installation, commissioning and detailed
training for operation, maintenance, trouble-shooting etc. free of cost at our
premises. Period of the said training should be mentioned by the bidder in their
offer. However, in any case the said period should not be less than two days.
Electric circuit diagram of the machine should be supplied with the machine in
English language.
Drawings of the important mechanical assemblies should be supplied for the
maintenance purpose.
8.21 Prices of Optional items will not be considered while deciding lowest offer. It is
mandatory for the bidder to quote for all items other than optional items.
9.0 Bidder Qualification criteria
9.1 Bidder should have office in India for after sales support and service and at-least two
factory trained service engineer based in India to carry out maintenance of the
machine offered. Bidder should furnish the address and telephone numbers of the
office and name, address, telephone numbers & email id of the service engineers
who might be required to visit for carrying out the service/ maintenance in future.

Bidder shall also provide full details of their service stations in India including man-
power, infrastructure, equipment’s available at each station along with their offer.
9.2 Manufacturer should have supplied at least 10 such machines to renowned
organizations in the world. Bidder should attach list of the customer with complete
postal address and telephone numbers, to whom they have supplied the machine.
Bidder shall also indicate machines, which have been installed and made operational
in last five years.
9.3 Manufacturer should give undertaking / commitment in writing for efficient after
sales service and supply of spare parts for 10 years from the date of Installation of
machine. Undertaking / commitment in writing should also reveal that Manufacturer
is ready to undergo the agreement with SAC, in future for Need Base Annual
Maintenance Contract (AMC) along with spares, once initial / extended warranty (If
any) will be completed.
9.4 In case bidder is not Original Equipment Manufacturer (OEM), a certificate of
authorization on manufacturer’s letter head is to be furnished, clearly stating that
the bidder is sole selling agent / dealer and authorized for carry out all the sales and
after sales-service activities on the behalf of manufacturer. in India. Validity period
should also be clearly mentioned in the certificate.
10.0 Warranty
10.1 Minimum One-year on-site warranty for trouble free operation of the machine from
the date of final commissioning and acceptance of machine by SAC, Ahmedabad
Bopal Campus and free services shall be provided for any trouble during this period.
During the period of warranty, if any part is to be replaced, Bidder will have to replace
it free of cost. Warranty should include all the items/Basic machine parts supplied
against purchase order, except items consumable in nature.
10.2 Bidder should also give offer for extended warranty for further 1 year/2 years/3 years
after completion of initial warranty of one year or more on chargeable basis. –
Optional. Separate Prices should be quoted for 1st Year/ 2nd Year/ 3rd Year.

It will be the responsibility of the supplier to
deliver the machine safely along with all
auxiliaries to the SAC, Ahmedabad, Bopal
Campus. Supplier should ensure safe handling
of the machine till installation, commissioning
and performance demonstration of the
machine, is completed at its identified
location at SAC, Ahmedabad, Bopal Campus.
However, unloading the machine from
supplier’s transport vehicle at specified
building of SAC campus and lifting and shifting
the machine inside the identified room/
building using forklift truck or any other
suitable material handling equipment will be
done by SAC-Stores in presence & under the
guidelines of the technical staff/
representatives of supplier.

Bidder must furnish a letter clearly stating
permission from manufacturer to use original
machine parameters, PLC programs, machine
controls parameter backup or any other
original data or electronic / logical information
which might have needed during the course of

enable to avoid bottle necks & delays while

8.20
Bidder will also confirm / commit in their offer
for the following.
Two sets of manual depicting
operation, control, electrical
circuit diagram, Mechanical
assembly diagram, maintenance
and troubleshooting should be
provided by the Bidder in English
language, out of which one set of
the manual need to be sent by
Airmail / speed mail, quite in
advance for our study and
readiness for installation and
commissioning. Manual should
have information like; operation,
control and maintenance details
and requirements of space,
power, foundation details etc. for
the installation and
commissioning of the machine.

Bidder Qualification Criteria
9.1
Bidder should have office in India for after
sales support and service and at-least two
factory trained service engineer based in India
to carry out maintenance of the machine
offered. Bidder should furnish the address and
telephone numbers of the office and name,
address, telephone numbers & email id of the
service engineers who might be required to
visit for carrying out the service/ maintenance
in future. Bidder shall also provide full details
of their service stations in India including man-
power, infrastructure, equipment’s available
at each station along with their offer.

Manufacturer should have supplied at least 10
such machines to renowned organizations in
the world. Bidder should attach list of the
customer with complete postal address and
telephone numbers, to whom they have
supplied the machine. Bidder shall also
indicate machines, which have been installed
and made operational in last five years.

commitment in writing for efficient after sales
service and supply of spare parts for 10 years
from the date of Installation of machine.

authorization on manufacturer’s letter head is

is sole selling agent / dealer and authorized for

Warranty
10.1
Minimum One-year on-site warranty for
trouble free operation of the machine from
the date of final commissioning and
acceptance of machine by SAC, Ahmedabad
and free services shall be provided for any
trouble during this period. During the period
of warranty, if any part is to be replaced,
Bidder will have to replace it free of cost.
Warranty should include all the items/Basic
machine parts supplied against purchase
order, except items consumable in nature.
